    The implementation of strategic Plan for 2001-2010 is divided into two phases in accordance

    with two 5-year plans.

    The first phase: From 2001 to 2005

    The focus of this phase is to create the basic changes in education quality, to innovate the

    contents, methods, curricula, to build up teaching staff, to innovate education management, topush up social participation, to create solid base for achieving strategic goals in the second

    phase.

    To carry out urgent measures to reorganize and innovate education management, to prevent andovercome negative elements and to establish the orders and disciplines to create a healthy

    education environment.

    a) To carry out the following urgent tasks to create the foundation and motivation for the

    implementation of strategic plan:

    - To build up the project on changing education managerial mechanism; especially to correct themanagement at macro and micro levels, the managerial mechanism of public and non-public

    education institutions, of in-service training, B system in public institutions; focusing oneducation quality.

    - To build up urgently and to develop the accreditation system at all levels of education and

    modes of delivery.

    - To innovate the concept, procedure and methods of assessment and evaluation (includingentrance examination), to limit to possible minimum the negative phenomena, to create

    motivation for changing teaching and learning methods.

    - To correct and to overcome the negative phenomena in overwhelming extra-class teaching and

    learning by integrating administrative measures with other basic ones to accelerate making theeducation process healthy and streaming students after lower and upper secondary education.

    - To correct the management and provision of diplomas and certificates.

    - To correct the printing and disseminating textbooks. To minimally reduce the reprintedtextbooks annually, to increase the coefficience of using textbooks and the percentage ofstudents-borrowers of textbooks.

    - To standardize the conditions on curricula, teaching manuals, teaching staff, infrastructure,laboratories and other teaching, learning support conditions for establishing and upgrading

    education institutions to a higher level.

    b) To carry out the key targeted National Programme on Education approved by the PrimeMinister for the period of 2001-2005 including the projects:

    - Renovating curricula, contents, textbooks;

    - Consolidating and bringing into play the achievements of eradicating illiteracy anduniversalization of primary education; carrying out universalization of lower secondaryeducation;

    - Training staff regarding information science and teaching information science in schools;

    - Assisting education in mountainous, ethnic minority and socio-economic difficult areas;

    - Strengthening infrastructure of schools, polytechnic and career orientation centres, constructingsome key universities and professional secondary schools;

    - Strengthening vocational training capability.

    Beside above-mentioned projects, to implement the project for sending Vietnamese to study andresearch in countries with advanced science and technology using state budget, which has been

    approved by the Government.

    c) To build up and to carry out the projects on:- Innovation of education management;

    - Improvement of mechanism, policies for social participation to education;- Nurturing talented students in national education system;

    - Restructuring the manpower training system;

    - Teaching foreign languages in education institutions.

    d) To implement the first phase and one part of the second phase of master plan for universitiesand junior colleges:

    - To build up and to implement the project on higher education innovation;

    - To build up and to implement the project on teacher training innovation;- To sum up, to correct the management and training of non-public universities; open

    universities, in-service training;- To realize the transmission of management to institutions;

    - To focus on building up the two National Universities and key universities; to establish new

    universities and colleges in accordance with master plan with the conditions for qualityassurance and following procedures.

    e) To increase the percentage of state budget allocated to education at least to 18% by 2005.

    g) To sum up, to get lectures and to propose the necessary correction on concrete objectives,

    measures and action plans from the practice of the first phase implementation.

    The second phase: from 2006 to 2010

    The focus of this phase is to speed the development and to increase the education quality in orderto achieve strategic goals and specific objectives; to complete the 10 year programme on

    universalization of lower secondary education, master plan of higher education institutions,

    vocational training, manpower training, nurturing of talented people, developing the national,modern and mass education, taking the first step in building a learning society; making educationin our country keep pace with developed countries in the region.

    To increase the percentage of state budget allocated to education at least 20% by 2010.
