• The Issue: Department of Defense Violation of Privacy Act Public Notice Requirement– Creation of a database of all 16-25 year olds– No federal register notice prior to creating the

database– Sources for some of the information in the database

used deceptive practices– No opt-in– Opt-out resulted in inclusion in another DOD database
