The principles of the European Constitution are:

In 2004, the 25 states of the EU and other 3 states signed the treatise of Rome to define UE’s structure and organization.

The EU constitution is the end-result of a special procedure:

•3-4 June 1999: the Cologne European Council (3-4 June 1999) entrusted the task of drafting the document to a Convention which held its first meeting in December 1999 and adopted the draft on 2 October 2000, •13-14 October 2000: the Biarritz European Council unanimously approved the draft and forwarded it to the European Parliament and the Commission.•14 November-6 December 2000 :the European Parliament gave its agreement and the Commission. •7 December 2000 in Nice: the Presidents of the European Parliament, the Council and the Commission signed and proclaimed the Constitution on behalf of their institutions.

The European Union Constitution of Fundamental Rights sets out in a single text all the civil, political, economic and social rights of European citizens and all people living in the EU.These rights are divided into six sections:

•Dignity •Freedom •Equality •Solidarity •Citizens' rights •Justice
