MILITARY BUY BACK PROGRAM
Prior military members are eligible to buy back up to
5 years of military service towards NAF Retirement
if they meet the following requirements:
- Have prior U.S. military service and are not
receiving military retirement pay or other federal
retirement benefits.
- Are regular NAF-paid employees, or appropriated
fund-paid employees who were formerly NAF and
remained in the NAF retirement plan.

What is a 401(k) Savings Plan? – Section 401(k) of the Internal Revenue Code permits employees to establish retirement savings plans
for their employees. The 401(k) allows employees to contribute a portion of their salaries to the Plan. Employees may also contribute
matching funds. Employee and employer contributions, plus earnings from these contributions are not subject to federal income tax until
withdrawn from the plan.
Annual performance evaluations are now due for the
performance cycle of 1 Oct 08-30 Sep 09.
All NAF employees must be aware of what is expected of them in
their current position. Performance standards prescribe the quality,
quantity, and timeliness of job performance that are essential for fully satisfactory performance in a specific position. The
performance evaluation is a measurable and realistic evaluation that
assesses the quality of work performed and the standards of
personal conduct and behavior that are essential for the successful
performance in the position. Employees with less than 90 days of
employment as of 30 Sep 09 will not be evaluated until the next performance cycle (1 Oct 09-30 Sep 10).
Service Recognition Award: This award reflects recognition of
long and faithful service for regular NAF employees. Recognition is given for 5, 10, 20, 30, 40, and 50 years of creditable service, which
includes all APF and NAF civilian service, and all honorable
military service, which are creditable for leave.
Within-grade Increases Waiting Period for Regular Employees
If you are a regular NA, NL, NS employee the waiting period for
your step increases are as follow:
From Step 1 to Step 2 – 6 months
From Step 2 to Step 3- 1 1/2 years
From Step 3 to Step 4 – 2 years
From Step 4 to Step 5 – 2 years
Within-grade Increases Waiting Period for Flexible Employees
From Step 1 to Step 2 – 130 workdays in no less than 6 months
From Step 2 to Step 3 – 390 workdays in no less than 1 ½ years
From Step 3 to Step 4 – 520 workdays in no less than 2 years
From Step 4 to Step 5 – 520 workdays in no less than 2 years

Current NAF employees applying for other NAF positions within the Squadron must complete an AF 2550 in
order to be considered for the other vacancies. The AF 2550 must be thoroughly completed with all the
signatures and work/education experience necessary for qualifying for the new job.

If you did not participate in the Life Insurance plan when first eligible (within 30 days of conversion to regular status or
date of hire), an Evidence of Insurability form must be submitted and approved by the insurance underwriter if
enrollment is requested. If this is your situation, contact the HRO for more information.
If you are retiring from NAF employment, please contact
the HRO at least 90 days prior to your retirement date.
You may elect to receive an annuity for your life only or
survivor annuity for a spouse or beneficiary in the event of
your death.
NAF Retirement Eligibility
To be eligible to participate in the Plan, you must be a NAF employee under regular appointment (excluding off-duty military) and be employed
by an AF NF NAFI) You will be eligible for enrollment 1 year after
becoming a regular employee. The current employee contribution to the Plan is one (1) percent of your basic rate of pay by payroll deduction and
your employing NAFI contributes the balance required to fund the Plan.
If you do not enroll when first eligible, you may still join at any later date. If your employment terminates before you complete 5 years of
credited service, you would receive your contributions plus interest
accrued. After 5 years of credited service, you may choose a refund or a
deferred annuity.
Retirement Options:
Normal Retirement: If you are 65 years of age, regardless of your years
of credited service you may retire with an unreduced annuity.
Voluntary Early Retirement: If you are at least 62 years of age and
have completed at least 5 years of credited service; if you are at least 60 years of age and have completed at least 20 years of credited service; or if
you are at least 55 years of age and have at least 30 years of service, you
may retire with an unreduced annuity.
Optional Early Retirement: If you are at least 52 years of age and have completed at least five years of credited service, you may retire with an
annuity that will be reduce by four percent for each full year that your
annuity commencement precedes age 62.
Delayed Retirement: If you continue to work beyond your 65th birthday,
you may retire at any time, regardless of how many years of credited service you have completed and will receive a lump sum payment in the
amount equal to your contributions to the Plan plus interest.
Involuntary Retirement: If your employment is involuntarily terminated
as a result of a business based action and you have completed at least 25
years of credited service, or you have at least 50 years of age and have completed at least 20 years of credited service, you may retire with an
annuity that will be reduced by 2 percent for each full year your annuity
commencement date precedes your 55th birthday.
If you are applying for retirement, you must provide to the HRO the
following:
Proof of Age Document (birth certificate, naturalization papers,
passport, etc)
Social Security Award Certification letter (letter from social security
showing employee benefits by age 65)
Most recent leave and earnings statement (pay stub)

A little bit of history: Back in the 80s in an effort to reduce federal spending, Congress changed
how federal employees pay was calculated; as a solution, they increased the work year from 2080
hours to 2087 hours to make up for those infrequent years where there are actually 27 pay periods
therefore, the annual wages that federal employees receive is based on multiplying the employee
hourly rate by 2087 hours; or by dividing your yearly salary by 2087 to get your hourly rate.
