YANGON, 21 March—His Excellency Mr Choummaly Sayasone wasborn on 6 March 1936 in Attapeu Province, Laos. He attended the PoliticalSchool for High Ranking Cadres situated in Vietnam in 1964, and in 1978attended the Military Academy in the Soviet Union. He also studied at thePolitical and Administrative School in Vietnam in 1993.
He joined the Lao Revolutionary movement in 1954 and became amember of the Lao People’s Revolutionary Party in 1955. From 1955 to 1956,he participated in the defense of the revolutionary bases and liberated zones andbecame a Deputy Chief of unit in 1959. In 1962, he served as an officer forpolitical affairs of the 5th Battalion and in 1964 was promoted to Commanderof the 2nd Battalion. From 1968 to 1975, he served as Chief of Joint Staff in

Our Three Main National Causes—Non-dis-
integration of the Union, Non-disintegration of
national solidarity and Perpetuation of sover-
eignty—is the concept, in which the Tatmadaw
believes unwaveringly, as well as the national
duty to be performed by the entire national
people.
The Tatmadaw has been brilliantly crushing
internal and external destructive elements harm-
ing Our Three Main National Cause, while sac-
rificing a lot of lives, blood and sweat of its
members for ensuring perpetuation of the inde-
pendence and sovereignty of the nation.
Now, all countries, developed and develop-
ing alike, are promoting their armed power.
Thus, the Tatmadaw is transforming itself into a
strong, capable, modern and patriotic one to
protect the motherland from any forms of dan-
ger.
The Tatmadaw in perpetual service of the
nation and the people is discharging its three
primary duties—nation-defence duty, training
duty and public welfare duty.
It is also carrying out nation-building tasks,
while safeguarding the people and their prop-
erty. Furthermore, it is exerting efforts with
might and main in implementing the projects for
building roads, railroads, irrigation facilities and
bridges.
Equipped with nationalistic fervour, patri-
otic spirit and aspiration to serve the interests of
the people, the Tatmadaw has been able to devote
itself to the national development projects with
heart and soul. It is believed that preserving a fine
tradition of making sacrifices in the interests of
the nation and the people and upholding Our
Three Main National Causes, the Tatmadaw will
be always able to shoulder national defence duties
for ensuring secure life of the entire people.

From 1980 to 1982, he was appointed asDeputy Chief of the General Staff Department of theMinistry of National Defense. He was elected as aMember of the Lao People’s Revolutionary PartyCentral Committee (LPRPCC) at the 3rd Party Con-gress held in 1982 and in 1986 he was elected as anAlternate Politburo Member of the LPRPCC at the 4thParty Congress and also appointed as First Vice-Min-ister at the Ministry of National Defense.
In 1991, he was elected as a Politburo Memberat the 5th Party Congress and appointed as Minister ofNational Defense. At the 6th Party Congress held in1996, he was re-elected as a Politburo Member and alsore-appointed as Minister of National Defense. In 2001,he was re-elected as Politburo Member at the 7th PartyCongress and appointed as Vice-President of the LaoPeople’s Democratic Republic. He was elected as Gen-eral Secretary of the Lao People’s Revolutionary PartyCentral Committee at the 8th Party Congress and thenappointed as President of the Lao People’s DemocraticRepublic at the preliminary session of the 6th Legisla-tive of the National Assembly.

KHARTOUM, 19 March—Sudanese DefenceMinister AbdelrahimMohamed Hussein hasblasted British PrimeMinister Tony Blair forcalling to adopt tougherline against the SudaneseGovernment over theDarfur crisis, the semi-official Sudanese MediaCentre reported onSaturday.
The Sudanese DefenceMinister strongly rejectedstatements by Blair inwhich he said the strugglein Darfur should be seenas part of the internationalwar on terror andextremists.
Hussein said that theSudanese Governmentstood by its position
against internationalforces entering the regionbecause their agendawould not lead to peace.
He said that Blair'sstatements regardingterrorism in Darfur werelies and fabrications,adding that this wasanother type of Westernpressure to enforce UNResolution 1706, which,calling for the deploymentof international peace-keeping force in Darfur,has been rejected by thegovernment.
“They lied before inIraq and claimed therewere weapons of massdestruction but these werenever found,” Husseinsaid, adding “they want torepeat the same scenario
in Darfur.” He stressed that the
government would notallow this, saying that“there is neither terrorismnor terrorists in Darfur,because people of theregion know each otherand any foreign entity inthe region would beobvious to everyone”.
“We do not wantDarfur to become anotherIraq with internationaltroops getting involved,”he said. Hussein said hehad witnessed a noticeableimprovement in Darfursince the beginning of theyear, and that there hadbeen no confrontationsbetween the Armed Forcesand rebels.

US embassy convoy in Afghanistanattacked
KABUL, (Afghanistan)19 March —A suicide carbomber attacked a convoyof vehicles carryingUnited States embassyofficials on a busy road inKabul today, seriouslyinjuring an Americansecurity guard who wastravelling in one of thevehicles. A 14-year-oldAfghan boy was killed;witnesses said there were
other civilian injuries aswell.
Joe Mellott, a spokes-man for the embassy, saidthe guard had beenhospitalized.
“His condition isstable,” Mr Mellott said.
The bombing, the firstsuicide attack recorded inKabul this year, took placeon the Jalalabad Road, abusy route out of Kabul
that is regularly used byembassy and militaryvehicles. The site wasabout two miles from theembassy.
The convoy was madeup of four sport-utilityvehicles, the embassysaid; the suicide bomber’scar struck the first vehiclein the convoy, pushing itacross the road.

Dozens arrested in NY, SanFrancisco Iraq protests
SAN FRANCISCO, 20 March — Policearrested several dozen Iraq war protestersin San Francisco and New York City onMonday as the nation marked the fourthanniversary of the US invasion of Iraq.
Uniformed police outnumbered thefewer than 100 protesters outside thestock exchange building at the corner ofBroad and Wall streets in New York'shistoric financial district.
"Stop the money, stop the war,"

Every country has a
Tatmadaw (armed
forces) responsible for
defending the
motherland. The
Myanmar Tatmadaw has
come into existence with
patriotic fervour and
political concept since
independence struggles.
During the Second
World War, Myanmar
youths underwent
military training in
Hainan Island and
formed a Tatmadaw.
Today’s Myanmar
Tatmadaw is not an
expansionist Tatmadaw
that invades other
countries or that is under
alien influence. It is just
a national Tatmadaw in
perpetual service of the
nation and the people.
By nature, the Tatmadaw
has never remained
indifferent to any alien
invasion of the mother
country nor intruded into
other countries.
The Tatmadaw
sacrificed a large number
of lives of its members
Tatmadaw born of the peopleKhin Win San
in the independence
struggles. It also played
the major role in the drive
for tackling the armed
conflict that emerged soon
after regaining the
independence. It has
repulsed all alien
intrusions. In addition, it
is dedicating itself to
ensuring peace and
stability of the State,
national reconsolidation,
national development, and
transition to a democratic
nation. These are major
tasks of the Tatma-
daw reflecting its
attributes.
According to the
social science, every effect
has its cause. Similarly,
the Tatmadaw (Tatmadaw
Government)’s engage-
ment in the Myanmar
political sector and
playing a leading role in
the building of a
democratic nation are
effects, not causes. In an
objective assessment, one
can notice clearly the
fundamental factors as
follows:—
(1) the Tatmadaw was
conceived in the
independence strug-
gles, and since then it
has played a
leadership role in
national politics,
(2) it has managed to put
an end to the internal
armed conflict, so it
has engaged in the
military and political
sectors,
(3) political parties are
not in a position to
achieve national
reconso-lidation due
to attachment to the
party concerned,
personality cult, and
sectarianism, and
(4) every time the nation
is on the verge of
collapse following
general deterioration
in the political and
economic sectors, the
Tatmadaw has taken
up State duties
unavoidably, uphold-
ing Our Three Main
National Causes.
In the 1988 unrest, the
nation saw various groups
in rivalry, violent killings,
destructive acts, and
anarchic situation in which
the people had to live in a
state of alarm, attracting
alien interference and
intervention. Therefore,
the Tatmadaw had to take
up State responsibilities
unavoidably. At that time,
no politician nor political
force and organization
was capable of addressing
the deteriorating situation.
Then, the Tatmadaw had
to discharge bounden
duties of ensuring stability
and peace of State,
national reconsolidation,
and building a new nation
through the market-
oriented economic
system.
As a result, the nation
is enjoying the taste of
development in the time
of the Tatmadaw
Government. In addition,
resulting from giving
priority to national
reconsolidation, 17 major
national race armed
groups and many small
armed groups have
returned to the legal fold
and are now
wholeheartedly partici-
pating in the regional
development tasks.
Thanks to prevalence of
peace and stability of the
State, the Tatmadaw has
been able to implement
national development
projects the length and
breadth of the nation.
Despite economic
sanctions imposed by
certain nations, it has been
able to make self-reliant
efforts to develop the
motherland.
Now, Myanmar has
enjoyed fruitful results of
progress in various sectors
such as border areas and
national races, anti-
narcotics campaigns,
agriculture, livestock
breeding, afforestation,
regional greening and
development, transport,
communications, electric
power, industry, energy,
education, science and
technology, health,
development affairs of
towns and villages, roads
and bridges, information
and public relations,
commodity production,
commerce, and private
sector. As the Myanmar
society has developed
dramatically, the State’s
seven-point Road Map is
being implemented for
transition to a discipline-
flourishing democratic
nation. Simultaneously,
the National Convention
representing the entire
national people is drawing
the State constitution for
the multi-party system. In
the process, strong points
and weak points of
previous State
constitutions are reviewed
to ensure harmony of the
three pillars—legislative,
executive and judicial
sectors—in conformity
with the way of life of the
people.
It is enumerated that
legislative power will be
delegated to the
Pyidaungsu Hluttaw, and
the Region or State
Hluttaw.

Tatmadaw Government.Although there are
hindrances to developmentof the country, Myanmarexperts, without assistancefrom foreign countries,have built river crossingbridges, dams and reser-voirs which are demandinga huge sum of money andadvanced technology. Thisshows the high calibre ofthe national people.
It is the pride ofthe nation that river cross-ing bridges includingPyapon Bridge constructedare installed with ironbeams produced by facto-ries at home.
Therefore, out of180-foot- and above longbridges constructed in thetime of the present govern-ment, Pyapon Bridge is the
223rd one. It has also be-come the 43rd bridge ofAyeyawady Division.
The newlyopened bridge has also
become the linkage be-tween Dedaye-Kungyangon Road andM a w l a - m y i n e g y u n ,Bogale and Pyapon town-ships.
Moreover, thanksto the bridge, Yangon-Nyaungdon-Maubin-K y a i k l a t - P y a p o n -Dedaye-Kungyangon-Dalla Road will become anetwork road. Therefore,the bridge will also felici-tate smooth flow of goodsand boost trade in the re-gion.
In AyeyawadyDivision, the distance ofroad has increased fromover 400 miles in 1988 toover 1,300 miles today.Now, people can go on aday trip from Yangon toDanubyu, Zalun,
Hinthada through Bayin-tnaung and Bo Myat Tunbridges, and to Pantanaw,Einme and Pathein.

He said the StatePeace and DevelopmentCouncil has been makingendeavours for emergenceof a modern developed na-tion in a short time for overone and half decades afterlaying down systematicplans. As a result of this,the entire Union includingAyeyawady Division hasdeveloped.

The government is implementing the border areasand national races development project, special 24-region development project and rural developmentproject for harmonious and equitable development ofall parts of the Union and for narrowing the develop-ment gap among the regions and it made arrangementsfor uplift of education, health and social foundationswhile fulfilling the requirements of each region. Significant progress has been made in various re-gions in the country due to peace and tranquillity, theinfrastructures on development and active participa-tion of the people. In the transport sector, regions in the east of Shweliand regions in the west of Ayeyawady and Chindwinthat lagged behind in development in the past havedeveloped rapidly on account of seven bridges across

the Ayeyawady, two across the Chindwin and fiveacross the Thanlwin and living standard of the peoplehas also improved significantly. He said a great number of strategic bridges includingthe Thanlwin River (Mawlamyine) Bridge and a lot ofbridges in Taninthayi Division were built to link theUnion Highways from the south to the north. People in Ayeyawady Division and Rakhine Staterelied on only waterways as there are a lot of rivers andcreeks. Now they can travel to other states and divi-sions by land because of the network of roads, he said.
Roads and bridges were built in cooperation with theMinistry of Construction, the Ministry of Defence, theMinistry of Rail Transportation, the Ministry ofProgress of Border Areas and National Races andDevelopment Affairs and the Ministry of Eletric Power.Some of the highways were built with the assistance ofthe private entrepreneurs. In 1988, there were 13,600miles of roads and now there are 19,000 miles of roads. He said Myanmar engineers built ChaungU-Pakokku-Gangaw-Kalay Railroad including 5,000 feetPontaung Ponnya Tunnel with the use of high technol-
ogy. A total of 1,140 miles of railroads were built. The Secretary-1 spoke at length of construction ofrailroads linking regions and over 70 airports includ-ing two international airports. Better transportation in the country brings aboutboth development of the regions and better education,health, social and economic foundations. In Ayeyawady Division, arts and science universi-ties, technological universities, universities of compu-ter studies, specialist hospitals and general hospitalshave emerged based on three special developmentregions— Pathein, Maubin and Hinthada. He urged the officials to make continued efforts forregional and national development with the use of thefoundations and better transport. He called on the officials concerned to make con-certed efforts for prosperity of the regions and thenation as Ayeyawady Division contributes toward thedevelopment of agriculture and livestock breedingsectors. Better foundations have already been laid due tocommunity peace and tranquillity. He also urged themto safeguard the prevalence of law and order, stabilityin the region and better atmosphere with nationalawareness and to utilize these better foundations effec-
tively for prosperity of the nation.Next, Commander Maj-Gen Thura Myint Aung
made a speech. He said that the Pyapon Bridge is a transportfacility linking Ohnpin Village in Dedaye Township andWard 1 of Pyapon. The bridge has saved time and cut thelength of journey. With the emergence of the bridge, peopleresiding in the region were in joy and happiness.

He quoted the guidance of Head of StateSenior General Than Shwe during his inspection tourof Anawratha Bridge across Ayeyawady River sayingthat priority was to be given to development of regionson western bank of Ayeyawady River as they laggedbehind in development. At present, people in differentparts of the division were able to move about with theemergence of a large number of roads and bridges.
He said that the emergence of Pyapon Bridgebrought immediate benefits to local peopel as well asto the State. The 3,933 feet long bridge is 203rd of itskind which were opened after 1988. The constructionof the bridge started on April 2003 and it was able to beopened today. Altogether seven bridges acrossAyeyawady River have been opened and YadanabonBridge across Ayeyawady River will soon be opened.Now, the development of regions on east bank of
Ayeyawady River and that of regions on west bank ofAyeyawady River is nearly the same as roads andbridges have emerged there.

YANGON, 20 March—The Livestock Breeding andVeterinary Department today announced that at achicken farm in Nyaunghnapin agriculture and livestockzone (1) in Hmawby Township, Yangon Division,1645 of the 22,337 layers were dead due to H5N1 on17 and 18 March. The remaining 20,692 layers werethus culled.
The chicken, ducks and quails in suspected farmsone kilometer around the affected area are beingwatched and culled systematically. And sales andtransport of fowls and fowl products in the farms sixkilometers radius of the restricted zone are nowprohibited.
Between 28 February and 18 March, the virus wasfound at a farm of layers, ducks, pheasants or quailseach in Mayangon, Hlaingthaya, North Okkalapa,
Latest developments about bird flu outbreak in YangonMingaladon and Hmawby townships. In the cases,1863 fowls were dead due to the virus, 37,883 wereculled, and 39,746 were dead or culled.
The outbreak in the Nyaunghnapin might be due tothe virus carried by trays used to carry eggs, feedstuffbags or other small birds or visit of people, and at fourfarms in Mayangon, Hlanethaya, North Okkalapa andMingaladon townships, the keeping of pigs, ducks andchicken of local species closely in an area, unrestrictedvisit of people or visit to chicken and duck markets.
Regarding the bird flu outbreak in Yangon,conclusive evidence is not available yet. Despitepreparedness and designating restricted zones andcontrolled zones, there can be more bird flu outbreaks inthe other regions. So, those engaged in the fowl breedingand sales are urged to raise awareness.—MNA

YANGON, 20 March — Minister for CommerceBrig-Gen Tin Naing Thein and officials concerned metwith merchants and fish breeders at Myintzuthaka hallin Kawthoung on 17 March.
During the meeting, the minister said the Stateis giving encouragement to enhance the private sector.The merchants are to focus on cooperative measures inbreeding sector. The entrepreneurs are to participate inrespective production fields because an increasedproduction plays a key role. Next, the minister repliedto the queries raised by the entrepreneurs.
Upon arrival at the border trade point(Kawthoung), the minister inspected functions of OneStop Service and gave instructions on cooperativemeasures to be taken for rapid flow of commodities inexports and import services.

HANGZHOU, 19 March — Emergency crew havefound eight bodies of the 29 sailors of a ship that sankoff east China after its collision with another ship lateSaturday night.
Twelve sailors have been rescued and the other nineare still missing, sources with the maritime safetyadministration of Zhejiang Province revealed onSunday. The collision occurred around 11 pm Saturdayon the sea near the Langgang Islands, northeast ofZhoushan Island, Zhejiang Province, when a cargoship belonging to a transport company in Shenzhencrashed with another one registered in Hong Kong.

SINGAPORE, 20 March — Singapore will set up a experimentation centre todevelop an early warning system which can identify and assess new emergingthreats to national security.
It was announced atthe inaugural RiskAssessment and HorizonScanning Symposiumheld here on Monday,which aimed to raiseawareness of theimportance of the riskassessment and horizonscanning “in today’sincreasingly complex anduncertain environment.”

Bird flu strikesagain in northern
Thailand BANGKOK, 20 March
— The H5N1 bird flu vi-rus has reappeared in anortheastern Thai province,the country’s fourthoutbreak this year, anAgriculture Ministryofficial said on Monday.
The latest outbreak wasconfirmed at a governmenttraining centre near theborder with Laos, which hasalso reported outbreaksrecently, Department ofLivestock director Nirun-dorn Aungtragoolsuk toldReuters.
“The lab test resultyesterday has confirmedthat the virus found in thecentre was the deadlyH5N1 and we have alreadygot rid of all of them,” hesaid, referring to fowl atthe centre. After a six-month lull, the virusreappeared in north andnortheastern Thailand inJanuary and in the centralarea last month.

The teleplay directed by Academy Award winnerBagyi Soe Moe is based on the novel of Tin Aung Soe(Panmyodaw). The script writer is Academy Awardwinner Nyein Min. The play features the Tatmadaw formed with off-
spring of the people regained the independence.
