Further to City Council topics I want to inform those not in recent attendance that fee-based services, in lieu of funding through ad valorem taxes, are being discussed. Our City Manager has advised that a very high percentage of the City’s budget is un- commonly dependent on ad valorem taxes. Increasing property values and collections from an expanding hospital are not permanently guaranteed. Reducing our dependence on these sources is good planning. How we achieve that is up for discussion. Over the last few meetings, your City Council has discussed the implementation of a garbage collection fee. The fee would replace a portion of your tax burden. There are other opportunities for fee-in- lieu-of-tax revenue including but not lim- ited to fire service, public safety, and franchise/utility fees. However, finding an equitable solution that doesn’t burden residential homeowners is chal- lenging. Currently, council feels the cur- rent climate does not favor implement- ing a garbage collection fee. However, this is not to say we won’t continue to pursue review of options to lessen de- pendence on variable sources. This topic will continue to be discussed by City Council. As the calendar turns to May we find ourselves almost at the start of the rainy season. Over recent weeks we have seen a lot of brown areas in our lawns. This has spurred the increased use of sprinklers. Please keep in mind that South Florida Water Management District encourages water conservation through limitation of irrigation. If your house address is an odd number, you may water three times a week on Mon- day, Wednesday, and Saturday. Even addresses may water on Tuesday, Thursday, and Sunday. No watering is allowed on Fridays or on any day between the hours of 10:00 a.m. and 4:00 p.m. For further information please go to South Florida Water Management District website at sfwmd.gov. The City Council Meeting was held on April
21st at 7:00 p.m.
Resolution 21-08, appointing members to
the Architectural Review Committee passed 5-0. All
position will remain the same.
Resolution 21-09, appointing members to
the Board of Adjustment, also passed 5-0. Derek
Cooper will fill the regular vacant seat.
Resolution 21-10, appointing members to
the Police Pension Board, passed 5-0.
Michael Stedem will fill the vacant seat.
Resolution 21-11, affirming the City of
Atlantis’s participation along with Palm Beach
County for the FAA appeal passed 5-0. This will
give Atlantis a seat at the table for appealing rather
than just being a bystander.
In Miscellaneous Business, Mr. Bob Koepka
of the Lost City Golf Club explained the major reno-
vations, costing millions of dollars, that the club is in
the midst of doing. All 27 holes are being redone
with the goal of reopening November 1st. This will
set the Club in a new league of clubs and will also
help the
property values in a positive manner for the
entire city.
Under Council Comments, Councilor
Peter Shapiro announced that he is retiring from his
position on Council as he and his wife Sally will be
moving to Houston, Texas where their son and his
future wife reside. Congratulations and much happi-
ness to the Shapiros as they enjoy a new adven-
ture! We will miss you greatly!
As there is now a vacancy on the
Council, recruiting has begun until May 11th for this
interim position until the next election. If interested,
please contact the City Clerk to discuss your desire
to participate, along with your professional infor-
mation and what you feel you can bring to the
Council. Council will vote for the best candidate at
the next Council meeting on May 17th. Best of luck!

CITY MANAGER’S NOTES Change is in the air! If you have been thinking about a birthday party, splash pad day, or family outing at Kintz Park, now would be a good time to make a reservation. Starting in May, the park will have several closures due to planned improvements. We are coordinating the work to keep the closures to a minimum and avoid too many consecutive days. However, for the safety of our residents and park patrons the closures are unavoidable. We will do our best to avoid weekends and times reserved. We have several improvements planned for the park. FPL will be replacing poles and electric cable in the park as part of their storm hardening project. The City is replacing the Toddler-to-5-year-old play equipment. We are making repairs and painting the recreation building. We are removing the old picnic tables and installing new concrete pads with tables and permanent shade umbrellas. We have landscape improvements to complete as well. We hope the work enhances the park experience for our frequent resident patrons and maybe encourages a few more residents to come check out Kintz Park.

Community Safety through Community Awareness and Involvement:
Hurricane Season: We are fast approaching another hurricane season as June
first is right around the corner so it is time to prepare once again. A very active
season is anticipated with above average probability of landfalls along the eastern
seaboard. Federal, state, and county emergency management officials are emphasiz-
ing to all citizens that plan to remain in their homes in the event of a hurricane, to be
prepared to be self-sufficient for a minimum of five to seven days; this includes
water, food, and medical supplies. The rationale behind this position is based on the
lessons learned from previous natural disasters. Federal, state, and local governments
have discovered that they are not able to marshal their resources any faster than this.
In addition, depending on the severity of the disaster, or the number of disasters
requiring emergency response, assistance may not be forthcoming before five to
seven days due to an overtaxed emergency response system. Finally, citizens should
not rely totally on their government to provide for their safety, but need to accept a
modicum of responsibility for their own welfare.
The police department needs to compile a list of residents with special needs (medical
problems, etc.), that will be staying in Atlantis throughout the hurricane season. The
department wants to determine what services our residents with special needs may
require in the event of a hurricane and based on those needs we may find it necessary
to recommend evacuation to individuals that may be at risk if they shelter in place.

Hope this newsletter finds all healthy, safe, and following guidelines suggested by the CDC as we all navigate this Coronavirus pandemic.
In February and March your Code Officer sent out more than 200 Courtesy Correction Request for residents to have their Roofs and Driveways cleaned. As of this date less than 20 remain which have been scheduled for either replacement, repair, and/or cleaning and on a waiting a list by the pressure cleaning company. The cleaning of roofs and driveways falls under the City Code which deals with Minimal Property Standards. Take time and view the beauty of our City as I do on a frequent basis. Clean roofs and drive-ways greatly add to the beauty. A big thank you goes out to all who came into compliance with this request. If you see one that I may have missed please contact me with the address.
THE NEXT STEP IS TO GET ALL RESIDENCES TO SCREEN GARBAGE, RECYCLE CONTAINERS, AND MECHANICAL DEVICES FROM PUBLIC VIEW, AT ALL TIMES, INCLUDING THE DAY OF COLLECTION. As your Code Officer and fellow resident this simple act does make a difference to the look of the City on Mondays and Thursdays.
Many have taken advantage of the recent pleasant weather to address yardwork, landscaping, hedge, and tree concerns in preparation for the upcoming storm season. Remember while doing so the following areas are required to be reviewed by the Architectural Review Committee (ARC) prior to commencing a project.
-Painting of any nature, No building or other structure, including driveways, patios and pool decks, shall be painted (including the use of the same or a different color of exterior paint on the walls, roof or any other part of the structure or surface) without first obtaining an archi-tectural approval from the city architectural committee.
-Installation of Non-Traditional Domed mailboxes. Any curbside mailbox that is not the tradition-al dome-rectangular shape, mounted on a single post of traditional design, or any curbside mailbox that is decorated must be reviewed and approved by ARC prior to installation.
-A landscape plan shall be prepared for all development within the City of Atlantis. Such land-scape plan must be approved by the architectural review committee and installed in accord-ance with such approval prior to receipt of certificate of occupancy (CO)
A permit, subject to additional regulations is required for the owners of all existing homes to install, relocate, or remove landscaping under the following conditions:

Councilor Shapiro Resigns
Prior to the conclusion of the April 21st City Council meeting, Councilor Peter Shapiro
announced his resignation. Councilor Shapiro disclosed that due to personal and family
reasons, he and his wife, Sally, are relocating to Houston, Texas in advance of their son’s
wedding.
The Shapiros moved from Key West to Atlantis in 2015 and have been active residents since
their arrival. They were instrumental in the successful grassroots effort to prevent the excessive
density proposed by the developments of Heathwood Reserve. Councilor Shapiro has served
on the Board of Adjustments and Finance Committee in addition to his tenure on the City
Council. Sally Shapiro presently serves on the Police Pension Board.
“It has been my pleasure to serve alongside the citizen volunteers, forward-thinking members of
our City Council, our multi-talented City Manager, our outstanding Chief of Police and all of our
hard-working City employees. Thanks to all of them, Atlantis is poised to become the greatest
little city in Palm Beach County”, Councilor Shapiro included in his letter of resignation. He
closed by thanking their friends and neighbors for their encouragement and support.
We thank the Shapiros for their contributions to our community and wish them well on their next
chapter.
CITY COUNCIL GROUP 5 APPLICATION INFORMATION
The City Council must appoint an individual to fill a vacancy for the remainder of the current Group 5 term, which ends in March 2022. Letters of interest must be received by May 11, 2021 at 4:30 p.m. to be eligible for consideration.
The City Council’s regular meetings are the 3rd Wednesday of every month. The Council also holds work-shops and special meetings as needed. Councilors are subject to financial disclosure requirements and must undergo ethics training. Councilors are paid $10,800 per year. Applicants must be Atlantis residents and registered voters.
Letters of interest must include current contact information, professional work experience, personal experience, and/or community involvement. Please express why you are interested in the appointment, and how you feel you can contribute to the City as a Councilor.
You are welcome to include a resume and any other relevant information.
Candidates will be interviewed by the City Council at its regular Council meeting on May 19, 2021, 7 p.m.

Hurricane Preparedness Guide This hurricane guide has been designed to provide you and your family important hurricane pro-tection and safety information. Please keep this guide as a reference. Now that the hurricane season is here, it is important to be as prepared as possible. Here are some helpful tips: ♦ Put important documents and phone numbers in a waterproof container.
♦ All trees and shrubs should be trimmed by now – do not do any trimming before a hurricane is about to come.
♦ Monitor the tropics: tune into local television and radio stations; heed the advice of local author-ities; evacuate if ordered. Do not return until it is safe to do so.
♦ Remove lawn furniture, pots, plants or any other outside items that could be potential projectiles.
♦ If a storm watch has been issued, do not place yard waste, recycling, or garbage at the curb. Please be patient until normal collection resumes.
♦ You can get helpful information regarding power outages, etc. by going online at FPL.com. To report a hazardous condition or power outage, please call 1-800-4OUTAGE (1-800-468-8243). If you haven’t already prepared a hurricane emergency supply kit, do so now. Friday, Saturday, Sunday 10 am to 8 pm
· During periods of heavy rain, the splash pad hours may be suspended.

Please place all household garbage and recycling for
collection BEFORE 7:00 am on the day of service.
Bulk items may be placed at the curb after 5:00 pm on
Sunday for Monday pickup. Vegetation may be placed at
the curb after noon on Sunday for Monday pickup.
Please use your underground containers. Liners may
be obtained at Ace Hardware. Recycle Containers may be
obtained at City Hall. Other containers must be screened.
Landscape debris generated by a paid landscape
maintenance company must be removed on the day of
generation by the maintenance company. (City of Atlantis
