Richardson in response to a question posed by an NIH scientist. The query followed a speech delivered by the Secretary to HEW employees last December. He cited the international rep- utation of NIH for excellence and saluted both the intramural and extramural programs of NIH as "among the very best adminis- tered in Government." It was held at the Quail Roost Confer- ence Center, Rougemont, N.C., near NIEHS in Research Tri- angle Park. Conference participants, who came from the U.S., Canada, Swe- den, the Netherlands, Germany, and Japan, discussed the chemis- try of PCB's and their effect on human health. The researchers also spoke on how these chemicals are dissemi- nated in the environment, the re- sults of contamination in wildlife and humans, and the substitution of possible alternatives in place of PCB's, which have been used for more than 40 years. The PCB's are liquids that are resistant to heat, and for this reason are heavily utilized in in- dustry. They are used as dielectric fluids for capacitors and trans- formers; industrial fluids for hydraulic, gas turbine and vacu- um pump uses; heat transfer fluids, and plasticizers. Conference ParticipantsDiscuss PCB Chemistry,Effect on Human Health

The National Institute of En-vironmental H e a l t h Sciencessponsored an international con-ference, Dec. 20-21, on polychlori-nated biphenyls (PCB's). It washeld at the Quail Roost Confer-ence Center, Rougemont, N.C.,near NIEHS in Research Tri-angle Park.

Conference participants, whocame from the U.S., Canada, Swe-den, the Netherlands, Germany,and Japan, discussed the chemis-try of PCB's and their effect onhuman health.

The researchers also spoke onhow these chemicals are dissemi-nated in the environment, the re-sults of contamination in wildlifeand humans, and the substitutionof possible alternatives in placeof PCB's, which have been usedfor more than 40 years.

Steps Taken to ProtectR&W Postal Service

Measures have been taken toprevent a recurrence of the armedrobbery of the R & W Postal Serv-ice in the Clinical Center, whichtook place about 2:50 p.m. onDec. 22.

The FBI is investigating theincident in which some $3,500 wasstolen. The robber, who escaped,tried to prevent identification bypulling a turtleneck sweater overhis face so that only his eyescould be seen.

When pursued by a female em-ployee, he fired a warning shotinto the ceiling of the stairwell12a ding from the B-2 level.

A voluntary program to detectsickle cell anemia among NIHemployees in being initiated bythe Clinical Center.

The program will include threeimportant features: educationabout the disease and the fact thatit is an hereditary trait, bloodsample testing, and counseling.

A series of lectures and paneldiscussions will be given early inFebruary in the CC Jack MasurAuditorium.

Researchers at NIH andauthorities from other areas willpresent information on the pre-valence and implications of thedisease, testing procedures, treat-ment, and preventive measures.Employees will have an opportun-ity to attend the lectures.

Testing for the malady will be-gin about the middle of March.

A steering committee has beenappointed for the program whichis headed by Dr. George W.Shaffer, assistant chief of theEmployee Health Service.

NIH employees will be kept in-formed of further program de-velopments by EHS.

Martin Luther King'sBirthday Honored Here

Several commemorative activ-ities in honor of the late MartinLuther King's birthday, Jan. 15,were held last week at NIH.Events included the film, "I Havea Dream," the life story of Dr.King, which was shown in theJack Masur Auditorium of theClinical Center and in the West-wood Building.

A choral group, the Apostles ofSoul, also appeared on the campusand presented a group of songs.

Rock is a chimpanzee.Together with seven other wild-

trained to perform almost un-believable tasks —• but the highIQ of this exceptional chimpshowed in his ability to utilizethe principles of mechanicalstatics.

The researchers at Delta reportthat Rock and his friends virtual-ly "pole vaulted" in their earlyyears, using sticks and poles toget to higher vantage points.

The chimps were given a 3-footbroom for 15-minute periods dur-ing the day. Within a few days,they were standing the broom onits bristles, rapidly climbing itand jumping to the ceiling raf-ters—a height of 8 feet. Then,under Rock's instruction, they ad-vanced to sticks and poles.

Until last year the chimps, con-fined in a 16 x 100 foot outdoorenclosure, never used the polesfor anything other than vaulting.But an observation area installed

George S. Parish has been ap-pointed chief of the newly estab-lished Contracts and G r a n t sBranch of the National Eye In-stitute.

The branch will handle themanagerial aspects of the Insti-tute's grants and contracts pro-grams.

Its creation has been necessi-tated by the rapid expansion ofNEI support of contracts for ap-plied vision research.

A graduate of the Universityof Maryland, Mr. Parish came toNIH in 1964 as a grants man-agement assistant and in 1966 be-came grants management special-ist.

In 1969, he transferred to theHealth Services and Mental HealthAdministration as acting chief,Grants Management Section,Grants Administration Branch,Community Health Service.

Mr. Parish became a grantsmanagement officer in theHSMHA Regional Medical Pro-grams Service later that year,and in 1970 was appointed apublic health advisor in theHSMHA National Center forHealth Services Research and De-velopment.

Last June, he joined HEW'sSocial and Rehabilitation Serviceas chief of its Research Demon-stration Project Grants Branch.

A photographic image transformation process which may considerablyimprove the radiologist's ability to interpret diagnostic radiographs hasbeen developed by Rand Corporation scientists in research sponsored bythe National Institute of GeneralMedical Sciences.

The basis of the image trans-formation process is the conver-sion of shades of gray to colors.This transformation has the ad-vantage of allowing the many re-corded intensity levels of the orig-inal image to be more readilydistinguished by the radiologist.

Human Vision LimitedThe evaluation of an X-ray

plate customarily involves the vis-ual analysis of a black-and-whitetransparency.

The Rand research is concernedwith the determination of optimaltransformations for various typesof images and with evaluation ofthe degree of improvement inimage information transfer ac-complished by converting the re-corded gray scale into a chromaticscale.

The potential advantages ofsuch "pseudocolor" transforma-tions lie in the observer's abilityto distinguish simultaneouslymany more colors than gray levelsin a complex scene and to usethis information for pattern de-tection, recognition, and evalua-tion.

Advantages in medical applica-tions appear to be both in themore effective and more rapidevaluation by the radiologist and

also in the possibility of usingless skilled personnel for prelimi-nary screening of X-rays.

Dr. Philip Corfman, NICHD,Selected as WHO Advisor

Dr. Philip A. Corfman, Directorof NICHD's Center for PopulationResearch, has been chosen as anadvisor to the World Health Or- tganization's international effortto develop methods of fertilityregulation.

The Advisory Group will coun-sel WHO on policy and prioritiesfor its Expanded Programme of "Research, Development, and Re-search Training in Human Re-production.

Dr. Corfman, an obstetrician-gynecologist, has headed the Na-tion's largest population researchagency since its inception in 1968.

Scientists from the U.S. andabroad attended a recent work-shop on toxemia—a complicationthat may cause death in expect-ant mothers and their infants, orneurological damage in the in-fants.

The meeting—"The First Inter-national Workship on ClinicalDiagnostic Criteria of Toxemia ofPregnancy"—was jointly sponsor-ed by the Perinatal ResearchBranch, National Institute ofNeurological Diseases and Stroke,and the Fogarty InternationalCenter. It was held at the Center.

Dr. Edward F. MacNichol, Jr.,NINDS Director; Dr. Milo D.Leavitt, Jr., FIC Director, andDr. R. Gordon Douglas, Chair-man of the Task Force on Toxe-mia, delivered opening remarks.

Researchers discussed the vari-ous isymptoms that might serve aswarning signals to prevent toxe-mic convulsions — eclampsiaSymptoms include a rise in themother's blood pressure, detectionof protein in the urine (pro-teinuria), and edema — fluid ac-cumulation in the face and hands.

Patient Emergency FundDonations Increase by 40%

NIH employees and friendscontributed nearly $7,000 to thePatient Emergency Fund throughthe Davis Plan during the holi-day season—a 40 percent increaseover last year's $5,000.

As part of the National Insti-tute of Child Health and HumanDevelopment's expanding Intra-mural Program, three new floorswill be added to the Clinical Cen-ter's D wing.

These facilities will house thePregnancy Research and Perina-tal Biology Branches of NICHD.

The architectural firm ofFaulkner, Fryer, and Vanderpoolof Washington, D.C., has beenselected to design the additions.

An Office of Special Programshas been established in the Bureauof Health Manpower Education toadminister new grant and con-tract programs authorized by therecently enacted ComprehensiveHealth Manpower Training Act of1971.

The new Office will developeducational and training pro-grams to improve the distributionof health personnel by geographicarea and specialty.

Scope Broadened

It will also initiate or improvepatterns of training.

The scope of the new unit in-cludes training for physicians'assistants, team training, con-tinuing education, and advancedtraining of health personnel.

An important part of the Of-fice's activity will be the estab-lishment of cooperative arrange-ments among educational insti-tutions and health service facili-ties to provide clinical trainingin medically underserved areas.

The new Office will also ad-minister a computer researchprogram to determine which func-tions now performed by physi-cians can foe carried out by otherpersonnel.

It is only one offshoot of some500 studies presently being con-ducted at the seven regional pri-mate research centers that areadministered by the Division ofResearch Resources through itsAnimal Resources Branch.

Biomedical researchers are plac-ing more important emphasis onmonkeys and apes as ideal labora-tory models to aid in finding asolution to human illness.

Primates Aid Research

Primates have already mademany decisive contributions tohealth. The d i s c o v e r y ofpoliomyelitis vaccines and in-vestigations of the Rh factor inhuman blood would not have beenpossible without the use ofmonkeys as laboratory models.

They have also been used in re-search for such diseases as ma-laria and measles; congenitalmalformations; fat in the bloodand its relationship to hardeningof the arteries; brain damage,and the influence of pre-birthfactors on subsequent deformities.

Of the almost 7,700 nonhumanprimates at the centers, Rhesusmonkeys (macaques) predomi-nate. They make up nearly halfof the entire colony population,and are especially suitable formany biological studies.

Further understanding of dia-betes was achieved this yearwhen a group of scientists at theOregon Regional Primate ResearchCenter perfected a new techniquein developing the pig-t a i lmacaque as a perfect laboratorymodel for this disease.

New Treatment Developed

Another research team at theOregon Center using Rhesus mon-keys, has developed a new treat-ment that may help hay fever suf.ferers. It involves a low molecu-lar weight portion of timothygrass pollen.

In the West, this pollen is amajor cause of hay fever mucousbuild-up in throat and nasal pas-sages.

In clinical trials with allergicpatients, the new compound de-cisively reduced the number ofharmful hay fever producing an-tibodies.

Researchers at the New EnglandCenter successfully developed amethod for producing lympho-cytic leukemia in the owl monkey.

2 Appointed to NationalAllergy Advisory Council

Dr. Philip S. Norman and Mar-ian W. Bell have been appointedto the National Advisory Allergyand Infectious Diseases Council.The appointments will be effec-tive until September 1975.

Dr. Norman—one of the coun-try's foremost authorities on al-lergies—is associate professor ofMedicine at the Johns HopkinsUniversity School of Medicine.

He heads the school's Divisionof Clinical Immunology and isassociate physician-in-charge ofthe Allergy Clinic at the JohnsHopkins Hospital.

Mrs. Bell is an active volunteerin numerous health-related civicorganizations nationally and inPennsylvania.

She is a board member of Com-munity Services of Pennsylvania,the Health and Research ServicesFoundation of Allegheny County,the Women's Committee of WestPenn Hospital in Pittsburgh, andthe Board of Governors of theHolmes House (Home for Incur-ables) in Pittsburgh.

The agenda included discussionsof micropuncture fluid collection »techniques, nephron populations,stationary perfusion methods,continuous perfusion, s i n g l enephron preparations, cation-selec-tive electrodes, and new develop-ments.

A number of controversial is-sues have developed in therapidly-growing area of micro-puncture. This technique allows forthe opportunity to examine andstudy kidney function directly atthe basic anatomical level, thesingle nephron.

Computer Monitors Drugs for Patients;Margin for Medication Errors Lessened

Dr. Cohen (r) and Hiram Sera, Director of Pharmacy, are responding to a seriesof question prompts at a computer video unit in the Stanford U. Hospitalpharmacy. Eventually, the system will produce an "alert" when a new drugis prescribed that may interact with medication the patient is taking.

The first stage of a computer-based system for the prevention ofundesirable drug interactions in hospitalized patients went into opera-tion recently at Stanford University Medical Center.

The system, developed by scien- —tists in the Division of ClinicalPharmacology, utilizes Stanford'sAdvanced Computer for MedicalResearch (ACME) to automati-cally monitor all drugs dispensedto patients at the University Hos-pital.

Ultimately, it will produce acomputer-generated "alert" eachtime a newly prescribed drug hasthe potential of interacting witha drug the patient is already re-ceiving.

The New Zealand governmenthas been hiring and trainingwomen to supervise and improvethe oral health of the country'schildren, ages 2% to 13.

The corps numbers about 1,300with some 200 women entering itsranks yearly after a rigid 2-yearprogram in operative dentistryand health education.

According to Dr. Nevin, theschool dental nurse has been agreat success.Achievements Noted

In 1921, when the program be-gan, nurses were performingsome 115 extractions per 100 fill-ings. In 1970, the average num-ber had dropped to 2.9 extractionsper 100 fillings.

Dr. Nevin pointed out that thedental nurse not only maintainsthe oral health of school childrenunder her care, but her presencein the community also draws at-tention to oral hygiene.

Since the inception of the pro-gram, fewer children enter schoolwith extensive dental problems.

Chamber Music Concert to GiveProgram of Brahms Waltzes

The fourth concert in the 1971-72 Chamber Music series of theFoundation for Advanced Educa-tion in the Sciences will be pre-sented Sunday, Jan. 30, at 4 p.m.in the Clinical Center's JackMasur Auditorium.

Lillian Kallir and Claude Frank,piano duo, will present a programof Bra'hms liebeslieder waltzes,and other music by Dvorak andMozart. A vocal quartet will alsotoe featured.

The group performed previous-ly at NIH in the 1969-70 season.

Blood from healthy peoplewho have received at least onetransfusion during their life-time is needed for a test beingconducted by the Clinical CenterBlood Bank.

Donors will be paid $2 for the25 ml. sample which will beused as part of an NIH re-search program to determinethe persistence of various anti-gens and antibodies among in-dividuals who received trans-fusions.

Blood will be taken in CCRoom 4D-51, Mondays throughFridays, between 2 and 4:30p.m.

Drivers' Night Vision NeedsTime to Adapt to Darkness

A driver's vision at night willimprove dramatically if he waitsa few minutes before driving offinto the dark, according to theBritish Association of OpticalPractitioners.

It takes about 15 minutes fora driver's eyes to become com-pletely accustomed to the dark,the Association claims, but fewmotorists wait even 15 seconds.

They come out of a lightedbuilding, jump into a car anddrive off. They are, in fact, parti-ally blind.

The Association's findings, cov-ered in the D.C. Traffic SafetyReporter, conclude that 17-year-old drivers should wait at least2 or 3 minutes, and 60-year-olddrivers at least 5 minutes fordark adaptation. However, it takes15 minutes for a driver to gainhis best dark vision.

New Test Developed

Included will be a demonstra-tion of the newly developed testfor Au antigen—the agent as-sociated with the liver diseasehepatitis that may be transmittedthrough blood transfusions.

This test was developed by CCBlood Bank scientists and, par-tially as a result of their efforts,is now being used nationally.

Use of the test has helped re-duce the incidence of blood-trans-mitted hepatitis in heart surgerypatients from 50 percent to lessthan 10 percent.

Increased use of employee-do-nated blood has also contributedto the control of hepatitis amongCC patients.

The computerized system ofhandling donor information willalso be displayed at the openhouse.

Computers Are Helpful

Computerization has enabledthe Blood Bank to utilize moreNIH donors, eliminating the needto purchase whole blood fromcommercial sources.

The Open House offers an op-portunity for NIH employees tomeet the Blood Bank staff andtour the facility.

Also, it provides an excellentchance for the 1,900 employeeswho gave almost three times eachlast year to see what happens todonations.

A preliminary draft of an Exec-utive Summary of the NationalCancer Plan will be ready inMarch for examination by thebiomedieal scientists who partici-pated in four planning sessions.

The National Cancer Institutewill integrate into the draftrecommendations from the plan-ning meetings and from the scien-tific community.

The 41 chairmen of the plan-ning panels ('held in October, No-vember, December, and early Janu-ary) will meet in March and of-fer their comments, and those oftheir panel members, on the draft.

On the basis of their sugges-tions, the Executive Summary willbe presented to Congress by Dr.Carl G. Baker, NCI Director,when he testifies before the Sub-committee of the House of Rep-resentatives' Committee on Ap-propriations.

After the Congressional hear-ing, the National Cancer Plan willbe completed some time in June.
