For the 70th time since our club’s inception, yachts will head out onto the waters of the Swan River to race this summer. Since our beginnings as a small, dinghy based club in a shed by the river, we have grown with our city to become a diverse, dynamic organisation that is home to sailors from beginners to world champions. They participate in tiny, snub-nosed sail boats to racing yachts of breathtaking grace and speed, to power yachts of all shapes and sizes.
Not only has our fl eet changed over those years, but so too has the manner in which we participate – fl eet racing, teams
racing, match racing, pursuit races. All are variations on the core theme of our club – the enjoyment of friendly (though no less keen) competition and the long “debriefi ng session” in the clubhouse afterwards.
The 2015/16 season promises to be another bumper one. The Club will host the Moth National Championships in January. We continue to run (in conjunction with Geraldton Sailing Club) the toughest race on the West Coast – the Fremantle to Geraldton Classic. Two more diverse events are hard to imagine, and yet that same thread of passion for competition on the water drives the sailors in both.
Away from home, our sailors will continue match it with the rest of the country and the world. December and January will see the usual exodus to the east coast for various national and youth national championship regattas. The usual round of state championship events will also see SoPYC’s burgee fl ying high. The middle months of 2016 hold another round of European and North American campaigns for our young guns. 2015 was a stellar year for our elite sailors who had success on four continents, taking on and beating the world. May this year be every bit as successful.
The sheer variety of events, regattas and races at home can be mind boggling. We race at the club, in some form or other on four days of every week. We average nearly 200 boats on the water each week. Winter’s power boat time trial season adds to the rich mix of alternatives for our members. Our time trial fl eet has been a dominant force in WA for some years. Expect this to continue this year as they look to build their fl eet here and in other kindred clubs.
The great opportunity for our club is to build even greater bonds between all its elements. Core to our efforts this year should be growing participation and engagement – by new members and existing ones. No matter what form our enjoyment of the club takes and in what kind of vessel, we all share a love of the wonderful family that is South of Perth. So as we throw off the mooring lines for another year, may we all have a wonderful season, fair breezes and warm friendships to help us along the way…“Many Passions – One Club”.

General Notice of Race
South of Perth Yacht Club (Inc.) invites entries by eligible keelboats and centreboards to participate in its summer and winter sailing series, October 2015 to September 2016.
1 Rules
1.1 The Organising Authority is South of Perth Yacht Club (Inc). 1.2 Races will be governed by the rules as defi ned in The Racing Rules of Sailing (RRS). 1.3 For all fl eets in Mid-Week races, Frostbite and Twilight Sailing RRS 44.1 is
changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
2 Eligibility
FLEETS2.1.1 Events will be conducted for the following fl eets;
KeelboatsH28, SS22, SS27, S80 and Viper 640 class fl eets, and monohull keelboats in mixed fl eets (with sub-fl eets), Division 1 (Sports Boats), Division 2 (Cole 32), Division 4 (¼ Ton) and Division 5 (Red Witch) or alternative mixed fl eets for all keelboats; Division A, Division B and Division C. CentreboardsNational 125, Flying 15, International 420, Laser, Laser Radial, Laser 4.7, Moth, Optimist and Pelican.
2.1.2 If, by the fi rst scheduled race of a series, there are less than 5 keelboats or 4 centreboard boats (as appropriate) nominated, then the race committee may abandon the series or amalgamate those boats which have nominated with another fl eet.
BOATS2.2 To be eligible a boat shall be,
(a) listed on the SoPYC Vessel Register and for keelboats hold a current Marina Compliance Certifi cate or,
(b) if registered at a club affi liated with a Yachting Australia MYA, may apply to the Organising Authority for approval to compete as a Visiting Boat subject to NoR 4.
2.3 A boat shall sail in the fl eet to which it is assigned by the Organising Authority. 2.4 For scoring purposes, ‘boat’ means ‘the combination of a hull to which a sail
number is assigned, the sails and the skipper’.

SKIPPER 2.5 To be eligible the person in charge as required by RRS 46 shall be the skipper
who shall be,(a) a current fi nancial member of SoPYC in one of the following categories;
KeelboatsOrdinary, Honorary Life, 60 Year Honorary or Country Member,Centreboards one of the above categories, Centreboard or Junior, or
(b) the skipper of an approved Visiting Boat who holds equivalent membership at a club affi liated with a MYA.
2.6 In special circumstances, the Organising Authority may approve a Centreboard Member, or subject to meeting competency criteria decided by the race committee, a Junior Member, as skipper of a keelboat.
2.7 A boat may nominate more than one skipper, provided that each is eligible and the arrangement for sharing the boat entry is stated. Only one skipper may helm during a race.
2.8 A boat may request to change the skipper subject to conditions prescribed in the sailing instructions.
CREW2.9 All crew shall be in accordance with rule 56 and have current membership of
SoPYC at least equivalent to, Keelboats
Crew Member or Introductory Crew Member,CentreboardsCentreboard or Junior Member, subject to age or student criteria as applicable.
3 Nomination and Entry 3.1 An eligible boat may nominate by lodging a completed Online Sailing Nomination
form with the Organising Authority at least 48 hours prior to the fi rst race in which it intends to compete. A single nomination will be effective for all club races and series in the season except that, when a race is designated ‘Nomination’ in SI Appendix B, ‘Schedule of Races’, then boats shall nominate separately for each such event.
3.2 A boat, which has nominated, shall be entered in a series for which it is eligible when it fi rst comes to the starting area of a race of that series.
4 Limitations on Entry of a Visiting BoatA Visiting Boat shall not be eligible to compete in any event except those designated ‘Invitation’ in SI Appendix B, ‘Schedule of Races’. This clause shall not apply to a boat competing in a race scheduled as an Association race or Combined Club race.

5 CategoryKeelboatsRaces will be classifi ed Category 7 unless otherwise advised.
6 AdvertisingA boat which intends to carry advertising, as provided by RRS 80, shall notify the Organising Authority by lodging an Advertising Declaration.
7 Racing Area and CoursesRaces will be conducted on Melville Water, or in protected waters when scheduled offshore, using Laid Courses or Club Courses (fi xed marks).
8 Sailing Instructions Sailing Instructions will be available before the fi rst race of the Summer Season from the race offi ce located in the SoPYC On Water Group offi ces in the clubhouse foyer.

10 ScoringScoring will be in accordance with the RRS Appendix A including A9 except as amended by the sailing instructions. Handicap races will be scored in accordance with the SoPYC Handicap Policy.
11 Prizes 11.1 Pennants will be awarded in each race for each fl eet for Fastest and 1st, 2nd and
3rd places on handicap, and 1st, 2nd and 3rd for championships.11.2 Trophies will be awarded for championship and consistency series with other
awards as listed in SI Appendix G, ‘Prizes and Trophies’.11.3 Keelboats Championship and consistency series trophies will not be awarded for a fl eet
where the average of the number of boats coming to the starting area in all completed races of the series is less than four.
Centreboards If the average number of boats coming to the starting area in all completed races
of the series is less than four, consistency series trophies will only be awarded to a boat that has come to the starting area for more than half of the completed races of the series.
If the average number of boats coming to the starting area in all completed races of a championship series is less than four, only the fi rst place in the championship series trophy will be awarded provided that the fi rst place boat has come to the starting area for more than half of the completed races of the series.
11.4 Visiting Boats will be eligible for pennants in invitation races but shall not be eligible for any series prizes.
12 Insurance Each participating boat shall be insured with valid third-party liability
insurance with a minimum cover of $10,000,000 per event or the equivalent.
13 DisclaimerCompetitors participate entirely at their own risk. See rule 4, Decision to Race which states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” The Organising Authority will not accept any liability for material damage or personal injury or death sustained prior to, during, or after any event.

General Sailing Instructions
An underscored heading means the following paragraph applies only to the Section designated.
1 Rules The Organising Authority is South of Perth Yacht Club (Inc.). Races will be governed by the rules as defi ned in The Racing Rules of Sailing (RRS). For all fl eets in Mid-Week racing, Frostbite and Twilight Sailing RRS 44.1 is
changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty
2 Eligibility To remain eligible a boat shall,
a) maintain its currency on the SoPYC Vessel Register and eligibility in accordance with NoR 2.2,
b) sail in the fl eet to which it is assigned under NoR 2.3,c) obtain approval for any change to its boat combination as defi ned in NoR 2.4, and d) have an eligible skipper who shall helm at all times, unless changed in
accordance with the sailing instructions.e) for keelboats, hold a current Marina Compliance Certifi cate.
3 Nomination and Entry3.1 A boat that has nominated in accordance with the notice of race shall be entered in
a series for which it is eligible the fi rst time it comes to the starting area in a race of that series.
3.2 A boat may request a change of the fl eet to which it is assigned and if approved the change will be deemed a new entry for purposes of scoring in the new fl eet.
3.3 The race committee may adjust a boat’s handicap as a result of a change to a boat, as defi ned by NoR 2.4.
3.4 A request for approval under these sailing instructions shall be made in writing to the race committee and lodged at the On Water Group offi ce not less than 48 hours before the next race in which it will take effect. The Race Committee may waive this requirement at their discretion for special circumstances. A boat shall not act on any nomination or application without written approval.
4 Change of Skipper4.1 A boat may change its skipper;
a) for any race provided that a Replacement Skipper shall be eligible in accordance with NoR 2.5 or NoR 2.6 or shall be a current Crew or Reciprocal Member of SoPYC and the change is fi rstly approved by the race committee. An approved Replacement Skipper may helm in not more than 25% of the races scheduled in a series but in exceptional circumstances, when the skipper is unable to continue, then the race committee may approve a greater percentage.

b) for a Frostbite, Mid-Week, Twilight or non-consistency race provided that the temporary skipper is a SoPYC member of any category and the nominated person in charge remains on board.
5 Safety 5.1 YA Special Regulations.
Keelboats Boats shall comply with YA Special Regulations Part 1 For Racing Boats. Races are classifi ed Category 7 unless stated otherwise in Supplementary SIs. CentreboardsBoats shall comply with YA Special Regulations Part 2 For Off the Beach Boats.
5.2 Sign-On Keelboats Boats shall ‘sign-on’ for each race by sailing in the vicinity of the starting vessel prior to their preparatory sign. Boats ‘signing-on’ shall keep clear of boats racing.CentreboardsBefore leaving the shore boats shall complete the ‘sign-on’ sheet which will be available adjacent to the Centreboard race notice board at least 1 hour before the warning signal. A boat which breaks this rule will be scored DNC without a hearing except that a boat which hails and is acknowledged by the race committee boat before starting may take a scoring penalty of 25% in accordance with SI 18.3.
5.3 Retiring from a Race a) A boat that retires shall notify the race committee via VHF Ch 77 as soon as
possible, not later than the Time Limit and if reasonably possible shall not leave the course area before doing so.
b) If unable to comply with SI 5.3 a), a boat will be deemed to have advised the race committee of its retirement if, within the time limit, it lodges a written notifi cation on the “Retirement Form” located in the OWG Offi ce
c) A boat that breaks this rule will be scored DNE without a hearing. 5.4 Excepting single handed and junior classes, boats shall have in addition to the
skipper at least one person competent to handle the boat.
6 Movable ballast, stored powerA boat with permanently installed movable or variable ballast may utilise stored power for this purpose. A boat over 14 metres LOA may use stored power for any purpose. RRS 51 and RRS 52 are changed accordingly.
7 Sails - Setting and Sheeting 7.1 Spinnakers shall not be used during Mid-Week races or Twilights. For the purpose
of this rule a spinnaker is defi ned as any sail set forward of the mast not attached to the forestay at regular intervals or hoisted in a continuous groove device.

7.2 A sail may be attached to a bowsprit. This changes rule RRS 50.3.
8 Notices to Competitors 8.1 Keelboats
Notices to competitors will be posted on the race notice board located in the foyer of the Clubhouse. The race offi ce is the On Water Group Offi ce.Centreboards Notices to competitors will be posted on the race notice board located on the west wall of the Centreboard Clubhouse. The race offi ce is the On Water Group Offi ce.
8.2 Changes to Sailing InstructionsAny change to the sailing instructions will be posted not less than 2 hours before the scheduled warning signal on the day it will take effect, except that any change to the time of the fi rst warning signal for an event will be posted by 1800 on the day before it will take effect.
9 Signals Made Ashore 9.1 Keelboats Signals made ashore will be displayed from the signal mast on the clubhouse
north east lawn. Signals made at the start box are deemed to be made afl oat.9.2 Centreboards
Signals made ashore will be displayed from the signal mast on the Centreboard clubhouse west lawn.
9.3 When fl ag AP is displayed ashore ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.
10 Schedule of Races – Dates, Times and Starting Lines Event dates, time of fi rst warning signal and location of starting lines are
scheduled in Appendix B, ‘Schedule of Races’. Fleets are listed in the intended starting order but the race committee may change the fl eet starting order for any reason and starts will be as signalled by the start boat. Such change will not be grounds for redress.
Appendix B, ‘Schedule of Events’ includes information of social events or events conducted by other clubs or sailed under alternative special sailing instructions. These do not form part of the sailing instructions.

11 Identifi cation – Fleet Identifi cation, Warning Signals, Sail Number
11.1 Class and Division fl ags for identifi cation and warning signals are listed in Appendix A ‘Fleet – Class and Division Identifi cation Flags’.
11.2 A boat may display a temporary alternative sail number provided it has written approval of the race committee.
11.3 A Keelboat’s identifi cation fl ag shall be displayed from the backstay or mainsail leech when racing. The identifi cation fl ag shall be removed when no longer racing.
11.4 A boat that breaks RRS 11.2 or RRS 11.3 may take a scoring penalty of 25% in accordance with SI 18.3.
12 Club Courses Using Fixed MarksNo parts of clause 12 apply to Laid Courses
12.1 Club courses for each fl eet are listed in Appendix C, ‘Club Courses’. The course will be designated by a numeral pennant corresponding to the course number, displayed below the fl eet identifi cation fl ag.
12.2 Marks, and Starting and Finishing Marksa) Marks for club courses will be fi xed marks as shown in Appendix F, ‘Guide
to Swan River Yacht Racing Course Marks’. b) The Mid River Start/Finish Line will be between a staff displaying an orange
fl ag on the race committee vessel at the starboard end and a black and white chequered infl atable buoy at the port end. A buoy displaying a green and white fl ag, when streamed from the stern, shall be deemed to be part of the race committee vessel and no boat shall touch the mark or pass between it and the race committee vessel.
c) The Box Start/Finish Line will be between a staff displaying an orange fl ag on the Start Box and the outermost of two yellow pyramid buoys. The inner yellow buoy will mark the extent but not necessarily the position of the line and shall be left on the same hand as the Start Box.
Centreboardsd) Blue Mark when listed in a course will be laid to leeward of the Finish Linee) Green Mark when listed in a course will be laid in the vicinity of Concrete
Spit (15).12.3 Box Starts
When a race is scheduled or signalled to start at the Box, boats shall start in a northerly direction to Sampson Spit (19) to Port, except if fl ag V is displayed no later than the on station signal, then boats shall start in a southerly direction and leave additional marks, Martin Buoy (69), Weaver Buoy (68) and Outer Start Line Buoy all to port.
12.4 The race committee may relocate a mid-river start to the Box at any time. Flag R with 3 sounds displayed ashore or afl oat means ‘all races not yet started shall start in accordance with SI 12.3’.

12.5 Shortening the Course – Fixed Mark courses onlyThe race committee may shorten a course before or after the start.Before the Starting SignalIf fl ag S is displayed with the course fl ag no later than the warning signal, then the marks prefi xed in the course description shall be omitted.After the starting signalIf fl ag S is displayed with the SoPYC pennant, adjacent to a mark of the course, then the marks prefi xed in the course description shall be omitted. No sound signal is required. This changes RRS 32.2.
12.6 Day Buoy – Fixed Mark courses onlyFlag Q displayed at the warning signal indicates a day buoy has been laid to windward of the starting line. KeelboatsFlag Q with a red fl ag means ‘After starting, boats shall round the blue day buoy and then round the yellow clearance buoy, leaving both to port, before continuing to the fi rst mark of the course’. A green fl ag has the same meaning except both buoys shall be left to starboard.CentreboardsFlag Q with a red fl ag means ‘After starting, boats shall round the blue day buoy leaving it to port before continuing to the fi rst mark of the course’. A green fl ag has the same meaning except the buoy shall be left to starboard.

12.8 Navigation Marks Keelboats a) All navigation posts carrying top marks, except Outer Dolphin, Foam Spit
and Deepwater Spit, shall be passed on their correct navigational side. b) All navigation posts carrying top marks, except Outer Dolphin, Foam Spit
and Deepwater Spit, shall not rank as marks but shall rank as obstructions for the purpose of RRS. RRS 19 shall apply at all such obstructions.
Centreboards Boats are not required to observe navigation marks, except Applecross Spit (39) and Heathcote Dolphin (22) which shall be passed on the deepwater side.

12.9 Mark Missing If a mark is missing boats shall round its usual position. This changes RRS 34(b).
13 Laid Courses – Triangle and Windward/Leeward No parts of clause 13 shall apply to Fixed Mark courses
13.1 The diagrams in Appendix D, ‘Laid Courses’ show the courses including the approximate angles between the legs and the order in which marks are to be passed.
13.2 Marks, and Starting and Finishing Marksa) Marks for laid courses will be as described on the course diagram.b) The Start/Finish Line will be between a staff displaying an orange fl ag on the
race committee vessel at one end and a black and white chequered infl atable buoy at the other. A buoy displaying a green and white fl ag, when streamed from the stern, shall be deemed to be part of the race committee vessel and no boat shall touch the mark or pass between it and the race committee boat.
13.3 Changing the CourseFor Course 6, to change the next leg of the course, the race committee will move the original mark (or the fi nishing line) to a new position.
For all other laid courses, to change the next leg of the course, the race committee will lay a new mark, as described on the course diagram (or move the fi nishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
13.4 ObstructionsThe area bounded by the four navigational marks defi ning the Heathcote Channel is a designated obstruction that boats shall not enter. A boat which breaks this rule and notifi es the race committee within the protest time limit may take a scoring penalty of 40% under SI 18.3.
14 Line in Use – Fixed Mark and Laid Courses A conspicuous orange fl ag displayed at the SoPYC line will identify that the line is in use and a boat shall not pass in either direction through it except between its preparatory signal and starting, when fi nishing, or when using a mark of the line as a rounding a mark.
15 Starting – Fleet Start 15.1 Keelboats
Races will be started using RRS 26.CentreboardsRaces will be started using RRS 26 except that the warning signal will be made 3 minutes before the starting signal, and the preparatory signal made 2 minutes before the starting signal.

15.2 Multiple Starts Warning signals for subsequent races will be made as soon as practicable. Fleets may be started in a different order but the warning signal for a fl eet will not be made less than 3 minutes after the fi nish of the last boat in that fl eet in the previous race. No Multiple start race will start after 1630.
15.3 General RecallWhen a general recall is signalled the warning signal for a new start for the fi rst recalled fl eet will be made at the starting signal of the last fl eet in the original sequence. New starts for other recalled fl eets will follow in order thereafter. A general recall signal will be displayed for 1 minute. This changes RRS 29.2 and race signal, ‘First Substitute’.
15.4 Late StarterThe starting line will close 10 minutes after the starting signal of the last fl eet of the day.
16 Starting – Handicap Start16.1 Handicap Start races will be started using the following signals. Times shall be
taken from the visual signals; the absence of a sound signal shall be disregarded. This changes RRS 26.

16.2 Handicap numbers will be displayed at one minute intervals, in sequence from 40 to 0. If a second sequence is required, fl ag H will be displayed next to the number display and the sequence will recommence from 39.
16.3 Boats shall start when the display of their handicap number is replaced by the next number.
16.4 A boat which starts before its handicap time will be penalised by adding to its elapsed time, two minutes plus one minute for each part or full minute early. No recall signals will be made. This changes RRS 29.

17.1 If no boat sails the course and fi nishes within the Time Limit for the First Boat or the Finish Line Close Time, as applicable, then the race will be abandoned.
17.2 When the Additional Time limit is applicable boats failing to fi nish within the additional time after the fi rst boat sails the course and fi nishes will be scored DNF without a hearing. This changes RRS 35, A4 and A5.
18 Protests, Redress and Penalties Without a Hearing 18.1 Protest forms are available at the On Water Group offi ce in the clubhouse foyer.
Protests, requests for redress and scoring enquiries shall be lodged there within the appropriate time limit.
18.2 The time limit for protests and requests for redress applying to each fl eet is one hour after the last boat in the fl eet has fi nished the last race of the day.
18.3 Penalties Without a Hearing – Scoring Penalty A boat which breaks a sailing instruction for which a penalty is prescribed may take a scoring penalty in accordance with RRS 44.3. A yellow fl ag is not required. A boat so penalised may request redress. The race committee will protest a boat when the penalty is not accepted or for a subsequent infringement of the same rule.

18.4 A notice listing boats protested in accordance with RRS 61, or penalised under SI 18.3, will be posted within 10 minutes of the protest time limit. This notice will be deemed to be suffi cient notice of a hearing under RRS 61.1(b) for any boat which does not take a scoring penalty in accordance with SI 18.3.
18.5 When the race committee becomes aware it may have made a scoring mistake, or when requested by a boat which lodges a Scoring Enquiry form at the On Water Group Offi ces and within 24 hours of the posting of results on the Club website, it may correct an error.
19 Scoring – Club Championships 19.1 The Low Point System of the rules, RRS Appendix A will apply, including rule A9.19.2 Championships scores will be calculated on ‘across the line’ places for all fl eets
except Sports Boats, ¼ Ton and mixed fl eets which will be scored on handicap in accordance with RRS A3. Handicaps will be determined by the race committee in accordance with the SoPYC Handicap Policy.
19.3 Championship series shall comprise 7 races, except F15s who have 6 races. The number required to be completed to constitute a series, and the number of scores which shall be excluded in calculating a boat’s score, shall be in accordance with the table.

21 On-water CoachingA fl eet may request approval for a nominated club coach to conduct on-water coaching during any race except a Club Championship. This changes RRS 41(c).
22 Prizes and Trophies 22.1 Pennants will be awarded in each race for each fl eet for Fastest and 1st, 2nd and
3rd places on handicap, and 1st, 2nd and 3rd for championships.22.2 Trophies will be awarded for championship and consistency series with other
awards given as listed in Appendix G, ‘Prizes and Trophies’ and in accordance with the Keelboat and Centreboard Trophy policies.
22.3 Keelboats
Championship and consistency series trophies will not be awarded for a fl eet where the average of the number of boats coming to the starting area in all completed races of the series is less than four.
Centreboards
Championship and consistency trophies will be awarded in accordance with the Centreboard Trophy Policy.
If the average number of boats coming to the starting area in all completed races of the series is less than four, consistency series trophies will only be awarded to a boat that has come to the starting area for more than half of the completed races of the series.
If the average number of boats coming to the starting area in all completed races of a championship series is less than four, only the fi rst place in the championship series trophy will be awarded provided that the fi rst place boat has come to the starting area for more than half of the completed races of the series.
23 Insurance Each participating boat shall be insured with valid third-party liability insurance with
a minimum cover of $10,000,000 per event or the equivalent.
24 Disclaimer Competitors participate entirely at their own risk. See RRS 4, Decision to Race
which states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”
The Organising Authority will not accept any liability for material damage or personal injury or death sustained prior to, during, or after any event.
No boat shall start in any race unless it has signed the Declaration forming part of the Sailing Nomination form.

Appendix E - Twilight Sailing
Twilight Racing will be held under the General Sailing Instructions with the following additional notes;
1. General Twilight sailing at SoPYC is held as a formal race series in accordance with the requirements of Cat 7 modifi ed by YWA special endorsement for Twilight races (safety conditions detailed below).
Twilight sailing is an invitational series as per club NOR, however NOR 2.9 shall not apply.
Skippers are to note that the Rules for the Prevention of Collision at Sea Regulations prevail during twilight racing and boats shall not sail above a proper course to the next mark
2. Safety In addition to Cat 7 requirements all vessels shall be equipped with the following; - VHF radio (all vessels shall monitor Ch 77 for the duration of the event)- 2 red hand held fl ares in a water proof container
- 2 operational torches with spare batteries - Complying navigation lights that shall be switched on at sunset - PFD (Personal Flotation Devices) shall be carried for all persons on board
3. Sign on Prior to the Warning Signal 1825 hrs all boats shall sign on by contacting the Start Team on VHF Ch 77 stating
- Boat name, - Sail number - Number of people on board.
4. Signing off / Retiring Boats shall be automatically signed off as they cross the fi nish line. Boats retiring shall notify the Start Team via VHF Ch 77 before leaving the race area and before the time limit.
5. Start Sequence Warning signal shall be 1825 hrs
All fl eets shall start as a single massed fl eet However if vessel numbers dictate, fl eets will be broken down and started separately as per fl ag signals from the start box, in this case start order shall be Fleet C, Fleet B, Fleet A, There will be no General Recalls

The South of Perth Yacht Club encourages safe boating practices among its members. Boat owners are required at all times to comply with the regulations and conditions of the Department of Planning and Infrastructure, as set out in the Marine Safety Rules and Regulations, together with any related statutory requirements.
All participants in racing competition conducted by the Race Committee of SoPYC are to comply with the Racing Rules of Sailing as well as the YA Special Regulations set out in the “Blue Book”, together with the sailing instructions issued for the event or Sailing Rules contained within the SoPYC Sailing Instructions and “Red Book” Notice of Race.
The attention of sailors is drawn to the Safety Issues segment of the “Red Book” and to the requirement to complete a Equipment Compliance Declaration when nominating for each sailing season.
All participants in racing and cruising events conducted by SoPYC are directed to Section 1, 1.01.1 of the YA Special Regulations:“It is the purpose of these special regulations to establish uniform minimum equipment, accommodation and training standards for racing boats and as a guide for cruising boats.”
and 1.02 1:
“The safety of a boat and crew is the sole and inescapable responsibility of the person in charge who shall do their best to ensure that the boat is fully found, thoroughly seaworthy and manned by experienced crew who have undergone appropriate training and are physically fi t to face bad weather. He must be satisfi ed as to the soundness of hull, spars, rigging, sails and all gear. He shall ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is used. Attention is drawn to 2.04 that specifi es the crew experience required for some races. He shall also nominate a person to take over the responsibilities of the person in charge in the event of his incapacitation.”
SoPYC Safe Boating Policy

South of Perth Yacht Club’s Emergency Response Plan (ERP) provides a systematic ap-proach to responding to an incident occurring during an event conducted by the club.
Emergency Response SoPYC is not equipped to provide extensive emergency response. WA Water Police (or AusSAR, depending of the incident location) will coordinate emergency response for boats requiring external medical assistance or assistance when there is grave or imminent danger to the safety of boat or crew.
SoPYC will pass on any such call for assistance to WA Water Police whilst continuing to assist.
Pre Event Preparation by the Skipper and Crew Ensure that all required Safety Equipment is on board and in good working condition. Have suffi cient crew, appropriately experienced, able to cope with the conditions likely to be
experienced. Brief the crew on emergency response in the case of an incident including locations of safety
equipment, their emergency roles and procedures to be followed. Ensure the crew is familiar with the boat’s Man Overboard (MOB) procedures. SoPYC recommends that the procedure is practiced before and during the sailing season. Have crew on board with a Senior First Aid Certifi cate (recommended for all events). Have crew on Board with a Marine Radio Operators Certifi cate of Profi ciency (recommended for Offshore Races.) Check event entry rules and be aware of any special safety requirements.
Notifi cation of IncidentWhen a boat needs emergency assistance, it should use the standard marine emergency call procedures – including PAN PAN or MAY DAY when required. Contact Club Use when assistance is required but an emergency has not yet arisen. Call the Club Emergency Response numbers. PAN PAN Use when an urgent safety message concerning safety of the boat or person is required but a May Day call is not fully justifi ed. MAY DAY Use only when a boat or person is in grave or imminent danger and requires immediate assistance.

3. Responsibility of the Skippera) The responsibility for a boat’s decision to participate in a race or to continue
racing is hers alone.b) Are you aware of the YA special regulations YASR 1.01 and 1.02 pages 197 and
198 in the Racing Rules of Sailing?c) Have you complied with the Racing Rules of Sailing 1.2 – one PFD available for
immediate use?d) Do you have the latest weather forecast and charts for the area?e) Is the vessel well found and adequate for the conditions?f) Are the crew appropriately experienced to cope with reasonably anticipated
conditions?g) Do the event entry rules specify special safety requirements?h) Is all safety equipment: maintained, easily accessible at all times and conforms
to appropriate Marine standards?

4. Responsibility of the Crewa) Each competitor is individually responsible for wearing a personal fl otation

a) Skippers should ensure that the capabilities of all crew and passengers, as well as their own, are not adversely affected by the consumption of alcohol prior to or during any race or cruise. Aside from obvious dangers involved, the Water Police are paying increasing attention to the consumption of alcohol on private vessels and penalties can be severe.
b) Is there a policy on your vessel concerning if, when and how alcohol might be consumed?
7. Medical Emergencya) For Hypothermia refer to the Advisory Appendix E in the 2013-2016 YA Blue
Book Page 280b) If urgent outside assistance is required an vessel should:
i) Transmit a PAN PAN on VHF Ch. 16ii) Contact SoPYC Race Control 0421 704 945 or VJ6SP on VHF 77iii) What is the nature of the injury or complaint?iv) Is an ambulance required, if so, at what location?
8. Person-Over-Boarda) Refer to the Advisory Appendix D in the 2013-2016 YA Blue Book Page 274b) Have the crew carried out Person-Over-Board exercises under all conditions of
sailing?c) If the vessel: becomes disabled, is unable to retrieve the Person-Over-Board
and/or loses sight of the Person-Over-Board she should immediately issue an urgency call and make contact with the SoPYC Race Control

SoPYC Parent and Sailor Code of Conduct
SoPYC is based around juniors enjoying sailing and improving their skills while doing it. This Code of Conduct guides parents and sailors so that they both obtain maximum benefi t from participating in sailing.
Basic Principles
• Sport for children is a vital part of their growing up and is important to their self-esteem.• Sailors like to win, but more importantly, they want to have fun. • Adults need to set the right example at events, not just at home. • Adults should be proud of a child’s efforts irrespective of the result.
Parent’s Code of Conduct
1. Remember that the children sail for their enjoyment, not yours. The sailors are contesting for fun. 2. Encourage children to participate - do not force participation upon them. 3. Focus on the child’s efforts and self-esteem rather than whether they win or lose. 4. Encourage children to participate according to the rules. 5. Never criticise, ridicule or yell at a child for making a mistake or for losing a race. 6. Remember that children learn best by example- applaud the efforts of all 7. Support all efforts to remove verbal and physical abuse from sailing activities. 8. Show appreciation for volunteers, coaches and offi cials, without whom the kids could not
participate. 9. Respect the decisions of coaches and offi cials; the sailors will then learn to do the same. 10. Assist sailors to understand the responsibilities and implications of their freedom to choose
between fair and unfair sailing. 11. Boats will manoeuvre close to each other and contact and minor damage will occur from time
to time. You are responsible for minor repairs to your own boat.12. Do not approach juniors over incidents involving your children. If an incident isn’t being
resolved by a protest hearing, it is best to discuss it with the fl eet coach, the Centreboard Captain or Rear Commodore Centreboards.
Sailors Code of Conduct
1. Sail by the rules. The more you learn the better off you will be. 2. Never argue with an offi cial. If you disagree with an offi cial ruling there are ways to resolve a
problem. 3. Control your temper. Any form of abuse is not acceptable. 4. Be a good sport. Acknowledge all good sailing and be positive in all situations. 5. Do not interfere with, bully or take unfair advantage of another sailor. 6. Cooperate with all volunteers, coaches and offi cials. Without them the sailing would not
happen. 7. Sail for fun and try your best. The rewards for your effort will come. 8. Be prepared to take responsibility for your actions.9. If your boat is badly damaged during racing you should lodge a protest - make sure you know
how!
