By KIT CARSON Š Continued Page 2 The law is the law and there will be no leeway when lower alcohol limits for drivers come into force next week, says Rangiora Senior Sergeant Malcolm Johnstone. ‘‘The law is quite clear, you must not drink and drive if the amount of alcohol in your breath or blood exceeds these limits,’’ he says. From next Monday (December 1), the alcohol limit for drivers 20 and over drops from 400mcg per litre of breath to 250mcg. The blood alcohol limit drops from 80mg of alcohol per 100ml of blood to 50mg. For drivers under 20, the limit stays at zero. Institute of Environmental Science and Research data indicates most adults may be able to drink two standard drinks - equivalent to a 330ml of beer, 100ml of wine or 32ml spirits - over two hours and stay under the new limits. But Mr Johnstone urges caution. ‘‘Everyone is different, and my advice is, quite simply, don’t drink and drive. ‘‘People will need to put a lot more thought into an evening out.’’ He says arranging alternative transport, making use of hotel courtesy vehicles, having a sober driver and walking are all options. Sober drivers are already proving their worth, he says. Regular police night patrols around North Canterbury reveals 95 percent of vehicles stopped have a sober driver. Many of these are in the younger age bracket. Toot for Tucker Toot for Tucker is back and will be bigger, brighter and better than before. Organiser Bev Wright says the annual food collection will be held on Tuesday, December 2, from 5.30pm to bring Christmas cheer to families in need. This year the collection is being extended beyond Rangiora. ‘‘Having successfully conducted this community event for the last three years in Rangiora the decision is to expand this amazing event to include Oxford, Woodend and Pegasus. ‘‘All going well we will expand it into Kaiapoi next year. ‘‘This almost district-wide event is designed to get the food banks fully stocked going into Christmas and the holiday season when there is a great deal of need from within our community.’’ Collection bags have been specially designed and printed by Property Brokers and have been distributed throughout the area. ‘‘We ask the residents to fill them with dry goods and leave them out at the gate on the evening of Tuesday, December 2. Lions clubs, the Woodend Volunteer Fire Brigade and other willing volunteer drivers will collect food bags, tooting to signal they are out collecting. Ms Wright says the food donations will go to the Salvation Army in Rangiora and community food banks. Donations and offers of help will be gratefully received. Waimakariri’s rural school rolls arereaching record levels as the district’spopulation continues to grow.Swannanoa, Fernside andWest

Eyreton Schools are reporting steadygrowth on the back of population growthin their areas, while Cust, Ashley andClarkville Schools say their rolls areholding steady.Fernside School opened a new two

classroombuilding in themodernlearning environment (MLE) style backin September and is set to finish the yearwith 270 students, after finishing lastyear at 263.‘‘It’s the biggest school roll we’ve ever

had,’’ says principal David Taylor.‘‘We are looking at about the same

number next year. The growth is steadyand ongoing, but our two newclassrooms have really picked up theslack.’’West Eyreton School deputy principal

LisaDuff says her school’s roll haspassed 200 for the first time this yearandwill finish the yearwith 213students. Growth is expected to continuewith new sub­divisions in the area for

four hectare lifestyle blocks andfamilies working forNgai Tahu’sEyrewell farms.She says the school is still waiting for

a promised new classroom, but ishopeful two new classroomswill be builton to two existing classrooms, using theMLE style, early in the new year.‘‘It’s really positive and it’s quite

exciting times ahead for our school.’’Acting principal KateMcClelland says

Swannanoa School is set to finish theyear at a record 272 students andmoregrowth is anticipated over the next fewyears, with a newMandevilleNorth sub­division recently signed off by theWaimakariri District Council.She says discussions are still ongoing

with theMinistry of Education for a newclassroom tomeet roll growth demands.With principal FraserHill set to

return to the school onMonday,December 1,MsMcClelland says herhighlights have been the continued rollgrowth, the annual SwannanoaFair inMarch and the success of the students invarious sporting events and the schoolproduction.Ashley School principal CraigMullen

says his school will end the yearwith 185

students, about the same as last year.‘‘But we are getting some growth in

the new entrance and junior parts ofthe school, so the long termpromises tosee some growth, which is in linewiththewholeNorth Canterbury region.’’MrMullen says theMinistry of

Education is preparing to upgrade theschool’s ‘‘antiquated sewage system’’,but he anticipates any new classroomswill be at least two years away.Clarkville School principal Penny

Abbie says with no new sub­divisions inher school’s zone, the school roll isstable at 226 students, which is upslightly since the earthquakes.At Cust, principal Robert Schuyt says

his school roll is steady at around 152students, up from 145 last year. He saysthere are prospects for growthwithnew familiesmoving into the area.‘‘We are fairly stable. It all depends

on howmany year 8s leave at the end ofthe year, butmost years we end theyearwith around 140 to 150 students.‘‘It used to bemore families with

older childrenmoving on to lifestyleblocks, but nowwe are seeingmorefamilies with younger children, sothere’s a noticeable shift.’’

Stage one of the $6.9millionRangioraHealthHubhas been completed on timeandonbudget.CanterburyDistrictHealthBoard

(CDHB) generalmanager of planning andfundingCarolynGullery said thehubwasbeing constructed in three stages,whichwasunusual for projects of this size.Stage one, the foundation and in­

ground serviceswork,was completed byHawkinsConstruction at the endof lastweek.Stage two, the ‘‘above slab to completed

buildingwork’’ is planned for completionaround themiddle of 2015with thedateconfirmedonce the contractor has beenselectedwhichwould be soon, saysMsGullery.The final stage involves ‘‘relocation of

part of theHagleyOutpatients’’ buildingfromChristchurch.’The relocated buildingwill be

reinstated on site atRangiora andincluded in thehub facility.However, there is no completiondate

for this part of theproject yet.TheHagleyOutpatients’ buildingwas

intended to be a temporary facility.It was designed to copewith problems

facing theCanterbury health system in

Christchurch after the 2010 and 2011earthquakes.Built in twoparts on the formerHagley

HostelNurses’Home site, next toChristchurchHospital inRiccartonAvenue, itwas designed so it could bemoved to another site depending onfuture requirements.Thenewhealth hub is being built next

door to theRangioraHospital at 161Ashley Street, but so far any disruptionhas beenkept to aminimum.‘‘Asweare effectively a ‘green field’

build, there is very little impact on thecurrent operation ofRangioraHospital,’’MsGullery said.Government approval for thehealth

hub, onwhichbuilding began inAugustlast year, came in 2011with planning andconsultationwork on theprojectbeginning late that year.Thedecision cameaftermonths of

intense lobbying byRangiora’s PaulaThackwell andHelenHirst for a 24­hourhealth­service facility to be built next totheRangiora hospital.When finished, the single storey, 16­bed

facilitywill have anoutpatients’ clinic forNorthCanterbury andwill provide amaternity unitwith primary birthingfacilities, specialist outpatient care,public health nurses,mental health

services, community services, and aStJohnafter­hours paramedic.Newly electedNationalMP for

Waimakariri,MattDoocey,whohas aMastersDegree inHealthcareManagement, andhasworked in thehealthcare industry, has a special interestin theRangioraHealthHubproject.‘‘It was important forme tomeetwith

CanterburyDistrictHealthBoard (CDHB)chief executiveDavidMeates early afterbeing elected.‘‘Thehealth hubwill always be a keen

focus ofmine.‘‘Withmybackground in community

health, I amvery focused onworkingwiththe community for thewellbeing ofWaimakariri.‘‘I was really impressedwith theplan,

Common questions aboutskin cancer prevention

Amongst the topics we are asked about at The Dermoscopy Centre are questions about sunbeds, sunscreens andvitamin D. The advice we give on these subjects is taken from research being undertaken around the world.SunbedsRecent studies provide evidence linking indoor tanning bed use to melanoma and reinforce the declaration by theInternational Agency for Research on Cancer (IARC), part of the World Health Organisation, that indoor tanningdevices are carcinogenic to humans. In fact, they are classified as being of Group 1, the same classification as isgiven to tobacco.Many nations around the world, including New Zealand (Auckland) Australia, Canada, France, Spain, Belgium,Germany, Portugal and Brazil are at varying stages of restricting the use of sunbeds.SunscreensSunscreen continues to be one of the safest and most effective sun protection methods available.Consumers should be assured that sunscreen products are safe and effective when used as directed, and shouldbe considered a vital part of a comprehensive sun protection program.A new publication – Sun, Skin and Health – written on the back of extensive experience by many of Australia’sleading skin cancer clinicians – confirms that the slip, slop and slap message, is effective.Between 2000 and 2011, in Australia• There has been a 2% reduction in skin cancer treatments in the 25 - 34 year olds; and• A 1% reduction in the 35 - 44 year old group; but• For people over 50, a 6% INCREASE in skin cancers requiring treatmentThe over 50's, are of course, the age group that were in their youth before the sunsmart messaging was initiatedand are most likely to have used coconut oil and actively sought a tan.As part of the Cancer Society of New Zealand's Slip, Slop, Slap and Wrap message, the recommendation is toapply a good cupped palm full of broad spectrum UVA/UVB sunscreen, of at least SPF 30+, twenty minutes beforegoing outside and then repeated every two hours.Vitamin DThe Cancer Society of New Zealand and the Ministry of Health published a consensus statement in 2012 thatadvises that for the significant majority, normal activity, accompanied by appropriate sunsmart behaviours, wouldprovide an appropriate level of vitamin D, and no additional consideration is warranted.There are a few groups for which this may not be the case, for example, those with very dark skin originating fromAfrica, the Middle East or India, those who are on medications that are photosensitizing or affect vitamin D, andthose who are housebound.Dr. Julia Racle has been continuously engaged in General Practice since 1995, and has been working in North Canterbury forover ten years.

She has been developing her special interest in skin cancer medicine over the last few years. She initially undertook a rangeof short courses pertaining to skin cancer medicine, especially in the field of Dermoscopy, then in 2011, completed the SkinCancer College of Australasia (SCCA) Postgraduate Diploma in Dermoscopy that was awarded with Distinction. Julia hassince completed the Postgraduate Diploma in Skin Cancer Medicine and Surgery

Last year she opened The Dermoscopy Centre, North Canterbury's only clinic dedicated to the prevention, diagnosis andtreatment of skin cancers. 1506745

Amberley sewerupgrade expensiveBy KIT CARSON

Revised costs could see theHurunuiDistrict Council facedwith a huge billshould it decide to go aheadwith anAmberley sewer upgrade.Original estimates in 2007 involving

three pipe upgrades and 100 percentfunded by development contributionswere put at just under $718,000.Revised upgrade cost estimates

involvingmore extensiveworks, andrevealed at thismonth’s AmberleyWard committee, come in at $4,127,739,with a questionmark overdevelopment contributions.Roading andutilitiesmanagerDavid

Edgewas reluctant to comment, sayingthe report prepared for thewardcommitteewas effectively a discussiondocument.He said he andhis staff were

working closelywith amenities andspecial projectsmanagerBruceYatesand chief financial officer JasonBeckto refine a consultation document forconsideration at a long termplanmeeting early nextmonth.The original report, prepared by

utilities team leaderBrett Beer andsigned off byMrEdge, saiddevelopment of stage two of theAmberleyBusiness Parkwould beginnext January.A sewer runs through the

development thatwill need to beupgraded soon.‘‘It would be financially prudent to

upgrade the sewer at the same time asthe new road is constructed to savewasteful expenditure by excavating ina new road to replace the existing

sewer,’MrBeer said.The sewer upgrade, to be 100

percent funded by developmentcontributions at a cost of $243,678,was programmed to be installed inthe 2017/18 financial year.If it went ahead as proposed,it

would be an over­expenditure in theAmberley sewer budget account.Preliminary designwork had beencompleted and a cost of $420,000 hadbeen calculated to upgrade thesection through the business park,connecting into the new sewer atBrackenfields.Negotiationswere underwaywith

Brackenfields on the alignment of theproposed new sewer through itsproperty.MrBeer said the revised cost of

$420,000 reflected the huge priceincreases since the earthquakes andstart of reconstructionwork inChristchurch.The original pricewas to bemet 100

percent by developmentcontributions, and there had been noallowancemade in the present budgetfor the project. The increasewouldhave to bemet either by increasingthe development contributions orfrom the sewer account,MrBeer said.On top of the upgrade through the

business park, work is proposed onthemain line south of AmberleyBeachRoad, a pipe upgrade alongAmberleyBeachRoad, a newmain onthe eastern side of the reticulationnetwork to allow for residentialdevelopment and anupgrade of asection of sewermain aboveHursleyTerrace.

Dilution the solution?A ‘‘dilution solution’’ is seenas themosteffectiveway toaddresswater qualityissues facedbymanyAmberley residentsformore thanayear.HurunuiDistrictCouncil roadingand

utilitiesmanagerDavidEdgehasconfirmedand thatplansare inplace toincreaseoutput from theupgradedStateHighway1well and takewater from thenewLeithfieldBeachoutlet.Thiswouldeffectively limit theneed to

use theKowaiRiverRoad supply,whichhas ahigh iron content, towhendemandwashigh.MrEdgenoted, however, that iron levels

for theKowai supplyhaddroppedmarkedly in recentmonths.Monitoringwould continue.Thequestion remained, he said,

whether a large sumofmoney shouldbespent to resolve anuisanceproblem thatmight not appearagain.Waterhardness issues also appeared to

arisewhen theKowaiwellwasbeingpumpedas a supplementary supply.MrEdgehas suggested the connectionof

networkofaccessible, userfriendlywalkingandcycling trailsthroughout thedistrict ­ quitewide­ranging so Idon’t supposewewill be finishedany time soon, butwehavemadeagoodstart.‘‘Wenowhavean8kmtrailwhichgoes

overnight stay facilities for staff andvolunteers.MrStackhousehasbeenwithSt John for

34 years andalthoughnowretired fromactive service, still travels to eventsthroughoutNorthCanterbury as aparamedic.He says inhis timewithStJohn, a lot has changedwith the typeofcallouts ambulance staff attend.‘‘When I started,most of ourworkwould

beattendingaccidents, now themajority ofcalls is tomedical problemsas thepopulationages,we seea lotmoreheartproblems, strokes and respiratoryproblems.’’ThenewstationatAmberleymeans

someone is ready to respond immediatelywithouthaving to travel from theirhome tothe station first.‘‘TheMinistry ofHealthwants the

been long termorganisers of classic carshows, tours and rallies, haveorganisedaChristmasoutingwithall theprofits beingdonated to theAmberleySt JohnAmbulance.TheirNorthCanterburyClassicTour,

runonanannual basis eachMarch, is nowawell­establishedevent, havingbeenheldfor 12 years.TheChristmas tourwill depart from the

HurunuiDistrictCouncil carparkwithallvintageandclassic vehicles verywelcometoparticipate.Theyareasked to report at 10amwith

every entrant receiving a free issueof theNewZealandClassicCarmagazine.The first vehicles are scheduled to

depart at 10.40am,driving a small tour ofthenewandoldAmberleybefore goingonacountrydrive to aNorthCanterburyvenue for apicnic lunch.Two local buskerswill entertain the

are popular gifts for children aroundChristmas time andwhile the intentionis good, sometimes in the haste leadingup to the big day, things such assuitability of the bike for the rider andsafety gear go out thewindow,’’ says thecouncil’s rural safety co­ordinator,KerryMiles.‘‘Always remember towear the proper

gearwhile riding and check that the ccrating and size of the bike is suitable foryour child. It is vital to wear helmetswhen riding, even for small children,and reduces the risk of severe braininjury by asmuch as 74 percent.‘‘Before buying a bike or pony, assess

the rider’s skills. There are skillscourses and information available tohelp your child ride safely, and to get themost out of their bike or pony.Wewantit to be fun and safe for everyone andweare only too happy to help,’’ MrMilessays.A key area of concern for council is

that in a recent primary school survey, ofthe 2456 surveyed, 946 children hadridden a full sized quad bike, which arefor adults 16 years and older.‘‘A quad bike can be up to ten times

heavier than a child, andwe are seeingfar toomany quad bike accidents.Children don’t have the strength andsize to enable them to control themachine,’’ MrMiles says.The council’s rural safety team

He’s returning . . . Santa Claus is coming toa parade near you.

Better not pout, Santa Claus isreturning to Kaiapoi.The jolly, fat fellow in the red suit is

gearing up for his annual return to theriver town, with the Kaiapoi SantaParade being held on Saturday,December 6, at the earlier time of11am, before the scheduled sneakpreview of the town’s new library andservice centre at 12pm.The Kaiapoi Promotions Association

(KPA) is organising the annual KaiapoiCarnival, with entertainment beingprovided throughout the day, includingmarket stalls, clowns and a fairy, facepainting, a balloon twister, entertainerSport Suzie, rock ’n roll dancers, theKaiapoi North School band and localband TheMule to draw people in.A ferris wheel will be in action at the

more donations of items, including oldsteeringwheels, pots and pans, highheels, old clothes for dressing up, oldphones and old pipes. The new initiativeallows children to play like they used to,before computers and iPads.For themore adventurous, a new

climbing playground facility wasofficially unveiled onMondaywith ablessing from local KaumatuaRev JamesRobinson.MrOverton says the newfacility is the result of two yearsfundraising.‘‘When I first came here at the start of

the year, we probably still had $30,000 toraise, so I thought: ‘a newplayground?Maybe next year or the year after’.‘‘But it’s amazing howwe’ve all pulled

Food donations are urgently needed asChristmas approaches.Kaiapoi Community Support (KCS) co­

ordinatorNicki Carter says support isneeded as her officemoves into itsbusiest time of year.‘‘We urgently need donations of food

andmoney tomeet an increase indemand,’’ Ms Carter says.‘‘Demand is pretty steady at the

moment, but it does increase especiallyin that week leading up to Christmas.’’While the overall demand onKCS’

services, including theKaiapoiCommunity Pantry has eased back to pre­earthquake levels, Ms Carter says theyare finding cases aremuchmorecomplex.‘‘There’s lots of complex cases, with

families needingmore substantial foodparcels to be able to last for awholeweekrather than two to three days and formany it’s ongoing.What some familiesare having to deal with is huge.’’WellBeingNorth Canterbury social

worker Luis Arevalo, who operates out oftheKCS office, saysmany families arestill strugglingwith stress following theearthquakes.‘‘Ourmessage is just to be nice to each

other inwhat can be a stressful time ofyear, with extra costs and expectations.‘‘Look out for your neighbours and

support one another. God knowswe needit out there.’’KCS is once again running its annual

Rotherham,where their parentsErnieandMary (Nan)Brittonowned the generalstore,which included the local post office‘‘andabit of everything’’. Tedwas theoldest andNancy the youngest of threechildren.Their brotherShirleypassedawayabout 20 years ago.MaryBrittonwas thedaughter of John

WatterswhobuiltWattersCobCottage, as afamilyhomeatRotherham,which isnowanhistoric building.TedattendedRangioraHighSchool,

until he left in 1929after sellinghis books.‘‘MyMumsaid: ‘youare goingback to

school next year’, so I said: ‘I can’t, I’ve soldmybooks,’’ Ted recalls.‘‘I didn’t knowwhat Iwanted todo.They

triedmeona farmownedbya friendofmyparents, but the job they gavemewaswaydown theendof the farm,where theyhadabull. Thebull lookedatmeall dayand Ilookedathim.‘‘I soon realised Iwasn’t cut out for that.’’Ted thenworked forhis father in the

RotherhamstoreuntilDecember 1939,whenhe joined theair force, serving forfive­and­a­half­years as a corporal ‘‘drivingfire engines ina crash fire sort of role’’ atvarious locations aroundNewZealandincludingWoodbourne (Blenheim),Masterton,BellBlock (NewPlymouth), TeRapa (Hamilton), andNorwood,WigramandLakeEllesmere inCanterbury.‘‘Mastertonwasmoreor less anoverseas

Forest in 1955.‘‘Wewere cartinghay fromTugBurrows’

placeon theday.They chuckedall thebales off the truckandwewentdown to seewhatwecoulddo. Itwasquitehorrific.’’Ted finishedupatMockettMotors in

1982and thenworked for three years as acaretaker at theCulverdenSchool.Outsideofwork,Tedhasbeenamember

ofManchesterUnity since 1932andheplayedbowls for 15 years and indoorbowlsfor 38 years, right upuntil age 86.Tednevermarriedand livedonhis own

inCulverdenuntil age 97,whenhemovedtoa rest home inOxford.Hemoved toHolmwood last year,wherehis sisterNancyalso lives.‘‘Healways lookedafterme, heoften

Oxford is set to celebrate 200 years ofChristianity in New Zealand.The Oxford­Cust Anglican Parish is

hosting ‘‘an old fashioned parish fair’’on Saturday from 10am to 4pm to mark200 years since the first Christianservice was preached in New Zealandby Rev Samuel Marsden in the Bay ofIslands on Christmas Day 1814.Organiser Beryl Crisp says the

parish fair, which will be held at StAndrew’s Church, at 12 Church Street,Oxford, from 10am to 4pm, isopportunity for people to dress up inperiod costume, shop at some localstalls, play old­fashioned games andbe entertained.‘‘We decided to encourage people to

dress up in old fashioned costume andfor the whole event to have the themeof ‘back in time’.’’While 1814 was actually in the

Georgian era and in the time of theEnglish novelist Jane Austen, MsCrisp suspects most people will wearVictorian costumes as they are easierto come by.Members of the public are

encouraged to come along in periodcostume, with a prize being offeredfor the best dressed.In the spirit of the times,

ploughman’s lunches and 1814afternoon teas will be served, withvolunteers waiting on tables.‘‘We have looked up what sort of

food they would have served back in1814 and they had a lot of pastries, butthey didn’t have muffins or that sort ofthing.’’Entertainment will be provided by a

St Andrew’s Church parishionersinging some late­1700s songs, theOxford Area School kapa haka will

perform, the Smith family will singand children’s writer Gina Taggartwill read a story and give the childrenan activity.Oxford resident Ken Fletcher will

also be dressing up as a town crier.A special children’s patch is also

being prepared with old fashioned

toys, including hobby horses, rockinghorses and hoops, Ms Crisp says.‘‘That’s what the children did in

those days. They didn’t play withvideo games back then.’’A special combined church service

will also be held on Sunday from10.30am at St Andrew’s Church to

mark the Gospel Bicentenary, withChristchurch Anglican priest theVenerable John Day playing the roleof Rev Samuel Marsden.Ms Crisp says it will be an old style

service, with ‘‘a rough looking pulpit’’,like the one the Maori made forMarsden in 1814, having beenespecially made for the occasion.The first Christian missionaries, led

by New SouthWales Anglicanchaplain Marsden, came to NewZealand in 1814 at the invitation ofBay of Islands Maori, who wanted tolearn about the European way of life.Historian Peter Lineham says the

gospel bicentenary is a significantanniversary in New Zealand’s history,as it marks the first positiverelationships betweenMaori andPakeha.‘‘The 200th anniversary is really

interesting, because it takes the focusoff the Treaty of Waitangi andmakespeople think of the variety of earlysettlers.’’The earliest settlers included

whalers, sealers and others whointermarried and lived with localMaori, as well as missionaries.‘‘The missionaries gradually

became quite a distinctive groupbecause they believed they hadsomething to give Maori for free,which was of benefit to them. This wasin contrast to other settlers who werelargely out for themselves.’’Professor Lineham says historians

have been doing a lot of thinkingabout what the bicentenary means,with views ranging from thetraditional Christian mission storyemphasising the success of themissionaries, to looking at the eventsfrom aMaori perspective and asecular retelling of the story, whichlargely ignores the religious aspect.

This year theNewZealandCorriedaleCouncil is buildingon the success of thebreed’s ewehogget competitionby runninga similar contest for ramhoggets.Thecompetition revolves around the

strength that all the sheepare runasagroupononeproperty fromJanuaryuntilNovember.During that time theyareassessedon

growth rate,wool quality andwool value, aswell as being judgedas shornandwoollyhoggets by separate judges.The ramhoggets havebeenCTscanned

toassess carcass traits objectivelywhileewehoggetswere scanned for eyemusclearea.The top12 rams (from the initial entry of

more than40) had the final sectionof theirjudgingassessmentdoneat theCanterburyAgricultural andPastoral ShowonNovember 12,while theewehogget judgingwas completedbefore the show.TheCorriedale ewehogget competition

hasbeenahighlight of thebreed’sactivities formany years. CorriedaleSocietypresident andMarlborough farmerGregHarris says that runninga similarcontest for ramhoggets is anexcitingdevelopment.‘‘The competitionputs all the sheepon

the sameplaying fieldandcanbe seenasatrue commercial test.’’

MrHarris says the inaugural year for theramhogget contest has attractedapleasingresponse.The ramhoggetswerebeing runonapropertynearSouthbridge.With thehogget competitions growing

Farming father and daughter duo, SteveandHolly Sterne, have taken out theSouth IslandFarmer of theYear in theLincolnUniversity Foundationcompetition.Their prize, a $20,000 travel grant for

overseas business study, was awarded forthe Sterne’s large scale pig breeding andfinishing unit nearHawarden.Originally amerino sheep farm, Steve

Sterne, alongwith his then co­ownerYensRavn, transformed the landscapeover time into a high tech, sustainableoutdoor sow breeding enterprise,starting from just a few breeding sows,which has now grown to 5000.Steve, alongwith his wife Josie and

daughterHolly, now farmPatoa, as Yensand his wife Anne sold their share andhave gone sheep and beef farming.In a very close competition, inwhich

the judges deliberated over for a longtime, Patoa ultimately came awaywiththe top prize.‘‘It was quite a surprisewe did sowell

as it is a bit unusual to have a pig farmrecognised in this way. It’s not in thetraditional vein of farms in thecompetition,’’ says Steve.Aswell as winning themain prize, the

Sternes alsowon theBNZAward forresourcemanagement and theFarmlands Co­operative Prize for

resource use efficiency.With a staff of over 40 and about 115,000

pigs sent to theworks each year, theSternes have proved it is possible to farmpigs on a large scale outdoors, withoutthe use of crates or enclosed sheds.EvenwhenPatoa pigs areweaned and

fattened, they are in open ended barnsand able to exhibit normal behaviour.Steve says years of hardwork bymanypeople ­ staff, other companies, theirformer co­owners and others havecontributed to bring the farmup to levelit is now.Patoa supplies about 15 percent ofNew

Primary school children flocked toCanterburyAgriculturalPark lastweek fortheannualSynlaitBoys andGirlsAgriculturalClubChampionshipDay.OutlyingCanterburyprimary schools

were given theopportunity to compete inlivestock judging, similar towhat theywouldexperienceat anA&Pshow.Toqualify for the championships, entrantshad tohaveattendeda school pet daywithin their region.Studentswere judgedacross three

sections: careandattention, leadingandhandling and theirproject bookswhichwere submittedprior to theCanterburyA&PShow.Over 80entrieswere received,

comprisingbeef calves, dairy calves, lambs,poultry, pigs andgoats.Eachparticipantwas required toparade

their animal in front of the judges andanswerquestions on their care.After someseriousdeliberation,winners across allsections andclassesweredecided.Entrants receiveda certificate, voucher

identifyingweedsand seeds, a sack raceandgumboot throwing.TheAgriKidsNZcompetition is a skills­

basedchallengeaimedat children that liketo get outside, get involvedandget theirhandsdirty. Teamsof three compete inregional competitions,whichwill coincidewith the 2015ANZYoungFarmersContestregional finals. The top three teams fromeach regionwill qualify for the grand finalatTaupoduring July 2 to 4. (This statement is made for the purposes of sections 83 ofthe Local Government Act 2002)The Wastewater Bylaw 2015 ensures the Council canmeet its obligations to prevent damage to the publicwastewater infrastructure and protect the health andsafety of Council staff and the general public. This reviewis intended to update the Wastewater Bylaw 2009 whichis required to be reviewed after five years.The bylaw sets clear guidelines for members of the publicabout the rules for discharging domestic and trade wasteinto the Council’s wastewater network. It also specifiesoffences and penalties for breaches of the bylaw andincludes provisions for charging for trade wastedischarges.It is considered that the Wastewater Bylaw 2009 hasworked well since its introduction. It is considered to beconsistent with the New Zealand Bill of Rights Act 1990,to be the most appropriate form of bylaw in achieving itspurpose and functions, and considered the mostappropriate mechanism to manage wastewater dischargequality and protect public health. Therefore only minorchanges are proposed for the updated Wastewater Bylaw2015.The changes provide for a number of clarifications,including:• Maintenance and renewal responsibilities for privatelaterals on public or commonly owned land, and removalof blockages• Prevention of inflow and infiltration for septic tanksconnected to the Council wastewater network• Proximity of trench to building site requirements inaccordance with the Building Code• Clarify requirements for domestic and trade wastecustomers to meet specified Acceptable DischargeCharacteristics (Bylaw Appendix 1)• Inclusion of liability provisions for clean-up costs in theevent of wastewater spillages

Casual Job Opportunity: Transfer StationWeighbridge / Kiosk Operator - Amberley

We need a capable person to relieve Tessa, ourweighbridge/kiosk operator, when Tessa is onleave or needed elsewhere. As a casualemployee, the hours of work would be theoccasional day here and there, and longerperiods when Tessa is on holiday. The openinghours are Monday, Wednesday, Thursday andFriday from 10am to 4pm, and Saturday between9am and 12 noon, and closed on Sunday,Tuesday and public holidays.

The main tasks are to operate the weighbridgeand take payment from customers and cash up atthe end of the day.
