China expected to grow 9.5% in 2010BEIJING, 3 Jan—China is expected to grow by about 9.5 percent in 2010, state

media has quoted a government think tank as saying, exceeding forecasts made byoutside experts for the new year.

The world’s third-largest economy will be boosted by double-digit growth inreal estate investment and mild inflation, the State Council’s Development Re-search Centre said on Friday in a report published in the China Economic Times.

“In 2010, the external environment will remain rather grim but it will not dete-riorate further,” Zhang Liqun, a macroeconomist at the centre, said in the report.

Zhang added that exports — a key driver of economic growth — would start togrow again in the coming year.

The think tank’s 2010 economic growth forecast is well above Beijing’s oft-stated target of eight percent — seen as crucial for job creation and ensuring socialstability — and is higher than estimates for 2009.

For 2010, the Asian Development Bank has put its economic growth forecastfor China at 8.9 percent, while the International Monetary Fund predicted growthof nine percent.—Internet

French industry fearsrevised carbon tax

FRANKFURT, 3 Jan—Theeurozone’s new year her-alds a debt crisis that hasalarm bells ringing andmarkets tracking govern-ment plans to tame thegrowing shortfall.

Officials have bor-rowed heavily to pull the16-nation zone out of itsfirst recession, and debtlevels are set to smash ahuge hole in the ceiling setby the European Union inits Stability and GrowthPact. Soaring budget defi-cits, low growth and bank-ing sector support “arefeeding into significantly

higher public debt levels,”the European Commis-sion has warned.

Average eurozone“public debt could reach84 percent of GDP (grossdomestic product) by2010, an increase of 18percentage points from2007,” it said, far abovethe pact’s limit of 60 per-cent. Government debtratings have been down-graded in Greece by allthree major internationalagencies, and by some ofthem in Ireland and Spainas well.

The Fitch agency has

urged all governmentswith top ratings to tamedebt, mentioning in par-ticular Britain, which isnot a eurozone member, along with France andSpain, which are.

Germany, long consid-ered the cornerstone ofeurozone fiscal discipline, forecasts public debt ataround 78 percent of GDPthis year, while in France, the second biggesteurozone economy, pub-lic debt jumped to a record75.8 percent in the thirdquarter of 2009.

WELLINGTON, 3 Jan—New Zealand crude oilproduction increased 17percent in the third quar-ter of 2009.

The increase, reportedin the New Zealand En-ergy Quarterly, waslargely due to the Maarifield in the Taranaki Ba-sin reaching full produc-tion, Energy and Re-sources Minister GerryBrownlee said on Sunday.

“Increased productionof crude oil is a step in theright direction, given themassive economic ben-efits of a buoyant petro-leum industry. On the

back of this, productionexports of crude and con-densate were up 17 per-cent on the previous quar-ter,” he said in a state-ment.

It was “heartening” tosee production levels lift-ing with an intensive sum-mer drilling season begin-ning, he added.

“New Zealand’s petro-leum resources are largelyuntapped - increasing ex-

ploration activities here isthe first step in realizingthe government’s goal ofa thriving industry.”

PARIS , 3 Jan—TheFrench government’s firstjob for 2010 is to revise itsplanned carbon emissionstax, raising fears amongbusinesses they will behurt by changes to theenvironmental measure.President Nicolas Sarkozymade the tax a pillar of his2010 budget, aiming toreduce emissions by tax-ing them and redistribut-ing the revenue to rewardhouseholds that cutcarbon fuel consumption.

But while pursuing en-vironmental reforms onthe one hand, Sarkozy

risks jeopardising anotherof his major priorities:making French businessesmore competitive.

The tax, which the gov-ernment has been forcedto revise after a court rul-ing on Wednesday, “willbe a new blow for our ex-ports and jobs,” said YvonJacob, president of theGroup of Industry Federa-tions.

The constitutionalcourt struck down the pro-posed tax just days beforeit was to kick in, rulingthat it created inequalitiesby placing the burden ofcuts on a minority.

The plan offered toomany exemptions andwould have allowed ma-jor polluters to dodge thetax, it ruled. This raisedconcerns among businessleaders that efforts to evenout the tax will harm theircompetitiveness.

PERSPECTIVES of the Independence Day of the Union of Myanmar. The Myanmar people cherish their own country.

They have had the innate duty to value their ownrace. They also have the fine tradition of preservingtheir literature, culture and customs. With thestrong patriotic spirit, the Myanmar people cannotbear having their national integrity harmed.

Despite having fine traditions and goodspirits, Myanmar lost her independence in thelate 19th Century after being invaded by theimperialists. Without independence and freedom, the entire national people had bitter experiencesunder the colonial rule subject to varioussuppressions.

Myanmar regained independence and

sovereignty when Myanmar patriots fought fiercebattles with the colonialists and Fascists, riskingtheir lives. In free and independent nationhood, the people have enjoyed the tastes of peace andstability and prosperity.

Now the country is striving for emergence ofa peaceful, modern, developed democratic nationdesired by the entire people. So it is shaping ademocracy by adopting and implementing theseven-step Road Map.

With peace and stability prevailingnationwide, Myanmar is enjoying fruits ofdevelopment. All the national people are to activelytake part in nation-building tasks with full patrioticspirit.

When the Union was about to collapse in 1988,the Tatmadaw had to take over the State duties. Up to2008, there were no changes in honorary titles andmedals and most were awarded in accord with thesystem practised in the period of Myanmar SocialistProgramme Party. After the order No.33/2001 of theState Peace and Development Council was issued on13 September 2001, 30 kinds of medals have beenpresented instead of 24 kinds in the past. Presenthonorary titles and medals are found to be the same asthe ones conferred on those who practised and pro-moted socialism. So, with the aim of keeping abreast ofthe changing era and systems, the State has prescribednew honorary titles and medals.

The State is in democratic transition in linewith the seven-step Road Map and multi-party generalelections, the fifth step, will be held in 2010. After the

elections, a democratic nation will come into shape. So, those who serve the best interest of the State and thepeople in changing into a democratic nation and build-ing a future State will have to be awarded in accord withthe democratic system.

To catch up with the era and systems in award-ing and honouring people, measures were taken tocontinue using some of the prescribed medals, to cancelsome, to prescribe some again and to improve somebased on the original essence.

It is learnt that the provisions on honorarytitles and medals that have been issued now are not newand they are the ones used in the parliamentarydemocracy period to be used in line with the presentera. The following are the honorary titles and medalsand classes issued today:1. Thingaha Title

Engineered tobacco plants have morepotential as biofuel, US study shows

LOS ANGELES, 3 Jan—Increasing the oil in to-bacco plant leaves may bea step towards using theplants for biofuel, a newstudy suggests.

Researchers from theBiotechnology Founda-tion Laboratories (BFL)at Thomas Jefferson Uni-versity said they haveidentified a way to in-crease the oil in tobaccoplant leaves, thus pavingthe way for turning the

plants into biofuel. Their findings were

published in the Januaryissue of Plant Biotechnol-ogy Journal.

Tobacco can generatebiofuel more efficientlythan other agriculturalcrops. However, most ofthe oil is typically foundin the seeds — tobaccoseeds are composed ofabout 40 percent oil perdry weight.

Although the seed oil

has been tested for use asfuel for diesel engines, to-bacco plants yield a mod-est amount of seeds, atonly about 600 kg of seedsper acre.

But researchers at BFLsought to find ways to en-gineer tobacco plants, sothat their leaves expressedthe oil.

Typical tobacco plantleaves contain 1.7 percentto 4 percent of oil per dryweight.—Xinhua

TEL AVIV, 3 Jan—Is-raeli researchers say giv-ing everyone the anti-oxi-dant vitamin E may not bea good thing.

The researchers at theTel Aviv UniversitySackler School of Medi-cine in Israel say theirstudy finds average qual-ity-adjusted longevitywas 0.30 of a year shorterin treated people than inuntreated people.

“This, of course, doesnot mean that everybodyconsuming vitamin Eshortens their life by al-most four months. But on

average, the quality-ad-justed longevity is lowerfor vitamin-treated peo-ple. This says somethingsignificant,” study co-re-searcher Ilya Pinchuk saidin a statement. “We’venow concluded that goingto the grocery or to ahealth food store to buyvitamin E supplements, for the most part, won’t doyou good. In some casesit can do harm.”

Pinchuk and colleaguesexamined data for morethan 300,000 subjects inthe United States, Europeand Israel to determinequality-adjusted lifeyears. For instance, a per-son healthy during thefirst 10 out of the 20 yearsof the study scored 10 forthe first 10 years but afterbeing struck by a strokeand becoming dependenton others scored 5 for thenext 10 years for a total ofquality-adjusted lifeyears.—Internet

The researchers foundsmokers had 11 percenthigher rates of the diseasethan other women theirsame age. Smokers overage 80 were 5.5 timesmore likely to developthe disease than womentheir age who did notsmoke.

“The take-home mes-sage is that it’s never toolate to quit smoking,” DrAnne Coleman, thestudy’s lead author, saidin a statement. “Wefound that even olderpeople’s eyes will benefitfrom kicking the habit.”

Coleman and col-

leagues followed a groupof 1,958 women who un-derwent retinal photo-graphs at five-year inter-vals. Seventy-five of thewomen — 4 percent —smoked and the research-ers compared retinal im-ages at ages 78 and 83 toevaluate whether smok-ing affected the women’slikelihood of developingthe disease comparedwith non-smokers.

The findings are tobe published in theJanuary issue of theAmerican Journal ofOphthalmology.

LIVERPOOL , 3 Jan—Australiamidfielder Tim Cahill fired Everton intothe FA Cup fourth round as his 50th goalfor the club inspired a 3-1 win againstCarlisle on Saturday. David Moyes’ sidehad struggled to see off their fiestyLeague One opponents at Goodison Parkafter Kevan Hurst cancelled out James

Vaughan’s early opener for the hosts. It needed a typically predatory finish

from Cahill, who reached his half centuryof goals in his 192nd appearance for theToffees, eight minutes from full-time toshatter Carlisle’s resistance beforeLeighton Baines put a flattering gloss onthe score with a late penalty.
