    Council has put in three separate requests as part of a registration of interest for the governments ultra-fast fibre broadband fund, its rural broadband initiative and mobile black spot fund.

    The council undertook a survey during May of Selwyn households and businesses to determine the extent of the issues facing residents over poor broadband or cell phone coverage.

    Council chief executive David Ward said of the 634 responses to the survey, 54% came from rural or lifestyle areas.

    People in these areas experienced the slowest internet speeds, with households and businesses reporting they found it difficult to work from home, use business or farm software, download files, watch videos or use Skype.

    Mr Ward said that as the CPW Central Plains Water (CPW) irrigation scheme is rolled out there will be a need for farms to have access to sophisticated software to monitor and input data needed for water and farm management.

    Improved broadband services will be necessary for farms and local businesses to be able to operate efficiently once the scheme starts operating.

    Selwyn District Council has lodged applications with the government to improve broadband and mobile phone services in Selwyn.

    The meeting which was promoted by Malvern Enviro and the Two Rivers Community Trust along with Community Energy Action (CEA) was aimed at giving expert advice on keeping warm and dry throughout winter and help on reducing heating power bills.

    Malvern Enviro spokesperson Dave Fitzjohn said the irony of the fact that the talk scheduled for July 9 had to be cancelled due to the unpredictable nature of that very winter weather was not lost on the organisers.

    Feijoa expert Dr Meng Zhang, of Southwest University of Science and Technology (SWUST) in Sichuan Province, spent a month at the Bio-Protection Research Centre (BPRC) at Lincoln University to learn more about New Zealand horticulture production systems, biological protection and bio-control.

    Lincoln University business development manager, Dr Samuel Yu, said Sichuan province has a population of 90 million, with fertile grounds and a good climate for growing agricultural produce.

    The province has over 10,000 hectares of land growing red centred Kiwifruit and production has been sensitive to PSA attack and pollination, Dr Yu said.

    Bioprotection techniques could assist farmers that struggle to control PSA, and the Bio-Protection Research Centre has a lot of expertise in this space.

    The force has been handed the keys to a new emergency response vehicle which will be used for tackling small vegetation fires, spot fires and car fires.

    The Toyota Landcruiser double cab has been fitted out to be suitable for use in the alpine area of Arthur's Pass and the extreme weather conditions the area experiences.

    Selwyn District Council provided $60,000 for the vehicle to be purchased, fitted out and brought up to emergency response standards.

    Arthur's Pass Volunteer Rural Fire Force controller Nic Menary said the vehicle is a great addition to the force.

    "We are immensely grateful to the council for providing us with this vehicle. It is a big step up in capability and will allow volunteers to respond to emergencies more efficiently."

    Council is considering how to elect councillors, how many electoral wards there will be across the district and whether to retain community boards, as part of a review which is carried out every six years.

    Excluding council staff and elected representatives 28 people attended a public meeting in Darfield on the issue, 8 in Rolleston, 4 in Lincoln and 5 in Leeston.

    Council chief executive David Ward said council was pleased with the initial engagement in its representation review pre-consultation process.

    We have held four public meetings each of which attracted a wide range of questions in consideration of the options the sub-committee is initially proposing.

    will conclude at the end of next week. Following this, both written and verbal responses that have been received will be evaluated and incorporated in a report to council for final adoption on representation review issues on August 26.

    Councillor Mark Alexander, who chairs councils representation review sub-committee, said he was a little disappointed with the turnout at most of the meetings.

    However, we received some useful feedback from all of the meetings and we need to bear in mind this is only the preliminary phase of consultation and people are still able to add their feedback on the council website.

    Cr Alexander said the numbers attending the Darfield meeting reflected the concern residents

    had over the proposed loss of the Malvern Community Board.

    The review sub-committee is proposing to do away with the districts two community boards, in Malvern and Selwyn Central wards, and has put forward a number of options for the wards and numbers of councillors.

    One of the options is to retain the current set up of four wards and 11 councillors but a difficulty in ensuring the districts population is evenly spread across the wards indicate this may not be a feasible option.

    Two other options promote the amalgamation of the Springs and Ellesmere wards with either 9 or 10 councillors.

    Cr Alexander said the other option, with no wards and councillors being elected from across the district, gained little favour at the public meetings.

    The vehicle has medical equipment such as a defibrillator and a stretcher. It also includes fire equipment, and a water tank that holds 200 litres with a foam induction system. The vehicle can carry four passengers - twice as many as the old vehicle, which dated from the 1970s.

    Council's deputy principal rural fire officer, Douglas Marshall said the Arthur's Pass Volunteer Rural Fire Force is quite different from any other volunteer service.

    A Darfield police officer has had a lucky escape after he collided with a cattle beast on Clintons Road on Monday evening.

    Senior Sergeant Roy Appley said the officer wasnt injured in the collision.

    However, there is substantial damage to the Police vehicle which he was driving and the cattle beast that was hit has not survived the crash.

    While the owner of the cattle has been located police have not made a decision as to whether any charges will be laid.

    Police say it is a timely reminder to all livestock owners to ensure their animals are secure and cant get on to the roads through fences or insecure gates.

    The new recruits, who were accompanied by trainers, were able to

    get a real feel for what it would be like to actually enter a house on fire as part of their job.

    Former owners of the house, John and Lois Fischer, were among a large group of onlookers who were on hand to watch their old home to burn to the ground.

    The school has adopted a Selwyn District Council site on Mitchells Road as an outdoor classroom.

    Each term students take a trip to the site when they learn how to plant and care for the sites environment.

    The ultra-fast broadband application requests the government expands and improves service to Darfield, Kirwee, Leeston and Southbridge, and also requests the existing Lincoln ultra-fast broadband service be extended to include Tai Tapu.

    Mr Ward said currently only Rolleston and Lincoln have access to ultra-fast fibre broadband.

    The application to extend ultra-fast broadband to Tai Tapu also seeks to extend the service to cover new subdivisions at the eastern end of Lincoln.

    Lincoln is identified as a hub for education, industry and research and the expansion of research and industry will create demand for new housing in Lincoln and Tai Tapu.

    He said the survey results found that 34% of people from Selwyn townships outside of Rolleston and Lincoln had internet speeds of 3mpbs or less and experienced issues using the internet for some business or leisure activities.

    Council has also applied to the governments mobile black spot fund to improve mobile phone coverage along State Highway 73 between Springfield and Otira.

    This route is a busy tourist highway, and during the winter it is used by thousands of skiers to visit the six skifields located in Selwyn.

    Council chief executive David Ward says improved broadband services are necessary for farms and local businesses to be able to operate efficiently.

    From the perspective of civil defence and emergency services it is critical that mobile coverage be provided along this route due to the risk of traffic accidents and ski accidents.

    There is also the risk of an earthquake occurring along the alpine fault line. Should this occur it is also critical that mobile coverage be provided so that contact can be made with communities living in this area and contractors working to reopen the road, Mr Ward said.

    As part of its application council will also prepare a Digital Enablement Plan, to identify council can assist in digital engagement and increase the uptake of fast broadband.

    The Canterbury Aoraki Conservation Board Award for a transformational restoration project was awarded to volunteers who helped plant and develop the park.

    Today the 2.6 hectare park has over 7000 native plants, and is home to some rare local native plant species as well as a range of birds and insects.

    Michele Frey, who lives next door to the park, came up with the idea to rehabilitate the former gravel quarry site.

    She said she wanted to restore the area to its natural habitat and provide a tranquil area people could visit to enjoy nature.

    "The objective was to regenerate the site with vegetation that once existed naturally on the Canterbury plains," Ms Frey said.

    Ms Frey approached the Selwyn District Council in 2003 seeking support for the idea. Landscape architect Jo Sutherland designed the park, council provided funding for planting and local volunteers contributed thousands of hours over the past decade to plant and maintain the park.

    "The park is a credit to the volunteers who have worked to develop it into beautiful place that is highly valued by the local community and is a popular spot for walking and picnicking," council's open space and property manager Mark Rykers said.

    Over the past year six new generators, costing around $275,000 in total, have been installed at Hororata, Kirwee, Rakaia Huts and Southbridge to improve council's ability to keep water and wastewater services operating during power outages.

    Council now has 23 generators ready to operate with 13 installed at various water bores and treatment plants, eight generators installed at wastewater pump stations, as well as three large capacity portable generators.

    Mr Washington said council decided to purchase the extra generators following the September 2013 windstorm, when widespread power outages affected Selwyn, with some areas being without power for over a week.

    At that time, council owned enough generators to cope with localised or

    short term power outages but not enough generators to keep every water and wastewater service operating full time.

    Following the wind storm, generators had to be moved around the district with water services being intermittent in some areas.

    A large new portable trailer-mounted stormwater pump has also been purchased at a cost of $75,000 and will be used to pump water during flooding or heavy rain.

    The new pump can pump 200 litres of water per second, more than twice the capacity of the previous pump which pumped 80 litres per second, Mr Washington said.

    Try to limit how much fuel you keep on your property as thieves can always

    find some way to cut pipes even if the fillers are locked.

    Don't leave keys in vehicles and bikes at nights or when you go out and lock all doors and windows when you go out. Often this is only a minor deterrent as they are easily broken. Deadlocks are a good idea so thieves cannot get doors open to remove large items.

    Don't leave garden tools like spades and axes, and especially ladders around the outside of the house when you are not there.

    Be especially vigilant if you have bush areas or maize crops bounding your property, as they are havens for growing dope. If you suspect dope-growing going on, don't go in there as there may be booby traps but report your suspicions to the police.

    Always tell the police if you have been burgled even if not much is taken as even if they cannot do much, it all adds to their information database.

    Don't put your name on the gate or letterbox as criminals look you up in the

    phone book to see if you are home. Don't say on your recorded message sorry we are out as that's an invitation to be visited. Say that you are unavailable or cannot come to the phone.

    Be careful when you encounter criminals, as they have little to lose and clearly no respect for you or your property. They could be on drugs and have weapons, so talk quietly to them, move slowly and allow them an escape route.

    What most parents think of as a chore should really be thought of as an opportunity - a chance to get our children to fall in love with nutritious and delicious food.

    Depending on how long children are away from the house, up to 50% of a childs total food intake for the day is packed into their lunchbox. Its very easy to pack it full of packets as they are really convenient and you know they will be gobbled up.

    These lunchbox fillers often seem healthy but in reality are high in refined sugar and unhealthy fats. Research strongly supports the relationship between poor food choices and increased rates of truancy, poor learning, decreased concentration and disruptive behaviour.

    Putting together a nutritious lunchbox full of goodness, and one that will be beneficial your childs learning, is easier than you think.

    Whole foods are best. Whole foods are those that are natural and/or have minimal processing.

    Generally they dont come in a packet and are foods from the four food groups. Structuring the lunchbox around the inclusion of these foods should be the focus.

    The breads and cereals food group provides the body with carbohydrates for fuel and fibre to keep us fuller for longer and supports healthy digestion.

    Different types of breads can help to keep lunchboxes interesting try rolls, pita breads or roti. Left over rice or pasta in a small container make is a great sandwich replacement. Homemade popcorn, homemade muffins, crackers and pikelets also make good lunchbox choices.

    Fruit and vegetables are lunchbox essentials. Be sure to include a range of colours to get a variety of vitamins, minerals and fibre.

    Cut fruit and veg into bite sized pieces to make eating easier for young ones. Include at least one handful of vegetables either by themselves, eg. carrot sticks, or as an ingredient in other foods such as vegetable frittata.

    Dampness encourages mould and mildew, which can also harm your health. Damp homes also deteriorate more quickly and theyre uncomfortable to live in.

    There are three ways to combat persistent damp in your home: insulate, ventilate and heat.

    How do I know if my home is damp?Signs of high levels of internal moisture are: Mildew Condensation on hard surfaces Water stains. Swelling and rotting wood or wood-

    New homesIn new buildings, some moisture

    is trapped during the construction process. Wet timber may also have been used. This will dry out eventually over the first year of the buildings life, as long as the house is properly heated, ventilated and insulated.

    Under the floorTo prevent damp air from building up under the floor: Make sure there is

    sufficient ventilation. Make sure water isnt draining

    from paths or gardens under the house. You may need to create channels or underground drains to divert surface run-off.

    To prevent damp air from being drawn into your home through the floor: Cover the ground area beneath your

    home with heavy-grade polythene, taped at the joins and trimmed neatly against the foundation walls.

    Look at insulating beneath the floor. You will need reasonable access under the floor and, in windy sites, the insulation will need to be protected by a separate layer of lining material, for example plywood or fibre cement.

    Some good ways to reduce condensation include: Not drying clothes indoors Putting lids on pans when cooking Using extractor fans when cooking

    or showering Keeping your showers short Cover fish tanks Choose household plants that dont

    require a lot of water for example, yuccas, succulents and dracaenas

    VentilatingLet moist air out and dry air in by: Opening your windows

    especially in wet areas such as bathrooms and kitchens. Even in winter on dry days its worth opening windows to let the house dry out. You will have to heat the drier outdoor air but it will be easier to heat than the moist indoor air.

    Closing doors to contain steam/condensation in wet areas.

    Using extractor fans in bathrooms and kitchens (but never vent them into the roofspace above the ceiling or under the floor. Always vent them outside).

    Venting clothes dryers to the outside.

    InsulatingBlock off draughts. Use draught seal

    tape around windows and doors. Block off unused chimneys but ensure that it is not an airtight seal as air needs to circulate into the chimney to allow drying if rain gets in.

    Insulate your ceiling. This helps keep your home warm and reduces condensation; 42% of heat loss is through the ceiling or roof. Older homes often dont have any ceiling insulation.

    Consider installing double or secondary glazing and check that existing insulation is in good condition.

    As a guide, insulation should fill up to the top of the roof/ceiling joists.

    Insulate beneath the floor as the floor accounts for 10% of heat loss.

    Well-fitted heavy curtains, drawn on winter nights, will help retain heat gained from the sun during the day.

    Condensation will be reduced by double glazing as these before (above) and after (right) photographs show. Heating

    Aim to keep the indoor temperature at least 7C warmer than the outdoor temperature to prevent condensation forming on colder surfaces. The World Health Organisation recommends an indoor temperature of at least 16 C.

    Use low levels of heat all the time rather than high levels in short bursts. This reduces condensation.

    Avoid flueless gas or kerosene heaters they release up to one litre of water per hour.

    In damp cupboards, consider installing a cupboard heater, especially if it has an external wall.

    Sweetness is a perception and we all have our different thresholds. For myself, I have been eating fewer carbohydrates lately and I have definitely noticed that my sensitivity to all things sweet has been heightened.

    For wine, the natural sugar always needs to be carefully balanced with the natural acidity. Think of a sweet and sour sauce. Too much of any one element can kill the flavours which make the product enjoyable.

    The natural sugar in wine, or Residual Sugar (RS) as we call it, is a result of the fermentation process converting the sugar into alcohol.

    Sometimes not all the sugar is converted to alcohol during fermentation leaving some sweetness measured as RS in grams per litre. This residual sweetness depends on a number of factors: the varietal, the season and the winemaker.

    Riesling is possibly one of the few grape varieties that has the ability to be produced in styles from super dry to lusciously sweet.

    Whatever you do, take the opportunity to taste the spectrum. Dont be put off by popular perception that sweet wines are no good. Some of the worlds greatest wines are sweet wines.

    I recently read a quoted conversation from a dinner party: I have a beautiful Riesling that would go great with your dinner and the reply No thanks, I dont like sweet wines. I will just have a Coke.

    A 375ml bottle of Chateau DYchem fetches an eye watering $150 or more per bottle (if you can get a bottle before theyre all sold out year on year) and is one of the most sought after wines with 120 grams or more of residual sugar per litre.

    Taste and make up your own mind. You are after all your own expert.

    What if you dont have the opportunity to taste? It can be confusing when choosing a wine to know what to expect in terms of the sweetness levels and we winemakers dont do ourselves any favours by not helping the consumer out.

    Fortunately many wineries are now more and more frequently incorporating a Sweetness Scale on the back of their wine labels.

    At a glance it gives the purchaser an idea of what to expect a pointer shows the level of sweetness on a linear scale.

    Another simple indicator is the alcoholic strength. As a general rule (although not always), a wine that is lower in alcohol will have more residual sugar.

    However, this excludes wines that have had alcohol chemically removed after being made or wines that have been enriched in some way or a form. But that is another discussion for a later stage.
