But such a programme never took place in any urban location. For the first time, BISWA attempted to undertake some Community Plantation Programme in the urban area of Sambalpur. It intents to plant at least two thousand saplings of various types in this programme and the main thrust is on involving the local communities with raising their awareness level on global warming with it. This Community Plantation in Urban Sambalpur got started on Sunday the July 26th, 2009 at 10 O'clock in the forenoon at Sakhigopinathpara. The exact location could be pin pointed at Bank Colony & Radhanagar near Radhakrushna Temple there. The local community members extended their warm cooperation with involving themselves in the programme. In fact, Mr Shiv Prasad Meher, Manager Public Relations & Mr Rusi Patra, a social worker, initiated a discussion with those community members earlier & there was a bout of discussions with them in this connection. Revealing the very intention of BISWA in this connection, Mr Meher explained them then that how important is the community participation in such a programme. BISWA would be mere a facilitator and would provide saplings as per their choice and the community members have to come forward to dig the pits, plant the saplings, irrigate and protect them till their survival. They also realised the importance of their role and accepted to shoulder those responsibilities. Saplings of various varieties such as Neem, Karanj, Krushnachuda & Radhachuda, as per their choice were provided to them by BISWA at their doorstep one day earlier. They also got the pits dug and gathered to participate in the plantation at the right time. Mr R.K.Pradhan, General Manager, Project Management, Aditya Aluminium & Mr. B.K.Das, AGM-NABARD took up the leadership in this front. Among others Mr Sanjib Panda, Mr S.N.Panigrahi, Mr S.Bhoi, Mr R.K.Mishra & Mr Ramesh Badapanda also helped the plantation operation with their lead roles. The camera crew members of local cable television channels, Sambalbhumi TV & Ulgulan TV arrived at the nick of the time to cover the event in their news programme. Their presence really encouraged the community members to take active participation in that venture. They also recorded the statements of some of the participants for their telecast. Such was the spirit that within no time almost all the saplings were duly planted in the dug pits. Incidentally one official from Sambalpur Municipality Council lodged his timely presence to guide the plantation operation as to the norms and rules of the local government. Soon after the plantation operation was over, some of the community members assembled to discuss and decide the strategy on how to maintain the trees till their survival as soon as the monsoon season is over. It was a nice bid on behalf of BISWA as well as the community members, as it was the actual need of the day. A workshop on Unfolding CHIN for Change was held at the office of the Chief District Med i ca l Officer (CDMO) at 5:00 P.M. on July 17th, 2009. At the outset Mr Shiv Prasad Meher Manager Public Relations of BISWA commenced the session by w a r m l y welcoming everybody and introduced the project "CHIN for CHANGE", which is going to be implemented in the block of Jujumura in Sambalpur district. He explained that here 'CHIN' stands for 'Communication for Health India Network' & 'CHANGE' stands for 'Communication, Health, Advocacy, NRHM, Grassroots and Empowerment'. He gave a brief background about the work BISWA is doing in the field of social development in general and in health sector in particular. He told them about the new initiative that had been taken up in collaboration with CMAI, an NGO of national reputation, regarding improving access to public healthcare services for rural communities in India under the National Rural Health Mission. This briefing was followed by a round of introduction and the session was then taken over by Ms Anuradha Gupta, Deputy Manager Health of BISWA. She explained the nuances of the project that is going to be implemented and said that we are here to bridge the g a p between services provided and the services availed through a participatory communication initiatives. The project intended to build the capacity of community members, community organisations and the public health providers in communicating their needs, entitlements and challenges, she added. Then Dr. Rajaram Sarangi, Assistant Manager Health of BISWA explained how things would be implemented at the grassroots level. He elucidated how each stakeholder's role was important in the success of this mission and what they expected from each of them. Mr Alok Mohanty, District Project Manager of NRHM, Sambalpur, then explained at length about the NRHM implementation scenario in Jujumura block and the activities being carried out there. Community Plantation by BISWA
Each year a lot of plantationprogrammes are undertaken by BISWAmostly during monsoon, as it iscommitted towards caring theenvironment. But such a programmenever took place in any urban location.For the first time, BISWA attempted toundertake some Community PlantationProgramme in the urban area ofSambalpur. It intents to plant at least twothousand saplings of various types inthis programme and the main thrust ison involving the local communities withraising their awareness level on globalwarming with it. The whole world is nowthreatened by a universal problem,global warming and the threatperception is increasing day byday. We all are the ultimatesufferer. Earlier this threat was inshape of our concept but now it isquite visible and even measureable.There are so many measuresidentified to address this problem,but plantation in large scale asmuch as possible is the only handyway out for us. Even thoughplantation is being taken intopractise since long, but it was veryoften lacking peoples'participation. As a matter of fact,peoples' participation is being seenas a mere ritual very often and thenit lacked the peoples' participationin real term. So if we can motivatefor peoples' involvement in placeof their mere participation, theresult could be manifolds and moreaffective. Such an attempt wastaken by BISWA with initiating'community plantation in urbanarea of Sambalpur'. The verypurpose was to provide a broad baseto this campaign. The role ofBISWA is here is just a facilitator.It would provide saplings as wellas motivate people in thecommunity to come forward toparticipate in this plantationcampaign in a big way. Fortunatelythe very first attempt taken in thisdirection has clicked. People fromthe community came and lodgedsuccess to the campaign. Amein,that is a very good sign. Thissuccess would encourage both thestake holders, organisation as wellas people.
EC Meeting of Red CrossThe first emergent meeting of
newly formed Executive Committee ofIndian Red Cross Society, SambalpurDistrict Branch was held on 17thJuly2009 at its own office in the Collectoratebuilding. Dr Diptibala Patnaik,Consultant BISWA, chaired the meetingas the Vice Chairperson of the districtbranch. At the outset Mr Shiv PrasadMeher, Manager Public Relations,welcomed the members present andbriefed the purpose of the emergentmeeting that the district branch shouldbe kept ready for any emergent situationas the monsoon has already arrived andwe all expect flash flood anytime atSambalpur. Mr Ramchandra Kar,Honorary Secretary of the districtbranch, read out the agenda point bypoint for discussion. The monthly meeting of ChildWelfare Committee (CWC) ofSambalpur district for the month ofJuly '09 took place at Red CrossBhawan on 16th July 2009 in thechairmanship of its chairman SriGoparanjan Dubey. He was flankedby other two members of CWC, DrDiptibala Patnaik, Consultant toBISWA, Sri Shiv Prasad Meher,Manager Public Relations BISWA.Four children from BISWA arehanded over to their identified fosterparents by CWC for their properadoption in due course. Training Session InauguratedA training session
at BTI for district leveltrainers under ProjectDakshata of Governmentof Odisha wasinaugurated withlighting the lamp on 27thJuly, 2009 by Mr WilliamBilung, Project Director ofDistrict RuralDevelopment. He wasinvited as the chief guestof the occasion. Speakingto the occasion heelaborated on thepurpose of ProjectDakshata and said it isintended to train the stategovernment officials to increase theirefficiency as well to bring functionaltransparency in government works.Renowned NGOs like BISWA areassigned to conduct these trainingprogrammes as the government isunable to devout time for the same.So, we have a lot of expectations fromBISWA in this project, he added. Atthe outset Mr Shiv Prasad Meher,Manager Public Relations welcomedand introduced the guest alongwithshedding light on the approach ofBISWA in this project. MrK.C.Malick, Chairman BISWA alsospoke to the occasion and said thanksto the state government for deposingconfidence in BISWA in handlingProject Dakshata. It is not for the firsttime we are into this project; ratherwe have already handled somebatches earlier and there are more tocome. In fact BISWA is the facilitatorhere, the state level trainers, thecourse module and the trainingmaterials are provided by the StateInstitute of Rural Development,Bhubaneswar. We are trying toimprove ourselves with handlingeach batch, he added. The two statelevel trainers, Mr Sanjib Mohanty &Mr Sitakanta Das shared theiropinions and experiences in thisconnection. For the next half of the session thefloor was left open for discussion on thetopic "Bridging the gap between servicesprovided and services availed throughthe CHIN for CHANGE project." A lotof information flowed in from the sideof "providers" and interestingly theylaid down before the BISWA membersthe bottlenecks in the system whichhindered their functioning. For instance,the number of doctors' allotted and thenumber of doctors available was dismal.Moreover the ASHA/AWWs areoverburdened with work and the returnwas not lucrative enough in comparisonto the responsibilities assigned. DrD.K.Choudhury, ACDMO, Dr A. Panda,ADMO (PH), Dr J.K.Agrawal, ADMO(Medical) and some of the medicalofficers present there also spoke to theoccasion with pushing their points.
Mr K.C.Malick, Chairman BISWAexplained the basic aim of such ameeting. He elucidated the fact thatgovernment health initiatives to the nongovernment organisations is of utmostimportant for making health a reality forthe rural folk in the rural communities.He also highlighted various activities ofBISWA in the health sector and some ofits future plans.
Dr R.K.Nath, CDMO, Sambalpurcongratulated BISWA employees on thecommendable work it will beundertaking in collaboration with CMAIin times to come. He expected that theresults of the project would be a fruitfulone and would help in furthering thecause of health under the National RuralHealth Mission.
Mr. B.S. Mishra, Manager Health,BISWA then proposed the vote of thanksto all present for gracing the auspiciousoccasion of commencement of the nobleproject and concluded the session on apositive note.
Donation to SWADHAR
SWADHAR is a project of theCentral Government, being run byBISWA, meant to extent shelter towomen in distress. Many a people ofphilanthropic nature have comeforward to support it with their wholehearted donations. Such a donationtook place on 17.07.2009. Sri JayShankar Patnaik, an ex-defencepersonnel and an heir of a reputedfreedom fighter family, came with hiscolleagues and donated fifty sets ofbed sheet & pillow cover with packsof sweetmeats to the inmates ofSWADHAR. BISWA has lodged itsthanks to him and his colleagues forsuch a noble deed.
Blood DonationCamp at Gunupur
A Blood Donation Camp wasorganized by BISWA & supported by'Targeted Intervention Project' of OdishaState AIDS Control Society (OSACS) on14th Jun 2009 at Gunupur in the districtof Rayagada in Orissa. Fourteenparticipants joined the camp & donatedaltogether 14 units of blood on thisoccasion. Mr. M.K Bisoi, SDMOGunupur Sub-Divisional Hospital hasprovided some space from his EyeDepartment of the Hospital for thisblood donation camp. It was facilitatedby Ms.Murchhana Mahapatra,Counsellor of BISWA T.I Project.Mr.Nimain Nayak, Assistant DistrictCoordinator, Mr. Gobind Behera, AreaCoordinator, Mr Prasad Lima & all thestaff members of ADC office Gunupurextended their cooperation to make it asuccessful programme of BISWA.
