He sought nationwide debate on electoral reforms. Shri Chouhan observed this while addressing the Independence Day celebration function at Bhopal. Shri Chouhan said that elections go on so frequently that the precious time is lost and development processes are affected. He said that the elections to Lok Sabha and State Assembly should be held only once in five years. There should be fixed tenure of State Assembly. In case of death of any member of Lok Sabha or State Assembly, another member on the basis of votes of political party should get a chance. He stressed on state funding to meet election expenditures. People will be informed about their right to have the public services delivered on time. It is worth mentioning here that Madhya Pradesh Public Service Delivery Guarantee Act 2010 has won the prestigious UN Public Service Award 2012. Addressing the Divisional Commissioners and Inspectors General of Police through regular video conferencing in the last week of August, the Chief Minister Shri Shivraj Singh Chouhan asked them to be sensitive to implementation of the Act in letter and spirit. He asked the divisional commissioners to carry out sudden inspections and also get feed back from the people. Laxity at any level will not be tolerated, he added saying that the only objective of the Act is to ensure that people get the services on time and the chances of corrupt practices are minimized. Currently, 52 services of 16 departments have been notified under the Act and 26 more will be included . Besides, 336 Lok Seva Kendra (Public Service Centres) are also coming up across the state. The Chief Minister Shri Shivraj Singh Chouhan himself is pro-actively approaching the forward-looking investors. In the series of holding dialogues with the investors, Shri Chouhan focused on renewable energy sector, which offers immense investment potential. The event took place at New Delhi on 6th September, 2012. The Chief Minister Shri Chouhan addressed the potential investors after dialogue session. Key points – Ÿ M.P. is committed to harnessing non-conventional energy resources and will take it up with missionary zeal. Ÿ M.P. is now a developing state offering immense investment opportunities. Ÿ Currently it is producing 8,000 MW power. All villages will have quality electricity supply by 2013. Ÿ Small hydel power projects being encouraged. Ÿ Renewable energy projects will be given special concessions. Minister for Renewable Energy Shri Ajay Vishnoi elaborated the policy initiatives. Secretary Renewable Energy Shri S.R. Mohanty underlined the investment potential describing it as investment for the future. Recently, Madhya Pradesh was in news for announcing its Solar Energy Policy. The Wind Power and Biomass Energy Policies have already been announced. There are several reasons for the investors to think about Madhya Pradesh. The State has 300 sunny days. Neemuch, Mandsour, Sheopur and Rajgarh have excellent solar radiation upto 6.2 kWh/Square.m. The state is targeting to realise 870 MW from solar power generation units by 2014. Besides, four solar parks have been planned at Mandsour, Neemuch, Rewa and Sheopur. With 2,931 MW potential, Madhya Pradesh offers ideal sites where wind power density is above 200 w/sq.m. The potential districts include- Dewas, Badwani, Betul, Ratlam and Shajapur districts. The target is to generate 1200 MW by 2014. Being an agrarian state, it has also naturally fallen foliage in abundance. Madhya Pradesh produces enough biomass. The ideal districts having potential include Khandwa, Dhar, Khargone, Badwani, Dewas and Jhabua. Investments to the tune of ` 1500 crore are expected by 2014. Shri Chouhan urged the Prime Minister to provide central assistance of ` 525 crore for the affected families and re-building the damaged infrastructure. Prime Minister Dr. Manmohan Singh assured Shri Chouhan of all possible help. Shri Chouhan informed the Prime Minister that excessive rainfall in the last week of July and the first week of August caused loss of lives. Crops got damaged. Civic infrastructure & household properties also suffered loss. Soybean suffered a major damage. Shri Chouhan said that major districts like Bhopal, Hoshangabad, Harda, Raisen, Vidisha, Sehore, Ujjain, Dewas, Khandwa, Khargone, Dhar, were severely affected resulting into the loss of human lives, damage to crops, road network and public properties. Shri Chouhan also drew Prime Minister's attention to the recent increase in the price of fertilizers, specially DAP, Potash etc. and requested to him to roll back the hike. He also urged the Prime Minister to take suitable steps for amending the Food Security Act to make it more practical. Regarding banning of tourism activities in National Parks and reserve forest areas Shri Chouhan apprised the Prime Minister of adverse effect on the livelihoods of thousands of indigenous people living in the forest areas. He urged Dr. Singh to intervene into the matter and find out amicable solution. C.M. Former Deputy Prime Minister Shri L. K. Advani flagged off the special train from Habibganj Railway station Bhopal. The pilgrims were offered shawls, stalls, coconut amidst chanting of Vedic hymns by the specially invited priests. A group of saints led by Peethadheeshwar of Kamdgiri Peeth Swami Ramanandacharya chanted hymns and explained to the pilgrims the significance of Rameshwaram Pilgrimage. Ÿ Pursue the teachings of Lord Rama in public life. Ÿ Set high moral standards. Ÿ Participation in this event is an opportunity to have a divine experience. Madhya Pradesh is all set to revive its Law Commission. The state government will provide an assistance of lump sum amount of ` 12,000 to the new entrants in the legal profession to help them start legal practice. The Chief Minister Shri Shivraj Singh Chouhan made this announcement while addressing the Lawyers’ Panchayat (dialogue forum) at CM House. Shri Chouhan agreed in principle to enact Advocates’ Protection Act saying that opinion of legal experts would be sought. The Chief Minister said that the advocates will now have representation in the revenue board. He announced financial assistance of ` one lakh for the families of lawyers in case of death. The Bar Council will contribute ` one lakh. Thus the bereaved families will have ` two lakh. He said that a fund would be created for treatment of advocates suffering from serious diseases. Libraries at Tehsil level would be enriched. Law officials and government pleaders would get enhanced honourarium. The bar council associations will be provided lands for their offices at nominal rates on the basis of availability of land. The state government will extend all possible cooperation for constructing the building of bar council at Jabalpur.

Madhya Pradesh will observe Public Service Week from September 25 to October 2, 2012. People will be

informed about their right to have the public services delivered on time. It is worth mentioning here that Madhya

The new Industrial Policy of Madhya Pradesh will focus on agri-business and food processing, textiles,

automotive and auto components, tourism, pharmaceutical, bio-technology, IT/ITES, healthcare, skill

development and logistics & warehousing. The state cabinet endorsed amendments in the policy.

Under the revised policy, special assistance will be provided for setting up industrial and high-tech parks in

private sector. Assistance equivalent to 15 percent of development cost subject to a maximum of Rs. five

crore will be given on establishment of minimum 10 units in minimum100 acre area and on providing

regular employment to minimum 250 persons.

The policy seeks to do away with the export tax charged by the local bodies. Relevant legislations will be

suitably amended for this. The Finance Department will adequately fund the Urban Administration&

Development Department enabling it to reimburse entry tax to the local bodies. The compensation amount

will be limited to the quantum of entry tax being realised by local bodies presently.

In order to create a land bank comprising suitable government/private lands for industrial use, requisite

amendments will be made in the existing laws. Madhya Pradesh Industrial Lands and Industrial Buildings

Management Rules-2008 will also be suitably

amended.

The policy provides for granting facilities like

mother units to vendor units of big automobile

and textile sector industries if vendor units

sell 75 percent of their products to mother

units.

Capital investment subsidy under the new

policy will be at the rate of 15 percent upto a

maximum of ` 15 lakh for micro and small

industries in all the districts and at the rate of

20 percent upto a maximum of ` 20 lakh for

scheduled caste, scheduled tribes, women and

disabled categories.

Micro and small industries of thrust sector will

have 25 percent investment capital subsidy

upto a maximum of ̀ 30 lakh.

The policy provides for special package to

industrial groups investing more than ` 20

thousand crore but less than ` 50 thousand

crore and more than ̀ 50 thousand crore.

Madhya Pradesh is a land of opportunities and bounteous resources. It is custodian of communal harmony and peace. Saying so is easy but extremely arduous is the task of managing a state with so much socio-cultural religious and ethnic diversity. Thanks to the recent innovations in governance, Madhya Pradesh earns fame for so many good reasons. Development issues differ from region to region. Mahakaushal, Malwa, Vindhya regions have their own development priorities. Therefore a pragmatic approach has been applied to policy making. Either policies be so flexible to accommodate enormous changes or they be so futuristic to keep pace with the changing contexts and scenario. The policy designing in Madhya Pradesh, therefore takes into account three fundamental elements – Transparency, Dialogue with Populace, and people-centric development methodologies leaving enough space for innovations. Amendments to the Industrial Promotion Policy and the new IT Investment Promotion Policy – 2012 distinctly underline the pragmatism in policy governance. The most remarkable feature of governance in Madhya Pradesh is the simultaneous growth in economic and social sectors. Economic growth msut have impact on social sector. The social sector must respond to the economic growth for a positive change in the economy and human d e v e l o p m e n t i n d i c e s . T h e e c o n o m i c infrastructure building is going on at pace. Some sectors like food processing, I.T. and logistics require attention not only for the state’s economy but also for the national economy. The month of September assumes special significance for Madhya Pradesh. First – the maiden batch of pi lgrims left for the Rameshwaram pilgrimage under country’s unique Chief Minister Pilgrimage Scheme. Secondly, the state will be observing Public Service Week on a massive scale from September 25 to October 02, 2012. In sum, Madhya Pradesh has awakened to its strengths and is taking giant steps. New Information Technology Investment Policy-2012

The new Information Technology Investment

Policy-2012 of Madhya Pradesh aims at augmenting

investment in Information Technology industries.

The state cabinet approved the policy, which seeks

to create maximum job opportunities for state’s

youths, maximize development opportunities and

improving basic infrastructure in towns.

The policy says land will be allotted to information

technology companies at 25 percent of the collector

guideline rate for upto 99-year on lease. Each

company will have to provide jobs to 100 IT/ITES

professionals, 50 percent of which will have to be

reserved for the local people. The State Government

will reimburse 50 percent cost of imparting skill

gap training to IT professionals of Madhya Pradesh

upto a maximum limit of ` 10 thousand per

personnel.

Shri Chouhan said that the same educational

facilities should be available to children of

the poor and the rich families. Expressing

concern over the inflated rates of fertilizers,

he said that these should be immediately

reduced. Farmers should not be left to the

mercy of international market.

The Chief Minister said that Madhya Pradesh

is achieving new development milestones

with cooperation of people. In last five years,

the state has achieved excellent growth rate

exceeding the targets. The agriculture

growth rate has increased by two fold. He

said there is need for the same passion and

enthusiasm for development with which war

for independence was fought.

I-DAY ADDRESS - HIGHLIGHTS POLICY BRIEFThe present storage capacity is 91 lakh metric tonnes. Storage capacity of 60 lakh metric tonnes is proposed to be developed in the coming years.The policy provides for reservation of 10 percent land in new proposed industrial areas. Warehouses will be constructed on minimum 50 acre in ten districts. Land for warehouses will be allotted at rates fixed for small industries. Storage capacity will be limited upto 20 lakh metric tonnes on first-come-first-serve basis. Subsidy of 15 percent upto a maximum upper limit of ` 2.25 crore will be given on capital investment worth ̀ one crore or more on warehousing construction. Loan subsidy of five percent subject to upper maximum limit of ` 1.70 crore will be given for seven years. Provision of 20 percent VGF has been made on construction of silo storage. Five-year business guarantee will be given. Building the storage infrastructure will involve a total investment of `1231 crore and subsidy worth ̀ 173 crore.

Madhya Pradesh has come up with its ambitious Technical & Skill Development Policy-2012, which

sets a target of imparting training to 48 lakh persons during the 12th Five-Year Plan through National Skill Development Corporation.

Maximum five acre land will be given on 30-year lease free of cost of setting up ITI in un-served development blocks. For establishment of high-end ITI, subsidy of 25 percent of the capital cost (equipment and building inclusive) and 20 percent on ordinary ITI will be given in three installments.

A maximum amount of ` 2.50 lakh will be given in two installments for purchase of equipment only. Reimbursement of tuition fees for 50 state government sponsored seats will be made for maximum 10 years as per conditions. Reimbursement of 50 percent of training cost to instructors of ITI Skill Development Centres established under the scheme will be given as per conditions.

77,600 MT Storage Capacity In

Bundelkhand Region The Bundelkhand region will have improved storage capacity of 77

thousand 600 MT with 27 go-downs coming up soon in the region. The

Madhya Pradesh Mandi Board, Madhya Pradesh Marketing Federation

and Madhya Pradesh Warehousing Corporation have been

assigned the responsibility to ensure timely completion.

Seven go-downs of 21,600 MT storage capacity will be

constructed in Sagar district, three go-downs of 9,400

MT capacity in Damoh while Panna district will

have three go-downs of 9,200 MT capacity,

Tikamgarh district – four go-downs of

11,200 MT capacity, Chhatarpur

district - six go-downs of 18,200

MT and Datia - four go-

downs of 8,000 MT

capacity.

The storage capacity is increasing faster in Madhya Pradesh. (In lakh MT). The new Logistics Policy will expedite the process of building storage infrastructure.

The Chief Minister Shri Shivraj Singh Chouhan has urged the Centre to include Madhya Pradesh in the list of areas

producing Basmati Rice as it fulfils the eligibility criterion for award of G.I. Certification by APEDA. Shri Chouhan met the Union Commerce & Industry Minister Shri Anand Sharma at New Delhi and requested him to include Madhya Pradesh in the list of areas producing Basmati Rice. The Union Minister Shri Anand Sharma assured the Chief Minister to look into the matter and extend all possible help in this regard.

Shri Chouhan said that Gazetteers of pre-independence period, records of collection of germ plasm etc. establish without doubt that Basmati Rice was traditionally cultivated in the state even before the introduction of Basmati in the states of Haryana & Punjab, which are already included by APEDA in G.I. area.

He informed that Basmati is presently cultivated in more than 60 thousand hectares of land in the state. Five mega processing plants of Basmati Rice are in Raisen & Katni districts for domestic sale and export.

Tourism has been accorded industry status in Madhya Pradesh in the state tourism policy.

Provisions have been made for subsidy to heritage hotels. If a private building is converted into and run as a heritage hotel by the building owner or any other investor, then 25 percent subsidy or ` 1.50 crore, whichever is less, will be payable on capital investment expenditure. The subsidy will be given when an investor would have run the heritage hotel for one year after developing it as heritage hotel and would have been classified as a heritage hotel by the Hotel and Restaurants Approval and Classification Committee.

The State Tourism Policy also provides for subsidy to investors on construction of budget hotels at prominent religious places. If such a hotel is constructed on the departmental land bank, then 20 percent subsidy or ̀ 50 lakh, whichever is less, will be payable. Subsidy on land price will not be given in such cases. A budget hotel will be eligible for subsidy/exemption only when 50 or more rooms are built in it and rent is not more than Rs. two thousand per day per room. El ig ibi l i ty of subsidy/exemptions on construction of dormitory will be given only when minimum 100 beds are available in it and per bed rent is not more than ` 200. On priority, big convention centres will be built at Bhopal and Indore and medium-level centres at Jabalpur and Gwalior.

Madhya Pradesh will create additional storage capacity of 20 lakh MT in coming two years in

collaboration with private sector. It has announced its Warehousing & Logistics Policy-2012.
