Commissioning Plans for People with Mental Health Needs
and for People with Physical and
Sensory Impairments 2009 - 2010
The PlansThe Commissioning Plans • Are short term interim plans to
cover a period of review, evaluation and planning
• Contain information on our current position in terms of numbers of people, current services, and current direction and drivers
• Contain information on current wants and needs gained from a number of sources
• List our commissioning intentions, stating what we intend to do over the period 2009-2010
Mental Health Commissioning Intentions
What we will do1. We will examine opportunities to support people with Mental Health
Needs to access and utilise mainstream transport services2. We will review the input of Social Care within Primary Care Mental
Health Care Services and the Improving Access to Psychological Therapies program
3. We will review the Social Care function within Crisis Management and Recovery Teams to ensure needs are met appropriately
4. We will examine our preventative services and look for improvements5. We will work more closely with Supporting People in developing
appropriate support services6. We will examine the needs for short break services within Mental
Health and produce appropriate models for discussion7. We will continue the Putting People First agenda

8. We will look to develop Joint Commissioning Strategies with NHS Lincolnshire and SP
9. We will develop an Employment Strategy10. We will examine the completed Day Service review and carry out
further reviews and consultation to ascertain appropriate models and service transformation pathways
11. We will increase the amount of information available in appropriate media
12. We will increase the amount of engagement with people with Mental Health needs and carers
13. We will examine the current market for MH specific homecare, and Supported Living provision to enable growth in this area
14. We will develop a High Cost/Out of Area Placement Strategy15. We will support the implementation of the Carer’s Strategy

What we will do1. We will conduct a review of our transport contracts, processes,
and arrangements2. We will examine our preventative services and look for
improvements3. We will work more closely with Supporting People in developing
appropriate support services 4. We will continue development of an integrated care pathway for
neurological conditions5. We will finalise the review of services for people with sensory
impairments, and carry out the recommendations of the review6. We will develop a Short Breaks Strategy7. We will continue the Putting People First agenda

8. We will look to develop Joint Commissioning Strategies with LPCT and SP
9. We will develop an Employment Strategy
10. We will look at a number of current day services and make appropriate changes
11. We will increase the amount of information available in appropriate media
12. We will increase the amount of engagement with people with Physical and Sensory Impairments and carers
13. We will work with providers and partners to commission further independent living options
14. We will examine options of recommissioning homecare within the personalisation agenda
15. We will support the implementation of the Carer’s Strategy
