Administrative Services1998 Year Type for Hand Stamp and Canceling Machines

The 1998 year type for hand stamp and canceling ma-chines will be automatically distributed to all postal facilitiesthat received 1997 year types for hand stamps and cancel-ing machines. The material distribution centers (MDCs)mailed a postcard notification on October 10, 1997, to eachpostal facility that received 1997 year types. If your facilityneeds a different quantity or a different 1998 year type, makechanges on the preaddressed postcard and mail it. If nochanges are needed, do not mail the postcard. Complete in-structions are on the postcard.

If your facility needs 1998 year type for hand stamp orcanceling machines but has not received a postcard notifica-tion by October 20, 1997, contact Materials CustomerService no later than November 10, 1997. Be ready to givethe customer service representative the PSIN number for theitem needed, the quantity, and the FEDSTRIP number for theordering facility.

The MDCs will ship the year type no later than November21, 1997. Allow 10 to 14 days for delivery.

To determine the proper year type for canceling ma-chines, check the model number on the machine nameplate.Use Publication 247, Supply and Equipment Catalog (April1996), Exhibit 17, page 53, as a guide for ordering the correcttype:

Bulk Parcel Return Service and Shipper Paid ForwardingEffective October 12, 1997, Domestic Mail Manual

(DMM) F010.5, F020.3, F030.2, and R600.10, are amendedand new S924 is created to present the standards and feesadopted by the Postal Service to implement the Decision ofthe Board of Governors of the United States Postal Serviceon the Recommended Decision of the Postal RateCommission for Bulk Parcel Return Service and ShipperPaid Forwarding, Docket No. MC97-4. These changes tookeffect at 12:01 a.m., Sunday, October 12, 1997, for BulkParcel Return Service and will take effect on January 4, 1998for Shipper Paid Forwarding. The final rule announcingthese changes was published in the Federal Register onOctober 15, 1997 (Volume 62, No. 199). These amendmentswill appear in DMM Issue 53 (scheduled for release January1, 1998).

Regulatory History

On June 6, 1997, the United States Postal Service filed aRequest with the Postal Rate Commission pursuant to sec-tions 3622 and 3623 of the Postal Reorganization Act, 39U.S.C. 101 et seq., for a recommended decision on pro-posed changes in the Domestic Mail Classification Schedule(DMCS). The proposed revisions also included proposednew fees. The Postal Service requested the consideration oftwo changes affecting the forwarding and return of StandardMail (A) parcels that were initially considered in DocketNo. MC97-2. It requested that Bulk Parcel Return Service(BPRS) and Shipper Paid Forwarding (SPF) be established.

Pursuant to 39 U.S.C. 3624, on September 4, 1997, thePRC issued its Recommended Decision in Docket MC97-4to the Governors of the United States Postal Service. Thatdecision adopted the BPRS and SPF classifications andfees proposed in a Revised Stipulation and Agreement sub-mitted by most of the parties in the proceeding. Pursuant to39 U.S.C. 3625, the Governors acted on the PRC’sRecommendation on October 6, 1997.

The Governors approved the PRC’s recommendations,and set an implementation date of October 12, 1997, forBPRS. Due to software and other support modificationsneeded for Computer Forwarding Sites and the AddressChange Service network to support SPF, the Governors setJanuary 4, 1998, for the effective date of SPF.

Under current practice, forwarding and return of bulkStandard Mail (A) parcels are obtained by endorsing pieces“Forwarding Service Requested” (or until December 31,1997, “Forwarding and Return Postage Guaranteed”) or“Address Service Requested” (or until December 31, 1997,“Forwarding and Return Postage Guaranteed, AddressCorrection Requested”). The postage charged at the timethat a parcel is returned is a weighted fee that is 2.472 timesthe applicable single-piece rate. This fee indirectly pays forforwarding service of other parcels: 1.472 is the averagenumber of pieces forwarded for every piece that is returned.Multiplying 1.472 by the single-piece rate is intended to cov-er the cost of forwarding service. BPRS and SPF providesmailers other options.

BPRS, through bulk handling of returned parcels, lowersthe average cost of return service. Mailers authorized to useBPRS will pay a flat fee of $1.75 per returned parcel. Anannual permit fee of $85 is also required. BPRS mailers mustarrange pickup of their returned parcels in bulk at a specifiedfrequency at a designated postal facility, or arrange to havetheir returned parcels delivered to them in bulk by the PostalService. Only machinable parcels weighing less than onepound, with the required endorsements, are eligible forBPRS. A minimum requirement of 10,000 returned parcelsper year at each site (return address) is required. BPRS mail-ers must individually document their returned parcel volumeand maintain an advance deposit account. BeginningJanuary 4, 1998, when SPF becomes effective, mailers willbe able to combine BPRS and SPF services. Until that time,mailers using BPRS will not be able to request forwardingservices.

SPF will allow mailers to pay forwarding postage (the ap-plicable single-piece rate) directly, through the use of thetracking capabilities of the existing electronic AddressChange Service (ACS). The ACS change notification fee willalso be charged. Only Standard Mail (A) machinable par-cels, with the required endorsement, ACS participant code,and correct keyline will be eligible. Current ACS users will berequired to request a new participation code to use this op-tion. SPF is available today for most Standard Mail (B). 1.0 BASIC INFORMATION

1.1 Description

Bulk Parcel Return Service (BPRS) provides a methodwhereby high-volume parcel mailers may have undeliver-able-as-addressed machinable parcels returned to desig-nated postal facilities for bulk pickup by the mailer at apredetermined frequency prescribed by the Postal Service,or delivered by the Postal Service in bulk in a manner and fre-quency prescribed by the Postal Service. Mailers using thisservice pay only the BPRS per piece fee for each parcelreturned.

1.2 Availability

BPRS is available only for the return of machinable parcels,as defined in C050, initially prepared and mailed as Regularor Nonprofit Standard Mail (A) machinable parcels. Mail forwhich BPRS is requested must bear one of the BPRS en-dorsements in F010 and a return address that is in the deliv-ery area of the post office that issued the BPRS permit.Effective January 4, 1998, BPRS may also be combined withthe Shipper Paid Forwarding service (F030). Any StandardMail (A) parcel that qualifies for a single-piece Standard Mail(B) rate under the applicable standards, and that containsthe name of the Standard Mail (B) rate in the mailer’s ancil-lary service endorsement is not eligible for BPRS.

1.3 Payment Guarantee

The permit holder guarantees payment of fees on all re-turned parcels from a centralized advance deposit postagedue account.

1.4 Where Service Established

BPRS may be established at any post office in the UnitedStates and its territories and possessions or at any U.S. mili-tary post office overseas (APO/FPO). It is not available inany foreign country.

2.0 Permits

2.1 Application Process and Participation

To participate in BPRS, the mailer must make a written re-quest to the postmaster at each post office where parcels areto be returned. The request must:

� Demonstrate receipt of 10,000 returned machinableStandard Mail (A) parcels at a given delivery pointduring the previous 12 months, or

� Demonstrate a high likelihood of receiving a minimumof 10,000 returned machinable Standard Mail (A)parcels at a given delivery point in the coming 12months.

The written request must be submitted with the annual per-mit fee, a description of the mail (e.g., size, packaging), asample of the documentation to be used to substantiate indi-vidually, the number of parcels returned each day, and therequested frequency and location of the pickup or delivery ofthe parcels. If the mailer’s request is approved, the USPSissues the mailer an authorization letter and agreement withthe BPRS permit number (which will be used solely for ac-count and annual fee tracking). The BPRS permit number isnot to appear on the mail. The mailer must have a valid post-age due advance deposit account and pay the annual BPRSpermit fee to participate in BPRS.

2.2 Permit Renewal

An annual renewal notice is provided to each BPRS permitholder. The notice must be returned to the post office that is-sued the permit with the fee payment or authorization for thepostmaster to deduct the fee from the advance deposit ac-count by the expiration date of the permit. Written authoriza-tion is not needed for permit renewal if there is no change tothe authorization on file at the post office where the parcelsare to be returned. If, after notice, the permit holder does notrenew a BPRS permit, the USPS endorses the mail “BulkParcel Return Service Canceled” and charges postage dueat the single-piece Standard Mail (A) rate. If the single-pieceStandard Mail (A) rate is not paid, the mail is then forwardedto the nearest mail recovery center for final disposition.


2.3 Procedure

An approved BPRS permit and fee payment must be on fileat every post office to which parcels are returned.

2.4 Permit Cancellation

The USPS may cancel a permit if the permit holder fails tomeet the minimum requirements, refuses to accept and paythe required fee for parcels returned, fails to keep sufficientfunds in the advance deposit account to cover fees due forreturned parcels, or fails to meet terms of the authorization(e.g., fails to pickup mail on agreed upon frequency).

2.5 Reapplying After Cancellation

To receive a new permit at the same post office after a BPRSpermit is canceled, the applicant must resubmit a letter tothat office; pay a new permit fee; provide evidence that thereasons for the permit cancellation are corrected; and pro-vide and keep funds in an advance deposit account to covernormal returns for at least 2 weeks.

3.0 POSTAGE AND FEES

3.1 Permit Fee

A permit fee is charged once each 12-month period on theanniversary date of the permit. The fee may be paid in ad-vance only for the next year and only during the last 30 daysof the current service period. The fee charged is that which isin effect on the date of payment.

3.2 Payment

The permit holder must pay BPRS per piece fees by an ad-vance deposit account. The post office delivers parcelsunder this service only when estimated sufficient funds are inthe account to pay all applicable fees. The permit holder mayestablish a unique advance deposit account or use an exist-ing one to pay postage under BPRS.

Mailpiece Quality Control Training ProgramThe following is a clarification of the article on the Mail-

piece Quality Control (MQC) training program in PostalBulletin 21952 (8-14-97). A revised order form appears onpage 19 of this Postal Bulletin.

Due to Classification Reform, the MQC training programhas been revised and is now available to mailers. The MQCtraining program is a self-study course designed to assistmailers’ employees in the design of mailpieces that meetUSPS specifications for processing on automated equip-ment. This program is a vital tool in helping mailers receivepostal discounts and improving the deliverability of their mail.It is available to all types of mailers, printers, and mailer orga-nizations. The MQC Certification includes self-study trainingmodules on the following:

� Classes of mail

� Mail processing categories

� Addressing and return address information

� Endorsements

� Reply mail

� Permit imprints

� Guidelines for mailing hazardous materials

DELIVERY REMINDER

Delivery of Standard Mail (A) in Apartment BoxesRecent customer feedback indicates there is a serious

failure to comply with Standard Mail (A) delivery proceduresin apartment building environments. Our customers havevoiced concerns because their mail is being left in apartmentvestibules rather than delivered into mailboxes as is requiredby Handbook M-41, City Delivery Carriers Duties andResponsibilities, Part 320, Delivery of Ordinary Mail. Whenthe Postal Service fails to properly deliver mail into mail re-ceptacles, recipients see no difference between the servicewe provide and that of an alternative delivery service. We aredevaluing both our customers’ products and our service.

Carriers must deliver to the proper mail receptacle all mailbearing the exceptional address format (example: Mr. JohnDoe or current resident/occupant) on the mailing label asaddressed. This mail is undeliverable only if the house,apartment, office, or building is unoccupied or nonexistent.The delivery employee must endorse undeliverable piecesas “N.O.V.M.” and bundle them with other No Obvious ValueMail for verification and proper handling.

In apartment buildings, carriers must deliver mailings withapartment numbers addressed to “Occupant,” “PostalCustomer,” etc., to the proper mail receptacle as specified inthe mailing address. Carriers must deliver mailings withoutapartment numbers beginning at the lowest numbered mailreceptacle and continuing upward until they complete deliv-ering one piece to every receptacle. Where mail receptaclesare unnumbered or not in sequential order, carriers shoulddeliver mail into the receptacles working from left to right as

if the mail receptacles were in sequential order. If there aremore pieces than there are mail receptacles, the deliveryemployee must endorse undeliverable pieces as “N.O.V.M.”and bundle them with other No Obvious Value Mail for verifi-cation and proper disposal.

Carriers must not leave mail undelivered on racks, tables,shelves, or other fixtures. In apartments and other central-ized delivery environments, carriers may leave mail ad-dressed to full mail receptacles in a designated location thataffords adequate protection for the mail with the permissionof the addressee or after leaving a Form 3849, DeliveryNotice/Reminder/Receipt, notifying the addressee. Carriersmust always deliver both components of detached labelmailings, the letter-size address label and accompanying flator sample piece, at the same time.

These procedures do not apply to simplified address mail(boxholders) received for delivery on a rural route. Rural car-riers must follow the procedures outlined in HandbookPO-603, Rural Carrier Duties and Responsibilities, Part 320,Delivery of Ordinary and Simplified Address Mail.

Please take the necessary steps to ensure that all deliv-ery personnel are aware of our customers’ concerns anddeliver all their mail in compliance with Postal Service policy.Providing quality delivery will ensure a visible differencebetween Postal Service delivery and alternate deliveryservices.

Reassignments Affecting the Zone Chart Program

ZIP Code Prefixes 068, 069, 124–127

Originating three-digit ZIP Codes 068,069, and 124–127have been reassigned from the Springfield MA Bulk MailCenter (BMC) 05500 to the New Jersey NJ Bulk Mail Center00102. This reassignment is due to recent operationalchanges in mail processing. These changes were an-nounced in Postal Bulletin 21949 (7-3-97), and are effectiveon and after September 17, 1997. Therefore, 068, 069, and124–127 do not qualify for the intra-BMC or DBMC rates formail labeled to BMC Springfield MA 05500. ZIP Codes 068,069, and 124–127 do qualify for the intra-BMC or DBMCrates for mail labeled to BMC New Jersey NJ 00102.

All postal facilities should make manual changes to their1997 Official National Zone Charts and Domestic MailManual L601 and L602 labeling lists to assign 068, 069, and124–127 correctly to the New Jersey NJ BMC 00102 andnotify their customers to make similiar changes.

Customers may obtain the official zone chart data (singlepage) for originating mail at no cost from their local postoffice.

grated retail terminal (IRT) to determine whether an APO/

FPO ZIP Code is active and which conditions of mailing ap-

A. Securities, currency, or precious metals in their raw, unmanufacturedstate are prohibited. Official shipments are exempt from this restriction.

B. Form 2976-A is required for all mail weighing 16 ounces or more.Exceptions : Prepaid mail from contractors addressed to a militaryorganizations for official use need not bear a customs declaration, but mustbe endorsed “Contents for Official Use-Exempt from CustomsRequirement.” Official mail from government agencies does not require acustoms declaration or exemption endorsement. Known Mailers may useeither Form 2976-A on each item or Form 2976 (or facsimile) with a mailmanifest in conjunction with a packing list. Form 2976 must state “packinglist enclosed.” The packing list must include a description of the items, thedollar values of the items, and the complete address including the PSC boxnumber and APO/FPO ZIP Code of the addressee, the date of mailing, theinsurance registry number, if applicable, and the serial number of any itemover $25 in value and any electrical item over $15 in value. The packing listshould be enclosed in the parcel or attached to the outside of the parcel. Themail manifest which itemizes all parcels that a Known Mailer deposits will begiven to Postal Official at Business Mail Acceptance Unit. Form 2976 may beused if the mailer does not wish to list the contents on the wrapper or in anycase if the value exceeds $400. Affix only the upper portion of the label onthe package. A completed Form 2976-A (listing the contents and value in USdollars) must be enclosed in the package.

B1. Form 2976 or 2976-A is required. Articles are liable for customs dutyand/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

Last Day of Sale — Comic Strip Classic Collection Commemorative Stamps

The last day of sale for the 32-cent Comic Strip ClassicCollection commemorative stamps (Item 5523), and all re-lated products, will be held on November 1, 1997. In obser-vance of the last day of sale, a stamp ceremony will be held inNew York, New York, on November 1, 1997, in conjunctionwith the Postage Stamp MEGA Event.

The Postal Service will offer a last day of sale cancella-tion, dated November 1, 1997, which will be applied to cus-tomers’ covers or other items with the stamp affixed, and willbe available on a hand-back basis only all four days (October30 to November 2, 1997) at the Postage Stamp MEGAEvent. Any covers submitted for servicing and return throughthe mailstream will not be entered into the mails until the dateappearing on the cancellation. This is the fifth time the PostalService has offered a “last day of sale” cancellation.

How to Order the Last Day of Sale Postmark

Customers have 30 days to obtain the last day of salepostmark by mail. They may purchase the stamps throughNovember 1, 1997, at their local post office (although this is aSaturday and many offices will be closed), at the PostageStamp MEGA Event (October 30 to November 2) in NewYork, New York, or by mail order from the Philatelic Fulfill-ment Service Center, affix the stamps to an envelope of theirchoice, address the envelope (to themselves or others), andplace them in a larger envelope addressed to:

Holiday USA Philatelic Catalog Available SoonThe 1997 holiday USA Philatelic comprehensive mail-

order catalog of stamps and stamp products will be distrib-uted in late October. The catalog will be mailed to all currentphilatelic customers and post offices.

In early November, a condensed version of USAPhilatelic — the commemorative edition — will also be dis-tributed to non-philatelic customers. This abbreviated ver-sion of the catalog will only contain the commemorativestamps and holiday gift suggestions. Post offices will not re-ceive a copy of this abbreviated version of USA Philatelic,since all information is contained in the comprehensive edi-tion. This notice is being provided as information should youhave any customer inquiries.



Pictorial Cancellations Announcement 97-21As a community service, the Postal Service offers picto-

rial cancellations to commemorate local events celebratedin communities throughout the nation. A list of upcomingevents for which pictorial cancellations are authorized ap-pears below. If available, the sponsor of the pictorial can-cellation appears in italics under the date. Also provided, asspace permits, are illustrations of those cancellations thatwere reproducible and available at press time.

People attending these local events may obtain the can-cellation in person at the temporary post office station estab-lished there. Those who cannot attend the event, but whowish to obtain the cancellation, may submit a mail order re-quest. Pictorial cancellations are available only for the datesindicated, and requests must be postmarked no later than 30days following the requested pictorial cancellation date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail postage(32 cents per envelope or 20 cents per postcard). Items sub-

mitted for cancellation may not include postage issued afterthe date of the requested cancellation. Such items will be re-turned unserviced.

Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice, addressthe envelope or postcard to themselves or others, insert acard of postcard thickness in envelopes for sturdiness, andtuck in the flap. Place the envelope or postcard in a largerenvelope and address it to: PICTORIAL CANCELLATIONS,followed by the NAME OF THE STATION, ADDRESS, CITY,STATE, ZIP + 4 CODE, exactly as listed below (using all cap-itals and no punctuation, except the hyphen in the ZIP + 4code).

After applying the pictorial cancellation, the Postal Ser-vice returns the envelope or postcard through the mail. Cus-tomers who want their serviced item returned under pro-tected cover should include a larger, stamped, self-ad-dressed envelope.

Postal EmployeesFlexible Spending Accounts Open Season

Open season for the Flexible Spending Account (FSA)program for career employees is November 10 throughDecember 8, 1997. MetraHealth for the Travelers InsuranceCompany administers the FSA program for the PostalService.

FSAs provide employees with the ability to set aside aportion of their pre-tax earnings for certain types of out-of-pocket health care and dependent care expenses. Themoney withheld for FSAs is not subject to income, Medicare,or Social Security taxes. FSA BK1, Flexible SpendingAccounts (November 1997), provides a good overview ofFSAs. The following information should assist personnelservices offices in conducting this open season. Enrollmentsreceived during this open season are effective for the 1998plan year (January 1 through December 31, 1998). To assistin publicizing FSA open season, all offices must post theopen season notice found on page 75 of this Postal Bulletinon bulletin boards through December 8, 1997.

Headquarters (HQ) Compensation is coordinating twomailings — first a leaflet and then a kit that contains a bro-chure, an enrollment form, and a withdrawal request form —to career employees at their mailing address of record. Thereturn address for undeliverable kits is the employing officeof record. While the disposition of returned kits is at the dis-cretion of the Customer Service and Sales district office orother administering office, giving a returned kit to an em-ployee offers the employee an opportunity to submit a cor-rect PS Form 1216, Employee’s Current Mailing Address.(PS Form 1216 may be ordered from the material distributioncenters (MDCs) using postal stock number (SN) 7530-02-000-7354 or Quick Pick number 118.)

Eligibility

Participation in the FSA program is limited to career em-ployees. In addition, to make an election during the openseason, career employees must complete at least 26 full payperiods of postal career service based on their current ap-pointment by the end of Pay Period (PP) 26-97 (December19, 1997). Career employees who are in a leave without pay(LWOP) status that has lasted for more than eight consecu-tive full pay periods as of December 19, 1997, are not eligibleto participate in the FSA program.

Election Opportunities

� Health and Dependent Care FSAs. Eligible careeremployees may elect to participate in either or both oftwo FSAs — the Health Care FSA and the DependentCare FSA. Each FSA covers eligible expenses forservices received during the 1998 plan year (January1 through December 31, 1998). Employees who electto participate must submit an FSA enrollment form totheir personnel services offices no later than close ofbusiness (COB) December 8, 1997. The brochureemployees receive in the mail describes eligibleexpenses and guidelines for estimating futureexpenses.

� Contribution Levels. During the 1998 plan year, careeremployees may elect to contribute up to $2,600 to theHealth Care FSA and up to $5,000 to the DependentCare FSA. Contributions are withheld in equalamounts through payroll deductions covering 26 payperiods (PP 01-98 through PP 26-98). The minimumannual contribution employees may make to eitherFSA is $130, which equals $5 per pay period.

Election Changes and Enrollment Processing

Participants may not change or cancel enrollments orcontribution levels during the plan year except followingqualified life status changes, as explained in the brochure.

Personnel services offices that are Distributed DataEntry/Data Reporting (DDE/DR) sites are responsible forprocessing FSA enrollments through the DDE/DR system.Offices process elections received during the FSA open sea-son (November 10 through December 8, 1997) using theDDE/DR system’s FSA open season screen. Offices mustprocess FSA enrollment forms received during the openseason by no later than December 19, 1997.

� FSA LF1, Flexible Spending Accounts Overview andTax Savings Estimator (October 1997), a leaflet thatoutlines how FSAs work in a simple question-and-answer format and that also contains a tax savingsestimator.


Enrollment Kit

Shortly after receipt of the leaflet, all career employees willreceive at their mailing address of record an enrollment kitthat contains:

� FSA BK1, Flexible Spending Accounts (November1997), a brochure explaining plan policies andprovisions.

� PS Form 8200, Flexible Spending Account EnrollmentForm (November 1997), the election form used to electto establish an FSA from which reimbursements maybe withdrawn.

� FSA1, Flexible Spending Account (FSA) WithdrawalRequest (November 1997), the form used to requestto withdraw funds from an FSA for reimbursement ofeligible expenses for services received during the planyear.

Extra Supplies of Materials

HQ Compensation will coordinate the distribution of extrasupplies of the leaflet, brochure, enrollment form, and with-drawal request form to Human Resources at CustomerService and Sales district offices, area offices, processingand distribution centers, bulk mail centers, airport mail cen-ters, remote encoding centers, the Employee Service Centerfor the DC Metro Area, the Office of Inspector General,Inspection Service divisions, Headquarters, and selectedHeadquarters field units by the beginning of the openseason.

Additional copies of the following FSA items will not beavailable for ordering until after the distribution of extra sup-plies has been completed:

� FSA LF1 (SN 7610-MD-000-7253, no Quick Picknumber)

� FSA BK1 (SN 7530-02-000-9910, no Quick Picknumber)

� PS Form 8200 (SN 7530-02-000-9846, no Quick Picknumber)

When available, FSA LF1 can be ordered using PS Form7380, MDC Supply Requisition. FSA BK1, PS Form 8200,and FSA1 can be ordered using PS 7380 or TTOE.

Administration Manual

HQ Compensation is also coordinating the distribution toHuman Resources at Customer Service and Sales district of-fices and area offices of a small stock of FSA BK2, FSAAdministration Manual (November 1997), which outlines forpersonnel services offices how to process enrollment forms,follow FSA procedures, and maintain appropriate records.This item is not available from the MDCs.

Information for Other Offices

Installations receiving the administration manual mustensure that subordinate installations know their responsibil-ity to verify and forward FSA enrollment forms to theirDDE/DR processing sites expeditiously.

FSA Videotape

A videotape providing an overview of FSAs entitled It’sYour Money You Save (November 1994) was distributed innoncaptioned and open-captioned versions during the 1994FSA open season. Although the videotape provides no openseason information, personnel services offices are stronglyencouraged to use the videotape to promote the FSA openseason. In addition, the videotape may be used throughoutthe year, for example, in orientations for new career em-ployees. Refer employees who view the videotape to thebrochure for more detailed information.

Responsibilities of Personnel Services Offices

The FSA Administration Manual explains personnel ser-vices office responsibilities and processing procedures.Responsibilities include (1) determining eligibility to partici-pate, (2) accepting and processing enrollment forms, (3)determining eligibility to change contribution levels duringthe plan year based on participants’ qualified life statuschanges, and (4) filing Copy 1 of PS Form 8200 in em-ployees’ official personnel folders.

In particular:

� Offices will be excluded from using D20M. SDI 39, FSAin the DDE/DR system from PP 24-97 throughPP 26-97. During this time, offices must use FSA OpenSeason verb D370 in the DDE/DR system to processFSA open season elections, and offices must send allFSA transactions related to the 1997 plan year to theMinneapolis Accounting Service Center forprocessing.

� Offices are reminded that career employees who arein an LWOP status that has lasted for more than eightconsecutive full pay periods as of December 19, 1997,are not eligible to participate in the FSA program. TheDDE/DR system will properly reject FSA enrollmentsfor such employees when they are processed duringthe open season processing window. Offices must notprocess such enrollments again during PP 01-98because the DDE/DR system may reset anderroneously permit the enrollment.

� Offices may refer to the FSA Administration Manual forinstructions on processing FSA elections in cases ofbelated election or administrative error.


� Offices should make sure that employees specifyannual, not pay period, contribution amounts and thatthey provide the correct employing office financenumber and pay location in Part A of PS Form 8200.

� Offices may wish to remind employees to includehealth care expenses for dependents in the HealthCare FSA contribution amount, not in the DependentCare FSA. Although the brochure and the enrollmentform advise employees of this provision, someemployees did not understand this distinction in pastopen seasons.

� Offices may also wish to remind employees of theInternal Revenue Service (IRS) annual limits on theDependent Care FSA contribution — $5,000 perfamily and $2,500 for a married employee filing aseparate return. These limits are explained fully in thebrochure.

� Offices do not process form FSA1 (request to withdrawFSA funds for the reimbursement of eligibleexpenses). Participants are responsible for mailingthese directly to the FSA Customer Service Center atthe address on the form.

� Offices must not provide tax advice. Offices must referemployees with tax questions to their tax advisor or theIRS toll-free information line, 800-TAX-1040(800-829-1040). A section of the brochure alsopresents certain tax information related to FSAs.

� Offices should refer employees with questions aboutthe FSA program to the toll-free hotline describedbelow.

FSA Customer Service Center Toll-Free Hotline

The FSA Customer Service Center provides a toll-freehotline for inquiries about FSAs. Employees with FSAquestions may use the hotline by calling 800-842-2026. Fol-lowing enrollment, participants may use the hotline to makeaccount inquiries, discuss expenses eligible for reimburse-ment through the FSA program, and obtain other plan infor-mation. The FSA Customer Service Center also provides aTelecommunications Device for the Deaf (TDD) line for thehearing impaired: 801-523-6955. The FSA CustomerService Center encourages employees using the TDD line toplace an advance call to the toll-free hotline.

Health Benefits Open SeasonThe 1997 Federal Employees Health Benefits Open

Season is scheduled from November 10 through December8, 1997, according to the Office of Personnel Management(OPM). Eligible employees may make any one — or acombination — of the following changes:

� Enroll if not enrolled.

� Change from one plan to another plan.

� Change from one option to another option.

� Change from Self Only to Self and Family.

� Change from Self and Family to Self Only.

� Cancel enrollment.

Enrollment changes and new enrollments made duringthe 1997 open season are effective January 3, 1998 (PayPeriod 02-98) for postal employees.

Distribution of Open Season Materials

Employees

Prior to the start of open season, the 1998 Guides toFederal Employees Health Benefits (FEHB) Plans for (1)career employees, (2) Office of Inspector General (OIG) andInspection Service (IS) employees, and (3) certain noncare-er (temporary) employees will be mailed from the nationallevel to each employee’s address of record. Each 1998Guide to FEHB Plans — RI 70-2 for postal career em-ployees, RI 70-2IN for postal OIG and IS employees, and RI70-8PS for noncareer postal employees — includes an over-view of FEHB Program eligibility requirements and electionchoices during open season, a comparison of biweekly pre-mium costs of participating plans, an explanation of the pre-tax payment feature, information on which plans areaccredited by the National Committee on Quality Assurance(NCQA), and the results of a Customer Satisfaction Surveyconducted by OPM.

Some of the required materials will be distributed auto-matically, while the personnel services offices must requisi-tion others, using the item number, name, and postal stocknumber (SN). All customer service district offices, process-ing and distribution centers, airport mail centers, bulk mailcenters, the OIG and selected IS divisions, and selectedHeadquarters field units, will obtain open season materials inthe following manner.

Copies of Publication 12 will be distributed topersonnel services offices directly with further distribution tothe same postal facilities that receive the Postal Bulletin. Thedocument will be published in late October and will contain:

� Information on distribution of open season materials,including details of when and how to requisition aresidual supply of materials.

� Eligibility requirements for coverage.

� A list of participating health plans and their premiumrates.

� A list of health maintenance organization contacts.

� A list of FEHB health plan withdrawals and otherchanges.

� Additional instructions pertaining to open seasonadministration.


Annual Leave Exchange OptionThe annual leave exchange option provides the opportu-

nity for eligible employees to receive a lump sum payment inexchange for a portion of the annual leave that would other-wise be advanced at the beginning of the 1998 leave year.Eligible employees include all career nonbargainingemployees and employees represented by the NationalPostal Mail Handlers Union (NPMHU) or the InternationalAssociation of Machinists (IAM) who meet the designated

criteria. (Note: Annual leave earned and accumulatedthrough the 1997 leave year, which ends January 2, 1998,cannot be exchanged for cash.)

A letter providing details of the eligibility criteria and anannual leave exchange option election form will be mailed toeligible employees at their address of record by November15, 1997. Undeliverable election forms will be returned to the

personnel office, which should ensure that they are for-warded to the employee’s work location along with Form1216, Employee’s Current Mailing Address.

Employees who meet the eligibility criteria and desire toexercise this option must submit their completed electionform to the local Finance office no later than December15, 1997.

Payment under the Leave Exchange Option will be alump sum calculated on the employee’s base salary as of thefirst day of the 1998 leave year (January 3, 1998). Pay-checks dated January 23, 1998, will include the 1998 lumpsum payment.

1997 to 1998 Leave Year Annual Leave CarryoverA correction is made to the poster appearing in Postal

Bulletin 21956 (10-9-97), titled “1997 to 1998 Leave YearAnnual Leave Carryover.” PCES employees who enteredPCES in leave year 1997, rather than those who enteredPCES in 1996, may carry over up to 688 hours into the 1998leave year.
