    Detectives with the LynchburgPoliceDepartment arrested Steven John Row-land(D.O.B.4/21/1961),ateran inves-tigation into several reported incidentsinvolvingoensesoasexualnature.TeallegedincidentsoccurredonAugust13&18,2010intheWyndhurstareaoLynch-burg.Policedetectiveshaveidentiede-malevictimswhohavereportedthatthisindividualasked them towork orhimandthenhadinappropriatecontactwiththem.     Inthe22yearsIhavewrittenstories,Ihaveoundmanytobeaunexperi-ence. Tisisntoneothosetimes. AsIwalkedonMainSt.uesdayIno-ticedthatithadntchangedmuchsinceIlastsawitinthe1980s.Itisstillquaintandreminiscent oa bygone erawhendowntownwasthecenterocommerce

    andasocialhub. Tere isstillplentyto dothere nowand I met some very interesting andniceolksasIstrolledthearea,takinginthesightsandsoundsandnoticinghowcleanitwasoracityscenter. But the talk wasnt about downtownrevitalization that aternoon. It wasaboutone GeorgeLeroyBaker III, an81year-oldArizonanwhowasbrutallybeaten here,apparently bythreelocal

    kids,onebarelyinhisteens. Hewasintownorawedding. According topolicestatementscourtlings, Mr. Baker was assaulted lateSunday night. A witness eating atthenearbyHashHousesayshesawayoung

    mankickMr.Bakerintheaceaterhehadbeenknockedtotheground. People rushed over and ound Mr.Bakernon-responsive. Te Lynchburg Fire Dept. took Mr.Bakerto Lynchburg General where helaterdied.     Murder on Main St.

    I saw a patch of a blood stain on Main St. Tuesday afternoon. The

    last physical evidence of a thoughtless and non-sensical crime.

    In a few days the stain will have washed away. But my memory of

    that scene will not disappear so quickly.

Te governorhopes to privatize the 76-year-oldmonopolytheCommonwealthholdsondistilledspirits,createaone-timewindall o cash or transportation,

    and stillmaintain the revenue thathardliquorcurrentlybringsintothebudget. Te plan calls or auctioning olicenses tosell hard liquor toraise$458millionortransportationcosts.Temoneywouldcomeromthreesources:$265millionromauction-ingo retail licenses tothe highestbidder,$160millionromthesaleowholesale licenses, and$33million

    rom selling the state-owned Alco-holic Beverage Control warehouseand19state-ownedstores. In the retail license auction, thestatewouldput up or sale 600li-

    The Rump Majority

    The frustrations of minority status can drive apolitical party batty.

    The temptation is to substitute belligerence forthought, insist on a self-destructive purity, lash outat the American public and question the wisdomand viability of the countrys institutions. Indulg-ing in these tendencies almost always makes apartys position worse rather than better.

    The Obama Democrats may be the first party toengage in this self-defeating behavior -- borne ofa frustrated desperation -- while holding the presi-dency and both houses of Congress by substantialmargins. Through an accident of timing (a nationalelection coinciding with a financial crisis) and theexhaustion of the Bush-DeLay Republicans, liber-als took the commanding heights of the federalgovernment while remaining a minority dispositionin our national life. In short, they became a rumpmajority.

    Through President Barack Obamas alchemy,these temporarily enlarged congressional num-bers were supposed to be transformed into apermanent realignment. It hasnt worked out, ob-viously. In the past 20 months, Democrats havehad the power to do almost everything they want,except command the allegiance of the public. Thathas made them feel embattled, isolated and per-

    petually aggrieved.The ultimate source of the Democrats discon-

    tent is quite simple: Theyve lost independents.In 1994, in taking Congress, Republicans wonindependents by 14 percentage points. In 2006,

    in taking it back, Democrats won independentsby 18 points. In the latest Gallup survey, Repub-licans lead among independents by 11 points, a

    trend that puts at risk Nancy Pelosis misbegottenspeakership.Since 1992, according to Gallup, ideological

    opinion has been roughly constant: self-describedmoderates have been 40 percent or a little lower;conservatives in the high 30s (although theyvespiked to 42 lately); liberals in the high-teens tolow-20s. Both sides need the center, but espe-cially liberals. Itd be foolish to try to govern on thestrength of only one-in-five people. But such hasbeen the Obama-Pelosi project -- with unsurpris-ing results.

    rating among independents is a dismal 37.9 per-cent. This meltdown should have launched athousand agonized liberal op-eds, conferencesand strategy papers on how to win back the cen-ter. If, that is, liberalism had any realistic senseof its limits. In the midst of a catastrophic loss ofthe middle, Obamas supporters exhort him to getmore angry, insistent and ambitiously liberal.

    Theres little acknowledgment that the countryis in a different place than they are. To the extentthere is, so much worse for the country, which iscondemned for its backwardness and intolerance.The majority is not just wrong on immigration

    enforcement and the ground zero mosque, itscontemptible. Who knew that the American pub-lic would get accused of bigotry more often afterelecting an African-American president than be-fore?

    As former Bush speechwriter Peter Wehnerwrites, liberals are expressing deepening alien-ation from our nation and turning on the Americanpeople with a vengeance. They thought theyhad a mandate from heaven in 2008, and cantbear the thought that they deluded themselves.Theyve gone from triumphalism to a petulant and

    uncomprehending tantrum in less than two years.The rump majority looks more exhausted by theday.

    On Sept. 23, 1846, at the Berlin Observatory,German astronomer Johann Gottfried Galle dis-covers the planet Neptune. The blue gas giant,which has a diameter four times that of Earth,was named for the Roman god of the sea. It

    On Sept. 21, 1938, without warning, a powerfulCategory 3 hurricane slams into Long Island andsouthern New England. All told, 700 people werekilled by the hurricane, nearly 9,000 homes andbuildings were destroyed and nearly 3,000 shipswere sunk or wrecked.

At the height of the antiwar andcivil-rights movements, young leftists had orga-nized protest marches at the 1968 DemocraticNational Convention and were thus accused ofconspiring to incite a riot. In 1970, the convic-tions and contempt charges were overturned onappeal.

    On Sept. 20, 1973, Billie Jean King defeatsBobby Riggs, 6-4, 6-3, 6-3, in a widely publicized

    its impossible to know how many apples came from a

    It is 1968, and some of the most traumatic and turbu-lent events in human history are occurring on a near-daily basis. The year begins with the Tet Offensive,moves on with the twin assassinations of Martin LutherKing Jr. and Robert F. Kennedy, and ends with RichardNixons election and the Zodiac killer on page one.

    But 1968 was also the year of the Civil Rights Act,the White Album and Elvis Presleys comeback spe-cial. And it was a leap year, and in the world of sports,nobody was taking bigger strides than dashing Arthur

    Ashe of Norfolk, Va. For 1968 was the year that Ashebroke the color barrier in tennis, ushering i n the openera with his win at the U.S. Open.

    Years after walking down the center aisle at his col-lege graduation, as a black man he was still barredfrom the center courts of the world, despite having aNCAA championship trophy on his shelf. But as hate-fueled racial divides began to extinguish, Ashe rose like

    a phoenix, becoming the first African-American man towin grand slam events (the 1968 U.S. Open and 1970

    Australian Open) and earn a No. 1 ranking. Perhapsmost famously, Ashe engineered a win over JimmyConnors -- seemingly unbeatable at the time -- for the1975 Wimbledon crown.

    It was to be his last major victory on the court. Sad-ly, he suffered a heart attack in 1979, leading him toretire. Then, after corrective heart surgery in 1983, itwas learned that he had received a blood transfusiontainted with the AIDS virus.

    Tennis players are notoriously individualistic. Theyplay singles; they arent coached during matches.

    Ashe admitted that he wanted nothing more than to

    stay close at home during his later years. Now answer-ing to a higher calling, Ashe went on to develop dozensof foundations like the Safe Passage Foundation forpoor children; the Black Tennis & Sports Foundation;and 15-Love, a substance abuse program. His earlyfoundation work led to the beginning of todays U.S.Tennis Association youth programs -- now boasting500 chapters running programs for 150,000 kids.

    Today, many years after his death in 1993, a newgeneration of athlete plays in the shadows of Arthur

    Ashe Stadium at the U.S. Open, many of them un-aware of the courts namesake.

    Ashe would have it no other way.True heroism is remarkably sober, very undramat-

    ic, Ashe once said. It is not the urge to surpass all

    others at whatever cost, but the urge to serve others atwhatever cost.

    Vickers Sets Return After

    Heart SurgeryBrian Vickers, who made the Chase for the

    Sprint Cup in 2009, competed in only 11 racesthis season. After a 10th-place finish at DarlingtonRaceway on May 8, he fell ill.

    Doctors discovered that Vickers, 26, had devel-oped blood clots in his left leg, left finger and lungs.

    A regimen of blood thinners made it impossible forhim to compete in his No. 83 Team Red Bull Toyo-ta.

    Recently, Vickers underwent successful surgeryto repair a small hole between the two atriums of

    his heart. He also was diagnosed with May-Thurn-er Syndrome, in which blood flow is restrictedbecause a vein and/or artery are pinched. Aftersurgery, a stent was placed in a vein on July 13 toopen it.

    Now, however, Vickers expects to return to full-time competition next year.

    Not only did we figure out what the problemwas, said Vickers, but we were able to fix it. ... Imgoing to be back in the No. 83 and very excited tobe back with Red Bull.

    Vickers, who has mostly stayed away from thetrack, has spent off time traveling and workingout.

    My main priority is getting back to racing nextyear, he said. Ive been given a gift. Things hap-pen for a reason. Ive had some time to think backand look at my career, both personally and profes-

    sionally. I dont think Ill change a lot when I comeback, but I do think I will change some. Im prob-ably going to tolerate a lot less, but at the sametime there will be areas I will tolerate a lot more

    Congressional delegation, govs ofce to attend JFCOM closing briengBy Stephen GrovesVirginia Statehouse News

    Staff from Virginias congressional delegation and the gov-ernors office will attend a briefing tomorrow by Department ofDefense officials to learn more about the decision to close theJoint Forces Command Center (JFCOM).

    The briefing will be attended by officials from the offices ofSens. Jim Webb and Mark Warner, Reps. Glenn Nye, BobbyScott, Randy Forbes and Rob Wittman, and Gov. Bob McDon-nells office. It will be the first time the Department of Defensecan clarify its proposal to close JFCOM after Secretary of De-fense Robert Gates made the announcement on Aug. 9.

    Terrie Suit, the governors senior advisory for military rela-tions, and her team will inquire about the process that led to

    the Secretarys decision, and seek transparency in the pro-cess going forward. In addition, they will request to review thecost savings analysis of closing JFCOM. Overall, Mrs. Suitwill reiterate the Governors strong opposition to the proposedclosure and try and find ways to work together to find otheroptions and ultimately keep JFCOM open, said Stacey John-son, spokesperson from McDonnells office.

    McDonnell and the congressional delegation have beenoutspoken in their defense of the command center. TheHampton Roads military center has 2,800 military and civil-ian positions and 3,000 contractors. It is designed to havemembers of all branches of the military ready to work togetherwhen other combatant commands need them.

    The U.S. military has largely embraced jointness as a mat-ter of culture and practice, although we must always remain

    vigilant against backsliding on this front, Gates said, as heannounced the closing.

    Virginias congressional delegation and McDonnell imme-diately objected to the closing. Webb, Warner, Nye, Scott,Forbes and Wittman wrote a letter to Gates arguing that thebase should only be closed under the BRAC process, whichrequires a review by Congress. The Senate Committee on

    Armed Services and a subcommittee of the House Committeeon Oversight and Government Reform will also hold hearingson Gatess decision to close JFCOM in the coming months.

    McDonnell also assembled a Commission on Military andNational Security Facilities to investigate the closing and othermilitary installations in Virginia. The commission will have theirfirst meeting on Thursday.

    Modern Family: The Complete First Season -- Winner of this years Emmy for Outstanding ComedySeries, Modern Family is one of the best comedies todebut in the 2009-2010 season. If you havent yet discov-ered it, this is the perfect opportunity to get up to speed.

    The show is shot in a mockumentary style (a la The Of-fice) and centers around Jay Pritchett (Ed ONeill fromMarried With Children), his uberhot and much-youngernew Colombian wife (Sophia Vergara), her son and Jaysneurotic extended family. The episodes are consistentlyhilarious and heartwarming, and the ensemble cast doesa brilliant job.

    Community: The Complete First Season -- I hadpretty low expectations for this series, but after giving itthe ol college try, I have to admit Im hooked on this sit-com -- even more so than Modern Family. Communitystars Joel McHale as Jeff Winger, an ex-lawyer whosforced to attend a community college to get the credits

    needed to be reinstated to the bar. He hooks up witha crew of misfits and deeply disturbed people when heforms a fake study group in order to hit on a cute co-ed (Gillian Jacobs). Throughout the course of the schoolyear, the gang find themselves embroiled High Weird-ness; from sinister chicken fingers to paintball battles andGreat Debates. Whats surprising about Community isthat each episode is funnier than the previous one. I don tknow how they do it. Its positively brilliant television.

    Robin Hood: The Unrated Directors Cut -- I trulyhope that Unrated Directors Cut means This Version

    Doesnt Suck -- Unlike The One You Saw In The The-ater. Goodness gracious what a bloated sad mess thatwas -- and Im not just referring to Russell Crowe. Youwould think that after nearly 75 years, Hollywood wouldrealize theres no way to outshine the classic Errol Flynn/Olivia DeHavilland epic. But no. Every decade someone

    gets the bright idea of adding a new spin or twist to thelegend and fails miserably.

    This time its director Ridley Scott falling on his facewith this dour, overly self-important origin story of how

    Robin Longstride transforms himself into the mythic heroof Sherwood Forest. Gone are the Merry Men. Gone isany sense of swashbuckling fun and adventure. Instead,we get boring speeches about the rights of common men,convoluted political machinations, and after two hours ofthis drudgery, were rewarded with a battle scene thats apale rip-off of Braveheart.

    If youre in the mood for a good Robin Hood movie thatisnt the Errol Flynn version, but is still a pretty good flick,I recommend 1976s Robin and Marian starring SeanConnery as Robin, Audrey Hepburn as Maid Marian andRobert Shaw as the Sheriff of Nottingham. Its muchmore faithful to the 14th and 15th century tales than mostRobin Hood films, has marvelous performances and isfilled with good humor and bittersweet romance.

    DEAR PAWS CORNER: I have a tip for Kay,who wrote that her 9-month old Dachshundis trained to use a wet pad but tends to missto one side. She could try using standardkitty-litter boxes, which have high sides. Ifthey are too small for Betty, another op-tion is large plastic storage boxes. I have a10-pound Chihuahua, and the storage boxeswork perfectly. I keep an extra storage box sothat I can wash the other one when it needscleaning.     DEAR PAWS CORNER: In regard to the let-ter about an owners spayed female cat thatwas spraying over the edge of her litter box:I have two male cats and one female, and themales do that sometimes. My solution was tobuy regular, no-lid litter boxes (I have three)because theyre much easier to clean. ThenI bought three 29-pound plastic tubs andturned them on their sides so the litter boxes

    t right in. I put one sheet of newspaper un -der the litter box, and one sheet against theback of the tub. This way the pee overspraydoesnt puddle under the litter box. At clean-ing time, I replace the paper, scoop the litter,quickly wipe down the sides of the tub ... andeverybodys happy. -- Lisa P., via e-mail

    Blood Pressure DrugHelps Build Muscles

    A common drug for high blood pressure canhelp build muscles in seniors, according to re-searchers at the University of Texas MedicalBranch at Galveston. I saw one quote from aresearcher that indicated a 70-year-old couldend up with the muscle building power of a 30-year-old.

    Heres how it works: In those who are young,eating a meal releases insulin, which thenopens blood vessels, which then make aminoacids available for muscle building. In seniors,that dilation doesnt happen -- and often thereis muscle loss because the right nutrients arentgetting to the muscles. Muscle loss equalsweakness, and we know what that means: lossof mobility, loss of balance and the resultingfalls that can lead to broken limbs.
