For human resource developmentStrong economy and human resource

development are necessary for pursuing the

national goal of building a peaceful, modern and

developed nation. In view of this concept, the

government is fulfilling requirements for turning

out human resources.

In every region, the government has

constructed many new road networks and bridges

for smooth transport, which is of great

importance for sustainable development of a

region. It is also giving effective encouragement

to agriculture, livestock breeding, industries and

businesses, and constructing infrastructural

buildings in the education sector to promote the

nation’s education standard.

The three-storey main building of University

for Computer Studies in Lashio, Shan State

(North), was opened on 10 March. Now,

Taunggyi, Panglong, Kengtung and Lashio in

Shan State Now have an arts and science

university, a university for computer studies,

and a technological university each. As a result,

the youth of national races have an easy access to

higher education in their own regions. Students

have to work hard to become skilled in their

studies since they will have to start work soon

after they have got their degrees.

Reliable and responsible human resources

are a must for shaping the nation into a modern,

developed one. The national goal can be brought

to fruition in a short time only with those educated

persons well-versed in the subjects concerned

with self-discipline, good morality, and a sense of

patriotism and nationalistic spirit.

Teachers are the major, initial force in the

education sector in bettering the future of the

youth. So, they have to fully equip themselves

with goodwill and perseverance in teaching and

guiding their students in order that the latter will

become outstanding in their studies with good

behaviors and self-discipline.

Now, the government has established an arts

and science university, a university for computer

studies, and a technological university each for

every 24 development regions to nurture human

resources in the technological field. On account

of the hard work and brilliant performances of

teachers, the number of versatile human

resources on whom the State can rely is on the

increase in the nation.

NAY PYI TAW, 12 March—The Governmentof the Union of Myanmar has agreed to the proposedappointment of Mr Daniel Kwasi Abodakpi asAmbassador Extraordinary and Plenipotentiary ofthe Republic of Ghana to the Union of Myanmar.

Mr Daniel Kwasi Abodakpi was born in 1950.He got Diploma in Science Education from theWinneba Advance Teacher Training College in 1981.He had served various official positions in TemaRegion from 1982 to 1991. He was Deputy Ministerfor Trade and Tourism from 1991 to 1993. From1993 to 1999 he was assigned to Deputy Minister forTrade and Industry. Then, he assumed the post ofActing Minister for Trade and Industry from 1999 to2000 and became the Minister for Trade and Industryin 2001. He was a Member of Parliament for KetaConstituency from 1993 to 2009.

Ex-MI5 chief says US‘concealed suspect mistreatment’

LONDON, 11 March — The former head of MI5 hasclaimed US intelligence agencies “concealed” theirmistreatment of terror suspects. Baroness ElizaManningham-Buller said she only discovered alleged9/11 mastermind Khalid Sheikh Mohammed waswaterboarded after retiring in 2007.

In a lecture at the House of Lords, she said the UShad been “very keen to conceal from us what was hap-pening”. Her comments follow controversy over UKagents’ alleged collusion with US counterparts usingtorture techniques. US House rejects pull outfrom Afghanistan

WASHINGTON, 11 March — US House of Repre-sentatives on Wednesday voted overwhelmingly toreject a bill demanding President Barack Obama pulltroops out of Afghanistan. The House defeated thebill by a 356-65 vote, introduced by Democratic Rep-resentative Dennis Kucinich. 60 liberal Democrats and5 Republicans supported the bill.

The bill demands Obama to pull all troops out ofAfghanistan 30 days after the bill becomes law, or bythe end of the year, should he deem the 30-day timelinetoo much of a risk. Kucinich argued if Congressdoesn’t act, US troops would “stay in Afghanistan fora very, very long time at great cost to our troops andto our national priorities.”

Afghan war is a centrepiece of Obama’s foreignpolicy. He announced the decision to send an addi-tional 30,000 troops to that country last December,and foreign troops there are now in the middle of amajor push against Taliban militants in the south.House Majority Leader Steny Hoyer opposed the bill,saying “abandoning Afghanistan just when a newstrategy and a new leadership has begun to bear fruit...would be a mistake.”—Xinhua

Italy’s GDP fells 5.1% in 2009, butpositive signs appear in January

PHNOM PENH, 11 March — Cambodia will host a“Trade Fair” for the first time in Development Trian-gle among Cambodia, Laos and Vietnam, a govern-ment official said on Thursday. Son Sotha, deputy di-rector of export department of Ministry of Commerce,said that the “CLV Development Triangle Trade Fair”will be held from 13-15 March in Provincial town ofRattanakiri, the Cambodia’s far northeastern part.

He said that some 50 companies of the private sec-tors from the three countries will be there to presenttheir products. Son Sotha said the main purpose of the“Trade Fair” is to turn the area into the actual devel-opment with more awareness of the potentiality andthe connectivity among the three countries.

The “Trade Fair” will be organized at the same timeof the 5th meeting of the Joint Coordinating Commit-tee for Development Triangle Area.

Rattanakiri Province is located about 600 km, north-east of Phnom Penh—and known as one of the lessdeveloped Provinces in the country due to poor infra-structure.

LOS ANGELES, 11 March — California’s joblessrate was 12.5 percent in January, up from 12.3 per-cent in December, the California Economic Devel-opment Department (EDD) announced on Wednes-day. The 12.5 percent unemployment rate was abovethe January 2009 rate of 9.7 percent, according tothe EDD.

In the state, 2.27 million people were out of work,up from 2.23 million in December, the EDD said.The comparable estimates for the nation were 9.7percent in January, 10 percent in December and 7.7percent for January 2009.—Xinhua

CANBERRA, 11 March — Australia’s unemploy-ment rate was 5.3 percent in February after a re-vised 5.2 percent in January, new data released onThursday showed. The Australian Bureau of Statis-tics (ABS) announced on Thursday that the season-ally adjusted unemployment rate rose 0.1 percent-age points from the downwardly revised 5.2 percentobserved in January 2010.

The ABS reported the number of people em-ployed in February slightly increased, up 400 peo-ple to 10.971 million, seasonally adjusted. The risein employment was driven by a rise in full-time em-ployment, up 11,400 people to 7.660 million thatwas offset by a fall in part-time employment, down11,000 people to 3.311 million.—Xinhua

Purdue University Professor JayMelosh refutes recent alternative hy-potheses to the dinosaur extinction.

Melosh is among a panel of 41 ex-perts from Europe, the United States,Mexico, Canada and Japan that evalu-ated new core samples from ocean andland sites.

“We find that alternative hypothesesare inadequate to explain the abruptmass extinction and that the Chicxulubimpact hypothesis has grown strongerthan ever,” Melosh said. “The impacthypothesis has been widely acceptedby the scientific community, but therehas still been some debate, and we con-tinue to examine the evidence.”

About 20 years ago an impact cra-ter more than 125 miles wide was dis-covered in Yucatan, Mexico, and isthought to have caused the mass extinc-tion 65 million years ago. However,some scientists suggest that event oc-curred 300,000 years earlier and couldnot have been the cause. Those scien-tists suggest active volcanoes led toglobal cooling and acid rainfall thatkilled the dinosaurs.

The new findings are reported in thejournal Science.

A dozen centuries-old shipwrecks —some of them unusually well-preserved— have been found in the Baltic Sea bya gas company building an underwaterpipeline between Russia and Germany,Swedish experts said on Tuesday.

in FebruarySEOUL, 11 March — Kia Motors Corp, South Ko-

rea’s second largest automaker, saw a year-on-yearglobal sales increase of 39.5 percent in February thisyear, selling a total of 143,267 vehicles, the companysaid on Thursday.

The sales increase in February was a result of Kia’sdouble- digit year-on-year sales growth in all regions:it gained 128.6 percent in China with 25,435 units sold,52.7 percent in general markets with 32,578 units sold,34.4 percent in Europe with 24,992 units sold, 21.6percent in South Korea with 33,209 units sold, and11.4 percent in North America with 27,053 units sold,according to the company.

General markets include the regions in Central andSouth America, the Caribbean, Asia (excluding China),the Pacific, the Middle East and Africa. In addition,Kia’s global sales have jumped 50.6 percent year- on-year in the first two months of 2010, reaching 293,659units sold, the company said.

GARMISCH, 11 March — Olympicsilver medalist Tina Maze of Sloveniawon the final giant slalom race of theseason Thursday and Kathrin Hoelzlof Germany clinched the World Cuptitle in the event by finishing second.

Maria Riesch of Germany placedthird to cut Lindsey Vonn’s overallWorld Cup lead to 165 points withtwo races remaining. Vonn, seeking

Better communications: key to greaterdevelopment of rural areas

The government paysspecial attention to thedrive for improving theliving standard of the peo-ple in rural areas by ful-filling the requirementsone after another. Apartfrom ensuring better trans-port, supplying clean wa-ter and opening of librar-ies in each and every vil-lage, bettercommunications in rural

areas is being givenpriority.

At the invitation of UKyaw Tint, chairman ofNay Pyi Taw PyinmanaTownship PDC, to attendthe ceremony to hand overCDMA telephones to vil-lages in eastern hilly re-gion, we, Myanma Alinnews crew, went toGamontaung village ofMepauk village-tract in the

township on 18 February,2010. Thanks to emer-gence of Paunglaung Damproject, the road that lead-ing to the village is far bet-ter than it was in the past.This road is the artery forpeople of the hilly regionof eastern part of Nay PyiTaw Pyinmana. Peopleonce had to go to the down-town Nay Pyi TawPyinmana on foot from

morning to evening. As aresult of better transport,they can reach there by caror by motorbikes.

The ceremony re-flected that people are en-joying fruitful results ofachievement in communi-cation sector along withbetter transport.

U Kyaw Tint ex-plained to us that a planto hand over at least one

phone to one village-tractemerged thanks to col-laborative efforts of NayPyi Taw Command andMyanma Posts and Tel-ecommunications.

So far 16 villages in-cluded in seven village-tracts in hilly region havebeen provided withCDMA telephones with aunit price of K 550,000through the funds for all-

round development ofNay Pyi Taw District.Handsets worth K 100,000each were donated by NayPyi Taw Pyinmana Town-ship PDC through regionaldevelopment funds.

Gamontaung village isone of the villages thatwere provided withCDMA telephones. Ar-rangements are beingmade to hand over CDMAtelephones to the remain-ing 21 village-tracts in thetownship.

The ceremony to do-nate 40 water pumps to thevillages on hills by officeof Nay Pyi Taw DistrictMyanma AgricultureService of ministry ofAgriculture and Irrigationwas held on the same day.The ceremony aimed toachieving greater devel-opment of agriculture inthe hilly which has springsin large quantities, thus itis requir-ed to use pumpsto draw waterfrom thesprings.
