We, as an organization, are keeping up the energy and dedication to the goals that I set out in January of increasing member participa- tion and providing valuable learning opportunities to our members. Our regis- tration numbers are up and the participation in Chapter events has been very good. As you may have already heard, the Reverse Trade show exceeded expectations. The number of vendors who took time to meet with our diverse group of agen- cies was really spectacular. PRESIDENT’S MESSAGE

Hello Chapter Members! We, as an organization, are keeping up the energy and

dedication to the goals that I set out in January of increasing member participa-

tion and providing valuable learning opportunities to our members. Our regis-

tration numbers are up and the participation in Chapter events has been very

good.

As you may have already heard, the Reverse Trade show exceeded expectations.

The number of vendors who took time to meet with our diverse group of agen-

cies was really spectacular. I have been receiving a steady stream of positive

feedback from both the agencies and the vendors. A huge thank you to all of you

who participated in this event.

I would like to take this opportunity to call out a volunteer who has been work-

ing very hard on the Chapter charity this year. Crystal Wester is the chair of the

Community Outreach committee and they have selected Paws 4 Life as our re-

cipient organization. I highly recommend that all of you visit their website

www.paws4life.net to discover more about this non-profit organization. We

have been actively accepting donations for this group at our monthly meetings

and I want to encourage you to do what you can to support them. If you need

additional information on what the organization needs, please reach out to

Crystal.

I sincerely hope that the Chapter is meeting your needs as a member. As al-

Congratulations to this years Manager and Buyer of the Year! Laura and Jess will travel to Salt Lake City, Utah in August on a full-ride scholar-ship to attend NIGP National Forum 2017.

Laura Szymanoski, Dysart Unified School District, was awarded Manager of the

Year for 2017. Her nomination was exceptional with many peer recommenda-

tions. It is obvious that she is admired by her colleagues and a dedicated school

employee. She is very conservative to her approach to purchasing, which makes

her quality conscious by nature. Laura always looks for the best approach (best

practice) when it comes to moving forward and she’s not afraid to network with

many to find that best solution.

With regards to School District procurement, Laura has extensive knowledge as it

relates to the Arizona Administrative Code, Title 7, Chapter 2, Articles 10 and 11

for School District Procurement. Laura is an active member in several organiza-

tions and involved on numerous committees.

Laura is truly recognized as an advocate for the profession of public procurement

and anyone who knows her, would most certainly attest to that. She is well liked,

often sought after for guidance and very approachable with questions pertaining

to public procurement.

Congratulations Laura on being selected as this years Manager of the Year!

Jess Romney, City of Mesa, has been

a Procurement Officer with the City

of Mesa since May 2013. Prior to that

he was a Purchasing Specialist at the

Town of Gilbert for 16 years.

Jess’s resume speaks for itself. Jess is

a huge advocate for public procure-

ment and is very active in the NIGP

AZ State Capitol Chapter.

Jess has been instrumental with

many of our Reverse Trade Shows

and Regional Conferences. He’s been

very helpful in helping to organize

many, as he’s been doing it for a long

time. Jess has great insight in know-

ing what’s been important and what’s

been deemed as, less than adequate.

His experience puts him light years

ahead of his colleagues, as he has

witnessed the great things that have

helped to make chapter events a suc-

cess. Jess is an active member and

involved on numerous committees.

Jess has been a longtime advocate for

public procurement and many have

benefited from his diversity and pas-

sion for the field. He consistently

surpasses expected goals and demon-

strates and outstanding work ethic.

He is a dedicated, hardworking indi-

vidual who quickly builds positive,

productive relationships with his

coworkers and customers. He em-

braces new ideas and enthusiastically

approaches every assignment with a

positive attitude. Jess’s positive atti-

tude towards change and his willing-

ness to assist others in their develop-

ment has helped the City of Mesa,

and AZNIGP, become world class

institutions.

Jess’s commitment, flexibility,

knowledge and great sense of humor

are invaluable. He is an outstanding

employee and also a great contributor

to our Chapter!

CAREER SEMINAR RECAP

Professional speaker, Scott Friedman, spoke on

“Celebrate! Lessons Learned from the World’s Most

Admired Organizations.”

110 members were in attendance and all had fun par-

ticipating with Scott as he motivated, inspired, and

entertained. It was a fun-filled, interactive and content

-rich program. Several members commented that it

was a nice change of pace to have a speaker on a differ-

ent topic other than purchasing. What he taught us

was something different that influences all of us at

work and at home.

The day also included our Chapter business meeting

where we honored Brandy Andersen, City of Mesa and

Kim Shelley, Arizona Department of Economic Securi-

ty (DES) as they recently received the coveted Certified

Professional Public Buyer (CPPB) credentials.

Manager and Buyer of the Year were also announced.

Congratulations to Laura Szymanoski, Manager of the

Year, and Jess Romney, Buyer of the Year 2017.

New members who were attending their first luncheon

meeting received a gift bag full of goodies along with

their new membership certificate.

Several members won gift cards as part of the pro-d

prize drawing, and Suzanne Alberts, City of Mesa and

Andrea Nejeres, City of Phoenix, won a free lunch to

attend a future luncheon meeting.

Thank you everyone who attended and special thank

you to those of you that brought treats, dog food, and

other needed items for our charity Paws 4 Life.

Remember to continue to bring needed items to all

future events.

Thank you to the Programs Committee for organizing

an amazing event and providing a great speaker and

yummy food! Awesome job!

MEMBER SPOTLIGHT: HAYDEE NORA, CPPO

HOW LONG HAVE YOU BEEN IN PURCHASING?

I’ve been doing procurement since 2003. The first four years were in the private

sector and the last ten in the public sector.

HOW LONG HAVE YOU WORKED FOR YOUR EMPLOYER?

I’ve worked almost seven glorious years with Central Arizona Project and it still

seems like yesterday I started my first day.

HOW DID YOU GET INTO PURCHASING?

My first job after college I was hired as a Packaging Coordinator/Buyer for

Sunkist Growers. I don’t even recall applying for that position but I was very

grateful and fortunate to have gotten it because I enjoyed it immensely.

WHAT WAS YOUR MOST UNUSUAL PROCUREMENT?

Buying 10,000 lbs of catfish to stock our canal system, lol.

WHICH PROCUREMENT ARE YOU THE MOST PROUD OF?

I can’t remember the particulars but I do remember being extremely proud the

first time I administered my first formal solicitation by myself.

BEFORE JOINING MY CURRENT EMPLOYER, I WAS:

A purchasing agent for the City of Buckeye.

WHAT WAS YOUR FIRST CAR?

My first vehicle was a burgundy 1994 Nissan Altima.

IF YOU COULD HAVE ONLY ONE MEAL FOR THE REST OF YOUR LIFE, WHAT WOULD IT BE?

It would definitely have to be my

mom’s (or my) chile rellenos!

This dish can be prepared several

different ways using different

chiles and cheeses so it has to be

my mom’s recipe.

IT’S YOUR DAY OFF. WHAT ARE YOU DOING?

If I have my girls, anything they

want to do. If I’m alone, probably

catching up on some D-back base-

ball that I have recorded on my

DVR.

WHAT MAKES YOU LAUGH?

Almost anything. I try to find

humor in almost everything which

is a bad thing when I need to

focus and be serious.

WHERE IS YOUR HOME TOWN?

I was born in Guadalajara, Jalisco

but was mainly raised in Pacoima,

CA so I consider Pacoima my

home town. Pacoima was put on

the map by Ritchie Valens.

WHAT DO YOU LIKE TO DO OUTSIDE OF WORK?

I enjoy exercising, going to the

movies, going to dinner and at-

tending sporting events (mainly

baseball & football).

FAVORITE BOOK, MOVIE, DREAM VACATION?

My favorite books are anything

true crime. My favorite movie is

the Shawshank Redemption and

my dream vacation is to Machu

Picchu.

ANY RECENT ACCOMPLISH-MENT/RECOGNITION YOU ARE PROUD OF AND WOULD LIKE TO SHARE?

My most recent accomplishment

was obtaining my MPA. I remem-

ber being very young… 10 or 11

years old and saying I wanted to

get a Master’s degree. I’m sure I

didn’t know the significance of it

but I wanted to be the first in my

family with one and now I am.

cheta Gillespie, Patrick Ibarra, Jean

Clark and many more.

We are also super excited this year to

have our charity Paws 4 Life in at-

information about what they do and

how you can get involved. Owners

and their dogs will perform demos to

show the type of trainings they do

plus they will have dogs available for

adoptions. Be a superhero and pro-

vide a forever home to a dog in need.

We look forward to seeing you all in

The Arizona State Capitol

Chapter of NIGP recently

conducted its 6th Annual

Reverse Trade Show on April

3rd at the Goodyear Ballpark

in Goodyear. The venue and

weather could not have been

better. We had 40 agencies

represented and over 630

vendors registered for the

event. We estimate that over

800 vendors actually attend-

ed.

We would like to thank you

for attending our (very suc-

cessful) event. Without the

support of all of you and your

agencies, we wouldn’t be able

to sponsor such events and

we sincerely hope it proves to

be fruitful for all.

A special Thank You to

Victoria Jackson, City of

Goodyear and her committee

for putting on this event. Lots

of time and hard work went

into making it a huge success!

UPPCC Announces New Schedule of Fees for Certification

Herndon, VA - April 4, 2017 - The Universal Public Procurement Certification Council (UPPCC) announced today that it will apply a modest $50 increase to many of its current fees for certification effective July 1. The fee increase, UPPCC’s first increase in five years, is necessary for the organization to support rising development costs and to fund many new projects and initiatives designed to both expand the programs and to provide additional tools, resources and over-all value to current certificants. UPPCC hopes to share details soon on some ex-citing new functionality that will streamline the application and recertification experience by providing a fully modern, online portal for your interactions with UPPCC going forward.

Application Fees

$225 member*/$350 non-member Examination Fees $300 member* or non-member CPPO or CPPB Recertification Fees $250 member*/$300 non-member

Dual Recertification Fees

$350 member*/$400 non-member

The UPPCC is currently accepting applications for the October 16-28, 2017 test-ing period through July 17, 2017 (July 31, 2017 with late fee). Applications for initial certification or recertification may be submitted at any time prior to July 1 to take advantage of the current rates for certification.

*Member refers to current national members of NIGP and NASPO.
