“Angels of God”

On the sunny morning of Saturday, December 12,2015, the Rt. Rev. Julio C. Holguín, together withseminarians and members of the clergy of the Dioceseof the Dominican Republic, the congregation of IglesiaEpiscopal Santa Cruz, and representatives from theTampa Deanery of the Diocese of Southwest Floridaand the Dominican Development Group, dedicatedand consecrated the new two-story Santa Cruzchurch building in Ingenio Santa Fe, an area in thenortheastern section of the city of San Pedro deMacorís. At the conclusion of his sermon during theservice, Bishop Holguín made these comments:

Four Years, Thirteen Teams....

It took four years, thirteen mission teams, andcountless hours of planning, fund-raising, and on-the-ground labor, but the Tampa Deanery of the Diocese ofSouthwest Florida celebrated the completion of theirlatest contruction project on December 12, 2015, withthe dedication and consecration of the new buildingfor the Episcopal congregation of Santa Cruz in the cityof San Pedro de Macorís.

The Tampa Deanery’s program of sending missionteams to the Diocese of the Dominican Republic totackle major construction projects began in 2000 withthe first two trips to the Monte Llano area near PuertoPlata on the northern coast, including the smallEpiscopal church, La Divina Gracia, in the isolatedvillage of Mosoví. Since then, they have completedwork projects at Colegio San Matías in Santana, IglesiaBuen Pastor church and community center andColegio San Esteban in San Pedro de Macorís, andIglesia San Pedro y San Pablo in the “La Barquita” areaof Santo Domingo. The “La Barquita” projectrepresented a major initiative by Bishop Holguin tobuild not only a church but also a center on highground to shelter the residents of the local communityduring frequent espisodes of flooding that made theirhomes on the northern bank of the Ozama Riveruninhabitable.

The Santa Cruz project involved three teams in 2012,four teams in 2013, three teams in 2014, and threeteams in 2015. The teams were usually scheduled back-to-back, with one team relieving another team so thatthere would be no break in the construction activity.The teams stayed in the Kellogg Center in anotherarea of San Pedro de Macorís, one of the fiveconference and retreat centers operated by theDominican diocese.

What’s next for the Tampa teams? The new project for2016 is to start construction of a church and schoolbuilding for the San Timoteo mission in the communityof Nizao, a few miles south of Santana Baní. A fourthteam is returning to the Santa Cruz congregation forVacation Bible Study and continued work on thevocational school there. Watch for news about thatsoon.

Cuatro años, trece equipos....Le tomó cuatro años, trece equipos misioneros, e in-contables horas de planificación, recaudación de fon-dos, y trabajo en el local, pero el Deanato de Tampa dela Diócesis del Suroeste de Florida celebró la final-ización de su último proyecto de construcción de el12 de diciembre 2015, con la dedicación y con-sagración del nuevo edificio para la congregación Epis-copal de Santa Cruz, en la ciudad de San Pedro deMacorís.El programa del Deanato de Tampa de enviar equiposmisioneros a la Diócesis de la República Dominicanapara abordar grandes proyectos de construcción, seinició en el 2000, con los dos primeros viajes a la zonade Monte Llano, cerca de Puerto Plata en la costanorte, incluyendo la pequeña iglesia Episcopal La Div-ina Gracia, en el poblado aislado de Mosoví. Desde en-tonces, se han llevado a cabo proyectos de trabajo enel Colegio San Matías en Santana, la Iglesia del BuenPastor y su centro comunitario y el Colegio San Este-ban en San Pedro de Macorís y la Iglesia San Pedro ySan Pablo en el área de "La Barquita" de SantoDomingo. El proyecto "La Barquita" representó unaimportante iniciativa para el obispo Holguín al con-struir no sólo una iglesia, sino también un centro enun terreno elevado para albergar a los residentes de lacomunidad local durante los episodios frecuentes deinundaciones que hicieron sus casas inhabitables en laorilla norte del Río Ozama.

El proyecto Santa Cruz involucró tres equipos en2012, cuatro equipos en 2013, tres equipos en 2014, ytres equipos en 2015. Los equipos se planearon unotras otro, con un equipo relevando a otro equipo demanera que no hubiera descanso en la actividad de laconstrucción. Los equipos se quedaron en el CentroKellogg en otra zona de San Pedro de Macorís, uno delos cinco centros de conferencias y retiros operadospor la diócesis dominicana.

¿Qué sigue para los equipos de Tampa? El nuevoproyecto para 2016 es comenzar la construcción de laiglesia y la escuela de la misión de San Timoteo en lacomunidad de Nizao, a unas pocas millas al sur de San-tana, Baní. Un cuarto equipo volverá a la congregaciónde Santa Cruz para la Escuela Bíblica de Verano y con-tinuar el trabajo en la escuela profesional allí. Estéatento a las noticias sobre eso pronto.

The DDG in Western Louisiana

The officers and members of the Board of Directors ofthe Dominican Development Group were in theLouisiana cities of Sulphur, Lake Charles, and Lafayettefrom October 21-26, 2015, to represent the DDG atthe annual convention of the Diocese of WesternLouisiana, to speak at area Episcopal churches, and toattend their semi-annual board meeting.

The Diocese of Western Louisiana is one of thedioceses with a companion relationship with theDiocese of the Dominican Republic, and the DDGholds one of its semi-annual board meetings in one ofthose companion dioceses. As Bishop Holguín noted inhis report (see following section), this companionrelationship with Western Louisiana began in 1982. The other semi-annual meeting is always held in theDominican Republic in conjunction with the annualconvention of the Diocese of the Dominican Republic.The group’s next meeting will take place on February15, 2016, and will be followed by opportunities to visitseveral development sites in the vicinity of SantoDomingo.

El DDG en Louisiana occidental

Los oficiales y miembros de la Junta de Directores delGrupo de Desarrollo Dominicano estaban en las ciu-dades de Sulphur, Lake Charles, y Lafayette en Louisianadel 21 al 26 octubre 2015, para representar el DDG enla convención anual de la Diócesis de Louisiana occi-dental, para hablar en las iglesias episcopales de la zona,y para asistir a la reunión semestral de su junta.

La Diócesis de Louisiana occidental es una de lasdiócesis con una relación de compañerismo con laDiócesis de la República Dominicana, y DDG sostieneuna de las reuniones semestrales de su junta en una delas diócesis compañeras. Como el Obispo de Holguínseñaló en su informe (véase la sección siguiente), estarelación de compañerismo con Louisiana occidentalcomenzó en 1982. La otra reunión semestral siemprese lleva a cabo en la República Dominicana en conjuntocon la convención anual de la Diócesis de la RepúblicaDominicana. La próxima reunión del grupo tendrálugar el 15 de febrero de 2016, y será seguida por laoportunidad de visitar varios sitios de desarrollo en lazona de Santo Domingo.

The Report from Bishop Holguín

Sitting down, Jesus called the Twelve and said,“Anyone who wants to be first must be the verylast, and the servant of all.” Mark 9:35.

We are very grateful for the welcome from theDiocese of Western Louisiana and the Rt. Rev.Jacob W. Owensby to the members of the DDG. Imust tell you that the Dioceses of the DominicanRepublic and Western Louisiana have maintaineda relationship of partnership since 1982, forwhich we give infinite thanks to God.

Now, I will submit myreport of our diocesanevents since the lastDiocesan Convention heldin February of this year.

1. We held three specialconventions.

a) Two of them were carriedout for making revisions andmodifications to ourdiocesan Constitution andCanons. The first was heldon March 21 and the secondon April 24.

b) The third special convention was held at TheCathedral of the Epiphany on July 25 for theelection of our Bishop Coadjutor. Four candidateswere nominated for the position. The conventionbegan with the Holy Eucharist. The Rev. MoisésQuezada, who is here with us today, was electedon the second ballot. Several members of theDDG were present as witnesses at theconvention. The consecration of the Rev. Quezadais planned for February 13, 2016, in SantoDomingo during the celebration of the HolyEucharist at the closing service of our DiocesanConvention. We expect the new Presiding Bishop,The Most Rev. Michael Curry, will attend theconsecration.

El Informe del Obispo Holguín

“Entonces Jesús se sentó, llamó a los doce discípulos y les dijo:Si alguno de ustedes quiere ser el más importante, deberáocupar el último lugar y ser el servidor de todos los demás”.San Marcos 9:35.

Nos sentimos muy agradecidos por la acogida que hemostenido los miembros del DDG, de parte de la Diócesis deWestern Louisiana y de su Obispo, Rvdmo. Jacob W. Owensby.Debo decirles que las Diócesis de la República Dominicana yWestern Louisiana, hemos mantenido una relación decompañerismo, que se inició en el año 1982, por lo cual damos

infinitas gracias a Dios.

Paso a continuación a presentarlesreporte de los eventos más importantes,que la diócesis ha tenido, luego de lapasada Convención Diocesana, celebradaen Febrero del presente año:

1. Se celebraron tres convencionesextraordinarias.

a) Dos de ellas fueron llevadas a cabo,para hacer la revisión y modificación denuestra Constitución y CánonesDiocesanos. La primera se realizó el 21de Marzo y la segunda el 24 de Abril.

b) La tercera Convención Extraordinaria, fue efectuada en laCatedral de la Epifanía el 25 de Julio, para la elección denuestro Obispo Coadjutor, en la cual fueron nominados cuatrocandidatos. La misma se inició con la Santa Eucaristía, habiendoresultado electo en la segunda votación, el Rdo. P. MoisésQuezada, quien se encuentra aquí con nosotros. Varios de losmiembros del DDG estuvieron presentes como testigos endicha convención. Dios mediante el P. Moisés va a serConsagrado como nuestro Obispo Coadjutor, el 13 de Febrerodel 2016 en Santo Domingo , durante la Santa Eucaristía declausura de nuestra Convención Diocesana. Se espera que elnuevo Obispo Primado, Michael Curry presida en laConsagración del P. Moisés.

2. Transfer of US$949,965 from TEC toIglepidom for the FOCA

After a variety of procedures between TheEpiscopal Church in New York and theDominican Episcopal Church, TEC transferredUS$949,965 to our account as a contribution tothe Fund for Self Sustainability (FOCA). Thatmoney has already been invested partially inshares of “Grupo Popular” – Banco PopularDominicano and another part in certificates ofdeposit. This agreement with TEC implies thefollowing:

a) During the years 2016-2018, the diocese willonly receive a subsidy of US$300,000 instead ofthe US$682,500 that we had been receivingyearly up until 2015. However, we will receiveUS$100,000 in the triennium for the FOCA.

b) From 2019-2021 the diocese will receive agrant of US$100,000 distributed as US$33,333per year, as well as another US$100,000 to theFOCA.

c) From 2022 to 2024 the subsidy will be reducedto a total of US$50,000 or US$16,666 per year.

3. Pastoral Assignments

This section was removed for purposes of brevity.

4. Consecration and Dedication of Churches

a) On July 18th we held the consecration anddedication of the Mission San Simón Apóstle inthe community of San Marcos, Puerto Plata.

Luego de una diversidad de tramites entre el Centro de laIglesia Episcopal en New York, y la Iglesia EpiscopalDominicana, se logró que el 18 de Junio, se hiciera latransferencia a nuestra cuenta de los US$949,965, como unaporte de apoyo al Fondo Capital de Autosuficiencia –FOCA-de nuestra diócesis. Dicho monto ya ha sido invertido. Unaparte en acciones del Grupo Popular –Banco PopularDominicano- y la otra parte en certificados de inversión. Elacuerdo con TEC implica lo siguiente:

a) En el trienio 2016-2018 la diócesis solo va a recibir unsubsidio (block) de US$300,000, en lugar de los US$682,500que había estado recibiendo hasta el 2015. Pero vamos arecibir para el FOCA la suma de US$100,000 (focus) en dichotrienio.

b) En el trienio 2019-2021, la diócesis recibirá un subsidio(block) de US$100,000, es decir US$33,333 anuales, así comootros US$100,000 (focus) para el FOCA.

c) En el trienio 2022-2024, el subsidio (block) se reducirá a untotal de US$50,000, es decir US$16,666 anuales.

4. Dedicacion y Consagracion de Templos

a) El 18 de Julio fue la Consagración y Dedicación del templode la Misión San Simón Apóstol, en la comunidad de SanMarcos, Puerto Plata.

b) October 1st we consecrated and dedicated theMission Santa Ana in the community of Mendoza,Santo Domingo East.

c) November 21st we have scheduled the dedicationand consecration of the Mission San Jorge in Azua.

d) December 12th has been set for the consecrationand dedication of the Mission Santa Cruz in Santa Fe,San Pedro de Macorís.

e)The dedication and consecration of the MissionEspiritu Consolador which was scheduled for June 4was postponed due to missing details ofconstruction.

5. Process of Financial Sustainability from 1990 – 2016

The Episcopal Dominican Church has been blessed inthe progress toward financial sustainability thanks tothe efforts of congregations, institutions, theDiocesan Office, parishes and friends of the diocese,as well as the Dominican Development Group(DDG). The results can be seen in the graph shownbelow. It includes financial data for the years 1990,2000, 2015 and the projected figures for the year2016.

The Dominican Episcopal Church has the challengeto continue carrying out the task of the GreatCommission. In the last 25 years, we have been ableto expand the church toward different parts of thecountry. We have built new churches and schools,retreat houses, gatherings, rectories, and daycarefacilities for children and the elderly.

5. Proceso de Sostenibilidad Financiera de la Diocesisen el Periodo 1990 al 2016

La Iglesia Episcopal Dominicana ha sido bendecida en suproceso hacia la sostenibilidad financiera, gracias alesfuerzo mancomunado tanto de sus congregaciones, lasinstituciones, del Centro Diocesano, las parroquias ydiócesis amigas, así como del Grupo de DesarrolloDominicano. Los resultados pueden verse en las cuatrográficas que compartimos, que incluye los años 1990,2000, 2015, y el que corresponde a la proyección para elaño 2016, los cuales representan los datos siguientes:

In order to continue, it is necessary to make sure wehave the human and economic resources that facilitatethe continuation of our mission of bringing the Gospelto thousands of people, those who do not know theword of God nor the salvation that comes through ourLord and Savior Jesus Christ.

In the present, the FOCA is a strong support for theannual diocesan financial budget. The CET helps us withthe vocational formation of priests and lay personnel.The support of the Dominican Development Grouphas been one of the principal sources of assistance toget us where we are today.

Para poder continuar hacia adelante, se hace necesarioasegurarnos de disponer de los recursos humanos yeconómicos que faciliten la continuidad de nuestramisión de llevar el Evangelio a miles de personas, quienesno conocen de la palabra de Dios, ni de la salvación queviene por medio de nuestro Señor y Salvador Jesucristo.

En el presente, el FOCA es un fuerte apoyo para elpresupuesto financiero anual diocesano, el CET nos ayudacon la formación de vocaciones al ministerio ordenado ylaical, y el acompañamiernto del DDG ha sido una de lasprincipales columnas que hemos tenido para poder llegarhasta donde estamos.

One of the locations of her classes was the day care program of Iglesia EpiscopalSantísima Trinidad in Santo Domingo Este. She also taught children in the day careprogram of La Catedral de la Epifanía.

Hannah Jensen, a recent college graduate from Hastings, Nebraska, worked as avolunteer in Santo Domingo from September 16 to December 16, 2015. Her collegemajors were piano performance and music education, and she taught music classes forpre-school children, seminarians, and private students during this three-month periodin the Dominican Republic.

CDC Zika Virus Alert | CDC Alerta de Virus ZikaThe CDC has issued a travel alert (Level 2-Practice Enhanced Precautions) for people traveling to regions andcertain countries where Zika virus transmission is ongoing. As of January 15, this CDC alert included Haiti andPuerto Rico, and on January 23 the Dominican Public Health Office confirmed the presence of Zika in theDominican Republic. These alerts follow reports in Brazil of microcephaly and other poor pregnancy outcomes inbabies of mothers who were infected with Zika virus while pregnant. However, additional studies are needed tofurther characterize this relationship. More studies are planned to learn more about the risks of Zika virus infectionduring pregnancy. Until more is known, and out of an abundance of caution, CDC recommends special precautionsfor pregnant women and women trying to become pregnant.

El CDC (Centro de Control de Enfermedades) ha emitido una alerta para viajeros (nivel 2, intensifique lasprecauciones) dirigida a personas que viajan a ciertas regiones y países o territorios donde hay transmisión del virusdel Zika. A partir del 15 de enero, esta alerta incluyó Haiti y Puerto Rico, y el 23 de enero la Oficia Dominicana dela Salud Pública confirmó la presencia del Zika en la República Dominicana.
