Preface by the Chairman of the Board of Governors and the Director General

This strategic plan of the Koninklijke Bibliotheek (KB),theNationalLibraryoftheNetherlands,forthe2015-2018periodispublishedontheeveofadrasticchange,theimplementationofthePublicLibraryProvisionsSystemAct(Wsob)on1January2015.Underthisact,theKB will play a central roleinthefieldofpubliclibrariestoo,somethingithasbeendoingforyearsintermsofscholarlyinformation provision. The KB will now be able to fully live up to its title of ‘national library’.The KBorganizationwillbefacinganumberofmajorchangesfollowingtheexpansionoftasks,resourcesandpeople.Thisservestoachievesynergybetweenthevarioustasks,tocreateanew,jointorganizationalculture,togenerateaddedvalueforallcustomersof–inparticular–thenationaldigitallibrary,andtoreinforceandembedthepositionoflibrariesinajointeffortwiththepartners in the national network. The ultimate goal is to make a considerable contribution to our jointcustomersbecomingsmarter,betterskilledandmorecreative,customerswhowillgetthebest possible free access to information funded by public money. Thisstrategicplansetsoutthefirststepsonourwaytothisfutureperspective.AstheWsobhasnotcomeintoeffectyet,peopleandtaskshavenotyetbeencombined.Thetransitionhasbeenprepared,butnotyeteffectuated.OurfirstconcernistocontinuetheexistingtasksoftheKB and of the SIOBandBibliotheek.nlorganizations,whichceasetoexiston1January2015.Gradually,wewillbepublicallyworkingonthenewstructureoftheterm‘nationallibrary’andontherealizationofanationaldigitallibraryfor–inprinciple–everyoneintheNetherlands.

WefullyunderstandthattheseareverybigambitionsandwearealsoawareofthefactthattorealizethiswilldemandajointeffortandcommitmentfromeveryoneworkingfortheKB. This demandsadjustmentandopennessoftheorganizationandmembersofstaff.

Weareconfidentthattheorganizationwillbeabletoachievethis.

Mission statementKoninklijke Bibliotheek (KB),thenationallibraryoftheNetherlands,bringspeopleandinformationtogether.Tothatend,theKBmakesthelibrarycollection-theNetherlandsvisible,sustainableand practicable. The free access to this common ownership of publically funded libraries ensures people are given new ideas and will be able to continue on the basis of each other’s insights. This networkoflibrariesisasourceforresearchandhelpspeopletobecomebetterskilled,smarterand more creative. The KB assumes a central position in this network.

Vision: the power of our networkThequalityofthechainofpublicaccesstoinformationandtheorganizations’righttoexistwithinthatisnolongerdeterminedonlybytheirownmissionstatements,butalsobytheirpositionsinthe networks they operate in. This basic principle demands a thorough knowledge of the KB’s own roleandthatofotherstoactonthebasisofthat.Intheexecutionofitstasks,theKB will use the power of its network as a basis.

Synergy between the various tasks of the KBDuringthenextfewyears,theKBwillprovideanewstructurefortheterm‘nationallibrary’;morethanbefore,wewanttoofferaplatformwherepeopleandinformationcometogether.Thisplatformisnotafinaldestination(likeaportal),butadeparturepointofdevelopmentforpeople,technologyandinformation.Wecanonlyrealizethisplatformincooperationwithothers.Asanationallibrary,weoperateindifferentdomains:Humanities,publiclibrariesandculturalheritage.Furthermore,weareanactivepartofthewiderdigitalfieldofinformation,asevidencedbyourcooperationwithGoogleBooksandWikimediaNederland.AlongwithNWO(NetherlandsOrganizationforScientificResearch)andtheKNAW(RoyalNetherlandsAcademyofArtsandScience),theKB is one of three national research institutions funded by the MinistryforEducation,CultureandScience(OCW)thatfocusonimprovingthequalityofscientificresearch and initiating and encouraging new developments within that framework.Tothistask,whichislaiddownintheHigherEducationandResearchAct(WHW) a new task of similarscopewillbeaddedin2015:acentralpositioninthefieldofpubliclibraries.InthePublicLibraryProvisionsSystemAct(Wsob),thegovernmenthasstipulatedthepublictaskofapubliclibrary:makingknowledgeandinformationavailable,offeringopportunitiesfordevelopmentandeducation,encouragingpeopletoreadandtointroducethemtoliterature,artandculture,andorganizingmeetingsanddebates.UndertheWsob,theKB will have a coordinating role within the network of public libraries and it will be responsible for the execution of system tasks.InadditiontoourtasksforHumanitiesandpubliclibrarieswe,alongwiththeNationalArchives,theNetherlandsInstituteforSoundandVisionandtheCulturalHeritageAgency,areresponsiblefortheDutchheritageinthefieldsofpublications,archives,audiovisualmaterialandmuseumandspatialheritagerespectively.AlongsidethesepartiesandtheKNAW and DEN(DigitalHeritageNetherlands)wecollaborateintheDigitalHeritageNetwork,whichismanagedbytheMinistryforEducation,CultureandScience.AsfortheDutch-speakingpartofBelgium,wecooperateforoursharedheritagewithintheframeworkoftheDigitalLibraryforDutchLiterature(DBNL),fundedbytheDutchLanguageUnion.

Social valueThe social value of the KBisembeddedinbringingpeopleandinformationtogether.Ultimately,customers from the aforementioned different domains (all of which are funded with public money) willbeabletobenefitfromaccesstocollectionsthatusedtobereservedforparticipantsintheowndomain.Soeventually,allcustomerswillhavemoreandbroaderinformationattheirdisposalandtheywillbeabletobenefitfromthat.

TransitionThisstrategicplancomesintoeffectonthedaythatthetasksofthreeorganizationsattheKB are integrated.Assuch,apartfromtheactivitiesdevelopedbytheKBsofar,italsocontinuesonfromthe activities of Bibliotheek.nl (BNL),theNetherlandsInstituteforPublicLibraries(SIOB) and the DBNL.First,theintegrationprocessfocusesoncontinuationofthetaskswithoutlossofthepowerofthevariouscultures,andsecondonthegrowthtowardsaneworganizationinwhich‘old’and‘new’ KBpartiesworktogetheronrealizingasharedvision.Thisstrategicplanformsafirststepduring that process and the next policy period will be a transitional period.

Strategic prioritiesThe mission statement and vision determine the strategic priorities for 2015-2018:

1.Torealizethenationaldigitallibrary2.Reinforcingnationalandinternationalcooperation.

Therealizationofthenationaldigitallibrarywithallpartnersfromthevariousdomainswillbeourmainchallengeduringthenextpolicyperiod.Thisisaspecificambitionwewillberealizingwithothers,onethatrequirestheknowledgeandexperienceofothers.Assuch,thesecondstrategicpriority is aimed at the context in which we operate: learning from others and acting in consultation withthem.ThisisrealizedbydevelopingourselvesthroughnationalandinternationalcooperationandresearchandbyreinforcingcooperationthroughouttheDutchlibraryfield.

Thisplanendswiththepreconditionsthatarevitalfortherealizationofourambitions:humanresourcemanagement,ITinfrastructureandmanagement,accommodationandfinance.

The national digital library is aimed at the customer and it links all publically funded libraries for thatcustomer.While‘attheback’,variouscollectionsandinfrastructuralelementsfromvariousdomains,fundedfromdifferentmoneyflows,togetherwithchangingstakeholderswillbecomecloselyinterwovenduringthenextfewyears,‘atthefront’,thecustomerwillbebenefitingfromthesynergy.TherealizationofthenationaldigitallibrarywillunitethetasksoftheKB from the WHWandWsob.

AsthecustomervalueandtheensuingsocialvalueareleadingforalltasksoftheKB,weformulatethe objectives from the customer’s point of view.

The customer:•willfinditeasytoseewhatthelibraryhastooffer,whateverheislookingfor;• hasaplatformforresearchinDutchpublications;• hasaccesstoasmuchdigitalcontentaspossible,freelyaccessibletoalltothegreatestpossibleextent;• experiencesasinglelibrary,whateverdeskheapproaches;• istemptedandhelpedtousethelibrarycollection-theNetherlands;• canrelyonthefactthatDutchbooks,newspapers,magazinesandinternationalscientific

publications remain permanently accessible.

Tothatend,theKBactsonthebasisofthepublicvaluesofindependence,reliability,accessibility,pluralism and authenticity. The image below provides a schematic overview of the national digital library.Ontheleftweseethecustomers,ontherightthelibrarycollection-theNetherlands,inthe centre we can see the tasks undertaken by the KB in order to bring these people and information together:searchandfind,temptationandassistance,customerserviceanddeliverymodels.These tasks are supported by an infrastructure (the back).

Who are the customers of the national digital library?Weseeourtargetgroups,ourpotentialcustomers,asapyramidwithabroadbasis.Thenationaldigitallibraryisavailabletoall17millionpeopleintheNetherlands.Fourmillionofthemarealreadymembersofapubliclibrary.Nearlytwomillionadults(15%ofthetotal)usetheservicesofalocalpubliclibrary.Thispercentageisevenhigheramongyoungsters.Nearlyaquarterofthepopulation is 20 or younger (4.25 million) and the number of young members rose to 2.25 million (morethan50%)duringthepastfewyears.Withprogrammessuchas‘BibliotheekopSchool’(thelibraryatschool)and‘BoekStart’(tostartwithbooks),thenationaldigitallibrarydevotesspecialattentiontoyoungstersbothdirectlyandviaschools.Thosewithreadingdifficultiesaregivenaccesstotheworldofknowledge,cultureandeducationmadeavailablewithinthepubliclibrarywork,justlikeallotherDutchcitizens.

The next layers of the pyramid are formed by the target groups that are mainly aimed at research and scholarly information. The KB currently reaches 1 million users with freely accessible and paid services.Soloresearchers–whoarenotyetaffiliatedwitharesearchinstitution–andcasualhistorians,suchasgenealogists,localhistoriansandresearchersoflocalhistory.Andthosewho,professionallyorotherwise,arelookingforreliable(validated)information.Infirstinstance,itconcernsthethousandsofhumanitiesscholarsaffiliatedwithaninstitution,butalsosupralocalcommunitiesthatcurrentlydonotreceiveanytailor-madeservices,notfromalibrarynorfromcommercialserviceproviders.Suchsupralocalcommunitiesincludepatients’associations,amateur archaeologists and freelance journalists.

Thetoplayerisformedbyarelativelysmall,butgrowinggroup.Theyareresearchersanddeveloperswho use the large textual datasets that the KB has built up with its partners during the past few years.Moreandmorehumanitiesresearchersusetoolstoextractinformationandvisualizedata,togetagripondatasetsthatcannolongerbeanalyzedinthetraditionalway(bigdata).TheKB activelysupportsthisformofHumanities,DigitalHumanities.Thebordersbetweenthepyramid’slayerswillgraduallyfade,andmoreandmorecustomersofthenationaldigitallibrarywillstartusingcontentthatinitiallywasnotintendedforthem.Noteveryonewillmakeconstantuseofallservices,buttheopportunitytodosoisavailabletoeveryone.

In2018,ourcustomerswillgiveourserviceprovisionascoreof8.

In2018,20millionvisitsperyearwillendupattheservicesofferedby the national digital library.

Objectives 2015-2018 for the national digital library

The customer will find it easy to see what the library has to offer, whatever he is looking forIfthesocialvalueoflibrariescanbefoundintheiruse,visibilityisthefirststep.Thisisstructuredbyrealizingthenationallibrarycatalogue.Thisprovidesthecustomerwithalltheinformationofferedbyallpublicallyfundedlibrariesandhowthisinformationcanbeused.Fornow,itwilloftenconcerninformationonpaper,heldinphysicallibrarycollections,buttheamountofdigitalinformation(e-booksordigitized)isgrowing.Mostofitwillbematerialthatcanbeaccessedfreely,butattimesitmaybesubjecttoregistrationorpayment.Thesecondstepisevenmoreimportant,tonotletthecustomercometotheinformation,buttolettheinformationcometothecustomer.Thatsamecollectionofdata,thenationallibrarycatalogue,supplementedwithrelevantinformationifnecessary,isneededtobeabletopresenttheinformationatanylocationsearched.AsGoogleistheprimaryplacewherepeoplesearch,itwouldberelevanttobeabletooffera‘librarypage’amongthesearcharguments,presentingtransparentinformationabout what the library has and knows and how this can be used.Intermsoffindinginformationaboutcertainsubjects,wealsothinklinkeddatawillbepopulartoincreasethefindabilityoflibrarycollections.Mostsearchargumentscanbereducedtofourcentralones:‘who,what,whereandwhen?’.Duringthenextfewyears,theKB will endeavour to offerinformationthatanswersthesequestionsincontext,bylinkingthemtonationalandinter-national knowledge systems (such as DBPedia,Freebase,VIAF–VirtualInternationalAuthorityFile).Alotofworkbehindthescenesisrequiredtorealizethiscustomer-orientedvision.Thevarioussystemsusedbylibrariesinordertoregistertheirphysical,digitalanddigitizedpropertymustbelinked to create a platform for everything they have to offer. This enables libraries and others to realizecustomizedservices.

In2018,allrelevantnamesandlocationsinthedigitalcontentoftheKB can be used as linked [open] data.

The customer has a platform for research in Dutch publicationsAsanationallibrary,theKB collects and manages everything that was ever published in or about theNetherlands,fromtheperiodofhandwrittenbooks,toprintedanddigitalbooks.WeseetheDutchpublishedheritageasacontinuum:fromtheBeatrijstothemostrecente-books.Wefeelresponsibleforahigh-qualityserviceinthisarea,bothforaccesstothewholeandhighlightingthe extraordinary.Duringthepastfewyears,thepublished,textualheritageoftheKB and other institutions from acrossthenationwasdigitizedandmadeavailableonvariouswebsitesfortextsorimages.Someoftheseprojectstookyearstocomplete.Afteraperiodof‘athousandflowers’wearenowontheeveofaperiodofuniformizationandjointsearchability.Delpher–developedwiththeuniversitylibrariesofAmsterdam,Leiden,UtrechtandGroningenandtheMeertensInstitute–isthefirstresultofthis.Delpheroffersuserstheopportunitytosearchvariousdigitizedtextcollectionsinonego,andtofindmorethanonthecomposite,individualwebsites(newspapers,magazines,books,othermaterial).Duringthenextfewyears,Delpherwillundergofurtherdevelopments,bothintermsof(search)functionalityandcontent.InordertomakeasmanyDutchbooks,newspapersandmagazinesdigitallysearchable,wewillbeaddingnewpartnerstotheexistingnetwork.

OuraimistomakethedigitizedcontentoffiftyDutchheritageinstitutionssearchableinDelpherby2018.

Notonlydoweofferdigitalresources,wealsowanttosupportscholarsinsearchingtheseresourcesasefficientlyaspossible,apartfromourend-userservices.WewanttodevelopfromaportalintoaplatformforresearchinDutchpublications.Thiswillenableustoassumeourposition in the network of research infrastructures (such as CLARIAH,DARIAHandNederlab).Apartfrombeingresponsibleforthemaximumavailabilityofthecollectionasawhole,theKB is alsoresponsibleforspotlightingandexplainingit;presentingthebestworksonthebasisofknowledgeofthecollection.Thisisdonedigitally,withvirtualbooksandwebexpositions,butalsophysically.Inadditiontoourownexhibitions–withMuseumMeermanno,forinstance–wegiveoutspecialpiecesonloandozensoftimesayearforthird-partyexpositionsinordertoshowtherichesofourculturalheritage.Preservationofthephysicalcollectionsremainsimportant,alsowhentheyareavailableinadigitalformat.Isitimportantforbook-historicalresearchtokeepabookavailableintheformatitwaspublished,butalsoforsocietyasawhole(authenticity).Thiswill give the customer an idea of printed and written heritage and he can experience the historic sensation of documents of special value.

The customer has access to as much digital content as possible, freely accessible to all to the greatest possible extentDigitalisthegrowingstandardforuse.ThisiswhytheKB actively works to increase the available amountofdigitalcontentforresearchandreading,learningandinforming.Reducingrestrictionsmayalsoleadtowideraccessibility.Thefreeavailabilityofinformationissubjecttopractical,legalandfinancialrestrictions.Weendeavourtominimizethoserestrictions.Ourbasicprincipleisfreeaccesstoasmuchinformationaspossible;membershipand/orapaymentmodelaccordingtousewillcontinuetobeaconditionformaterialthatisnotfreelyaccessible.Wewanttotreatrightholdersfairly,butweexpectthesamefromthem.Intermsofcopyrights,theKB works alongside other nationalandinternationallibraryorganizationsandheritageinstitutionsasmuchaspossible.

WeincreasetherangeofservicesforeachofthevariousdomainsinwhichtheKBoperates.Fromthe scholarly domain,wefocusonmakingscholarlyinformationavailable,bothtechnicallyandfinancially.Forresearchersmainly,butalsoforindividualsandorganizationsoutsidetheuniversitiesand research institutions. This is very important in order to encourage a knowledge society and to increasetheimpactoftheresultsofscholarlyresearch.Wethereforeseeitasanimportantjobforthe KBtoadvocateandsupportopenaccessofscholarlyinformation.Intheeventthatthishighstandard–openaccess–isnotyetachieved,wewillbelookingforotherwaystoimprovewideaccesstoresearchinformation:throughwalk-inuseinallDutchpubliclibraries,forinstance.

Fromtheheritage domain,theKBfocusesondigitizationofallDutchpublicationsfromthestartoftheartofprinting.Thisisaverybig,one-offeffort.Duringthepreviouspolicyperiod,weandourpartnersmanagedtodigitize10%ofthebooks,newspapersandmagazinesthatwerepublishedintheNetherlands.Thedigitizationprocessnowformspartofthestandardorganizationandwillcertainlybecontinued.Toachievethisgoal,wehavetocontinuetoworktogetherwithprivateandpublicpartners.Witheffectfrom2015,theKB will also be responsible for the management and continued development of the DBNL.TheDutchLanguageUnion,theFlemishHeritageLibrary

and the KBhaveconcludedanagreementtothateffect.Assuch,theorganizationgrowsbyincorporatingadifferentformofdigitization,aimedatthefaithfulrepresentationofatext.Forthedigitizationoftheout-of-commerceservices,wecontinuetonegotiatewiththerightholdersand/orcopyrightorganizations,withwhomwehavealreadyconcludedanumberofsub-agreementsfortheavailabilityofnewspapers,magazinesandbooks.Wewanttostartpilotswithothers,whiledoingjusticetothevariouspositionsinthenetwork(authors,publishers,librariesandusers),inordertofillthedigitalgapthataroseinthesecondhalfofthetwentiethcentury.

By2018,wewillhavedigitized90%ofallbookspublishedintheNetherlandsandofthemostrelevantmagazinesandnewspapersoriginating from before 1940.

Fromthepublic library domain,wefocusontheavailabilityofe-content.Thee-bookplatformwaslaunchedin2014,whichimmediatelyshowedinthesalesfiguresofe-booksintheNetherlands.The availability of e-content is currently not at the same level of the physical number of books availabletopeopleattheirlocallibraries.Agreementswithpublishersandauthorsare–especiallyduetoalackofotherlegaloptions,suchasapplicationofpubliclendingright–absolutelyvitalinordertobeabletocreateavaluablerangeofdigitalproducts.Abudgetisavailableforthepurchaseofe-books,e-musicandotherformsofe-contentforawidepublic.Thelocalpubliclibraries need to decide on the details of this budget. The coordination about the principles for creating collections takes place on the basis of a national collection development plan that indicates the main features for the purchase of digital content. The plan is procedural in nature andencouragesabalancedandefficientcollectionbuilding,inwhichthecohesionbetweenphysicaland digital collections in the public library domain is monitored.Anotherimportanttaskinthisdomainistheremovalofrestrictionsbyconvertingtitlesintoadaptedreadingformats.Wepursueagrowthofthenumberoftitlesthatareconvertedintoadaptedreading formats.

By2018,wewillhavemadeatleast50percentofthedigitalmarketsupply available.

The customer experiences a single library, whatever desk he approachesToaDutchcitizen,thereisonlyonelibrary,andthatisnotanorganizationorabuilding,butthewholeofpossibilitiesheorshewillhaveaccesstoviathelibrary.Thenationallibrarycard,developedbytheNetherlandsPublicLibraryAssociation,thesharedlibrarylogoandthejointrecognizablewebpresencecanbepowerfultoolsforthelibrariestopresentthemselvesasasingle unit.Thecustomerexperiencesasinglelibrary,thathasaphysicalanddigitalpresence.Thatexperienceis the natural leading concept in the cohesion between physical and digital. There will be physical customers who do not buy digital services and there will be digital customers who will not be buyingphysicalservicesandmanywilldoboth,buttheyallhavetoexperiencethelibraryasasingleunit.Anyquestion,whateverthelevel,willbeseamlesslyforwardedtotheplaceinthenetworkwhereitcanbeansweredbest.Thatiswhyweaimforajointdigital‘MyLibrary’environment.

This ambition requires all library facilities to be coordinated with each other in order to serve the customer. The aim of the KB therefore is to eventually have all public library facilities take part in thisnetwork,whichisaimedatpublicvaluethroughuse,onewayortheother.

The customer is tempted and assisted in using the library collection-the NetherlandsEverythingdependsonreading.Intoday’sknowledgesociety,80%ofourworkisrelatedtoreadingandwriting,andagoodcommandoflanguageandreadingskillsarevitalifyouwanttobeactiveinsociety.ThereisareasonwhytheCohencommittee,whichstudiedthesocialfunctionoflibraries,highlightsthecontributionoflibrariestotheknowledgesociety,throughsupportforreadingimprovementsandmediaawareness.Readingimprovements,butalsoimprovingtheenjoymentofreading,arecentralactivitiesofthenationaldigitallibraryinalliancewithasystemoflibraries.Together,weareofferingservicestocombatsemi-literacyandtoteachpeopletogainabetterinsight into the value of (online) information (media awareness).Librariesdonotrestrictthemselvestomakinginformationavailable,insteadhelpingcustomerstogeteverythingoutofitbyorganization,signallingandexplanations.Thisappliestoallcustomersofthenationaldigitallibrary,fromthegeneralpublictothescholarlycommunity.Wewillbeunitingdigital,nationallyfundedactivitiesinthisfieldwithinthelibrarydomainforalltargetgroups,andintegratethem,wherepossible.

The customer can rely on the fact that Dutch books, newspapers, magazines and international scientific publications remain permanently accessibleAsalibrarywithalonghistory,theKBisresponsibleforlargephysicalcollectionsand,sincethemid1990s,alsoforagrowingnumberofdigitalcollections.Libraryliterallymeans‘storageplaceforbooks’andalthoughthefunctionsofalibraryhaveconsiderablyincreasedovertheyears,‘storingbooks’isstillacorefunction.Ifalibrarywantstoensurethatpeoplecancontinuetobuildonexistingknowledgeandinformation,itwillhavetoremainavailableandpracticable.Thatiswhyguaranteeing permanent access to collections is a central task of the national library.Byextensionfromthephysicalstoragetask,theKBstoresdigitalDutchbooks,newspapersandmagazines.WealsowanttostorearepresentativeshareoftheDutchInternet(webarchiving).However,thegrowthofthenumberofDutche-booksavailablelagsbehindexpectations,whichiswhywestillcollectalotonpaper.Forourowncollectionbuilding,digitalisthestandard,and

where possible we aim to phase out the physical stream in favour of its digital counterpart.Duringthenextfewyears,wewillbetighteningourpolicyinthefieldofdigitalpreservation.Shouldapublisherbeunabletodeliverforsomereason,thecontinuityofthe(scientific)informationprovision must be safeguarded. The use of the national digital library has to remain safeguarded for futuregenerationstoo,bothfortheuniversitycommunityandforthegeneralpublic.Thisstrategicobjective can therefore be regarded as the backup of the national digital library.

The KBisdevelopingincooperationwithothers.Inordertooperateeffectivelyinnetworks,itisvitaltokeepafingeronthepulsewithregardtotheinterests,plansandconcernsofotherplayersin the network. The KBplaysvarious–attimesconflicting–rolesinvariousdomains.Ingeneral,anyconsiderationisfirstmadefromtheperspectiveofthecustomerandpublicvaluesofthelibrary,andthenfromthecontrollableandefficientuseofpublicresources.Belowwefirstnamethe two networks we will be making extra investments in during the next few years: the system tasksforpubliclibrariesandresearchandcooperationinthefieldofpermanentaccess.Theimageon page 19 provides a schematic overview of our national and international context.

System tasks public librariesThePublicLibraryProvisionsSystemAct(Wsob)providesaninnovating,modernbasisforthefunctioning of public libraries and for the digital developments in the sector. The act gives the system morecoherencebymeansof,amongotherthings,thecentralcoordinatingrolefortheKB and as suchitprovidesastructurefortheresponsibilityofthenationalgovernment.Localandprovincialauthoritiesalsohaveresponsibilitiesforthepubliclibraryfacilities.Ingeneral,theselibrariesarefundedinordertoserveaspecificgroupofpeople,whichisusuallydeterminedonageographicalbasis. The KBhasthetasktodevoteattentiontothesubjectsthattransgressthelocalaspect,suchasajointinfrastructure,non-geographicallyboundtargetgroupsandsupervisinginnovation,knowledge-sharing and research in the sector.Werecognizethreefieldsinthesystem:1.thesystemtasks:coordinationandadvice,facilitatingand coordinating tasks and the management of large-scale programmes and projects for the entirelibrarysystem,2.theWsobpartofthenationaldigitallibraryand3.localentrepreneurshipandlocalnetworks.Inconjunctionwiththeotherpartiesinvolved,thelibrariesthemselves,theprovincialserviceorganizations(PSOs),theNetherlandsPublicLibraryAssociation(VOB) and otherpartners,wewillbestructuringthesystemtasks.One element of those system tasks is the libraries’ uniform approach to customers. This ambition requires all library facilities to be coordinated with each other in order to serve the customer. The aim of the KBthereforeistoeventuallyhaveallpubliclibraryfacilitiestakepartinthisnetwork,whichisaimedatpublicvaluethroughuse,onewayortheother.Thatiswhyweaimforajointdigital‘MyLibrary’environment.Inaddition,thenationallibrarycard,developedbytheNetherlandsPublicLibraryAssociation,thesharedlibrarylogoandthejointrecognizablewebpresencecanbepowerful tools for the libraries to present themselves as a single unit.The libraries together support children and adults with large-scale programmes in order to help themunderstandandprocessinformation.WiththeDutchReadingFoundation,theFoundationforJointPublicityforDutchLiterature(CPNB),theDutchReadingandWritingFoundationandtheNetherlandsPublicLibraryAssociation,whotogetherformthenationalReadingCoalition,wetrytobindasmanyrelevantpartnerstotheobjectivesofthereadingpolicyaspossible.With‘ArtofReading’,acooperationbetweenthelibrariesandtheDutchReadingFoundationwegainedthenecessaryexperience–continuingonfrommanyyearsofreadingimprovementpolicies–andbookedfavourableresults.Successfulprogrammesthathaveademonstrableeffectonthereadingenjoymentofchildren,suchas‘BibliotheekopSchool’and‘BoekStart’willbecontinued.Furthermore,theKBcoordinatesthefacilitiesforthosewithreadingdifficultiesandguidesthem.TheimplementationiscurrentlybeingeffectuatedbytheDutchAdaptedReadingFoundation,incollaborationwiththeDediconfoundationandtheCBB.

Bytheendof2015,the‘BoekStart’programmewillhavebeenimplementedatallbasiclibraries;bytheendof2018,55%ofDutchbabieswillbereachedviatheirparents.Also,bytheendof2018,85%ofbasiclibrarieswillbeimplementingthe‘BoekStart’programmeatnurseries,inwhich45%ofchildcareorganizationswilltakepartintheirrespectiveareas.

Bytheendof2018,85%ofbasiclibrarieswillhaveimplementedthe‘BibliotheekopSchool’programme.Thiswaywewillbereaching60%ofpupilsinprimaryeducationby2018.Bytheendof2018,25%ofbasiclibraries will have started the approach at secondary education schools (dBosVMBO (pre-vocational secondary education)) and we will be reaching25%ofVMBO students.

From2015onwards,wewillbedevelopinga‘BibliotheekopSchool’approach for HAVO and VWO (dBosHAVO/VWO (senior general secondary education/pre-universityeducation)).By2018,10%oflibrarieswillhaveintroducedthatapproachandwillbereaching10%ofHAVO/VWO students.

Permanent accessThe KBmanagesandmaintainsitsownpapercollections.Apartfrombeingresponsibleforitsownheritage,theKB assumed responsibility for the national printed heritage as early as the 1990s. Followinganalyzesandprioritizationincooperationinthefieldandwithscholars,theMetamorfozeprogrammewassetup,whichisaimedatpreservingthepaperheritage.Manycollectionsofuniversitylibraries,publiclibraries,museumandarchivinglibrarieshavebeenpreserved.Anumberofyearsago,theswitchwasmadetodigitizationaspreservationstrategy,andthefocuswasextendedtowrittenheritage(archives).Metamorfozewillbecontinuedduringthe2015-2018periodandtheresultswillbemadeavailableviaDelpher.

Duringthe1990s,theKBtooktheinitiativetopreservepublicationsoflargeinternationalscientificpublishersthatareDutchinorigin,suchasElsevierandKluwer.Afterall,thegeographicplaceoforiginisincreasinglyirrelevant,particularlywhenitcomestoresearchmaterial.Weaimtopreserve95%ofarticlesincludedintheDutchbigdealsandtosupplythemtoparticipatinglibraries,ifnecessary.Wealsowishtostorealle-magazinesande-booksfromtheDirectoryofOpenAccessJournalsandDirectoryofOpenAccessBooks.

The digital collections that the KB has built up during the past twenty years are much more susceptible to deterioration than the paper collections that were gathered in the two hundred years beforethat.Weassumeourcustomerswanttobeabletousedigitalinformationascompletelyand authentically as possible in the long term too. That is why the KB takes part in the national and internationalstudyinthefieldofdigitalpreservation.WeparticipateinnationalconsultationsinthisfieldwithintheNCDD(NetherlandsCoalitionforDigitalPreservation).Onaninternationallevel,weconsultandworktogetherwithorganizationssuchasLIBER (the European cooperation of

researchlibraries)andPortico(alargeAmericandigitalstorageservice).Digitalpreservationdemands systems that are technically smart and robust and members of staff whose knowledge andskillsinthisfieldareup-to-date.

By2018,wewillhavepreservedallpublicationsfromorabouttheNetherlandsheldbyus.Thiswillbecertifiedinaccordancewithstep1intheEuropeanDataSealofApprovalcertificationmodel.

By2018,allmagazinesfromtheDirectoryofOpenAccessJournals(DOAJ)willhavebeenstored.By2018,thedigitalrepositorywillcontain95%ofthearticlesofthebigdealsandcanmakethemavailableforonsite [= in the KBbuilding]ordering;inthecaseofatriggerevent,theycanbesuppliedtoaffiliatedlibraries.

By2015,wewillbeharvestingthetenthousandthDutchwebsite,wewillpreservethemandmakethemaccessible,ifpossible.Thousandsof new websites are added to the web archive each year.

National and international cooperation and researchBothEurope(Horizon2020)andtheNetherlands(topsectorpolicy)aimforcreativesolutionstosocialand economical problems with the aid of research and innovation. The complexity of developments demands an interdisciplinary and creative approach. This is why the KB likes to work with strong nationalandinternationalpartners,inordertocometomoreeffectivesolutionsforallfieldstheKB operates in.

Inthescholarlydomain,wehookupwithresearchinfrastructuressuchasCLARIAH,DARIAH and Nederlab.Onanindividuallevel,wealsoworkwithexternalresearchersinthefieldofDigitalHumanities;theresultswillalsobenefitthegeneralpublic.Intheheritagedomain,weconcentrateonmakingthelibrarycollection-theNetherlandsmorevisible,practicableandsustainable.AlongwiththeNationalArchives,theNetherlandsInstituteforSoundandVisionandtheCulturalHeritageAgency,weareresponsiblefortheDutchheritageinthefieldsofpublications,archives,audiovisualmaterialandmuseumandspatialheritagerespectively.Together,theseparties(alongwithKNAW and DEN)formtheDigitalHeritageNetwork.TheNationalStrategyprovisionsDigitalHeritagewillbeimplementedin2015inordertoincreasetheuseofDutchdigitalheritage.TheKBconcurswiththeobjectivesofthisstrategy.FortheKB,thismeansactiveparticipationinthejointprogrammelinesforvizibility(presentation),practicability(links)and preservation (sustainability) in the next couple of years.

WecontinuetobeastrategicpartnerofEuropeana,whichhelpspeopleandinstitutionsinEuropetodealwiththeirculturalheritageinnewways.WecontributetoTheEuropeanLibrary,whichgivesaccesstothemetadataandfull-textfilesinlibrarycollectionsofEuropeannationallibrariesand research libraries.

Onalocallevel,wecontinuetocollaboratewithorganizationsthatalsomakeuseofourbuilding.Attheendof2013,wesignedanagreementwithMuseumMeermanno,expressingourwishtosetupajointbookcentreatMeermanno.Weareconductingafeasibilitystudyintotheviabilityandfundingofthiscentre.Whentheresultispositive,bothorganizationsintendtomakeMeermannothe responsibility of the KB.

Eachyear,wedeveloporexploreaminimumof10newsolutionsintheresearchenvironment.Atleastonenewsolutionperyearisactuallyused as part of our service provision.

Duringthenextpolicyperiod,theKB’sbudgetwillbenearlydoubled.Atthesametime,theexpenditureformostresourceshasalreadybeendetermined(forpersonnelcosts,accommodationcosts andITcosts,forinstance).Inordertobeabletoeffectuatechanges,itisvitalfortheseresources and our members of staff to move along with and contribute to the objectives. That is notanautomaticprocess,butonethatneedscarefulmanaging.Wecannotrealizeourambitionswithout motivated and professional members of staff who are not given the room to be effective. WewillnotbeabletooperateeffectivelywithoutapowerfulIT infrastructure that is embedded in theinformationpolicy.Also,ourbuildingwillhavetobemodifiedinaccordancewithchanginginsights about working and the function of libraries.

Human Resource ManagementMajor changes to the external environment of the KB,suchasthedigitizationofsociety,theimplementationoftheWsobandtheintegrationofSIOB,BNL and DBNL have considerable consequences for the KBasanorganization.Thesechangesmeanadjustmentstothework,atmanagementlevel,atdepartmentallevelandatthelevelofindividualmembersofstaff.Thecompetenciesofallmembersofstaffwillspecificallyhavetocontributetoworkinginachanginginternalandexternalenvironment.Thatmeanseveryoneisexpectedtobeflexibleandpreparedtolearnfromeachother.Sharingknowledgeisoneofthemaintoolstorealizesynergy.The year 2015 will not immediately see a coherent new KBorganization.First,wewanttoguaranteethecontinuityoftasks,whilepreservingthepoweroftheintegratingorganizations.Duringthenextfewyears,alotofeffortwillbeexpectedfrom‘old’and‘new’KB people in order to reach synergy between ‘old’ and ‘new’ tasks.There are of course also cultural differences between ‘old’ and ‘new’ KBpeople,whichwillnotmanifestthemselvesuntiltheactualintegration.Acknowledgingthesedifferencesandachievinga new culture that is supported by all will demand good guidance of the transition process by the organization,givingmembersofstafftheroomtohelpshapethatnewculture.

Inordertoshapeour‘new’organization,wehavepreparedatransitionplanthatpaysattentiontoworkingmethodsandcooperation,cultureandleadershipdevelopment,amongotherthings.Anintegrationassessmentisscheduledforthefirstquarterof2016.Furtheradjustmentstotheorganizationmaybenecessaryinordertoreinforcetheexecutionoftasksandtopromotecooperationwith our network partners.

2.5%ofthepersonnelbudgetoftheKBisspentontraining/education/attending conferences (acquiring and preserving competencies for the digital library).

IT infrastructure and information policyAccordingtothelong-termstrategyof2011,thefutureoftheKB is digital. That is why this strategic plan refers toIT as an explicit precondition for success. The information policy ensures that the ICTprovisionsareperfectlyinlinewiththeobjectivesoftheorganization.ScalableandflexiblearekeydefinitionsintheinformationpolicyneededbytheKB,withproperapplicationofopennessand

safety.ThedevelopmentsinthefieldofIT and statutory obligations also demand extra attention fordigitalsafety.Tothatend,aDigitalSafetyReinforcementprogrammewassetup,whichwillbeexecuted during the next few years.The actual integration of theIT systems of the KBandthoseofBibliotheek.nlisalargeoperation,andweexpectittotakeallofthenextpolicyperiod.Tomakethatintegrationrunsmoothly,anewtargetarchitecture–thetargetsituation–willbesetupfortheKB.Inthatarchitecture,existingdependenciesbetweentechnicalinfrastructuresandapplications/serviceswillhavebeenremovedtothegreatestpossibleextent,andadoublingofsystems,applicationsandserviceswillbepreventedasmuchaspossible.Atthesametime,weareworkingontheimplementationoftheplatformschedulelinkedtothearchitecture,describingthetransitiontothetargetsituation.Therelationshipbetweennationalsystems,systemsofKB suppliers and systems of suppliers to other libraries will be subject to continuous coordination. The basic principle is that the national infrastructurewillfocusonsupportingtheserviceprovisionsbylibraries,andnotjustontheservice provision to libraries.

AccommodationThe building of the KBstandsinanA-location,nexttoTheHaguecentralstation,anddatesbacktotheearly1980s.Aftermorethanthirtyyears,thebuildingneedsanoverhaul.Furthermore,thefiresafetyfacilitiesmusthavebeenadjustedinaccordancewiththerequirementsundertheBuildingsDecree2012before1January2016.Also,by2020thebuildingmustbefreefromasbestos,asstipulatedinthe‘Buildingblockcostsofasbestosanalysisandremoval’(GovernmentBuildingsAgency2002).

Atthesametimeastheselarge-scalemaintenanceprocesses,theentirebuildingwillbemodifiedin accordance with today’s and future requirements we and other tenants of the KB building have in terms of accommodation.WehavestartedarenovationprocessincooperationwiththeCentralGovernmentRealEstateAgency(RVB)andtheco-tenantsoftheDutchLiteratureMuseumandtheNetherlandsInstituteforArtHistory(RKD),inordertorealizeimprovementsforthepublicfunction(serviceprovision),officefunctionandstoragefunction(warehouses).The preparations and execution of the renovation process will be implemented in the next and subsequent policy periods. The leading principle is that the building develops alongside the changingorganization.Inaprimarilydigitalfuture,wherethephysicalcollectionserviceprovisionismainlyaimedatspecialcollections,theofficeandstoragefunctionsofthebuildingwillgrowinrelationtothephysicalserviceprovision.Inaddition,therepresentativefunctionofthebuildingwillhavetobeemphasizedmore.

FinancesThechangestotasksandactivitieswillaffectfinancesandtheplanning&controlcycle.Sofar,the frameworks for the KBtasksandactivitieswereformedbytheHigherEducationandResearchAct(WHW),butasfrom2015,thePublicLibraryProvisionsSystemsAct(Wsob)andtheNon-DepartmentalPublicBodiesFrameworkAct(Kzbo)willalsoapply.Wewilladjusttheplanning&control cycle in accordance with these three legal frameworks.

The multiannual budget will be prepared with regard for the targets imposed on non-departmental publicbodies(cumulativelyincreasingto5.3%in2018)andthefinancialframeworksofthegovernment grant.
