The objective of the Water Sector Regulatory Council existence as stated in the Decree No. (14) for the year 2014 on water, is to ensure the quality and efficiency of water and wastewater services provided to consumers in Palestine at reasonable prices through monitoring all related operations including production, transportation, distribution, consumption and wastewater management. For this to be achieved we need multiple forms of monitoring which we consider this summary is one of them. The council provided additional monitoring tool through comparing the performance of each service provider with its performance in the previous years, as a self-assessment tool and an additional planning tool, hoping to achieve the objectives of both the service providers and the council. Noting that this comparison was used by many regulators around the world, as a tool for strategic planning, a navigator for future work plans and to offer service providers a performance self-assessment.

The base of evaluating the service is the values of the desired performance indicators set by the Palestinian Water Authority (PWA) in its strategic plan for the year 2022. It should be noted that some people might compare between all service providers through some or all indicators, and this is not necessary at the meantime, because the requirements of improving the performance for any indicator differs greatly depending on the size of the service area, availability of water supplies, financial and human potentials, and geographical and political conditions surrounding the service providers. We believe that the desired advantage of this comparison is for the service providers at the first place, and for the council, PWA, ministries, donors and institutions involved in water sector.

Meantime, and as the Council is preparing to launch a database for water and wastewater service providers by the end of year 2017, self-comparison and comparisons with other providers (locally and internationally), will be available for all service providers, hoping it will motivate them to compete for the best.

The comprehensiveness of the Report:

This report provides a comparison of service providers performance in the years 2014, 2015, 2016 including self-comparison for 65 service providers in Palestine (39 in the West Bank and 25 in Gaza Strip, in addition to the only bulk water service provider "West Bank Water Department") in terms of the basic information for 2016 and based on a set of indicators that covers financial, technical, and quality of service aspects. The general attitude of the council is to include all service providers, in order to release the report annually with self- comparisons and national comparison, taking into consideration the differences mentioned earlier between service providers, and the possibility to make comparisons with service providers outside Palestine in a later stage. At the same time, the council seeks to make comparisons in the future with national targets and local ones within the service providers (for the differences mentioned above).

Note:

This report was not prepared as a detailed audit report, but a report to mainly analyze the performance indicators data that service providers agreed on submitting and reviewing. Mentioning that the process of collecting data, verifying it and completing the incomplete data, was conducted through field visits, emails, and phone calls. Then data was matched with reliable data we could attain. Therefore, even if variation was found in some figures compared to previous years, it does not affect the accuracy of the data nor the accuracy of the performance monitoring indicators. In fact, it’s a step in the right direction towards improving the quality of data available submitted by service providers.
