M ay 8th through 12th
marked the first-
ever session of the
APWA Illinois Roads Scholar
Program. Thirty-nine at-
tendees comprised the first
class, which met at the Keller
Convention Center in Effing-
ham, Illinois for a full week of
power training. Attendees
experienced subjects such as
flagger training, traffic inci-
dent management, snow and
ice control, electrical distribu-
tion system safety, work zone
safety, trenching and shoring,
mower safety, as well as ses-
sions relative to understand-
ing personality differences
and how to be a great team
member.
In our mission to provide edu-
cational opportunities for
members and future mem-
bers, this new Chicago Metro
Chapter offering is designed
for front line road right of way
workers, with the goal of form-
ing the safest, most knowl-
edgeable, teammates in the
country. This one week per
year, three-year program
brings an immense amount of
education to your team mem-
bers, provides great value for
the cost, and takes place in a
nice compact one-week pack-
age.

Fox Valley Branch Scholarships

O n a beautiful sunny
day known as June
13th, the Fox Valley
Branch (FVB) got together to
celebrate our scholarship re-
cipients at Randall Oaks Golf
Club. The Fox Valley Branch
Scholarship award process is
quite different than any other
Chicago Metro branch! The
FVB awards more money than
any other branch! Interviews
are conducted with applicants
in order to get to know the
students on a more personal
level. This allows the Branch
to stay in touch with them, and
assist in their search of both
summer internships and full
time employment. Many
scholarship recipients have
become active members of
APWA throughout the Chicago-
land area. We are very proud
of this accomplishment.
The Fox Valley Branch has
been awarding scholarships
for 30 years. Our total amount
awarded has been $158,380.
We have awarded scholarships
to 26 different universities,
and there have been 135 Indi-
vidual scholarships awarded in
total.
This year's amazing recipients
are majoring in Civil Engineer-
ing unless noted, and are:
Sarah Magnuson, Senior
at Marquette University
with a minor in Concentra-
tion in Engineering Lead-
ership. This summer Sa-
rah is interning with
Hampton, Lenzini and
Renwick Inc.
Anish Bhatt, Junior at
Iowa State University
where he is also earning a
certificate in Leadership
Studies.
David Farrell, Freshman
at University of Illinois,
graduate of Marmion
Academy. He will focus
on transportation.
Connor Hull, Junior at
Ohio Northern University.
He will minor in music.
Luke Kazmer, Junior at
Marquette University.
Currently, he is working as
a co-op student at
Baxter & Woodman.

Centre/Highway
Academy is an
organization which began in
2008, when founders Teresa
Wati and Stephen Juma estab-
lished a school and orphanage
to give the increasing number
of impoverished and orphaned
children in Bukembe Village,
Kenya a great education and a
home. Today, the organization
has grown extensively with the
establishment of Wema Chil-
dren, Inc., the USA-based
chapter, which facilitates a
variety of financial support
and on-the-ground support
from multiple high schools
and colleges.
While on a service trip to Hon-
duras in 2014, Alan Phelps
(Baxter & Woodman) learned
about Wema through a friend
he had met. He was informed
that the borehole which sup-
plies the schools and the or-
phanage had become contam-
inated with high turbidity and
pathogenic bacteria which
infected 50 of the children
with typhoid. Alan took it upon
himself to research solutions
and collect useful data to
make a proper recommenda-
tion. As Alan continued to
work on collecting data, it
became obvious to him that
there were too many variables,
many of them uncertain, to be
able to make a responsible
recommendation alone. Alan
recruited the help of an old
friend from college to gain a
second opinion. A few emails
and one conference call later,
Alan put the project through
the Chicagoland Professional
Chapter of Engineers Without
Borders, recruited an experi-
enced design team, and spent
the summer, fall, and winter of
2016 gathering data, coordi-
nating with Wema’s own vol-
unteers, working with their old
contractor, and creating a
water treatment design.
The design consisted of a
pressurized granular media
filter and a drop tablet chlorin-
ator. As simple as it may
sound, the specifications of
the existing pump caused
seemingly endless challenges
with pressure requirements,
making it difficult to devise a
treatment system which would
remove the contaminants
while still having enough pres-
sure to convey water up to a
tank where the outlet was
located up another 6.5 me-
ters. These issues required
for a complete re-design only
3 weeks before departure to
Kenya for implementation.
Thankfully, a local vendor and
ins ta l le r h ad a p re -
manufactured filter which fit
the design criteria quite nicely.
Unfortunately, at the time of
travel, only one other person
from the design team could
travel. Alan reached out to
multiple networks and ended
up with a team of 5 talented
and dedicated professionals,
including coworker Mark
Dachsteiner. Mark provided
excellent project management
and construction observation
at the time of installation.
Mark and Alan agreed that
despite the challenges faced
during construction, the pro-
ject was a huge success and
they intend to return in the
future to assist Teresa and
Stephen with future water and
energy projects.

2017, the APWA
Young Professionals
(YP) hosted the 5th Annual
Top Golf Event. This year we
were at the Top Golf facility in
Naperville, Illinois.
Approximately 35 attendees
enjoyed two hours of friendly
competition while warming up
their golf in anticipation of the
upcoming golf season. Both
Young and Experienced Pro-
fessionals were able to net-
work, dine, and play through-
out the event. A good time
was had by all!

T he Chicago Metro
Chapter Conference
and Exposition 2017
was a great success! After an
11-year hiatus, Chicago Metro
Chapter went back to the
birthplace of our Expo: the
Villa Park Odeum. Although
our old friend the Odeum has
not really changed in the years
we have been apart (can you
say “retro”?), Chicago Metro
Chapter has changed a lot, so
there was lots of work re-
quired to fit our new footprint
into a smaller space and still
make it fun. Some of the high-
lights of the two-day show
included:
a full house on the expo
floor including equipment
and vendor demonstra-
tions
a fun hospitality booth
with games, donuts, chur-
ros, ice cream, IPSI, IP-
2,000 participants on site to
view the show, attend educa-
tion sessions, participate in
the Roadeo, volunteer or just
hang out.
We were lucky to have a visit
from PW Paws, the APWA
mascot! He toured around
the floor, education sessions
and roadeo making everyone
smile and posing for some
photo ops.
Thank you to all our Volun-
teers and Speakers! Without
you, we could not put on the
event so seamlessly! Hope to
see everyone back next year
for Expo 2018!

Branch Scoring
All five branches of the APWA
Chicago Metro Chapter com-
peted in the Chapter Chal-
lenge. Upon registration for
the race, all participants must
pledge to a Branch. The
scores from the four fastest
members of each branch are
combined. For the past three
years, the Fox Valley Branch
has reigned. This year the
Suburban Branch took top
honors. In doing so, the Sub-
urban Branch received the
traveling Branch Trophy and
was signed by the team.
The event was amazing.

APWA George Schober Memorial PW5K and Chapter Challenge

T he APWA Chicago Met-
ro Chapter held their
fourth annual PW5K &
Chapter Challenge on Thurs-
day, May 25th. 2017 has
brought many changes to the
PW5K. George Schober
passed away unexpectedly in
January. George had been a
part of the PW5K committee
since its inception in 2013.
The PW5K committee agreed
to rename the event in
George’s memory. In addition
to the name change, five dol-
lars of every registration fee
will be donated to The Scho-
ber Children Memorial Educa-
tion Fund.
Due to the change of venue
for the APWA Chicago Metro
Chapter Expo, the PW5K event
was moved to DeMito’s Sa-
loon in Villa Park. DeMito’s
proved to be a great location
for the event. The PW5K route
began adjacent to Cortesi
Veterans Memorial Park and
ran along the Great Western
Trail, through Villa Park neigh-
borhoods, and returned along
the Prairie Path finishing at
the Villa Park Historical Muse-
um. Runners and walkers
competed in either the 3.1
mile run or the 2 mile walk.
The PW5K had over 50 partici-
pants, which was a new record
for this event. Representatives
from every branch were in
attendance.

D id someone say unlimited Nachos? And Chicken Fingers? And Quesadillas too? Well that
sounds like a party … which is exactly what the Suburban Branch threw after Day 1 of the
annual Chicago Metro Expo.
For 2017, the Expo changed venue from the Schaumburg Renaissance Convention Center to the Ode-
um in Villa Park, so the Suburban Branch needed to follow suit for Expo Extra. Several locations were
investigated, but the planning committee eventually settled on Crazy Pour, just down the block from
the happenings of the Expo. Good food, good drinks, and good times were reported by pretty much all
in attendance.
This year 71 Public Works representatives were in attendance. Combining the proceeds from this
great attendance with the generous contributions of our sponsors (Baxter & Woodman, Clark Dietz,
Strand Associates, Engineering Resource Associates, Ruekert-Mielke and Hancock Engineering) al-
lowed this event to turn a profit. A donation of 10% of the proceeds will be made to Paws and Stripes
on behalf of the Suburban Branch. The mission of Paws and Stripes is to rescue shelter dogs and
train them as service dogs which are able to provide support for U.S. military veterans diagnosed with
Post‐Traumatic Stress Disorder (PTSD) or Traumatic Brain Injury (TBI) after returning from combat at
no cost to the veteran. We are grateful that the Branch was able to contribute toward such a great
cause.

was held on a warm June
22nd day at Westwood Tavern
in Schaumburg. There were
over 40 people at the lunch-
eon to celebrate and recognize
the accomplishments of the
Suburban Branch's eleven
scholarship recipients. Six
Professional Development
Scholarships were given to
public works employees from
the Suburban Branch munici-
palities. Five Full-Time Stu-
dent Scholarships were given

T he third annual Mid-
west Advanced Public
Se rv ice Ins t i tu te
(MAPSI) was held April 9-12 at
the Marina Grand Resort in
New Buffalo, Michigan. MAPSI
is a collaborative program that
involves the Illinois, Michigan
and Chicago Metro Chapters
of APWA and their respective
Institutes MPSI and IPSI. The
program is attended by gradu-
ates of MPSI and IPSI and
Management personnel in
municipal services.
This year Dr. Lew Bender
(a.k.a. the Facilitator) provided
discussion and information on
the hot topic of Generational
Differences. As usual this
prompted an outstanding de-
bate among all in attendance.
(Lew has a way of prompting
these debates!) The charis-
matic and dynamic Doug Cart-
land provided insightful think-
ing while heading topics of
Happy Anniversary!
The Suburban Branch will be
celebrating its 50th Anniversary
this year.
We hope you will be able to at-
tend some of their events!
R ed hot start to summer
with the APWA SW Branch
saw the closing of the first
half of the year with a busy and
exciting May and June. The third
week in May was National Public
Works Week. In order to honor our
public works servants, the Village
of Plainfield and their President,
Michael P. Collins, had a Procla-
mation to Public Works at their
Village Board meeting on May
15th. The proclamation stated
May 21st to May 27th as
“National Public Works Week” and
recognized all that public works
services provide to their communi-
ty as an integral part of citizens
everyday lives. SW Branch Presi-
dent, Marc Grigas from Strand
Associates, Inc., received the proc-
lamation on behalf of the Branch.
The excitement continued at our
annual golf outing
on June 7th which
was held at the
Silver Lakes Coun-
try Club in Orland
Park, Illinois. 126
golfers gathered
on one of the most
gorgeous days in
recent memory to
enjoy golfing and
networking. After-
ward, the golfers were treated to a
steak dinner while the winners of
the golfing challenges were an-
nounced. In the men’s contest
category, Brent Cann from Lock-
port won the longest drive,
straightest drive, and closest to
pin contest proving that he golfs
more than “occasionally.” In the
woman’s contest category, Dar-
lene Milanowicz from Oak Forest
continued her APWA golfing domi-
nance with another win for the
longest drive. All in all, the event
raised over $5,000 for education
scholarships. The Branch would
like to extend a big thank you to
Don Cassier from SEECO Con-
sultants for organizing the
event and doing a fantastic
job. A special thank you goes
to the volunteers on the
course, Amy Wagner from
Lockport and Mark Sefcik
from Joliet, who continued to
raise scholarship funds on the
course. The Branch would also
like to thank all of the spon-
sors that contributed to the
outing!
Building on the education
scholarship funds that were
raised at the golf outing, the
SW Branch awarded four
$1,000 education scholar-
ships. We would like to con-
gratulate all winners including

T he APWA Lake Branch
held our 2017 Scholar-
ship Luncheon on June
20th at Jimmy’s Charhouse in
Libertyville with over 50 peo-
ple in attendance. Six full-time
students were awarded a total
of $8,800, while two part-time
students received a total of
$1,200, resulting in a total of
$10,000 in student scholar-
ship awards. In addition, the
Lake Branch will also be
awarding one-year APWA stu-
dent memberships to the six
full-time students.

The APWA SW Branch and the
City of Oak Forest have been
planning to have a joint event
with the Illinois Environmental
Protection Agency (IEPA) for
residential hazardous waste
collection since 2012! On
June 10th, this event finally
came to fruition. Months of
planning and advertising all
paid off as over 600 vehicles
dropped off their residential
hazardous waste in Oak For-

to fund the event and hire the
contractor to handle the waste
disposal. Oak Forest and their
public works employee’s host-
ed the event on their property
and set up the traffic control.
The APWA Officers, their family
members, and our philanthro-
pist, Erica Spolar from HLR,
volunteered their Saturday to
help the environment and
provide assistance with sur-
veys and traffic control.
