Soldiers’ Block upgrade on hold By KIT CARSON Š Continued Page 3 The brakes have been put on the upgrade of the historic Soldiers’ Block in Hanmer Springs. Six years on from being gifted the block by the Government as part of a wider property deal for part of the former Queen Mary Hospital site, the council has baulked at the $5.25 million estimated price tag for the upgrade of the building. It has also questioned the willingness of potential tenants to meet the rent that would be required to help meet loan repayments. The council will now wait on more detailed information and costs which might allow it to move the project forward. It has asked staff to explore various funding possibilities including the use of $1.5 million set aside by the Government for expenditure on the Nurses’ Hostel. It has also suggested an approach be made to Conservation Minister Maggie Barry to visit the Queen Mary site in the hope of attracting additional funding. Councillors also suggested potential funding could be sourced to mark commemorations celebrating the end of World War One. The $5.25 million estimate from Davis Langdon quantity surveyors did not include fitout costs, estimated at $600,000 for the pools offices and $225,000 for a cinema. Based on the $5.25 million and the assumption tenants’ meet their own fitout costs, a rental return of $496,000 a year would be required to service a loan over 20 years at seven percent. This equates to $265 per square metre a year if the full floor area is leased. Present commercial rentals in Hanmer Springs vary from around $250 to upwards of $450. The figures caused angst among councillors who felt 100 percent occupancy throughout the loan term was not realistic. Council amenities and special projects manager Bruce Yates, on behalf of a working group comprising Crs Dick Davison, Jason Fletcher and Gary Cooper, said the council either went ahead with the work or it continued to ‘‘mothball’’ the building. The group said while the Nurses’ Hostel and Chisholm Ward offered little commercial appeal, the Soldiers’ Block had attracted a large number of potential users. ‘‘The most significant of these were the thermal pools managers who proposed the the western octagon be converted into administration offices for their staff,’’ Mr Yates said in his report. This would provide an anchor tenant and preliminary designs had already been done to accommodate the offices within the restrictions of the heritage features retention, he said. ‘‘Other possible users include a commercial cooking school, a boutique cinema, a gymnasium, an art gallery and commercial offices.’’

Making it easier to gain residency forimmigrantworkerswould go a longwayin helping to retain staff in the dairyindustry, say twoHurunui dairy farmers.In response to an article in last week’s

issue of TheNews, DaveHislop andJamesBourke say staff retention issuesamong immigrantworkers is often due tothe difficulty they have obtainingresidency, not because they don’t wantto keepworking in the area.‘‘There aremany farms around our

district whohave families now living onthe farm, as themainworker has beenable to get residency.‘‘Unfortunately, due to immigration

laws, it is usually the peoplewhohavefarmmanagement jobs that gainresidency.‘‘Some are now in their fourth, fifth

and sixth year ofworking for the samedairy farmowner,’’ saysDave.Other factors thatmake it a challenge

for immigrants, include difficulty gettinga driver’s license andunder utilisationof skills.‘‘There are lawyers, nurses, teachers

and veterinarians, who can’t practicehere, (unless they re­train) but bring awide range of skills, with the ability tolearn newones.‘‘We as employers, need to askwhatwe

can do to utilise their skillsmoreappropriately.We are bringing hugelyskilled resources into the areawhichcan’t be harnessed because the person

only has a temporarywork visa.’’James andDave say the problemof

workers fromCulverden toHanmerSpringswheremanyworkwithin schoolhours, returning home in time for theend of the school day.‘‘It would give these people somuch

more freedom to get out and about if theycould get their driver’s licensewithoutthat fear of failure.’’Apart from immigrantworkers, there

is also room forKiwi tradesmen to set upbusiness in theAmuri area.‘‘It’s an areawhere a young person can

set up a business andwork towardsbuying a house and raising a family, iftheywant to. There are also plenty ofoutdoor activities on offer,’’ say JamesandDave.The two farmers say they think there is

a lot less staffing issues than there havebeen in the past and therewould be evenless if the ability for immigrants to gainresidencywasmade easier.

was to ‘‘protect, in asustainable andviableway theheritagearea,while alsoenablingdevelopment... forcommercial and/or communityusewhich is consistentwithanapprovedmanagementplan’’.Since then it hasbeen the

subject of several reports,including a consultant’s reporton thework required tobringtheSoldiers’Blockup toastandard suitable to rent to anumberof different businessesandcommunity groups.TheSoldiers’Blockwas

purpose­built in 1916as aconvalescent hospital forreturningWorldWar1servicemen, andhas thelocation, style and scale thatattractedanumberofprospects.Theworking grouphadover

the years interviewedanumberof prospective tenantsandwas satisfied therewassufficient interest to furtherexplore refurbishment of theentirebuilding.

North Canterbury’s Mayors havewelcomed the Government’sannouncement of public consultationon the future of EnvironmentCanterbury (ECan) next year.Environment Minister Dr Nick

Smith and Associate LocalGovernment Minister Louise Upstonannounced at Friday’s CanterburyMayoral Forum, the Government willfinalise an options document on thefuture of ECan for public discussion inthe new year, and intend having newstructure in place in time for the 2016local body elections.Waimakariri Mayor David Ayers

welcomes the opportunity for publicconsultation.‘‘Obviously the final shape of the

discussion document will not beknown until March, but it’s importantfrom a point of view of resourcemanagement and particularly waterthat we have governancearrangements for Canterbury.’’Hurunui Mayor Winton Dalley says

restoring an elected regional councilneeds to remain a priority.‘‘I have made it quite clear for some

time that we have to work our wayback to democratic governance andthis is the start of that process.‘‘The good news is we don’t have to

be distracted by the Super Citynonsense. We can continue workingtogether informally as we do now. Thecouncils have a high degree ofcollaboration and I’m sure that willcontinue.’’Kaikoura Mayor Winston Gray says

he welcomes the Ministers’ assurancethe new governance structure willcontinue the work of the CanterburyWater Management Strategy.

‘‘Water is getting vitally important.We are on the fringe up here and wedon’t have the geography to supportlarge scale irrigation schemes, so wedon’t have the same water issues, but

we are still a part of the Canterburyeconomy.‘‘There are huge opportunities for

Canterbury if we can get our watermanagement right.’’

While water is high the agenda forany future role for ECan, Mr Ayerssays the question of responsibility forpublic transport will be up for review.At present ECan operates publictransport for the GreaterChristchurch area, includingChristchurch, Waimakariri andSelwyn, and for Timaru.‘‘I’m happy with the current

arrangements, but there would besome advantages in having the three(Greater Christchurch) territorialauthorities controlling the entiresystem and leave Timaru to run itsown, because we are responsible fromsome of the infrastructure such as busshelters.‘‘It would also make it easier for the

councils to integrate public transportneeds into their town planning.’’Mr Ayers says the Greater

Christchurch councils also need to bethinking about the future of rail aspart of the transport mix.Dr Smith andMs Upston said the

Government planned to publish anoptions paper in March for publicconsultation, after further discussionwith the mayors in February, beforemeeting with all 10 councils andreceiving public submissions.‘‘Legislation is likely to be required

which will go before a selectcommittee and provide a furtheropportunity for public input.‘‘The immediate priority in

Canterbury is the earthquakerecovery.‘‘In the longer term, the wise

management of water for economicdevelopment, recreation and theenvironment will be critical to theregion’s future. We want to take timeto consult and get these decisionsright.’’

event is being held in theWaimakariri District Council foyerto raise funds for CCS DisabilityAction, and the Cancer Society­Rangiora Rural Group.More than 30 Christmas trees

covered in fairy lights anddecorated by volunteers in everyway imaginable have filled thefoyer with colour and Christmasfun.The trees were decorated last

Monday morning in time for thefestival opening at 9am on Tuesday.Organiser Mary Gerard said the

foyer was packed with peopledecorating the trees.The event is sponsored by The

News, and every tree is sponsoredby a business or charitableinstitution.Festival visitors are asked to give

a gold coin donation, vote for theirfavourite tree, and buy a ticket inone of the raffles being held at theevent.There is also a Remembrance

Tree where visitors can add thename of a loved one to thedecorations, and aWishing Treewhere visitors can make a wish toput on the tree.The festival runs until December

DistrictCouncil’s statement of proposalfor theDraft ofPsychoactiveProductsclose tomorrow (Dec12), at 5pm.So far only two submissionshavebeen

received, from theNewZealandPoliceand theRangioraPromotionsAssociation.LynleyBeckingsale, corporate

projects analyst for theWaimakaririDistrictCouncil, said itwasnotunusualfor there tobe so fewsubmissions at thisstage.‘‘Wewouldnormally expect thebulk

of submissions to arrive in the last fivedays of the submissionsperiod.‘‘Wewill be verypleased to receiveas

many submissions aspossible,’’ she says.‘‘ThePolice support theelements of

thepolicywith theexceptionof theproposal to allowapprovedproductshops inKaiapoi. Theyask the councilto consider limiting the locationofapprovedproduct shops toRangiora,’’she said.‘‘TheRangioraPromotionAssociation

supports thepolicy in its entirety.’’TheGovernment introduceda

temporarybanon the controversial saleof legal highs in June this year,primarily to allowcouncils time toformulate apsychoactiveproductspolicy after consultationwithcommunities. At present councils donohave theauthority to ban the sale oflegal highs or even restrict thenumberof shops selling them.Before theGovernment’s temporary

banon the sale of legal highswasintroduced, therewereno shops sellingpsychoactive substances in theWaimakaririDistrict.TheWaimakaririDistrictCouncil’s

draftPsychoactiveProductsRetailLocationsPolicy aims tominimise theharm these shopsdo toour community.Thenewregulations areexpected to

be inplaceby Junenext year. If councilsdonothaveapolicy inplaceby thentherewill beno restrictionon thelocationof approved­product legal­highretail premises inourdistrict.Tomakea submission go to

The past definespresent, futureDwelling in the past may not be wise,but history has made us what andwho we are.History sets the direction for the

present and the future.As this year draws to a close one

cannot help but contemplate whathas progressed and been achievedand what has stalled or wasagonizingly slow to achieve in thepast year.One can reflect on the challenges

and those issues that could havebeen handled more wisely.The things I worry about most are

not the things we have done andmaybe got wrong, but the things wehave not even attempted.The opportunities that go begging

because we lack the courage,foresight and commitment to tackle,leaves just as great a legacy as ourachievements do.Looking back at History, WW1 had

a huge impact on New Zealand as ayoung Nation and influenced andshaped our development andculture. Nationwide, the Centenary‘Commemoration’ not ‘Celebration’of the outbreak of theWarcommenced in August.Hurunui communities have

adopted theWhite Cross initiativewhere a Cross bearing the Name,Rank, and Number of those who died

as a result of the war will be erectedin appropriate places onappropriate occasions for theduration of the Commemorations,concluding in 2018.Local communities will be

determining what othercommemoration events they want toinitiate.One initiative is a mounted

cavalcade from the Peaks Districtthrough Hawarden to the Service inWaikari next ANZACDay. Manylocal horses joined the war effortand never returned.The Hurunui District owns a

significant remnant of WW1 ­ thehistoric QueenMary Hospital inHanmer Springs. One buildingknown as the Soldiers Block wasbuilt to house soldiers whilerecuperating from health issuesresulting from their war service.With the huge national history andheritage associated with this site inmind, I have seeded the idea of asignificant event at this venuetoward the end of thecommemoration period.While contemplating the past, let

us resolve to learn from the past andcommit to every opportunity in theNewYear.Jean and I wish you all a safe and

peaceful Christmas season.

They are back and in ever increasingnumbers.Mice and blow flies.The only thing flies have going for

them is you can hear them and deal tothemwith variousmethods including arolled up newspaper or fly swat ­neither of which is very hygienic. Andthen alas you are left with the carcassesto deal with.Mice on the other hand appear out of

nowhere, scuttle silently across countrybefore disappearing ­ to where I have noidea.Flies come in the doors andwindows.

With a bit of audaciousmanoeuvreingyou can be rid of them and shut thedoors andwindows to ensure the blackinvasion stays away.The grey plague, on the other hand, is

not so easily disposed of, particularly ifyou have no ideawhere they arrivedfrom in the first place.Flies dive bomb youwhen you are at

the stove, whizz around your ears,ducking and diving with the buzzinggetting louder and louder, untilsuddenly it goes silent sending yourarms flailing aroundmadly driven bythe notion they have landed somewhereon your anatomy!

Mice on the other hand scuttle aroundthe floor, hard up against the walls,pretending they are not there. Youglimpse them as they race hither and to.They generally wait until you havevisitors and you are left hoping theyhave not seen the creatures.And they return to haunt you just as

you put your head on the pillow. I swearthey have hob nail boots on as they racearound in the darkness.Traps have proved quite successful ­ I

have lost count of the number I havesnared, but they just keep coming back,particularly when it is cooler and theyseek refuge in warmer climes.The beechmasting is the culprit

keeping them in food, good and healthand breedingmode. But when thattucker source dries up they comelooking and seem certain they will findplenty at my place.But I am comforted to know I amnot

alone. It is not the easiest topic to bringup but when you do youwill find you arenot alone in having a scourge ofmice.It is pretty well spread throughout

North Canterbury, particularly inhomes, sheds and barns close to beechforests. Scores of the creatures arebeing caught with not a dent in thenumbers.And the flies just drone on.

RelentlessSwineFrom theBelly ofHell,Thismantel you roar across,not only to bellow and yell,but on theway, tease to toss.

Punch and pull, fighting blind,Towers of green you bend,the frail andweak you find,then cowardly eastward send.

You hurl in turbulent squalls,twist about and skyward launch,the place below appalls,unnerving even the staunch.

Snakeheads of two, given birth,you hiss, leer and lunge,one sucks sap from the given earth,the other seeks all will to expunge.

But as rudely as you began,you stop, leaving all withered and

hot,O for the gallantry of Stars and

Sun,has you line up and shot.

Grotto enchantingTheRangioraShowgroundspavilionhasbeen transformed into amagicalChristmaswinterwonderland forSanta’sGrotto.AshgroveSchool’smain fundraiser for

the yearwasopenedduring a galanight atthe showgrounds lastFriday.Already it’s provinga real crowdpleaser

and looks set to give the school awelcomepresent thisChristmas.More than650people visited the

charming grotto onopeningnight. Similarnumbers attendedduring theweekendand it has abig approval rating onFacebook.Withmore than50brightly­decorated

Christmas trees, hundredsof fairy lights,reindeer, teddybearspoppingupeverywhere, Santa’sworkshopand lounge,completewith ironingboardand thefamous red jacketwaiting tobe ironed, it’sanenchantingplace.

Woodend’s popular ‘‘Christingle’’service is back with a real donkey.Woodend / Pegasus Anglican

Parish parishioner Kay Graham saysthe annual inter­active Christingleservice attracts families fromthroughout the town. It will be heldat St Barnabas Church, on MainRoad, Woodend, on Sunday,December 21, from 4.30pm.‘‘It’s always been a very popular

service.‘‘There have been times when we

have had people looking in thewindows from outside, because theycouldn’t get in, so the advise is comeearly to get a seat,’’ Kay says.‘‘It is quite inter­active with

audience participation.‘‘It’s a lot of fun and great for

young people— all children will beintegrated into the play in some way.‘‘I will be sad to miss it this year,

because I’m going to be overseas.’’This year’s star performer will be

a real donkey namedHarriet andchildren will be dressed up as

angels or shepherds or animals andadults can join in.The Christingle service will

coincide with the parish’s familyservice held on the first and thirdSundays of the month, which catersto a growing number of localfamilies.Kay says Christingles will be given

out to children after the service,with their meaning explained.According to Wikipedia, a

Christingle is a symbolic object usedin Advent services in the lead up toChristmas. The word Christingle isderived from the German worldChristkindl, meaning ‘‘Christ child’’.A Christingle consists of an orange

Growth continuesSouthbrook’s industrial area iscontinuing to expand.Proposed business developments at

Southbrookwere rushed throughearlier this year as ‘‘priority areas’’ aspart of the region’s LandUseRecoveryPlan (LURP), whichwas signed off byEarthquakeRecoveryMinister GerryBrownlee inDecember last year to addthe recovery.Pockets of land onFernsideRoad

andToddRoad, which runs betweenFernside andFlaxton roads, have beenrezoned as business zone two, which isthe same zoning as the rest of theSouthbrook industrial area.Another pocket of land, on the

corner of Flaxton andFernside roadshas been rezoned as business zone six,which is a new category for the district.The business six zoningwas to allowthe site to be developed as amuseum,wedding venue, tavern, conferenceand accommodation facility.The LURP is a statutory document

which directs the Christchurch CityandWaimakariri and SelwynDistrictCouncils tomake changes to theirdistrict plan to aid the earthquakerecovery.Many of these changes have already

occurred, while others are to bedeveloped by the council and providedto the Canterbury EarthquakeRecovery Authority within specifiedtimeframes.The LURPalso includes new

developments inKaiapoi, Rangiora,Woodend andPegasuswhich haverequired changes to the district plan,but it does not include the residentialred zones.No statutory process for consultation

is includedwithin the LURP, howeverthe council has sought communityfeedbackwhere possible.Other areas covered in the LURP

include the rezoning of rural land inthe Tuahiwi area, to address historicalgrievances.

challengewas findingclothes tomatch theblue t­shirt.MrFletcher says the

students and staffwere verysupportiveof the challenge.‘‘Everybodywas really

good. I don’t thinkanyonehad themonabout the t­shirts. They realised shewas supporting a goodcauseand theyhavebeen reallygoodabout it.’’Ninahopes theproject

will beextended sootherfamilies throughout thecountrywill get involved.And if shedoes it again, shesays shewants toweara tealcoloured t­shirt, herfavourite colour.

Big changes are instore at SouthbrookSchool.Principal ShaneFletcher says people

can expect to see some physical changesat the school over the next two years.‘‘It’s really exciting times. The physical

dynamics of the school will change quitedramatically.’’New classrooms have been in the

pipeline for some time, but earlier thisyear theGovernment confirmed $2.4million had been allocated to SouthbrookSchool, as part of a $22million budget toupgradeWaimakariri schools.Mr Fletcher says six new teaching

spaces, administration, reception and aresearch centrewill be added to anexisting classroomblock on thesouthwest corner of the school, while theschool’s boiler roomand librarywill bedemolished.‘‘It’s been a long process, but we are all

ready to go. It’s amassive project andthere’s somany dynamicswaiting for allthe schools to be ready to go.’’The new research centrewill

incorporate the library, ‘‘mixing thebookswith the technological age‘‘, hesays.‘‘It’s about consideringwhat the school

will need in 10 years time, rather thanwherewe are now.‘‘There are real opportunities for our

kids. It’s not how it waswhenwewere atschool. It’s not the traditional desks in a

row and the teachers up front andteachingwhat they know.‘‘We’ve got kids who have been born

into technology, whereaswe’ve arrived atit, so we’ve got to utilise that andencourage it.’’In themeantime, the school is

‘‘squeezing’’ into its classrooms and

being creative about how it uses itsteaching spaces, in linewith themodernlearning environment style.‘‘What traditionally has functioned as

two classroomswill work as threeclassrooms in the short term.‘‘For a short timewewill be

constrained in our physical space, butthe teachers have beenworking in acollaborative approach for some timeanytime, so it won’t really change toomuch.MrFletcher says the growth in

Southbrook and inRangiora in generalhas created a significant increase intraffic volumes on SouthbrookRoad,which is creating headaches for parentsand staff at the school.He questionswhether new traffic lights

which are planned to be installed,outside the newPak ’n Save and at theSouthbrookRoad and SouthBeltroundabout, will makemuch difference.‘‘I want the (Waimakariri District)

council to consider thewhole trafficimpact. The traffic lights will just slowdown the traffic. If you look at LinesideRoad between 3pmand 6pm the traffic isbacked up formiles, so therewill bemassive congestion outside Pak ’n Save.’’Mr Fletcher hopes the school can form

a partnershipwith Pak ’n Save toimprove traffic flow.The school’s enviro group has also

beenmaking good progress workingwithRangioraNewLife School and thecouncil’s Green Corps team to developthe neighbouringHeganReserve,MrFletcher says.

Pink balewrap and netwrapprovided away of supportingbreast cancer awareness andrural health, with Agpacdonating a percentage of thesale of each roll of pink balewrap and pink/black netwrap tothe Louise Perkins Foundation.The foundation is a

charitable trust that operatesunder the nameSweet Louise.Sweet Louise aims to

instrumental indelivering theFirewiseprogramme to severalschools in theKaiapoi region.Although theCairns’ home

was red zoned following theearthquakes, their dedication tocommunity servicehasnotfaltered.

Brent’sLocalHeroAwardparticularly recognises thebravery andcalm leadershipheshowedduring the chaos andterrible aftermathof theSeptember 4earthquake inKaiapoi, andalso after theFebruary 22, 2011, earthquakewhichkilled 185people inChristchurchanddestroyedlargeareas of the city.TheKaiapoiVolunteerFire

Brigadewasoneof the first tobe calledon tohelp inChristchurchafter theFebruary 2011quake.‘‘Wewere taskedwith finding

North Canterbury’s first ever all­starsbasketball game has proved to besuccess.Last week theNorth Canterbury

Basketball Association (NCBA) hostedwhat it hopeswill become an annualevent in theFridayNight Basketballcalendar.Withmore than 1020 primary school

aged players participating in theFridayevening competition, the best 20 playersfrom the regionwere chosen in aNorthversus South exhibition game, with thewinning team gaining bragging rights forthe next year.The idea for the all­starsmatch

originally sprung from two youngcoaches after seeing theNBA (UnitedStates) version, NCBA generalmanagerand chairwomanCarolineWhittakersays.‘‘LiamConnelly and SamWatkins have

contributed toNorth CanterburyBasketball formany years and floorcontrol theMitre 10Mega venue everyweek during the competition season.Their idea grew from seeing the qualitylevel of basketball being played atprimary level and themwanting toprovide something for the players toaspire to.’’She says the concept has taken off with

huge support fromparents, players andcoaches.‘‘NCBAhave seen this as offering

added value to the players, with all costsbeing underwritten by the club. Playerswere providedwith personalised playingstrips, which they get to keep andcoaches providedwith ceremonialt­shirts.‘‘The event itself attracted good

crowds, following the same format as theNBA,withmusic, half time competitions,and personalised profiles of each player,as theywere introduced to the court.’’The participating primary school aged

teamswere broken up into two areaswith

the ‘North’ region including Cheviot,Waipara, Hurunui, Broomfield,Amberley, Leithfield, Sefton, Ashley,Pegasus, North Loburn, Loburn,Woodend, Ashgrove andRangioraBorough. The ‘South’ region included StJosephs (Rangiora), RangioraNewLife,Southbrook, Tuahiwi, Fernside, KaiapoiClub, KaiapoiNorth, Ohoka, Clarkville,Swannanoa, Cust andOxford.In the game, both teams played to the

crowd, butNorth pipped South in thefinalminutes towin 57­45, with LachieMacfarlane namedMVP (most valuableplayer).‘‘A parent of one of the players in the

South team said thewhole eveningwas‘just awesome’, and the father of theMacfarlane twins in theNorth team,Andrew, said that it would be ‘an eventtalked about by the kids for a long time tocome’,’’ MrsWhittaker says.

Bellbird Spring Vineyard is verymuch afamily affair that had its origins in theaffection Tomand Sheila Porter had forNewZealand, particularly theWaiparaValley.The Porter familymoved from

Christchurch to Britain in the 1970s,where childrenAlexis, Mike andGuywere educated.Tomand Sheila returned toNew

Zealand in the early 2000s, making theirhome at Bellbird Spring on the south sideof theWaiparaRiver, and inviting theiradult children to become involved in avineyard enterprise.‘‘It really brought the family together.

Planting theHomeBlock in 2002was thestarting point. This was followed by thepurchase of Block Eight, our secondvineyard, in 2004,’’ Guy says.Mike is no longer actively involved in

the business, but he offers his advicefromhis Auckland base, while Alexiscontinues to play an administrative rolefromher Christchurch home. TomandSheila live onHomeBlock, caring for theolive grove there, andGuywith his wifeLeigh, and their young son, are across theriver onBlock Eight.Initially the Porters sold their grapes

on contract, with Guymaking theirsignature first wineHomeBlockWhite, amulti­varietal field blend of Pinot Gris,Gewurztraminer, Riesling andMuscatOttonell, in 2008.Guy first became involvedwithwine in

Britain, working for a provincial winemerchant who encouraged him to attendtrade tastings.‘‘This developedmy palate and an

appreciation of wines in theEuropeanstyle, which is still withme.’’Hewent on to gain awinemaking

degree from theUniversity of Adelaidebefore honing his skills inwineries inAustralia, North America andEurope.Since that first vintage in 2008, the

range of wines haswidened, with theaddition of SauvignonBlanc, Pinot Gris,and PinotNoir, under both theBellbirdSpring andPruner’s Reward labels.Sourcing fruit from two sites, offers

both choice and challenge. TheHomeBlock is classic alluvial bench soil, poorand free­drainingwhich restrains vinevigour. Block Eight is composed ofstoney, sandyDomett clay, withwarmertemperatures.Aswell, fruit from outside vineyards is

used in producing the lower­pricedPruner’s Rewardwines, care in detailbeing the same, themain point ofdifference beingmachine harvesting.Guy’s approach does not change. His

emphasis is on ‘‘mouth feel’’ and

European structure.‘‘Whetherwe’rewhole bunch pressing

ourwhites, or hand plunging our reds,ourwinemaking is typified by attentionto detail.‘‘Wemake use of indigenous yeasts,

what ever is on the grapes, equipment orin thewinery. The cellar develops its ownflorawhich is drawn on.‘‘I likewines that are fully rounded and

structured. The juice is not protected.Weallow it to ferment by itself.’’This artisan approach is reflected in

the ageing in old oak barrels and thecrafting of relatively small lots fromindividual vineyards.Guy is as passionate about food as he is

about wine, and says the restaurantmarket is very important to smallerproducers such as himself.‘‘The two together are a communal

experience, a shared experience.Wine isa naturalmarriagewith food.‘‘We need to informpeoplewithin our

region about just what they have here.‘‘The fact isWaipara / North

Canterbury is up therewith the best, andthis is reflected in both awards andreviews.’’

Waimakariri earthquake recoveryinfrastructure repairs are runningclose to schedule andunder budget.Reporting to last week’sWaimakariri

District Councilmeeting, projectdeliverymanagerGaryBoot saidrepairs to and replacement of roading,water, sewer and stormwaterworkswasgenerally progressingwell.Completed projects totalled 30 and a

further 15were underway.The present estimate for the capital

component of the recoveryworkswas$44,287,000, against the approvedbudget of $44,369,000.MrBoot said the value of projects

completed so farwas $10million, whilethe total spent on the recovery capitalprogramme to the end of Octoberwas$14.7million, representing 33 percentof the total programmeestimate.Therewere five projects, with a value

of about $20million onhold, pendingdecisions regarding the future use ofresidential red zone land.Two other projects, one in design and

one ready to be started on, werewaitingfor CanterburyEarthquakeRecovery

Authority (CERA) authorisation to usered zone land.Themanagement teamhad approved

building a gravity sewer betweenSewell andCharles Streets inKaiapoi,subject to gaining CERAapproval touse red zone land for that purpose.A price of $565,000 has been agreed

onwith contractors, DormerConstruction.

Slower than expected progress is beingmade on repairs to infrastructure inKaiapoi west.Waimakariri District Council roading

engineer Gavin Lake says repairs toinfrastructure aroundHilton Street andsurrounding roads, near the KaiapoiBorough School, are taking longer thanplanned.The project is due for completion by

earlyMay, with council staff hopefulHilton Street will be re­opened to trafficbefore school starts back year.‘‘We are reviewing all of the services ­

sewer, stormwater, water and roading.

We are prettymuch replacingeverything.’’The other streets in theKaiapoi west

project includeRich, Black and PerakiStreets andRavenQuay, with theproject expected to cost $4million,making it one of the biggest in thecouncil’s earthquake recoveryprogramme.However, work has taken longer than

expected due to problemswith diggingdown to get to the deep gravity fedsewers, causing a rethink of the depth ofsewer pipes.Thework has also included building a

new pump station on red zone land, withapproval from the CanterburyEarthquakeRecovery Authority (CERA),to re­direct the sewer system.Hilton Street has been closed to traffic

for the last sixmonths andwasoriginally due to be re­opened thismonth, but was put back tomid­January.However, another unforeseen issue

has arisenwhich could complicate thecouncil’s plans, Mr Lake says.‘‘It may be that wewill open the street

so we can get onwith the other streetsand then close it again later, as there’s acertain area whichmay need a bit of re­work.’’Mr Lake says the council plans to

update the public on the progress andthe programme going forward inKaiapoi west before Christmas, oncecouncil staff have had a chance tomeetwith the contractors.Repairs to sewer andwater were

completed at Pines Beach earlier thisyear and now thework of fixing theroads is being tendered. Mr Lake hopes

the workwill start in the new year andbe completed bymid­April.However, the council is still waiting on

the feedback fromCERA’s red zonefutures survey, completed in September,before it canwork on its two biggestprojects in Kaiapoi east, aroundCourtenay Downs and around CassStreet. This work is budgeted at around$20million.Mr Lake says the council has to decide

whether to repair Courtenay Drive,Feldwick Drive and Cass Street, whichgo through red zone land, or to createnew,more direct routes for the residentswho rely on them.‘‘The question really is do we repair

the existing road or dowemake the roadcloser to the houses where people arestaying. Our engineers have some ideasof what wewould like to do, so once wehave a steer on the red zone’s future wecan go back to the public.‘‘It hasn’t been amajor issue on

progress up until now, because we’ve gotsome other big projects to get onwith.’’However, Mr Lake says there are some

big problemswith the sewer in Charlesand Cass Street and it is costing a lot tomaintain, so the council has approvedand sought a license fromCERA tocreate a diversion through red zoneland.The overall earthquake recovery

budget for Kaiapoi is $44million, madeup of 60 per cent government fundingand includes roading funding from theNewZealand Transport Agency,insurancemoney and council funds. Thecost to the community is around $8.1million.

roadingmanager KenStevenson says work is on trackfor the end ofMarch 2015deadline.‘‘It’s going well and there are

no real issues, so we should beon track to have it completedwell before the big deadline ofAnzac Day next year. The end ofMarch deadline gives us somebreathing space.‘‘We haven’t had toomuchwet

weather to hold us up, so it’sgoing as well as can beexpected. There’s certainly ahive of activity there at themoment.’’TheRed Lion Cornermarks

the intersection of Ivory, Highand Ashley Streets and hasproven to be a challenging areaof the town centre for bothcommunity and the council.Re­aligning the corner will

allowHigh Street to be restoredto two­way traffic betweenPercival and Ashley Streetswith parallel parking on bothsides. Traffic signals will alsobe installed at theRed LionCorner intersection.The council resolved to fast­

track the realignment and theproject to restore two­waytraffic and to improve the BlakeStreet car park and lanewayslast year at a cost of $4.2million,including $2.05million torealign and signalise theintersection.

The importance of completingthe work by the end ofMarch isto ensure theRangioraCenotaph, located on thesouthwest corner of theintersection can be in use forthe Anzac Day Centennial onApril 25, 2015.Mr Stevenson says work is

being completed onlandscaping the cenotaphwithblue stain paving, alongside

relocating the services underthe road, before the road isrealigned. Some tidy­upworkon the footpaths is alsorequired.The landscaped plan for a

redeveloped cenotaph siteincludes a new two­metre wideplatformwith steps leading upto the cenotaph, a grassed area,feature lighting on trees and thecenotaph, andwider paved

surfaces for pedestrians tomovewithin and across the site.This theming will be

complemented by the newlycreated green space at thenortheast corner of theintersection, diagonallyopposite the cenotaph. Thework relocating the servicesunder the road is taking themost time, Mr Stevenson says.‘‘It’s amazing what happens

under the groundwhich youdon’t see once it’s allcompleted.’’Mr Stevenson says local

residents seem to bemaking doreasonably well with thepresent traffic restrictions.‘‘It’s certainly proving to be

the case. People predominantlyseem to be getting use to thetraffic arrangements we havenow.’’
