B ISWA celebrated its 17th
Foundation Day on 7th of the current
month with galaxy of intellectua ls,
educationists, social activists, NGO
leaders, top notch politicians,
Padmashre Dillip Tirkey, MLAs and
three senior ministers of the state
including Mr Prafulla Ghadai minister
for finance and excise, Mr Prasanna
Acharya minister for health & family
welfare and Mr Sarada Nayak minister
for food and civil supplies. The
chairman of 'BISWA' Mr Khirod
Chandra Malick presided over the
celebration.
Addressing the gathering, the chief
guest Mr Pafulla Ghadai the minister
for finance and excise said that what
Biju Patnaik dreamt decades back,
"BISWA' is going to materialise it now.
He said this hinting towards the
proposed "BISWA Bank of Odisha".

Indigenous Culture of Western Odisha
Bharat Integrated Social Welfare
Agency (BISWA) has always given
prime importance to preserve and
promote the great cultural heritage by
successfully implementing its five pillars
of activities towards holistic social
development through proper utilization
of human, natural and cultural resourcein all its operational are as. On 13th and
14th of January, a two day seminar was
organised by BISWA in collaboration
with the Planning Commis sion of
India. Mr A. K. Sahu, S.P. Vigilance of
Sambalpur Division inaugurated the
seminar by lightning lamp. Dr. Jharana
Mishra, Chief Manager RDC, BISWA
introduced the theme of the seminar
and Dr. K. C. Malick's aim towards
organizing such a programme.
Among the dignitaries present were
Prof. Dadhibaman Mishra (Retd. Prof.
in History in G M (auto) College), Prof
D. K. Behera (Prof. in Anthropology,
Sambalpur University), Sri P. L. Dash
(Programme Executive, Doordarshan
Kendra, Sambalpur), Natyashri Dr.
Panchanana Mishra, Dr. Saswat
Chandra Pujari (Sociologist), Mr.
Pramod Kumar
Patnaik, Mr Ajoy
Kumar Shroff manager
(training) presented
their papers and
answered the questions
coming up from
participants. On this
occasion the
organisation felicitated Mr. Sarat Rath
(Ex Vice President of Lalitkala
Academy, Odisha) for Lalitkala, Mr.
Surendra Sahu (Folk Artist and
Researcher) for Folk Dance and Music,
Mr. Bholanath Nayak for Fine Arts.
They also made the participants aware
of the rich culture of western Odishain the area of their expertise.
The resource persons and
participants who came from various
part of the state gave thrust on
preservation of ancient culture and
tradition for which not only we but also
our future generation could boast
upon. "A developed civilization
symbolizes a developed society," the
speakers opined. A good number of
speakers also highlighted the rich
culture of Western Odisha with specialthrust to stone carving, temple art,
folklore, folk dance, folk songs, folk
music, indigenous drama, living
condition etc. BISWA's approach
towards sustainable livelihood for the
marginalized musicians and artists
through its cultural wing was also
widely appreciated.

EditorialFoundation Day promise
Birth Day of an individual or organisation, no doubt,
carries special importance. While it reminds us of the dayswe have left behind, it also tells us the time and works ahead.
'BISWA' has already passed 17 springs. Teen age is very
crucial. And we are on the verge of completing it just aftertwo years.
Even, in the childhood and teens, 'BISWA' has been
behaving in totally matured manner throughout withdefinite goals of socio-economic development and poverty
alleviation. At the same time, it ha s also worked manifoldfor the development of the people who are neglected and
remain away from the mainstream without getting thebenefits of different welfare activities.
Foundation Day for us is not just a day for celebrationor merry making. It rather inspires us to work with more
vigour for those neglected mass who need someone's help
and guidance for self-sufficiency but not pittance. The
disparity in our society is almost crystal clear. Many peopleare still away from the minimum basic need. And we at'BISWA' are determined to work for them with strong will
power and self imposed goal.Selfless service is our only goal and it is well recognised.
We always put our best efforts to do something new tobring in a change in the lives of the poor and downtrodden
people. We also give due emphasis on health and educationas these two vital things, if acquired at the right time, can
make people self-reliant. Our multidimensional activities,through the five pillar system, aims at single objective, i.e.
OVERALL SUSTAINABLE DEVELOOMENT. For
this noble cause, the staff have got a vital role to play andthey are also doing it as part of their sacred duty.But without public support our dream may remain
unfulfilled. Hence, we herewith appeal the people of thecountry to extend their hands of support and cooperation
to translate our dream to reality and enable us to serve thepeople. This would be the best Birth Day (foundation Day)
gift for us. And from our side we assure to returnreciprocally.
He also lauded the activities of 'BISWA' for poverty
alleviation from the state through various
developmental activities undertaken by 'BISWA'. He
further appealed 'BISWA' authorities to establish more
numbers of cold storage s in State for the greater
interest of the far mers. "Agriculture Development
Corporation will extend all sorts of help and
cooperation for this purpose since cold storages can
only cater to the needs of the farmers," the minister
Mr Ghadai assured. He also requested to reduce the
rate of interest in micro finance loans. "It is a good
gesture that there is no allegation against 'BISWA' on
interest fiasco and farmers' suicide anywhere," Mr
Ghadai said further.
Mr Prasasnna Acharya minister, Mr Sarada Nayak
minister, Mr Narendra Swain a senior leader of the
state also appreciated the efforts of 'BISWA' and said
that there shouldn't be any scope for self-complacency
since development activities have no saturation point.
Mr Prasanna Acharya also appealed 'BISWA' officials
to see that the poorest of the poor person gets the
benefit of the activities undertaken by this reputed
organisation. "The very purpose of NGO and
government is to bridge the gap. And 'BISWA' only
can fulfil this goal," Mr Acharya expressed hope.
Giving a brief introduction regarding the
organisation, the chairman Mr K C Malick said:
"Bharat Integrated Social Welfare Agency (BISWA),
a national level human development agency, based in
Sambalpur, Odisha is working since 1994 with its wide
network in 20 different states now and striving hard
to achieve sustainable human development goals as
defined in UN Millennium Development Goals
(MDG) - 2015 and also in a number of policies of
Government of India."

'BISWA' and Mr Pitabash Sethi
financial and developmental services
from 'BISWA' in Odisha and many
other states like Chhattisgarh,
Jharkhand, Bihar and MP - the most
backward states of the country.
'BISWA' is engaged in
demonstrating right based and
reform focused development
interventions in core areas of
poverty alleviation viz., water and
sanitation, basic education and
health, climate change and
vulnerability, local governance and
public welfare, the chairman said
further.
"Like UN MDG - 2015, 'BISWA'
has set up self-imposed targets
entitled "BISWA-2015" to create
One million jobs, Two million toilets,
Three million water taps and to plant
Ten million trees in Odisha by 2015.
Though an ambitio us target , we,
based on our past performance and
experience, are confident that this is
achievable with active support from
people of the state and the
government agencies and the over
all support from our well wishers
and staff at large," Mr Malick said.
Casting light on previous
achievements, Mr Malick further
Odisha. "Our approach remains five
pillars of ser vice provisions viz. social
development, social finance and
financial inclusion, micro-enterprises,
micro-marketing and micro i nsurances.
A number of government policies are
modified/re-designed and influenced
based on the lessons learnt from the
interventions made by 'BISWA' in
Odisha. For this reason 'BISWA' has
been conferred with a number of state,
national and international appreciations
and awards, he added.
Padmashree Dillip Tirkey former
captain of Indian Hockey team, Mr
Nguyen Thanh Tan the acting
ambassador of Vietnam to India, Mr
Jayanarayan Mishra and Mr Rajendra
Chhatria- two MLAs, Dr Ashok
Acharya, Dr Bhagawan Prakash social
scientist, Mr Ratan Das member of
secretary of 'BISWA' and many other
revered guests were present and
addressed a gathering of almost 20
thousand people congregated from all
over the country.
The chairman of 'BISWA' Mr K C
Malick in his concluding speech
mentioned the five pillar activities and
emphasised the need for education to
all, clean water and total sanitation for
all families of the country. He made
sincere appeal to all staff of 'BISWA'
to work for those who are in need of it.
In the evening the chairman
accompanied by all other senior staff
of 'BISWA' also addressed a press
conference to highlight the future
course of action for poverty alleviation,
total sanitation and 'BISWA Bank of
Odisha'.
