To support the preservation work needed to bring theM33 back to life, the County Council has set aside £250,000associated with the sale of the former Treadgolds buildingsin Portsmouth, a property that is surplus to its needs.Separately, £1.799 million is being sought from the HeritageLottery Fund, and it is also being proposed that the NationalMuseum of the Royal Navy’s fundraising team target widerfunding to source the remaining £200,000, which wouldbe underwritten by the County Council. The partnershipwith the National Museum of the Royal Navy is alsodeveloping arrangements that would see them take overownership of the M33 by 2015.

Monitor PreservationIn July 2013 the journey towards preserving one of onlytwo British First World War warships to survive the war andravages of time, began when Hampshire County Councilconsidered the necessary steps to secure the future of theHMS Monitor (also known as Minerva) M33.The historic M33 coastal bombardment vessel is of hugenational importance, having been launched in 1915 andfeatures in the National Register of Historic Ships. Sheserved in the Dardanelles Campaign between 1915 and1918, including providing support for the GallipoliCampaign during 1915. In 1919 she was refitted andreturned to action in the Russian Civil War, where shecovered the withdrawal of Allied and White Russian troopsfrom North Russia during the Dvina River Campaign.Following her return from Russia, she spent the rest of heractive life in Portsmouth Harbour. The vessel was acquired by the County Council’s museumsservice in 1990 in order to preserve her heritage for thecounty and the nation, and she is currently berthed nearthe new Mary Rose Museum and Nelson’s flagship HMSVictory in Portsmouth Historic Dockyard. While she canbe viewed from the dockside, it is not possible for thevessel to be boarded by visitors and the County Council isnow working in partnership with the National Museum ofthe Royal Navy to provide public access to the vessel atthe Historic Dockyard and tell its internationally significanthistory in 2015, the 100th anniversary of the GallipoliCampaign.

On Your BikeA new edition of Havant’s popular borough-wide cyclemap, updated to show the new routes built in the pastyear, is now available. This edition, produced in partnershipwith Sustrans and Groundwork Solent as part of the ‘SolentCycle’ project, has been extended to cover the southernparishes of East Hampshire District - Rowlands Castle,Horndean and Clanfield. The map includes new sections of cycle infrastructureacross the area including ‘footpath 88’ on Hayling Islandand along New Lane in Leigh Park. It also shows new linksproposed for completion in the coming year, includingtwo sections of the Hayling Billy Trail either side ofLangstone Bridge which will complete this important off-road route between Havant and West Town. The map is available to download in two sections (Mainlandand Hayling Island) at www.havant.gov.uk/getting-and-around-havant-borough/cycling. A printed edition will beavailable from local libraries, cycle shops and collegesshortly.

Wheelie BinsA member of the public recently brought to my attentionthe problem of wheelie bins being left on the pavementcausing an obstruction to pavement users particularly thosein wheelchairs and mobility scooters. The problem iscaused by two groups; firstly, we the residents who putour bins on the pavement when they should be left on theedge of our boundaries with the pavement and secondly, the collection crews who, after they have emptied ourbins, leave them on the pavement adjacent to our property. So we should shoulder some of the blame and in the futureposition our bins correctly; I contacted Havant BoroughCouncil and asked them to remind their collection crewsthat wheelie bins should be returned to the propertyowner’s boundary, I also asked that newly arrived residentsto the borough are informed of the correct procedure onrubbish collection day.
