Prevent against avianinfluenza

Avian flu usually is a disease infected toanimals with wings. The disease occurs mostcommon among, birds, chickens and ducks. We should be aware that it can also betransmitted to human beings.

If poultry are infected with bird flu, theybecome lethargic, and layers can suffer a declinein laying eggs. Symptoms of severe flu includedifficult breathing, tears-dropping and runnynose, inflammation of head and face, bleedingof legs and joints and rash, and death rate canincrease sharply.

Receiving information about suspiciousbird flu deaths in a poultry farm in MayangonTownship, Yangon, where over 2,000 broilersare bred, Livestock and Veterinary Departmentvisited the farm and took surveillance measures. The animal disease screening lab confirmedthat severe avian flu was detected in the deadchickens of the farm and sent information aboutit to UNFAO, World Animal HealthOrganization and other related organizations.

Control measures are being taken againstthe remaining poultry, eggs and feedstuff of thefarm and those of nearby farms. Publiccooperation is necessary to stop the spread ofbird flu in the country.

If we fail to systematically control andprevent the flu, it can be transmitted directly tohumans. Particularly, it is wise to avoid exposureto infected poultry and equipment and farmsinfected with the virus.

Overall, we are to try to prevent againstavian flu by taking precautionary measuressuch as using insecticide in poultry farms forbio-security, washing hands with soap aftertouching chicken meat and eggs and makingsure that dealers keep personal hygiene.

French primary energy consumptionfalls by 5 percent in 2009

PARIS, 9 Feb—The French consumption of primaryenergy decreased 5 percent in 2009, mainly due toeconomic recession, the General Commission for Sus-tainable Development said on Monday in an economicreport. The report said France has consumed 251 mil-lion tons of oil equivalent (Mtoe) last year, as adjustedfor climate, and the energy production also fell by 7percent compared to 2008, standing at 114 Mtoe.

No one expectedthe emergence of railroadsconsidering the largenumber of natural barrierslocated in the state. Now,their dreams have cometrue one after another.

For gaining devel-opment momentum in theUnion to ensure equitabledevelopment of all the re-gions, the State Peace andDevelopment Councilbuilt railroads. On 19 May2009, an 11.46 miles longrailroad from Sittway(Pyidawtha) station toYegyanbyin station (Tech-nological University) wasput into service.

The train runs fourtimes a day from 7.30 am

Along the Sittway-Kyauktaw section, it is nec-essary to build six over-180-foot-long bridgesnamely 300-foot NayikanCreek Bridge, 452-footKyauktan Creek Bridge,2003-foot Min CreekBridge, 440-foot Kin CreekBridge, 420-foot YoeCreek Bridge and 360-fotPikauk Creek Bridge. Moreover, the plans areunder way to construct six40-160 feet long bridgesand 174 under-40-foot longbridges. The State builtroads and bridges as a net-work in the hilly, forestriverside areas of RakhineState.

Thanks to con-struction of 13 block sta-tions and 11 halt stations, the local people can eas-ily travel to Minbu. In ashort period, the peoplecan visit the regions onthe east and the westbanks of AyeyawadyRiver by train at fair fare.

Nowadays, theGovernment is striving forall-round development ofthe nation by upholdingthe national policy: Non-disintegration of the Un-ion, Non-disintegration ofnational solidarity andPerpetuation of sover-eignty.

(Hailing the 63rd Anniversary Union Day)Phoe Yan Naing (Kyaukkyi)

The Union of Myanmar is a state where variousnational races make their home together through thickand thin with nationalistic spirit (Union Spirit).

With an area of 261,228 square miles, Myanmarstretches for more than 1300 miles from north tosouth, and for more than 600 miles from east to west.Over 100 national races inclusive of Kachin, Kayah,Kayin, Chin, Bamar, Mon, Rakhine and Shan live inthe Union. They live in different regions in highlandsand plains the length and breadth of the nation, butthey share the strong sense of Union Spirit.

In the course of the history of Myanmar, nationalbrethren have upheld consolidated national unity whichis certainly the national prestige to be proud of forthem. Only after building consolidated national unitycould King Anawrahta unify the whole country intothe First Myanmar Empire (Bagan Dynasty), KingBayintnaung, the Second Myanmar Empire (ToungooDynasty), and King Alaungphaya, the Third MyanmarEmpire (Konbaung Dynasty).

Consolidated national unity is the driving forcebehind why Myanmar had stood tall as a sovereignindependent nation with own monarchs in theinternational community for thousands of years.

However, the colonialists annexed Myanmarlate in the 19th century. Casting covetous eyes to richnatural resources of the nation, they exercised twoadministrative patterns: one for hilly regions andanother for mainland, to undermine the national unityin its plot to prolong their colonial rule.

There is strong evidence in the Myanmar historythat all national races engaged in cohesion in anti-aggressive wars launched by the colonialists in 1824,1852, and 1885, and in the independence struggleslaunched from 1885 until 1948 for national liberation,

flourishing of the Sasana and regaining independenceby Young Men’s Buddhist Association (YMBA),General Council of Burmese Associations (GCBA),Our Burmese Association, Anti-Fascist People’sLiberation Front, Anti-Fascist People’s Freedom League(AFPFL), Thirty Comrades, Burma IndependenceArmy, Burma Defence Army, and Myanmar Tatmadaw.

When they had no other choices except to grantindependence, the colonialists said that they wouldgrant independence to the mainland, exclusive ofhighlands. Despite the wedge constantly driven amongnational races by the colonialists, highlanders whowere under deception of the colonialist in the endagreed to regain independence together with themainland in recognition of genuine goodwill of Stateleaders. It was at 10 am on 12 February 1947 when therepresentatives of the national races signed an agreementfor consolidated unity between highlands and plains tobuild the sovereign independent Union of Myanmarafter throwing off the yoke of colonialism. So, theycould reach the Panglong Agreement or the resolutionfor national unity. The consolidated national unity andUnion Spirit conceived the Union Day on 12 February1947.

In relation to national reconsolidation, Head ofState Senior General Than Shwe in his address to theGolden Jubilee Armed Forces Day Parade said:—

“We will have great difficulty in ensuringstability, community peace and development of thenation if the political forces of our country aredivided. Due to disunity among the political forces, our country lagged far behind other countries indevelopment. We have known well that if suchconflicts persist, the conditions of our country willgo from bad to worse. Therefore, the Tatmadaw isunder a duty to build national reconsolidation.”

The Tatmadaw was confident that it was neededto draw an enduring constitution that could guaranteeperpetuation of the Union in the democratization processin compliance with the aspiration of the people, and inthe process, only with national reconsolidation, wouldit be possible to formulate an enduring constitution. Asa result of the combined efforts made by the Tatmadawand the people, the State Constitution (2008) of theUnion of Myanmar has now been approved to achievethe national goal of building a peaceful, modern anddeveloped discipline-flourishing democratic nation.

Practising the policy “Non-disintegration of theUnion, Non-disintegration of national solidarity, andPerpetuation of sovereignty”, the government has builttrust with national race armed groups, thus achievingremarkable success in restoring stability, peace and therule of law and boosting development in border areas. In addition, the government is taking measuressystematically to transform the national race peacegroups into legally-armed border guard forces to improveState stability and peace.

With the aim of scaling up the progress of borderareas that lagged behind other regions in developmentbecause of lack of stability and peace for over 40 years, the Tatmadaw government has been pursuing thefollowing objectives:—

(1) to ensure progress of the national races in borderareas who have stood stresses and strains of theinternal armed strife that came into beingfollowing independence,

(2) to carry out tasks with the policy “Non-disintegration of the Union, Non-disintegrationof national solidarity, and Perpetuation ofsovereignty” for progress of the national racesin border areas that lagged behind other regionsin development,

(3) to eradicate poppy production in the regionsthat used to grow poppy in the time of BurmaCommunist Party (BCP) by encouraging localfarmers to grow alternative crops in place ofpoppy. In order to expedite the tasks for progress of

border areas and national races, the government formedthe Ministry for Progress of Border Areas and NationalRaces on 24 September 1992. Then, it was reconstitutedinto the Ministry for Progress of Border Areas andNational Races and Development Affairs on 30 January1994.

Then, the state promulgated many laws forprogress of border areas and national races, and hasbeen implementing the following objectives.

(1) To improve the economic, social, and transportsectors of the national races in border areas in (See page 9)

(from page 8)accordance with the policy “Non-disintegrationof the Union, Non-disintegration of nationalsolidarity, and Perpetuation of sovereignty”.

(2) To encourage national races to develop theirculture, literature, customs and traditions.

(3) To cement amicable relations between onenational race and another.

(4) To eliminate poppy farming by establishingbusinesses.

(5) To ensure security, the rule of law, andcommunity peace in border areas. In order to achieve those objectives, the

government improved economic infrastructuralbuildings in the transport, construction and energysectors to fulfil urgent and long-term requirements ofnational races, and to boost the social, economic andadministrative systems, and social infrastructuralbuildings in the education, health and public relationssectors. It also implemented systematically theeconomic enterprises such as agricultural farming, livestock farming, forestry and mining.

As to the drive for elimination of narcotic drugs, many campaigns are underway as a national duty withown human and natural resources under the leadershipof the government in order to eradicate the poppyfarming that persisted in border areas for over 100years as the evil legacy left by the colonialists. In thatregard, the government has been implementing theproject since 1999-2000 fiscal year to generatealternative ways for former local poppy farmers toearn money. Now, the international community hasrecognized the drastic fall in poppy farming andproduction in border areas.

Furthermore, the government has been applyingthe three tactics namely supply elimination, lawenforcement, and demand elimination in combinationin order that not only border areas but also the wholenation will be free from narcotic drugs by 2014.Simultaneously, it is pursuing the 15-year DrugElimination Plan in cooperation with UN agencies, international organizations, and non-governmentalorganizations for border areas to be free from narcoticdrugs. As a result, there has been a significant fall in

poppy farming and drug production, and some of theregions have been declared poppy-free zones.

Such fruitful results are largely due to the activeparticipation of the people with Union Spirit in the tasksthe government is carrying out for elimination of narcoticdrugs.

So, it can be deduced from the past events andobjective conditions of the nation that Union Spirit isnecessary for ensuring Our Three Main National Causesand national development.

In fact, Union Spirit covers the spirit of doingcorrect acts of courage with national outlook, no jealousy, the sense of cherishing and safeguarding motherland, own race, religion, literature, culture, customs andtraditions, family spirit among national races, the fervourof mutual help and national unity, remaining united intimes of emergency, and opposing decadent alien culture.

With respect to Union Spirit, in his address to themeeting with officials from the Ministry of HomeAffairs, the Ministry of Social Welfare, Relief andResettlement, the Civil Service Selection and TrainingBoard, and the Central Institute of Civil Service (UpperMyanmar) in PyinOoLwin on 16 December 2006,Chairman of the State Peace and Development CouncilSenior General Than Shwe said that the spirit hemeant was Union Spirit that inspired the people tohave great love of own race and Union; that everycitizen had to not only love their country and racebut also safeguard the Union; that in addition, thepeople had to equip themselves with the spirit ofmaking sacrifices apart from patriotism and UnionSpirit; that with Union Spirit, a citizen was ready tosacrifice his life and property in the interest of thenation; and that patriotism could be kept alive onlyif combined with sacrificing spirit.

Regarding the important role of Union Spirit,Chairman of the SPDC Comamnder-in-Chief of DefenceServices Senior General Than Shwe gave guidance at themeeting with the trainees of B.Ed Course No (37) of theUniversity for Development of National Races, sayingthat the trainees were to further rekindle the sense ofUnion Spirit of the people; and that only with strongsense of Union Spirit of the people would it be possiblefor the Union to last perpetually. And in his message to

mark the 59th Anniversary Union Day, the SeniorGeneral gave guidance that stability, peace, prosperity, development and perpetuity of the Union ofMyanmar completely rested on national unity andnational people’s dynamism of patriotic spirit.

Today, certain powers are driving a wedgeamong national races to break up national unity andrevive armed conflicts with the intention of boostingtheir political domination over the Union of Myanmar. They are also imposing economic sanctions againstthe nation and interfering in the internal affairs in thepolitical area to disrupt the economic growth rate ofthe nation. Accordingly, the people should be wellaware of such evil acts. All the people armed withpatriotic spirit have to do their bit with Union Spiritand the spirit of national unity in the drive for buildinga new, modern and developed nation.

Besides, the entire people have to maintain theunprecedented national solidarity, adhering to UnionSpirit in order that the Union of Myanmar will be ableto stand tall in the global family. The government, thepeople and the Tatmadaw are to work hard in harmonywith consolidated national unity for accomplishmentof the projects the nation has been implementing tokeep abreast of other countries.

In conclusion, I would like to exhort the entirepeople to see to the objectives of the 63rd AnniversaryUnion Day regarding them as Panglong resolution toshape the nation into a modern, developed land, whilearming themselves with a stronger sense of patriotismand Union Spirit.

Compromised family better than institutionLEIDEN, 9 Feb—The quality of care and the relationship between children and

The researchers at Leiden University looked at 58 Ukrainian 4-year-old chil-dren, with and without human immunodeficiency virus. Some lived in institutionsshortly after birth while others lived with their biological families.

The study, published in Child Development, found the quality of the relation-ships between the children and their caregivers had a bigger impact on children’sphysical growth and cognitive performance than the presence of the HIV infec-tion or the quality of the physical environment. In addition, the study found forboth children with and without HIV, even compromised family care was better forthe children than institutional care.

BEIJING, 9 Feb—Re-searchers at the Universityof Cambridge have devel-oped an artificial pancreasdevice that can improveovernight blood sugar con-trol, which brings new hopefor type 1 diabetes patients, media reported on Monday.

One problem facingtype 1 diabetics ishypoglycemia; a conditionin which blood sugar dropsto dangerously low levelsafter the use of insulin.

Autism risks detailed inchildren of older mothers

ASSOCIATED PRESS, 9 Feb—A woman’s chanceof having a child with autism increase substantiallyas she ages, but the risk may be less for older dadsthan previously suggested, a new study analyzingmore than 5 million births found.

“Although fathers’ age can contribute risk, therisk is overwhelmed by maternal age,” saidUniversity of California at Davis researcher JanieShelton, the study’s lead author.

Mothers older than 40 were about 50 percentmore likely to have a child with autism than thosein their 20s the risk for fathers older than 40 was 36percent higher than for men in their 20s.

Even at that, the study suggests the risk of awoman over 40 having an autistic child was stillless than 4 in 1,000, one expert noted.

The new research suggests the father’s ageappears to make the most difference with youngmothers. Among children whose mothers wereyounger than 25, autism was twice as common whenfathers were older than 40 than when dads were intheir 20s. The findings contrast with recent researchthat suggested the father’s age played a bigger rolethan the mother’s. Researchers and other autismexperts said the new study is more convincing, partly because it’s larger. —Internet
