About halfan hour later she had begun tho woilcot tugging at the Euterpe, At the sametime, the crew of the stranded vesset began to Jettison her cargo, throw-ing from tbe starboard sldo In order toylve ber'a list to port. Tho National Municipal league ha.now been In existence six years. Itwas the outcome of the National Conference for Good City Oovernment, hold In Philadelphia In January, IK!) I,

which brought together from all pariHof tho country, men and women whohad long given 'special tnought to thomunicipal problem.'1 It discussionsshowed clenrly that the many and so!rlous defects recognized In Amerlinnmunicipal Institutions are practicallytho same throughout the country Theyorlso from permanent and general, notfrom temporary or local causes. Com-

plaints may vary In form or degrci, but tho general situation Is substantial-ly tho samo In all the great cities of theUnion.

The deductions to be drawn from tbodeliberations ,of that conference wonthese: Tho municipal problem cxhtsbecause a prevalent sense of right infavor of municipal efficiency and honesty does not exist. Tho Natlon.ilMunicipal Lcaguo was organized nn.lhas been working to supply thlslack. From all sides enmo tho samo

Tho problem wilch confronted theLcaguo was: How Is a now era for ourcltte to bo Inaugurated how are weto abolish wastefulness and Inefficiencyand secure the onactment and enforce-ment of good lawn and tho selection ofmen of trained ability and procd In-

terest In municipal affairs and by creat-ing a public opinion and Bentiment thaiwill bo Intolerant of anything short ofthe best in all matters pertaining tothe welfare of our American municipal-ities

Its purpose thus plainly Indicated, thoNational Municipal Lcaguo was organ-ized with Its objects sit forth In theconstitution as follows:

rirst. To multiply the numbers, harmonlzo tho methods and combinetho forces of all ,who realize that It Is

only by united nctbin and orgnnlzatlon that good citizens ran secure theadoption of good laws anil tho selectionof men of trained ability and provedIntegrity for nil municipal position,or prevent tho success nf Incompetentor corrupt candidates for public offiLe,

Second. To promote tho thoroughInvestigations and discussions of I ho

It aJ not until the Louisville Con-

Tho final report of tho committee, under the title "Municipal Program,"represented the results of two jears ofunremitting and painstaking endeavoron tho part of the committee whichcomprised such eminent men as HoraceE. Dcmlng New York, chairman; Geo,

November schedules the defeat of theAdvertiser of rule or ruin, that cs

teemed Journal will doubtless againtell the story of the time when "seven- -

eights of the Republicans" were gathered "under one roof." It It bo true asthe Advertiser says that the Republlcan voters of Oahu can flat standingroom In the Drill Shed tho paly mightas well go out of business.

Now the Independent party througnlu committeeman Mr. Austin rmltet nbid for the endorsement of Its candi-

dates by the Republican and Democra-

tic parties. Doubtless this will appeal

to tho Democrats, but the Republicanshaving been the party (bat h.u stoodfor the Hawatlan-Amcilc.i- n rlh'ht ofsuffrage and havl.v gained for Hawaiiits present protpartty stands as theleader of sound and liberal principlesthat admit of no barter or tiade. Thisfact every thqughtful cltlicu of theTerritory fully nppreclatrs. At no limein Its hlBtory has the Republican paitjrallowed Its Integrity to piinrlplo to become a commodity for sale.

No ono questions the fight or theadvisability of the Governor illsii'ss- -

Imrnffalrsot public administration wlMi

the heads of various depar"uenta. liewould indeed bo decidedly Indifferentto Ills duty should he fu.l to l.ikn luclisteps as to secure splrl: o' coopera-

tion among all depui'menls. The Gov-

ernor should Indeed go further and takethe people Into his conftdencc. It Isthis lust step where .Mr. Dele hesitatesand thereby subjects a Republican ad-

ministration to a ,r of popular con-

fidence, and engenders a spirit of dis-

trust that Is entirely unnecessary. TheGovernor must admit that as tho chiefcxecutivo of this Territory he has noright to refuse to the public any detailIn connection with the disposition ofpublic utilities In wlikh tho taxpayersare directly or Indirectly interested.

With all duo respect for Mr, Isenbergor any one proposed for Congressionalhonors, there Is not a man In the wholeTerritory who possesses tho qualifica-

tions for Congressional Delrguta as doesCol. Samuel Parker, Mr. Parker Is nnative son In every Benso, a worthyrepresentative of the nativa race, Intel-

ligent, honest and progressive. He Is

a man of tho peoplo as well as an activefartor in the Industrial and financialdevelopment of the Territory, Illsmere acquaintance with national lead-

ers will give him an Immcdiato prestigeIn Washington, which It would takothe average candidate a full Congres-sional term to gain, If thcro are anybusiness Interests ready to uniteagainst Parker, they thereby evidencea willingness to adopt a policy thatcan only accomplish their own undoingaa well as that of tho Territory atlarge.

WANT AMERICAN COAL

London, Sept. I. American coal operators and thtiragentsareapparcntty swarm-

ing to England, and rumors of many Invt nrtant deals filled the air during the pastweek. W. P. Rend of Chicago Is here on

his way to Paris. He is hopeful of g

both the French and Ruulan navieswith steam coal from West Virginia. Mr.Rend had a long Interview with the Rus-

sian Consul yesterday and was In consultation with the Russian attache today be

fore proceeding to Paris.E. M. Hopkins of Philadelphia this

morning closed a contract for 100,0:0 tonsPennsylvania coal for Immedlate delivery at Mrdlterranean ports. Mr

Hopkins said: "English consumers arenot familiar with American unscreenedcoal, but continental dealers are. Therefore, I am selling to them. I do not antlclpate trouble in securing charters "

President Cajjatt of the PennsylvaniaRailroad has gone to Paris on the samebusiness, while the presence of RobertPltcalrn, superintendent of the Penns lva-nla- 's

Pittsburg dlvlsl n at the CarletonHotel Is occasioning considerable gossip.

Mr- - Pltcalrn goes to Scotland for a visitto Andrew Carnegie early next week, andIt has been said that there Is on foot ascheme to provide the Pennsylvania coal

syndicate with transatlantic transporta-tion.

Mr. Pltcalrn said: "My visit to Mr.Carnegie is not exactly on the errand sug-

gested. I am not quite sure how long thepresent coal famine under existing condi-

tions In England will continue. My personal Idea Is that American mine ownersare apt to find a better market In Medlterranean or Black sea ports than In countrieswhere England herself will be a competltor. Under fair conditions, I believe theUnt ed Mates can supply England's lormercustomers on the continent with protit."

Indians Dying Olt.Washington, Sept. 7. The Secretary,

of the Treusury has received a despatch from Alaska confirming the reports that a most deplorable conditionexists among the native Indians alongthe coast from Cape Nome northward. The Treasury officials are powerless tcrender any aid to the sufferers owingto the fact that the department has noavailable funds for such a purpose, butGeneral Spalding hag written a letterto the War Department, whlcti baa afund that can be drawn upon in emergency cases llko the present, recom-

mending that food he supplied and distributed under the direction of thearmy otllcers In charge of the troopsstationed there. The Treasury De-

partment will furnish surgeons fromtho Marine Hospital service and thecustoms officers will bo Instructed tnlender any assistance possible. TheKcd Cross Society Is becoming Interested In the relief measures now beingtaken and It Is not unlikely that It willcooperate to the extent of furnishingclothing for the destitute.
