The Port Network of Rome
Porti di Roma and Lazio Network is composed by the ports of Civitavecchia Fiumicino and Gaeta.
The Port Authority of Civitavecchia is member of EPCSA since 2013
A Port Community System is:• neutral and open electronic platform enabling
intelligent and secure exchange of information between public and private stakeholders in order to improve the competitive position of the sea and air ports’ communities.
• optimises, manages and automates port and logistics efficient processes through a single submission of data and connecting transport and logistics chains.

Port Community System Operator• is an organisation that is either public, private or
public/private that operates and maintains a Port Community System and where the Port Community System represents the core of the organisations business.
• has a board, or some form of steering committee, made up of representatives from different internal and external groups within the Port and Logistics community.
• has “service level agreements” with PCS users to manage the electronic exchange of information between different parties on their behalf.

PCS link Administrative and Operational procedures electronically via the exchange of messages on a end to end basis (machine to machine) with all stakeholders. These may include;

UN Summary and Recommendations Governments should continue to simplify and automate trade
procedures under a national Trade Facilitation & Single Window Strategy
Governments should assess possible gaps in the development of IOS systems in their countries, in particular with regard to transport infrastructure management and transport regulations
Governments should encourage collaboration of IOS and Single Window systems with the objective to
..create a Open Single Window environment that delivers integrated and high value added services to trade
To this end, Governments should develop a framework agreement for IOS collaboration in international trade.

PCS as Trade Facilitation tools• Trade facilitation can be defined as the
simplification and harmonisation of international trade procedures including import and export procedures.
• Trade Facilitation is about Trade Logistics• Trade Facilitation should mean Logistics
Performance - LPI: customs, infrastructure, International shipments, logistics competence, tracking and tracing, timeliness
A PCS acts as a Trade Facilitation tool and gateway to National Single Window
The advantages of PCS acting as Trade Facilitation tools and gateways are obvious:
• Avoids double input
• Maximises use of existing infrastructure (links to existing Customs systems rather than creation of new systems)
• Optimises port processes and increases transparency
• Respects confidentiality
• Supports business needs
• Minimises changes
EPCSA• Formed in 2011, currently 21 members though increasing.
The latest member is 1-Stop, Australia.• Membership is open to PCS Operators and Port Authorities• EPCSA Members handle in well in excess of 10 million
electronic messages every day• At least 70% of all EU Trade through seaports where EPCSA
members operate• EPCSA members operate in ports that in total handle in
