EDITORIALAquí estamos otra vez, otro mes que se nos fue, y otro trimestre que se fue del año ¿Dónde va el tiempo?A pesar de este tiempo tan extraño que estamos teniendo, el verano definitivamente está llegando y con él todo su programa frenético de ferias, fiestas, conciertos y otros eventos, los cuales les informamos a través de este nuestro periódico y a través de la página web www.theresident.euHablando de ferias y fiestas, el mes de Mayo verá la fiesta de San Isidro en Estepona, conmemoración de su Santo Patrón. Esta feria celebra la herencia agrícola de Estepona con un programa de evento, exhibiendo productos tradicionales y demás. Tendrá lugar desde el 10 al 15 de Mayo e incluirá la Romería anual en el parque de Los Pedregales. Con las fiestas de San Isidro os podréis adentrar a la temporada festiva. Here we are again, another month gone, and already nearly a third of the way through the year, where does time go?Despite the odd blip in the weather, summer is definitely on the way and with it the hectic programme of ferias, fiestas, concerts and other events, all of which we bring to you through both this newspaper and the website www.theresident.eu.Talking of ferias and fiestas May sees the San Isidro celebrations in Estepona. Commemorating one of the muncipality’s patron saints, this feria celebrates Estepona’s agricultural heritage with a programme of events showcasing traditional skills and products. Running from May 10 to 15 and including the annual Romeria in Los Pedregales Park, the San Isidro fiesta is a good way to ease yourself into the festival season. Al no haber referéndums o elecciones la mayoría de nosotros ahora no podemos tener influencias sobre estos aspectos, tan solo y lo único que podemos hacer es insistir en redoblar esfuerzos y ganar unos euros, así pues esto será mi última frase sobre el tema en esta publicación.¡Ah! Decir esto me ha liberado, ahora ya me encuentro mucho mejor, y ahora, ¿De qué hablamos? (ruidito con los dedos sobre el despacho). Verdaderamente creo que me tomaré un refresquito en el chiringuito y disfrutaré de mi nuevo sentido del bienestar.

Resident have declared a crisis free zone. Unless something dramatic occurs there seems no reason to keep pointing out the blindingly obvious fact that the economy is in deep doo-doo and no amount of analysis and debate appears to make any difference. As there are no forthcoming referendums or elections most of us now have no influence in these matters other than to keep plugging away and earning a dollar or two so this will be the last sentence on the subject in this publication.Wow! That was quite liberating, I already feel much better, anyway what to talk about now? (sound of fingers drumming on the desk). Actually I think I’ll nip off down the chiringuito and enjoy my new found sense of wellbeing.

ADEC, the local fully-registered charity set up to support cancer patients and their families, held a successful opening Launch and Wine-Tasting Event in Pueblo Neuvo last Monday. A good crowd of local people willing to support the Charity, in one way or another, were also able to sample some of the new and lesser-known wines selected by Richard from Anglo Wines.There was also an opportunity to purchase tickets for some super good-quality raffle prizes. The star prize of which was a Moroccan Meal for four people to be cooked in your own home by Houda using traditional ingredients she will supply especially for the occasion. This star prize was won by Juan Roca Quintero from San Roque.The Launch was just one of the events that ADEC has planned for the future when they

El alcalde, Juan Carlos Ruiz Boix, ha retado hoy, martes, a la titular de Fomento, Ana Pastor, a presentar en la comarca los 200.000 euros consignados por el Gobierno de la Nación en los presupuestos estatales para la modernización de la vía férrea entre Algeciras y Bobadilla, tal y como hizo ayer la ministra en Valencia para anunciar la inversión de 1.300 millones en el corredor mediterráneo. “Estoy esperando a que lo haga para ver cómo la reciben los agentes económicos y sociales”, ironizó.El primer edil considera que “el Gobierno actual desprecia y olvida al Campo de Gibraltar, cuando ni siquiera consigna una partida de 56 millones de euros para licitar el tramo entre Algeciras y Almoraima. El PP ha engañado a los ciudadanos durante la campaña de las elecciones andaluzas, cuando afirmaba que apostaba por el corredor central. Su apuesta real -afirmó- ha sido por el corredor mediterráneo, que une las

comunidades valenciana y catalana con la frontera francesa. Lanzamiento de ADEC y cata de vinos

ADEC, la organización local de caridad totalmente registrada creada para apoyar a los pacientes con cáncer y sus familias, ha celebrado un lanzamiento de apertura exitosa y cata de vinos en Pueblo Nuevo el pasado lunes. Un buen grupo de residentea locales dispuestos a apoyar la Caridad, de una u otra manera, también pudieron degustar algunos de los vinos nuevos y menos conocidos seleccionados por Richard de Anglo Wines.Hubo también la oportunidad de adquirir boletos para varios premios de alta calidad en el sorteo. El premio estrella fue una cena marroquí para cuatro personas que cocinará Houda en su propia casa utilizando ingredientes tradicionales que ella proporcionará especialmente para la ocasión. El premio estrella fue ganado por Juan Roca Quintero de San Roque.

El lanzamiento fue sólo uno de los eventos que ADEC ha planeado para el futuro, cuando se espera recaudar suficiente dinero para poder financiar el apoyo profesional de los pacientes y sus familias, en su propia casa.La caridad también está formando vínculos profesionales con organizaciones benéficas locales españolas, y esperan ser capaces de dar más detalles sobre estos en poco tiempo. Si usted puede ayudar y apoyar aún más a esta organización, de alguna manera ya sea como voluntario, por medio de donaciones, asistiendo / hospedando la celebración de eventos, etc. Estarían encantados de recibir más ayuda, ya que esperan ser al menos igual de exitosos como otras organizaciones benéficas similares que se encuentran en otras áreas de la costa .

Los Vecinos y Amigos de Marina de Casares del Club disfrutaron de un día en el torneo de golf de Doña Julia Golf Club el jueves 22 de marzo, seguido de un almuerzo en el restaurante de Armstrong. El evento estuvo muy concurrido con cerca de 40 miembros e invitados assistiendo a la comida. Restaurante Armstrong donó amablemente varios premios, incluyendo un premio del ganador de una jarra de cristal cortado y comida para dos, ganado por Barrie Hill. Doña Julia Golf Club donó generosamente el premio de segundo de dos green fees de 18 hoyos, incluyendo “buggy” lo cual fue ganado por Inger Hellberg. Con la fresca brisa de primavera y el sol brillando, todos los golfistas disfrutaron de un fabuloso día en el campo y nuestros agradecimientos a John Hammond y Maria para la organización de un evento

The Vecinos and Amigos de Marina de Casares Club enjoyed a golf tournament day at Dona Julia Golf Club on Thursday 22 March, followed by lunch at Armstrongs Restaurant. The event was very well attended with around 40 members and guests attending lunch. Armstrongs Restaurant kindly donated several prizes including an overall winners prize of a cut glass decanter and meal for two won by Barrie Hill. Dona Julia Golf Club generously donated the overall runners up prize of two green fees for 18 holes including buggy won by a delighted Inger Hellberg! With the sun shining and fresh spring breeze all the golfers enjoyed a fabulous day out and thanks go out to John and Maria Hammond for organizing such a wonderful event. Friends and Neighbours of Marina de Casaresfinancial success and raised the largest amount since the club first started this event, thanks to the support from the Ayuntamiento. The feedback received is that all the Tables did very well considering today’s difficulties. The money raised on the day will go towards a fund already set up in anticipation of a large screen television that it is hope the Ayuntamiento will soon give permission to have installed in the shared club room. Casares Bridge Club celebrated its second bridge/lunch reunion on the 25th March at the clubhouse followed by a lunch at the Brasserie just across the road.There was a great turnout with some new visitors from Sotogrande. The Club had an 8 and a half Mitchell movement directed and scored by Tony Bluett.The winners north/south were Paul Agius

Esta es una copia de un formulario publicado recientemente por el Ayuntamiento de Manilva y - de acuerdo con su reglamento municipal - debe ser completado y validado por el Departamento del Medio del Ambiente. Parecido a la que también se ha emitido en otros municipios - Estepona y Marbella incluido. Se requiere que usted lo tenga en su posesión cuando sale con su mascota y tener que presentarlo a petición de las autoridades locales, el no hacerlo puede resultar en una multa de hasta 200,00 €. La Junta de Andalucía exige que todos los perros tengan un microchip y que estén registrados en la base de datos central en Sevilla. Una vez que haya cumplido con la ley andaluza, con la asistencia de un veterinario certificado y afiliado, el registro en Sevilla le enviará una tarjeta como una prueba más de la inscripción en dicho registro, además del recibo de color rosa que usted recibe por parte del veterinario como prueba de la colocación del microchip y su registro en la base de datos. Todas estas son las extensiones de la normativa europea sobre derechos de los animales formuladas en Estrasburgo que finalmente han filtrado a nosotros aquí, a través de Madrid y Sevilla. Hay una salvedad importante que debe tenerse en cuenta y esto puede ser el momento oportuno de darlo a conocer. Considerando que existe duplicidad en el registro municipal, por el diseño, todos los municipios tienen por acuerdo, el acceso a la base de datos en Sevilla y al ingresar su código postal correspondiente (s) recibe un listado de todas las mascotas registrados - perros, gatos y hurones - en dicho código postal. Este fue diseñado para evitar la redundancia de lo que ahora se requiere. A la luz de las escasas finanzas municipales disponibles en estos tiempos de recortes drásticos y escasez presupuestario esto parece un esfuerzo mal dirigido, especialmente en vista de la falta de cumplimiento con respecto al mantenimiento del registro de las razas clasificadas en la lista de perros peligrosos y sus ordenanzas de registro obligatorio a nivel municipal. También hay un requisito, en la misma Ley andaluza, que cada municipio tiene alguna (al menos temporalmente) instalación de kenneling/guarderia para alojar estos animales callejeros, heridos, y/o los animales abandonadas, bajo el control de un veterinario para atender en primer instancia a estos animales hasta que tal el tiempo que su propietario puede ser localizado o se les puede dar al cuidado de un refugio más permanente, que asistirá a las necesidades de dichos animales. Control de cumplimiento por las autoridades municipales de la obligatoriedad de la vacunación contra la rabia, microchip, de ir con bozal (cuando indica la ordenanza) y, en su caso, correa.

Los municipios también están obligados a mantener, debidamente señalada contenedores de basura para la basura (heces) que queda en las zonas públicas por la mascota cuando se pasea por zonas públicas, como el propietario puede estar sujeto a una multa por no limpiar después de dicha mascota se ensucia los pavimentos en la vía publica. Estos formularios están disponibles en la oficina del Departamento del Medio Ambiente, situado por encima de la comisaria de policía local de Manilva, no hay ningún cargo para el cumplimiento, en la adquisición, rellanado, y su consiguiente validación por el departamento correspondiente.

Registro Municipal de PerrosThis is a copy of a form recently issued by the Manilva Town Council and, according to their municipal regulation , must be completed and validated by the Departamento del Medio Ambiente (Environment Department). One similar to it has also been issued in other towns, Estepona and Marbella included. They require you to have it in your possession when out with your pet and to be able to present it if requested to by local authorities, failure to do so may result in a fine of up to 200€. The Andalucian Government requires all dogs be microchipped and registered with the central database in Sevilla. When you have complied with the Andalucian law, with the assistance of a certified affiliated veterinarian, the registry in Sevilla will send to you a card as further proof of the pet’s registration, in addition to the pink receipt form you receive from the Veterinarian as proof of the microchip placement and registration in the database. These are all extensions of the European Regulations on animal rights formulated in Strasbourg and have finally filtered down to us here, via Madrid and Sevilla.There is an important caveat that needs to be noted and this may be the time to make it known. Whereas there is duplication in the municipal registry, by design ALL municipalities have by mutual accord, access to the database in Sevilla and by entering their corresponding postal code(s) receive a list of all pets: dogs, cats, and ferrets, in that postal code. This was designed to avoid the redundancy of what is now being required. In light of available municipal finances in these times of drastic budget cuts this seems a misguided effort, especially in light of lack of enforcement with respect to keeping one of the breeds classified in the dangerous dogs list and their requisite registration ordinances on a municipal level. There is also a requirement, in the same Andalucian Law, that each town has some (at least temporary) kenneling facility to house strays, injured, and/or abandoned animals under the supervision of a veterinarian; to attend to these animals until such a time as their owner may be located or they can be given over to the care of a more permanent shelter/kennel which will attend to the animals’ needs. The municipal authorities’ enforcement of the requisite rabies vaccination, microchip, muzzle and leash laws, where applicable. The municipalities are also required to have specially marked refuse containers for the refuse (faeces) left in public areas by the pet when out in public areas, as the owner may be subject to a fine for not cleaning up after said pet, if it soils in a public thoroughfare.These forms are available from the office of Departamento del Medio Ambiente located above the local police station in Manilva, there is no charge for complying with acquiring, completing, and having them validated by the selfsame appropriate department.

If this moment arrives it is always better talk to the bank. (Although everybody knows that banks only want money from their customers). We recommend that all our clients should inform their bank regarding their financial difficulties, and try to negotiate, or to find a solution. What you must never do is avoid the situation, or fail to contact, or inform your bank. All banks start legal actions to repossess properties after 3 months of non-payment of the mortgage, and if they have no contact from the customer. Once this legal court procedure is started by the bank, it is much more complicated to negotiate a solution with them, as the case would be in the hands of the legal department. Also it is costly to stop, because you, the customer are liable not only to pay the arrears, but also the court expenses and legal fees of the bank’s solicitor. Please note that as legal fees for these court cases are based on the value of the property, you could be talking about lawyers’ bills of several thousand Euros. Therefore, it is essential to avoid a potential court case.There are different ways to sort out the situation:a) You could re-negotiate the financial conditions of the mortgage with the bank. Customers can negotiate the change or improvement of their mortgage conditions with the bank, to adapt to their new personal and financial circumstances. A period of 1 or 2 years of only interest payments (called “carencia”) could be an alternative; or an extension of the period of the mortgage to reduce the amount of the monthly payments, or you could negotiate a reduction of interests, etc.b) You could give the property back to the bank in payment of the mortgage (called “dación en pago”). Banks are always reluctant to do this as they do not

want to become owners of real estate properties, but often it is the only solution when customers can not afford mortgage payments, and do not want to the property. In these cases, banks request a valuation of the property (to be paid by the customer) in order to know the value of the property and then they study the transaction, before they approve this possibility.

As I mentioned before, it is always advisable talk to the bank. Throughout the years of my professional experience I have seen many cases where the lack of communication and information between the banks and their customers has created big financial problems, which could have been sorted out easily by sitting down to discuss the situation beforehand, and then use the legal options available.If you are facing financial problems and cannot afford to pay your mortgage payments, you should contact your bank now to try to find a solution before further legal actions is started. In your dealings with the bank it is always better to be duly represented by a solicitor who will speed things along and will be able to negotiate a better solution on your behalf. Please also note that the 2 above mentioned alternatives, (renegotiation of mortgage conditions and giving the property back to the bank) require the signature of Public Deeds in front of the Notary, so it is important that you are duly represented and assisted at the notary offices when signing any documents to ensure that you are independently advised, and that you fully understand what you are signing.

Lo que nunca se debe hacer is evitar la situación o incumplir y no contactar ni informar al banco.Todos los bancos inician acciones legales para ejecutar las hipotecas después de 3 meses of no pago de la misma en caso de que no tengan noticias del cliente. Una vez que el procedimiento legal ha sido iniciado por los bancos, es mucho más complicado negociar una solución con ellos, porque el caso pasa al departamento legal. Es también mucho más caro por el cliente es responsable no solo de pagar los intereses de demora sino también lo gastos legales y los del abogado del banco. En estos casos, los bancos requieren una tasación de la propiedad (que tiene que pagar el cliente) para saber el varo de la propiedad y estudiar esta operación, antes de aprobar esta posibilidad.Como se ha dicho antes, siempre es aconsejable hablar con el banco. A través de varios años de experiencia profesional he visto muchos casos donde la falta de comunicación e información entre bancos y sus clientes ha creado importes problemas financieros, que se podrían haber solucionado fácilmente sentándose a discutir la situación de antemano, y usando las opciones legales disponibles.Si usted se está enfrentando a problemas financieros y no puede afrontar los pagos de su hipoteca, debería contactar con su banco ahora para buscar una solución antes de que se inicien acciones legales. En sus contactos y negociaciones con el banco es siempre mejor estar representado por un abogado el cual acelerará todo el proceso y podrá negociar la mejor solución para usted. El próximo domingo 29 de abril se disputará el II Torneo Internacional de fútbol 7 en Manilva.El Torneo se disputará en el campo municipal Las Viñas de Manilva y está organizado por las delegaciones de Deportes y Extranjeros, dirigidas por Mario Jiménez y Diego Urieta respectivamente.Dicha jornada futbolera ya se hizo el año pasado con un enorme éxito de participación en un ambiente muy agradable, donde los distintos países y sus aficiones convivieron y disfrutaron del campeonato.

El trofeo dará comienzo a las 10 de la mañana y finalizará sobre las 14.15.Los países participantes serán: Argentina, Uruguay, Paraguay, Bolivia, Marruecos, Brasil, Inglaterra, Rumanía y España.Estos equipos se enfrentarán en 3 grupos de 3 equipos que disputarán partidos de 25 minutos de un solo tiempo. Se clasificarán para las semifinales los primeros de cada grupo y el mejor segundo.Una vez disputada la final, se entregarán los trofeos y habrá un refrigerio para todos los participantes.

On Sunday April 29 Manilva will celebrate the II International Football Sevens Tournament at Manilva’s Las Viñas football ground.Organised by Manilva’s Sports and Foreigners Departments, this tournament follows on from last year’s exciting competition which was won by Spain, beating Bolivia in the final.Starting from 10 am the tournament will see teams representing Argentina, Uruguay, Paraguay, Bolivia, Morocco, Brazil,

England, Romania and Spain compete in three groups of three teams, each match over 25 minutes with no half time. The top teams from each group, along with the best second place will compete in the semis with the final taking place at around 2.15 pm.The trophy presentation will follow immediately afterwards, and no doubt a few refreshments will follow that.All spectators are welcome, so why not go along and lend your support.

El Camping Bella Vista, cerca de la Duquesa se inauguró oficialmente el sábado 31 de marzo. Un programa de eventos fue realizado para la ocasión que se inició a las 19;00 h. La Alcaldesa pronunció un discurso, seguido de una introducción por parte del propietario, Phillip Morgan.Después de la ceremonia de inauguración la banda municipal entretuvo a los

invitados, seguido de una actuación de flamenco. Más tarde en la noche hubo un DJ y fuegos artificiales para terminar el día.Se dio a los invitados un recorrido por las instalaciones y servicios después de lo cual fueron invitados a probar el vino local, así como de un fabuloso buffet establecido por el equipo del restaurante dirigido por el chef Rudi Heer.

The Mayoress made a speech, followed by an introduction by the owner, Phillip Morgan.After the inauguration ceremony the Manilva Town Band band entertained the invited guests, followed by a flamenco

performance. Later in the evening there was a DJ and fireworks to round off the day.The guests were given a tour of the impressive facilities after which they were invited to try the local wine as well as being treated to a fabulous buffet laid on by the restaurant team headed by chef Rudi Heer.

The Duquesa Society of St. George hosted this year’s annual dinner at The Cortijo Vizcaronda in Duquesa on Saturday 21st April. The Society would like to take this opportunity to thank John and Henry, the owners of The Cortijo Vizcaronda, and their staff for looking after the guests so well. The evening’s entertainment was performed by Trevor Brooks and Michelle Daniels. The event was organised by Dean Shelton from the Foreign Residents Department of Manilva, and appreciation must also go to Jan Mitchell, who put in alot of time and effort helping Dean, and also obtained donations for the charity raffle prizes. Thanks must also be given to Lesley and John from the Jolly Sailor who also donated some of the raffle prizes, along with Dean Shelton. The evening was

a great success and the Society managed to raise 600 euros for this year’s chosen Charity, Age Concern Manilva/Estepona.

Unas vacaciones en Gambia hace alrededor de 20 años fueron el catalizador para la creación de la Fundación Nyland Knight por residente local David Harmston y su esposa Terri.Lo que comenzó con el patrocinio de un solo niño ha crecido tanto que la fundación ofrece ahora financiación para 80 niños de edad escolar, y se ha ampliado para pagar y gestionar toda una serie de proyectos en el pueblo de Kunkujang Keita en esta pequeña parte de una África olvidada.Gambia es un país pobre, y aunque los niños del pueblo no mueren de hambre, son tan pobres que no tienen zapatos y tienen muy poca ropa, y el sistema escolar no es libre lo que significa que muchos de los niños nunca tendrán la oportunidad de obtener una educación que les pueda liberar de las cadenas de la pobreza.Fue este hecho el que llevó a David y Terri a participar en el coste de enviar a un niño a la escuela por tan sólo 50

A holiday in The Gambia some 20 years ago was the catalyst for the establishment of the Nyland Knight Foundation by local resident David Harmston and his wife Terri.What began with the sponsorship of a single child has grown to the extent that the foundation now provides funding for 80 schoolchildren, and has expanded to pay for and manage a whole host of projects in the village of Kunkujang Keita in this small part of a forgotten Africa.The Gambia is a poor country, and whilst the children in the village are not starving they are so poor they have no shoes and very few clothes, and the school system is not free which means many of the children will never get the opportunity for an education that can free them from the chains of poverty.It was this fact that prompted David and Terri to become involved as the cost of putting a child through school is just 50 euros a year, a sum which, whilst less than the average round of golf here in Spain, is way beyond the means of most of the villagers.For the first few years David and Terri sponsored one child, but a chance conversation in a hairdressers in Gibraltar led to a donation providing sponsorship for a further nine, and the Nyland Knight Foundation began to take shape.Since those early days a number of people have come on board, including Deborah Ives who is extremely active and who was the driving force behind the establishing of a number of regular fundraising events, and who regularly visits the village to deliver donated items and to help oversee the purchases paid for by charity.

In fact one of the important tenets of the Nyland Knight Foundation is that all the money is spent on good works, with all expenses incurred paid for by the volunteers and organisers themselves.As mentioned earlier the Foundation has expanded and now runs a number of projects including a cuts and bruises/small ailments clinic which treats around 600 children a year; a dental hygiene programme; malaria prevention programme; provides chickens and goats to promote self-sufficiency; runs the village football team; and so on.Apart from individuals, a number of businesses and organisations provide support, including The Mayfair Academy which last year raised over 1,700 euros. El alcalde de Estepona, José María García Urbano, ha anunciado hoy que el Ayuntamiento ha concluido el pliego de condiciones para sacar a concurso el diseño del proyecto y la ejecución de la obra del denominado ‘gran bulevar’. The Mayor of Estepona, José María García Urbano, has announced that the Town Hall has completed the paperwork needed to begin the search for a company to carry out the project design and execution of the work on the so called ‘grand boulevard’. This is the governing team’s “flagship project”, which was included in the last electoral manifesto. This project involves an investment of more than 30 million euros and will create some 800 jobs.With this initiative the Town Hall hopes to convert this area into a modern commercial and administrative centre of the future, via a boulevard that will act as a vertebrae to the town and will host outdoor activities in the heart of Estepona.The total area covered by this project is about 35,000 m2 on public land currently containing various public facilities and infrastructure.This area is located in the heart of Estepona, in the so-called ‘Central Park’, just in the transition zone between the old part of the town and the growing residential area, known as the Huerta Nueva.

Estepona is one of few towns with a historic centre extending onto the seafront and with this project the town hall intends to exploit this uniqueness to make the area an original and attractive one for residents and visitors alike.Included among the work will be a new 9000 m2 Town Hall building aiming to centralize all local authority departments with a consequent improvement in efficiency and service to citizens. These works must be completed in a maximum execution time of two years.The governing team hopes to attract the best domestic or foreign investor to implement this project. The contract will be awarded according to value for money and municipal interests, giving priority to the design and functionality of the whole project and each of its elements.The Town Hall has forwarded the dossier to be published in the provincial bulletin, BOP, to begin the public exhibition period and on completion of this period, companies may submit their bids.

The contract has been made without any time limit. The collection consists of five pieces carved from a single piece of limestone, which weigh between 300 and 2,500 kilograms.The largest piece is called ‘In your arms’, and is located on the seafront, opposite the top of the Avenida Juan Carlos I. Also on the promenade, opposite the bus station, lies ‘The Ascent’, while the Japanese garden of San Lorenzo Avenue has incorporated the piece called ‘The Buddha’.The children’s area of the Calvario Municipal Park hosts the piece titled ‘The Dragon in the Sun’, which recreates a Komodo dragon. Finally, the fifth of the pieces, ‘The Splendid Elephant’ remains exhibited in the central Plaza de las Flores.Sociocultural Area Councillor, Maria Dolores Espinosa, said that this collection of sculptures makes the area more attractive culturally and stressed that this is another of the efforts made by the government team to add attractions to Estepona’s cultural landscape.

Condenado por causar fuego en el 2000El Juzgado de lo Penal número 11 de Málaga ha sentenciado a seis meses de cárcel y al pago de más de 1,5 millones de euros en indemnizaciones a un hombre acusado de causar un incendio que calcinó 176 hectáreas en Casares y Estepona. La sentencia llega casi doce años después de los hechos. El fuego obligó al desalojo de casi una treintena de vecinos de la zona y afectó a varias fincas.Los hechos sucedieron el 24 de julio del 2000, cuando una cuadrilla de trabajadores de una empresa se desplazó a la finca Las Mesas de Casares “para reparar una torreta eléctrica” de Endesa. De hecho, fue esta entidad la que encargó los trabajos de mantenimiento y reparación de la línea.La torreta estaba situada en una zona de monte bajo con abundante matorral y pasto seco. El día era seco y las temperaturas, las propias del verano.

El viento era suave pero se incrementó hasta alcanzar una fuerza relevante.Con los trabajos saltaron chispas que, por efecto del fuerte viento se desplazaron varios metros, prendiendo el matorral y el fuego se avivó por el fuerte viento, lo que motivó que se extendiera rápidamente.El incendio, se propagó por el paraje Casa del Valle, y pasó a Loma Redonda, ya en Estepona. Llegó a la urbanización Valle Romano “afectó a 176,6 hectáreas, 63 en Casares y 114 en Estepona”.Hubo hasta 27 afectados, la mayoría vecinos extranjeros que tenían sus viviendas en la zona y algunas fincas pertenecientes a diversas empresas. Por ello, el acusado, solidariamente y dos empresas y otras aseguradoras, subsidiariamente deberán pagar indemnizaciones que en total suman 1,5 millones de euros.

Worker convicted for fire in 2000The Criminal Court of Málaga has sentenced a man accused of causing a fire that razed 176 acres in Casares and Estepona to six months imprisonment and a fine of more than 1.5 million euros. The verdict comes almost twelve years after the incident occurred. The fire forced the evacuation of almost thirty residents of the area and affected several farms.The incident occurred on July 24, 2000, when a group of workers from a company were dispatched to a finca in Casares to repair an Endesa electricity pylon. It was in fact Endesa that ordered the maintenance and repair of the line.The pylon was located in an area covered with scrub, brush and dry grass. The day was dry with temperatures typical of a

Spanish summer. There was strong wind and sparks were caused during the repair, setting the vegetation on fire, which led to its rapid spread.The fire swept through Casa del Valle and went on to Loma Redonda and Estepona. By the time it had arrived at the Valle Romano urbanisation it had damaged 176.6 hectares, 63 in Casares and 114 in Estepona.27 people were affected by the fire, many foreign residents with homes in the area and some farms belonging to different companies. Therefore, the defendant and two other insurance companies have been ordered to pay a total of 1.5 million euros in compensation.

La Escuela de Joyería – EsteponaRona BourkeYolanda Rodríguez Morillo es la directora de la “Escuela Municipal de Joyería” en Estepona. Tiene gran experiencia, tanto en fabricación de joyería como en enseñanza y ésto ahora se está aprovechando en la escuela / taller municipal en Estepona, donde ha estado enseñando desde 1998.Las clases se imparten en español, que no parece haber causado demasiados problemas a los estudiantes, ya que varios de ellos son bilingües.Estos últimos proceden de diversos lugares, entre ellos España, Suiza, Alemania, Inglaterra, Holanda, Escocia, Bélgica y de lugares tan lejanos como Ucrania.La escuela abrió sus puertas en 1998 y por el momento se espera duplicar el número de estudiantes a veinte en lugar del actual diez que asisten a la clases. Algunos de los estudiantes viajan desde lugares tan lejanos como Marbella y Alhaurín el Grande, etc. ya que ésta es la única escuela de este tipo en la provincia de Málaga, y al igual que con muchos otros servicios, la escuela también ha sufrido por la crisis económica.En los últimos 18 meses 2 estudiantes se han graduado y ahora ambos se dedican a la joyería en tiendas en Fuengirola y Algeciras. Muchos de los estudiantes hacen el curso simplemente como un hobby, pero ha sido demostrado por muchos de los que asisten que además se puede ganar la vida por medio de la joyería, abriendo una tienda, etc.El curso dura 2 años en completarse y los estudiantes aprenden mucho y completan más de 20 ejercicios durante el curso, que una vez dominado permite al estudiante producir anillos de boda, collares, gemelos, pulseras, broches, etc.Hay 10 mesas de trabajo de madera en la sala principal de la escuela y éstas están rodeadas de maquinaria de gran tamaño que permite cortar, doblar y aplanar metales para darles forma. Parte de la maquinaria que se usa no ha cambiado nada desde la Edad Media y viejas formas tradicionales se utilizan para hacer gran parte del trabajo.

Algunas joyas pueden tardar meses en terminarse dependiendo de los diseños, pero los estudiantes de la escuela pueden acabar vendiendo sus obras por cientos de euros.En la escuela todo el mundo trabaja a su propio ritmo. Los maestros trabajan con los estudiantes de forma individual y si realmente disfrutas con la joyería nunca pararás -- seguirás aprendiendo hasta que te jubiles.Los estudiantes pueden iniciar los cursos en cualquier momento, aunque comienza el nuevo año académico en octubre y se prolongará hasta finales de julio.Al finalizar el curso los estudiantes recibirán un diploma del Ayuntamiento de Estepona.

Yolanda Rodriguez Morillo is the director of “Escuela Municipal de Joyería” in Estepona. She has an abundance of experience-both in making and teaching and this experience is now being channeled into the Town Hall run school/workshop in Estepona, where she has been teaching since 1998.Classes are taught in Spanish which doesn’t seem to have caused too many problems to the students, as several of them are bilingual.The students attending recent classes came from Spain, Switzerland, Germany, England Holland, Scotland, Belgium and from as far away as the Ukraine.The School opened in 1998 and at the moment they are hoping to double the number of students to twenty instead of the present ten attending the classes. Some of the students travel from as far away as Marbella and Alhaurin el Grande etc., as this is the only school of its kind in

the province of Málaga, and as with many other services the school has also suffered from the economic crisis.In the past 18 months two students have graduated and now they both run jewellery shops in Fuengirola and Algeciras. Many of the students do the course purely as a hobby but it has been proved by many of the others attending the classes that you can live off the proceeds if setting up a shop.The course takes two years to complete and students must learn many things and complete over 20 exercises during the course, which once mastered enables the student to produce wedding rings, necklaces, cufflinks, bracelets, brooches, etc.There are 10 wooden work benches in the main room of the school and these are surrounded by large items of machinery where different metals can be cut, flattened and bent into shape. Some

of the machinery used has not changed at all since the Middle Ages and the old traditional ways are still used for doing much of the work.Some jewellery can take months to finish depending on the designs but the students at the school can sell some of their work for hundreds of euros.At the school everyone works at their own pace. The teachers work with the students individually and if you really enjoy making jewellery it never stops- you keep on learning until you retire.Students can start courses anytime and the new academic year commences in October and runs until the end of July.

On finishing a course the students receive a diploma from the Town Hall of Estepona.

He was always engrossed in prayer but according to legend his workload was taken on by angels so as to leave him time for his devotions, must remember that one!The Romeria or pilgrimage is held at the Ermita San Isidro at the Los Pedregales park on Sunday, 6th May, and draws thousands of Esteponeros who come to

San Isidro Labrador celebrationsthe park to party and celebrate their patron saint with picnics, barbecues, and a few drinks!The saint’s day San Isidro Labrador is actually celebrated on the 15th May, which this year falls on Tuesday, and this is traditionally accompanied by a feria with celebrations, competitions, processions throughout the town and a funfair at the fairground. This year’s feria runs from Thursday 10th to Tuesday the 15th when the feria will reach its finale with a firework display.Worth noting also is that Tuesday, 15th is a local holiday in Estepona so expect many of the shops and businesses to be closed.

At their usual Wednesday coffee morning on 4 April, Club Charity and Pleasure celebrated Easter in style. Their newly-formed singing group performed the song ‘Easter Bonnets’ to great acclaim, while ladies showed off their individual creations. CAP is a friendly, social organisation based between San Pedro de Alcántara and Estepona, meeting at 11 a.m. each Wednesday morning for coffee at Restaurante El Caserio, Parque Antena, next to garden centre Agro Jardin; many weeks there is a speaker. Weekly activities include bridge, whist and bowls, and members have recently started a choir.

Spanish Tax Facts - The Good, The Bad and The Ugly

The GoodBy using our tax led wealth management services we can ensure that as a Spanish resident you legitimately minimise the tax payable on your investments and pensions and structure them in such a way that your estate and beneficiaries will pay as little tax as legally possible when you die.

The BadFact 1If you live in Spain for more than 183 days in one calendar year you are legally liable to be charged Spanish Income Tax as a resident. The 183 days do not have to be consecutive.

Fact 2As a Spanish Tax Resident you need to declare and pay tax on your worldwide income.

Fact 3The Spanish tax authorities are closing in on the many non resident property owners who are not completing the mandatory annual tax return.

Fact 4The tax authority has linked up with the Land Registry and now knows who owns every property.

Fact 5Since February 2011, electricity companies are

obliged to provide data to the tax authorities to establish which homes are continuously occupied by owners or tenants.

Fact 6Holding money discreetly in an offshore bank account is no longer an option. Banks and other institutions are required to provide information to your tax authority and will write to you (we have seen the letters) requesting details of your residency status and tax office. If you do not respond an embargo can be placed on your account. This now applies to accounts held in Isle of Man and the Channel Islands where previously there was an option for tax to be withheld rather than the information be exchanged.

Fact 7Deposit interest is taxed at your highest rate in the UK.

Fact 8If you hold money in an offshore company, trust or other structure, the EU Savings Directive is being reviewed with the likelihood that these will come under the scope of a wider ranging Directive which will also include many other investment products as well as deposits.

Fact 9Inheritance Tax is payable on your worldwide assets unless you “lose” your UK domicile which is very hard to do. Your estate will pay UK inheritance tax on your worldwide assets above the threshold and your beneficiaries will be liable for Spanish tax on

assets held in Spain. Whilst there is an adjustment to ensure assets are not taxed twice, inheritance tax can significantly reduce the amount of wealth you are able to pass to your beneficiaries.

Fact 10Private pensions held in the UK are exposed to a 55% tax charge on death if a tax free lump sum has been taken.

Fact 11 Pension drawdown income is taxed in the UK at your highest rate potentially 40% or even 50%.

Fact 12Spanish Wealth Tax has resurfaced. You cannot claim a main home exemption if you are non resident.

Self-employed and employed workers, who are paying their monthly social security will still be able to avail of the service but should check to see if their families might be excluded.The groups most likely to be affected by this ruling are pensioners. Even if you hold a medical card you may be struck off. Holding a resident card and being registered on your local census will not now be sufficient. You must now be a fiscal resident to receive health care. If your earnings are at a level where you do not need to make annual declarations, you must provide the relevant documents proving your resident status. Tax amnesty presents advantages for property owners in Spain

A new tax law was approved by the council of ministers on Friday March 30 2012. These measures are in addition to those already approved by the government on December 30 2011. There are various measures to manage Spain’s tax deficit. This article will concentrate on the laws, which are advantages to expatriate property owners. The nee decree gives you the possibility of regularising your tax situation in Spain without penalties.Individual resident and nonresident alike who have assets in Spain including properties are by law, obliged to complete their annual tax declarations. Those who have not complied are being offered the chance of legalising their tax status without penalties or fines being applied. To avail of this amnesty you must have owned your property or assets prior to the 31 of December of 2010. It is important that you submit a tax declaration. This regulatory law will not apply to those owners who have already received notification to pay taxes due and will not be able to now benefit from this new law. The amnesty also applies to tax returns which should have been completed for companies. The deadline for the submission of your income tax statements is on November 30 2012. The minister of finance and public administration must approve the tax declaration forms submitted. It follows that this statement does not exclude the possibility of regularising other investments or assets.These tax laws are complicated for the layman especially as they are printed in the Spanish language and such an important matter should not be left to

Purchasing in Spain can be a difficult task. Once you have searched around for the property of your choice with your trusted real estate agent, you then rely on a professional to represent you taking care of the legalities of the purchase. There are numerous owners, who after signing at the notary and then proceed to have the purchase contract registered at the Registro de la Propiedad (land registry) expect that the transactions are completed, settling down to enjoy your stay in Spain. This is not always the case. Numerous purchasers encounter some unpleasant and disturbing revelations months or even years after the formal purchase. The most common problem that can occur is to find out that even if you have bought a bargain and legally paid the taxes due, you may receive a supplementary tax demand. The results of planning problems can take longer to surface. The reason for this is that the planning departments have a backlog of cases. Many include issues relating to the now famous ‘licence of first occupation’ which should have been in place before a property is habitual allowing you to contract the normal services such as an electricity supply.I recently acted for a client who found his dream home and the real estate knowing my background and accepting that I would take on the conveyancing with zeal, did not deflect them from recommending me. Do you NEED to lose weight

With summer around the corner most of us will start to think of how we look in our clothes. The statement we hear most is ‘I need to lose some weight’. So the question I will ask you is, what is most important to you, weighing 5k lighter on the scales but looking loose and soft and still fitting into the same size clothes OR weighing the same but looking firmer and at least one dress size smaller?This month’s topic from me is about what your body is made up of and what happens when we lose weight. Before I start to discuss weight loss with any of my clients, I like to do a ‘bodytstat 1500’ test. This will show me what a body is made up of, how much fat, muscle, water and bone, by knowing this I can work out on an individual basis whether the priority is to lose fat and/or gain muscle mass and also how many calories their body needs (Basal Metabolic Rate) and how well hydrated they are.You can have 2 bodies that look the same and weigh the same but the composition can be very different, someone can have a BMI of 30 (overweight) but have lean muscle mass of 60% and fat weight which is in the ideal range, this means the extra weight comes from muscle and not fat, in this case this client does not need to worry about weight loss or fat loss. Yet another client weighing the same with the same BMI may only have 30% lean muscle mass and a fat percentage outside the normal range, this would mean the extra weight comes from fat and not muscle, in this case I would prescribe exercise to encourage lean muscle gains and a diet aimed to suport muscle growth and fat loss and overall weight loss.When we lose weight through calorie reduction alone, we also lose fluid and muscle and lastly fat. In fact to lose one pound of fat you must burn approximately 3500 calories over and above what you already burn doing daily activities. That sounds like a lot of calories and you certainly wouldn’t want to try to burn 3500 calories in one day. However, by taking it step-by-step, you can determine just what you need to do each day to burn or cut out those extra calories. I would encourage some form of hot sweaty exercise everyday, and vary what you do.When it comes to weight loss, what matters is burning more calories than you consume. If you start an exercise programme and eat the same amount of food you will lose some weight, Now reduce your food intake and make healthier choices. Include a variety of exercises, some intensity training, some walking/swimming, weight training etc-you will see both fat loss/weight loss and body shape changes AND the harder you work the more calories you’ll burn overall. The bonus to adding exercise to a healthy eating programme exercise will encourage development of lean muscle, making our bodies firmer, slimmer and much healthier.My workout for this week is the following: You have the maximum of 20 mins to complete this workout. Warm up for approx 3-5 mins before starting, a brisk walk etc

NutritionThis month I’m going to be looking at why pesticides are bad for us and what we can do to reduce them in the food we eat.Pesticides are toxins. Some can be toxic to the nervous system, others may disrupt hormones, and some increase the risk of cancer and other chronic diseases. We should all be trying to reduce our exposure to pesticides from the foods we eat.So how do we do this? Well, the obvious answer is to buy organic but that can be expensive and difficult here in Spain. The other option is to learn which fruit and veg are more likely to contain pesticide residues and buy organic or simply favour ‘cleaner’ fruit and veg. The Environmental Working Group in the US has undertaken huge research in this area and have coined the terms ‘The Dirty Dozen’ (those highest in pesticides) and ‘The Clean Fifteen’ (those lowest in pesticides). They have found that if you switch from eating fruit and veg from the Dirty Dozen to the Clean Fifteen you will have a measurable drop in pesticide levels in your tissues.

Sergio García participará en el Volvo World Match Play Championship, que tendrá lugar del 17 al 20 de mayo en el espectacular recorrido malagueño de Finca Cortesín, en Casares, completando el trío español junto a Álvaro Quirós y Rafa Cabrera-Bello. Branden Grace, Brandt Snedeker, Camilo Villegas, Graeme McDowell, John Senden y Charl Schwartzel son los últimos en sumarse a este prestigioso torneo, que en esta ocasión contará con una importante participación de miembros del PGA Tour. Será la primera vez en la historia del torneo, que celebra su 47ª edición y tercera en Finca Cortesín, que coincidan tres españoles entre el reducido grupo de participantes. Sergio García: “Me apetecía mucho volver a jugar el Volvo World Match Play en Finca Cortesín. No quería perdérmelo y estoy muy contento por haberme clasificado, que no era fácil entre tan

II Horse ‘Raid’ Spirit of the Wind

In preparation for the Spanish Duathlon Championship on May 5 in Aguilas, Murcia, the young triathlete went to the first trial on the circuit for the Andalucia Triathlon Championship (CADEBA).The first of eight trials, one in each of the provinces of Andalucia, was held in the town of Herrera in Seville consisting of a 550 m swim, a 10 km bike ride and a 3 km run. The swimming event took place in the municipal indoor pool, the cycling leg on a street circuit which proved to be rather complicated due to rain and the prevailing wind that made the task harder still, and the race was held in the stadium.Jose Maria Lopez came out of the pool in

José María López Martín, triatleta esteponero, tercero en el triatlón Villa de Herrera en SevillaComo prueba preparatoria para el Campeonato de España de Duatlón que se celebrará el 5 de mayo en Águilas, Murcia, el joven triatleta esteponero acudió a la primera prueba del circuito valedera para el Campeonato de Andalucía de Triatlón de Deporte Base (CADEBA).Esta primera de las ocho pruebas de las que consta el circuito, una en cada una de las provincias andaluzas, se disputó en la localidad sevillana de herrera con las distancias de 550 metros de nado, 10 km de bicicleta y 3 km de carrera. La modalidad de nado se celebró en la piscina cubierta municipal, el tramo de bici en un circuito urbano bastante complicado debido a la lluvia y al viento reinante que hicieron aún mas duro el recorrido, y la carrera a pie en la pista de atletismo del Estadio que albergaba

el arco de meta.El Esteponero Jose María López salió en segundo lugar de la piscina precedido del que a la postre resultaría vencedor absoluto de esta categoría cadete, Plácido Venegas del Club Natación Churriana que realizó un espectacular segmento a nado. En este segundo puesto se mantuvo hasta la penúltima vuelta del circuito de bicicleta donde se vio sobrepasado por Juan José Prieto del Añoreta Novaschool que demostró una gran destreza con la bicicleta bajo la lluvia y el fuerte viento reinante.El tramo final de la carrera disputada bajo un intenso aguacero, el Esteponero pese a acortar la distancia con el segundo clasificado no pudo darle alcance debiendo conformarse finalmente con un valioso tercer puesto que le reporta 2 puntos para el CADEBA.

He held second place until the penultimate lap of the bike section during which he was passed by Juan Jose Prieto of Añoreta Novaschool who showed great skill with the bike in the rain and strong wind.The final leg of the race was held during heavy rain, and in spite of his attempts to shorten the distance between himself and the winner he eventually had to settle for third place with a valuable two points for the CADEBA.
