The Magna Carta forPublic School Teachers
A requirement under Ed110- Teaching Profession

REPUBLIC ACT NO. 4670 June 18, 1966
THE MAGNA CARTA FOR PUBLIC SCHOOL TEACHERS
Section 1. Declaration of Policy. Its policy declares the promotion and
improvement of public school teachers.
Section 2. Title Definition. It simply defines the R.A 4670, the law is applied to
all public teachers except in the tertiary level. This section also defines what a
teacher is.
Section 3. Recruitment and Qualification. This section states that
Recruitment Policy shall be defined by DepEd but is proposing the minimum
educational qualifications for teacher applicants.
Section 4. Probationary Period. This section states and/or explains whether an
applicant teacher shall undergo a period of probation.
Section 5. Tenure of Office. This section assures the security of tenure forteachers, and it also states that if a teacher appointed on a provisional status forlack of civil service eligibility, the teacher shall be appointed permanently (to theposition he is holding) if he already rendered at least ten years in the service.
Section 6. Consent for Transfer Transportation Expenses. This explainsthe terms and conditions of transfer of a teacher from one station to another. Alsostates that no teacher shall be transferred without his/her consent.
Section 7. Code of Professional Conduct for Teachers. Its policy declaresthat the secretary of Education shall formulate and prepare a code of
Professional Conduct for Public School Teachers within six months of theapproval of this act. Protocols in different scenarios were also stated.
Section 8. Safeguards in Disciplinary Procedure. This section of the policystates that a teacher shall have equitable safeguards when staged on anydisciplinary procedures. This section also provides the rights of the teacher whensuch event occurs.

Section 9. Administrative Charges. This section discusses about the system oflegislation when a teacher is charged with administrative cases.
Section 10. No Discrimination. This policy declares that a teacher shall not bediscriminated in the entrance, exercise and termination of his teachingprofession.
Section 11. Married Teachers. This policy states that proper authorities shalltake all steps that enables married couple, both of whom are public schoolteachers, to be employed in the same locality.
Section 12. Academic Freedom. This section states that teachers shall enjoyacademic freedom in the discharge of their professional duties
