A CABEFUL or interested reader of the article in THE LIFE-BOAT JOURNAL for last November, on the " Wreck Begister and Chart for the year ended June 30th, 1884," cannot but be struck by the me- lancholy fact shown by the statistics, viz., that apparently there were half as many lives lost on, or near, the coasts of this country, by casualties to ship- ping, as were saved by the unremitting efforts of the Life-boats and the Eocket Apparatus. Even a casual considera- tion of this cannot but suggest the idea that this should not be, and is there- fore not unlikely to raise a doubt as to whether all is done that can be, by the two gVeat Branches of the Life-Saving Service, and to prompt the question as to whether they are organised and worked on the principles likely to bring put the best results, and to reduce the loss of life to a, minimum. We have the fullest confidence that this question must be answered in the affirmative on behalf of both. We should not be understood by this to mean that we think ourselves perfect, or that improvements, both in organisation and machinery, will not be made from time to time; but we feel con- fident that the Institution, being fully alive to the important trust placed in its hands, will always march with the times, and take advantage of any well-considered •useful inventions for furthering its work that may appear; at the same time of course rejecting firmly all the crude, un- practical, incomplete ideas that may be and are so constantly pressed upon it for adoption, often as certain specifics against all loss of life by shipwreck. The first step in attempting to consider the question of how further to reduce the lamentable loss of life at sea round our coasts; is to ascertain to what causes it is attributable. An examination of the Board of Trade Eeturns shows that in the year included between the 1st of July, 1883, and the 30th of June, 1884, 661 lives were lost on or . near the coasts of the United Kingdom. The casualties are attributed to the following causes:—• Strandings, 228 lives; founderings, 62; collisions, 75; other causes, 54; missing vessels, 242. Dealing with these subdivisions in the same order, we find that " strandings " include every vessel, from the lighter in the Firth of Clyde, the one-ton fishing- boat and the Irish hooker, up to the largest ship, which this year was one of about two thousand tons. The number of these casualties was 287, of which 283 were attended by total loss of the vessel. Out of these 287 casualties, there was loss of life in 43 cases only. In 24 cases the lives lost were but a small proportion of those involved in the danger, viz., 47 out of 236, or one in five; of course the proportions between lost anil saved differ in each case, but in only one of these do YOL. THE LOSS OF LIFE ON AND NEAE OUR COASTS.

A CABEFUL or interested reader of thearticle in THE LIFE-BOAT JOURNAL forlast November, on the " Wreck Begisterand Chart for the year ended June 30th,1884," cannot but be struck by the me-lancholy fact shown by the statistics,viz., that apparently there were half asmany lives lost on, or near, the coastsof this country, by casualties to ship-ping, as were saved by the unremittingefforts of the Life-boats and the EocketApparatus. they balance by being half each. In 19 jother cases 202 lives were involved, of |which 182 were lost. In 12 of these jcases all hands were lost, and in the ;remaining 7 a very large majority; the ,numbers of lives respectively being 116and 66. It is impossible now to trace jso closely each case as to say positively >whether or no it was possible to have |saved any of these lives, but the majority ;of the casualties certainly occurred on such ]iron-bound parts of the coast, with per-pendicular cliffs, that it was impossible by iany practical means to render assistance, jeven if time allowed; for an ill-fated !ship in such a position generally does not :

hold together many minutes, and certainly :not long enough for help to be assembled jand brought to what is, as a rule, an !out-of-the-way, thinly-inhabited spot. ;

There are many cases on record of vessels jbeing seen to break up immediately on Istriking the ground, and that not always :•on such a shore as is described above, jbut sometimes on sand also. It is there-fore more than probable that in most ofthe cases referred to above it was im-possible to render help from the shore,and the only way in which rescue couldhave been given to them would have beenbefore they struck the shore, a part of thesubject we shall refer to later on.

We next come to the " foundericgs " ;all or very nearly all of these occurred atsuch distances from the land as to putthem into a category quite beyond thereach of either Life-boats or Eocket Ap-paratus. The large majority also is com-posed of fishing-smacks and unregisteredfishing-boats, so that even if in sight ofland, the casualty would in all probabilitybe so sudden as to preclude the possibilityof help being afforded by either means.

Collisions 75 lives, and missing vessels242, are also manifestly beyond the scopeof the Institution's power to aid, andmore so that of the Eocket Apparatus.

Other causes, 54 lives, are about equallydivided between small fishing- and plea-sure-boats, frequently undecked, beingcapsized, and cases of single men, or at

most two, being washed overboard fromsmall vessels at sea in bad weather; theseare also beyond the power of the Insti-tution to relieve.

We think the above analysis showsthat of the 661 lives returned as " lost atsea on or near the coasts of this country,"only 228 can possibly be said to havebeen lost on our shores, by which wemean near enough to land to have beenaided either by Life-boat or Eocket Ap-paratus, if the surrounding circumstancesof the catastrophe rendered so doingpracticable. This we maintain was not,if not in "all instances, at least in a verylarge majority, the case, and that from thetime of the doomed vessels striking, therewas no possibility of rescuing the lives ofthe crews. The very common, and wesuppose not unnatural proceeding ofhurriedly leaving the stranded vessel iathe ship's boat, instead of waiting forhelp from either Life-boat or Apparatus,is a fruitful source of loss of life, and inmany instances accounts for those lostwhere part is saved. In these days, whenevery part of the coast, or at any rate allthe frequented parts of our coasts, areguarded by the means of rescue bestsuited to the position, we cannot toostrongly urge upon seamen to " stick totheir ship to the last," and wait for thehelp from the shore which is alwaysready, and so seldom fails to be in time.We know well cases occur in whichvessels break up on the first blow, notonly on rocks but on sand, without givingtime for the appliances for rescue beingused; even then there would be but smallchance for the men in their own boat,because this catastrophe must occur eitherfrom the extreme violence of the sea,which would equally overwhelm the boat,or from the weakness of the vessel's framefrom decay, in which case the boat wouldprobably be no stronger or " better found."

We hope we have shown that of thegrand total of 661 lives reported as lost" on or near the coasts of this country,"228 only were lost on the shores, and thelarge majority, if not all of these, were

under conditions that rendered help im-. possible. Even allowing, for the sake ofargument, that it was possible to havesaved a third of these lives, although weunhesitatingly assert there is not the leastevidence to prove it, can any more completeanswer be produced to the question pro-pounded at the beginning of this articlethan, that out of a total of 1,560 livesendangered, 1,322 were saved, of which989 fall to the Life-boats, 333 to theSocket Apparatus, and 177 to shore-boatsor other means, for •which rewards weregranted by the EOTAL NATIONAL LIFE-BOAT INSTITUTION, making a total of1,166 saved through the instrumentalityof the Institution; this fact, coupled withthe consideration that the remaining 228,or at least two-thirds, if not the whole ofthe remainder, were lost under circum-stances that rendered help impossible.This brings us to the consideration ofwhat can be done for the remaining 433cases. The first Item is that of " founder-ings," 62 lives. An examination of theEeturns, which are very full, shows that itis only by a very liberal reading that themajority can be said to have occurred"on or near the coasts," because morethan two-thirds of the vessels are reportedto have foundered out of sight of land.The same refers to those 75 lives lost incollisions, some of which occurred from20 to 30 miles from land. The " othercauses" we think an item that, if pos-sible, requires closer consideration- thaneither of the others, because the number,

•as before stated, is about equally dividedbetween small fishing- and pleasure-boats j(frequently undecked) being capsized,and cases of single men, or at most twoat a time, being washed overboard at seafrom small vessels in bad weather, andfrequently at night. For these poorfellows there is the most remote 'chance ofrescue, hurled overboard, generally dressedin oilskins and heavy sea-boots9, and notunfrequently half-stunned by the blow.

This brings us to the last, the largestand saddest item of all, " Missing Ships."There is something particularly sad in

that frequent heading in the shippingintelligence column of our papers, andwhich includes 242 lives.

It must be obvious that aid for thesecasualties cannot be expected or givenfrom the shore. It must either come fromwithin, i.e., the vessels themselves, or fromother vessels happening to be on the spot.

We are not so Utopian as to supposethat the sailor's life can ever be madeless liable to casualty than that of manyoccupations on shore, but we do believethis sad list of valuable lives sacrificedevery year can be considerably reduced.For the sake of convenience, we will classfounderings and missing ships together,because we think it more than probablethat the fate of the former overtook mostof the latter. This can only occur fromwater getting into the ship, and that canonly get in through the hull, or throughthe openings in the decks, i.e. hatchways,skylights, &c. We believe the latter haveto answer for many a casualty, frequentlyfrom defects in original construction, butquite as often from neglect of the com-monest precautions of " battening down,"or seeing that the arrangements for keep-ing the water from going below are inready working order. This is part ofwhat we mean that help must come " fromwithin," but it also comprises better formof vessel, and more judicious loading,even where the hull is sound and strong,because a vessel of bad form will strainand tear herself to pieces, where a vesselof good form and equal capacity wouldcome through a storm scathless.

Collisions, again, are decidedly casual-ties to be provided against from within.Better look-out and greater vigilancegenerally, with a thorough acquaintancewith and attention to " the rules of thoroad," would go far to reduce these casual-ties, to which must be added what we can-not but think a crying evil in these days ofsteam, and that is the utter unreadinessof the majority of merchant steamers' boatsfor use in case of sudden emergency.

As we have before said," other causes"comprise fatalities by far the most difficult

to guard against. Inexperienced and rashpeople will go out in open boats, and ofcourse must as inevitably come to grief,as one ignorant of steam would do whotried to drive an engine, or, although heknew his subject, would not attend todetails. The great safeguard we seeagainst men being knocked overboard iseither higher bulwarks or stanchions andridge-ropes round them. No doubt thereare inconveniences attending the use ofthese latter in all vessels, particularlyfishing vessels, but they are not to bebalanced against the greater security theywould give.

"We have seen it urged more than oncethat the right way to guard against thesecasualties, and to rescue those involvedin them, is by means of life-saving ships.Indeed, if we mistake not, it was onceproposed to substitute these for the pre-sent system of the ROYAL NATIONAL LIFE-BOAT INSTITUTION. We are convinced,however, that any such scheme is mostunpractical and unworkable, and couldonly end in failure and the consequentwaste of any money contributed by thosein this maritime country whose sympathywas touched by any plausible scheme formitigating the troubles of our sailors.

These life-saving ships must be estab-lished on one of two principles, either ascruisers, whose only duty it would be tokeep the sea in bad weather, ready to aidany vessel in distress they might sight, orby vessels projected to combine the doubleduty of earning their own expenses andgiving help to others in distress.

We do not deny that if " money was noobject," as the seas round our coasts werecovered by a crowd of cruising frigatesduring the wars at the beginning of thiscentury, they might now be covered witha number of powerful vessels, competentto keep the sea in all weathers, andcarrying at their davits two or more fully-equipped Life-boats, with their crews onboard the ship, ready to man them at anymoment, and to proceed to the succour ofany unfortunate vessel in want of helpthat they might fall in with. How many

vessels would this require to watch onlythe 250 miles comprised between the FernIslands and the North Foreland? Atleast fifteen; and even they could not an-ticipate being present on every occasionof their help being required. Within thisradius, during the year under review,four vessels foundered, nine were lost incollision, involving the loss of 19 lives,and 15 vessels were " missing," involving94 lives, the latter returns being onlyapproximations. We do not think sucha force as described could reasonably beexpected to rescue more than one-third ofthese, at the outside. Even supposing thevery large sum necessary for equipping andsupporting such a fleet—doubtless morethan one year's expenditure on the Life-boat service of the whole United King-dom—could be raised, it must be drawnfrom the charitable contributions of thenation, where it was already used in reliev-ing suffering to much greater advantage.

The second scheme we hold" to beutterly unworkable, the two duties ofearning the expenses of a vessel, whetherby fishing, trading or otherwise, and atthe same time devoting her to life-saving,being utterly irreconcileable. Any vessellarge enough to carry such a Life-boat aswould be of any value in an emergencywould be useless for fishing, and anyattempt to combine the two in one mustequally fail, the equipment and proportionsnecessary for efficiently carrying out thetwo services of deep-sea fishing and life-saving in the open sea being quite incom-patible with each other, whatever may besaid to the contrary.

We may well leave the decision as tothe best form and rig for deep-sea fishing-vessels to the experience and skill of ourship-builders and fishermen, recommendingat the same time the necessity for urgingupon the latter the most careful attentionto all reasonable precautions against casual-ties emanating from the incidents of theircalling. The courage, skill, hardihood,familiarity with, and contempt for danger,so characteristic of the British sailor, are,we believe, important factors in swelling

tie lamentable list of valuable lives lostevery year round our coasts, leading, asthese qualities—which we all encourageand admire—do, to neglect of precautionsand improvements in important mattersof detail. Any means by which care, canbe successfully impressed upon the men,must be a good, though a difficult, work,and to ensure success one requiring tact,sympathy with, and knowledge of, theseaman's character. To instance onedanger. The contemplation of the utterlyunprotected position of a man on the decksof most of the large northern fishing-boats,,is anything but a pleasant theme, at thesame time a highly illustrative one; andmany more examples may be quoted.

Going to the rescue of lives in dangerin the open sea is a service requiring notonly skill and courage, but the right appli-ances. I would ask, is any decked vesselof the dimensions necessary to fit her foreither deep-sea fishing, trading, or salvageservice, adapted for this purpose ? Undeni-ably no! Several confirmations of thisreply can be given. First, what is theordinary means by which men are takenoff water-logged or sinking vessels at sea ?Ships' boats. Secondly, in a gale of wind,with the ordinary accompaniments of heavysea, storm canvas, etc., it would be con-stantly found impossible to so manoeuvrea vessel of the contemplated dimensions,as to lay her alongside the one in distress,and if brought alongside it would only beat the imminent danger of being speedilyreduced to a helpless condition by col-lision. It is true the life-saving vesselmight be built in compartments, or other-wise made practically unsinkable, but thechances are greatly in favour of her un-fortunate crew finding themselves in aposition little better than those they weretrying to rescue, certainly being renderedpowerless to help others. As we havebefore said, we believe a well-built, well-found steam-vessel, calculated, to keep thesea at all times, and large enough to carrytwo good Life-boats in davits, would, if

on the spot at tie right moment, presenthopes of saving endangered lives, butwithout an enormous number of thesevessels, and consequent unreasonable out-lay, what chance would there be of onebeing at hand ?

We have not included, because it -wouldbe preposterous, the saving of life fromstranded vessels in the duties of theselife-ships. They could not carry boatshaving the power and capacity necessaryfor going into breakers on outlying sands,such as the Goodwin, &c., for which onlya first-class Life-boat, nearly as large asan ordinary fishing-boat, is calculated.An attempt to approach a ship on shorefrom seaward is attended with far greaterdanger and uncertainty than doing sofrom the shore, where advantage cangenerally be taken of the vessel as a break-water.

The improbability as shown of the life-ship being on the spot when a wreckoccurs applies, if possible, more stronglyto the idea of its rendering assistance toships stranded oil the shore than to those" wrecked " at sea. In addition to the in-creased risk of approaching a wreck inthe breakers from seaward over that ofdoing so from the land, the uncertaintyof her exact position as regards surround-ing dangers, must be considered. Thiscould not be ascertained with the samecertainty at sea as on shore, and will bereadily recognized as a most importantfactor in rendering 'help. The actiontaken by the Institution in supplyingdeep-sea fishing-vessels and small coasterswith reliable aneroids at one-third theordinary price, of which advantage hasbeen so largely taken, cannot but be agreat step in -the right direction. Weknow of many instances in which the in-strument's warnings having been attendedto, have led to vessels lifting their netsand gaining safe ahchorag'e in time, aswell as to their not having left port indelusively fine weather with storms im-pending.

ADDITIONAL STATIONS AND NEW LIFE-BOATS.

LLANDDWYN, ANGLESEA, AND LLAN-DDULAS, DENBIGHSHIRE.—One of the newself-righting Life-boats, with the water-ballast fittings, has been placed at Llan-ddwyn by the ROYAL NATIONAL LIFE-BOATINSTITUTION, in the place of a smaller Boatstationed there many years since. TheBoat forwarded is 34 feet long, 7J feetwide, and rows 10 oars double-banked.A similar Boat and carriage hare alsobeen despatched to Llanddulas. The costof these new Life-boats and equipmentshas been defrayed from a handsome legacyreceived by the Institution, through itsManchester Branch, from the estate of thelate Mr. JOHN GOULD, of Didsbury, Lan-cashire. The former Boat has been namedThe Richard Henry Gould, and the latterThe Mary Jane Gould, in accordance withthe testator's wishes.

The new Life-boat for the LlanddwynStation reached Carnarvon by train onthe afternoon of Tuesday, the 27th Octo-ber last. On the following day she wasunloaded from the railway trucks andplaced upon a carriage, in readiness tobe launched.

On Thursday, the 29th October, shewas drawn by three-horses, assisted bythe Coastguard men, from the railwaystation to the slip immediately below theEagle Tower of the grand old castle ofCarnarvon.

Some of the members of the Life-boatCommittee, including Sir LLEWELYN

TCRNBK, Chairman; JOHN OWEN, Esq.,J.P.; Mr. JACKSON, the Honorary Secre-tary ; Mr. CONLEY, the Chief Officer ofCoastguard; and Mr. WILLIAM GBIFJMTH,Harbour Master, accompanied by theEoyal Naval Reserve, walked in proces-sion to the place of launching with theBoat, which was manned by her crew.

A short prayer was offered by the Rev.J. W. WYNNE JONES, the Vicar of Car-narvon, and a hymn sung by the choir ofChristchurch and those assembled.

After the hymn Sir LLEWELYN TUENEE,addressing the large assemblage, gave a

i brief resume of the Life-boat work, andj said that upwards of fifty years ago, longI before the-Station was under the manage-I ment of the NATIONAL INSTITUTION, The

Staff of Life, with all hands, was lost onthe south bank of the bar in a north-west

! gale, and although a Life-boat, the gift ofj the late Admiral CBAWLEY, was stationedat Llanddwyn, which was well to wind-ward of the wreck, she was (to the dis-grace of those in authority at the time)unfit for service, having been kept on thebeach, exposed to the wind, rain and sun.The number of pilots at Llanddw^n wasfour (no more men being on the island),so that a Boat requiring ten hands to manher was useless, from the two causesnamed.

The Boat was afterwards brought toCarnarvon, and, being repaired and keptin good order, saved a great number of

lives, the crews of no less than fourvessels 'being rescued on one Saturday,when the Boat was efficiently worked,under the command of the late CaptainJOHN KICHABDS, of the brig Jane.

It was nineteen years since he hadofficiated at the launch of the Life-boatJohn Gray Bell, which succeeded the oldBoat, and was to be superseded by theBoat about to be launched.

The EOYAL NATIONAL LIFE-BOAT IN-STITUTION had done, and was still doing,a work of enormous magnitude, and ofincalculable benefit to the seamen of thisand all nations frequenting our coasts.

As he (Sir LLEWELYN TURNER) wasthe President of the North Wales Tem-perance Association, he looked somewhatsuspiciously at the bottle which LadyTURNER was about to break. He wouldonly say that if there was any one presenttoo fond of drawing the cork, he hadbetter use the bottle in the same way—break it and cast it into the sea.

He could not conclude without bearingthe strongest testimoay and tenderingthe warmest thanks of the Life-boat Com-mittee to their well-tried and experiencedHonorary Secretary, Mr. JACKSON, for hisgratuitous and invaluable services asSecretary to the Llanddwyn Branch ofthe Institution and agent of the Ship-wrecked Fishermen and Mariners' EoyalBenevolent Society. Services like thosewere quietly and unostentatiously ren-dered, but were none the less valuable.

Mr. JACKSON then conducted LadyTURNER to the small stage at the stern ofthe Boat, when her Ladyship said:—

" Ladies and Gentlemen,—It was withvery great pleasure that I acceded tp Mr.JACKSON'S request to come here and namethis beautiful new Life-boat. I am surethat I echo the wishes of all when Iexpress a hope that whenever she isrequired to save life there may be foundbrave and willing hearts to man her, andthat the Almighty may crown with successthe efforts made to rescue the lives ofshipwrecked mariners. I now name theLife-boat The Richard Henry Gould."

Her Ladyship then broke the bottle onthe stern of the Boat, and amidst thecheers of the spectators, the Life-boat,with the crew on board, glided gracefullyinto the water, and was afterwards rowedto the New Basin, to test the self-rightingqualities under the crane. The Boat was

first placed on her side and afterwardscapsized, and in both instances she atonce righted, freeing herself of water inthirty seconds. She was afterwards takenby the crew to her Station at Llanddwyn.

The new Life-boat for Llanddulas wasplaced there in April last. On the 4thMay she was taken afloat in a rough seaand strong wind from the N.E., and thecoxswain and crew afterwards reportedhighly of her behaviour in rough water,stating that they liked her very much,and considered her a better Boat, andmore suitable for the requirements of theStation, than her predecessor.

The Llanddwyn Life-boat was calledout on service on the 28th December last,during a strong gale from the W.N.W.,and the Coxswain reported that she be-haved very well on the occasion, when shehad to encounter a very heavy sea.

PEEL, ISLE OF MAN.—With the co-operation of the local residents, a newLife-boat Establishment has been formedby the Institution at Peel, on the westcoast of the Isle of Man, where there is alarge and increasing fishing population.It had been pointed out to the Institu-tion by His Excellency the Lieutenant-Go vernor of the Isle of Man that the longrange of coast from Port Erin to Bamseywas unprotected by any Life-boat, andthe opportunity has been taken to supplythe deficiency, and there are now sixLife-boats to be found on the coast of theisland, which for many years was theresidence of one of the first founders ofthe EOYAL NATIONAL LIFE-BOAT INSTITU-TION, the late Sir WILLIAM HILLARY,Bart. The Life-boat provided is 37 feetlong, 9 feet wide, rows 12 oars double-banked, and is provided with water-ballasttanks. A new and commodious househas been erected for its reception nearPeel Castle. The cost of the new Boatand equipment was met from a legacybequeathed to the Institution by the lateCaptain MONK, E.N., of Neston, Cheshire.The new Life-boat was towed across fromLiverpool by the Isle of Man Company'ss.s. Ullen Vannin in half a gale of wind,with considerable sea. The steamer pro-ceeded at full speed, about 10 knots anhour; the Life-boat towed very steadily,and went over the seas in the most buoyantmanner. Sheets of spray dashed over herthe whole passage across, but she shipped

no heavy water. The public inaugurationof the new Life-boat Station took place onthe 14th October last, in conjunctionwith the opening of the new Boyal NavalBeserve Battery on Craig Malin. Theinhabitants of all parts of the islandtrooped into the city all day, by trains,by cars, and by almost every conceivablekind of conveyance, while not a few pro-ceeded on foot, all bent on seeing the un-usual display which had been announcedto take place in the city of Peel. Thestreets were gaily decorated with flagsand banners, in many cases a line of flagsbeing hung across the street. The Life-boat was taken through the principalstreets of the town in a procession, whichstarted in the following order :—

Members of the police force, the Town.Commissioners, E.N.B. men with red en-sign, 500 school children, Peel band inuniform, 500 school children, E.N.E. menwith white ensign, E.N.E. men with riflesand fixed bayonets, E.N.E. men with blueensign, E.N.E. men with cutlasses andpistols, Peel Fire Brigade, life-saving ap-paratus waggon with men, representativeof donor of Life-boat (Mr. W. BUOWN),District Inspector of Life-boats (Lieut.TIPPING, E.N.), the Life-boat, decoratedwith flowers, flags, &c., with crew inuniform and oars on end, the High-Bailiffof Peel and the Life-boat Reception Com-mittee, E.N.E. men with Union Jack, hisExcellency the Lieut-Governor and Mrs.SPENCER WALPOLE (in carriage), attendedby guard of honour of E.N.E. men withdrawn cutlasses, the Lord Bishop of theDiocese and Mrs. BOWLEY HILL (in car-riage), several members of the InsularLegislature, townspeople and sailors inprocession, general public in procession,four deep.

During the day the wind was blowingstrongly from the north, and a heavy seawas running, the water dashing over thebreakwater frequently, to the great dis-comfort of hundreds of people who hadcongregated there. The sea was just suitedfor testing a Life-boat.

Everything being ready for the launch,Mr. BKOWN, as executor of the late CaptainMONK, E.N., stepped forward, and insuitable terms made the presentation ofthe Boat to the Institution. The gift wasacknowledged on its behalf by the DistrictInspector, who then handed over the Boatto the care of the Local Committee. The

High-Bailiff of Peel responded on behalfof the Eeceptiou Committee, and calledupon the Governor of the Island also tosay a few words as to the thankfulnesswith which the gift was received. HisExcellency, in the course of his remarks,said:—

"There is one thing which the Insti-tution cannot give us. It can give us aboat equipped with all the best expedientswhich modern ingenuity can suggest,but it cannot give us brave hearts andstout hands to man the Boat (applause).Those we can only derive from our-selves (hear, hear), and I need hardlyassure you that those hearts and handswill be forthcoming in the town of Peel.I have some acquaintance with the fisher-men of the British Isles; I know theirworth; I know their courage, and it isnot merely as Governor of this Islandthat I make bold to say that there are nofishermen who excel, in either courage orskill, the fishermen of the town of Peel(loud cheers). I sometimes think that aLife-boat is typical of all that is highestand best, for while it recognises our faithin the God who rules the raging of thesea, it teaches us that we must dependupon Him to save our own lives and thelives of others. In acknowledging thepresence of that God, it is only right thatbefore I conclude I should ask my EightEev. friend the Bishop to put up a prayerin our behalf for the prosperity of thisBoat, and I will therefore conclude theseremarks by asking 'the Lord Bishop tocome forward and pray to Almighty Godfor the welfere of this Boat and its futurework (applause)."

The Lord Bishop then came forwardand offered up prayer for the success ofthe Boat, after which the well-knownhymn, " For those in Peril on the Sea,"was sung by the vast concourse.

The High-Bailiff then ascended theplatform, and said:—" The EeceptionCommittee and the people of Peel haveunanimously asked Mrs. HILL, the wife ofour revered Lord Bishop, to name thisbeautiful Life-boat" (loud cheers).

Mrs. HILL was greeted with great en-thusiasm as she stepped forward to per-form the ceremony. A bottle of champagnewas placed in her hands, which she dashedagainst the side of the Boat, saying as shedid so, " Success to The John Monk."At the same moment the ropes were

loosed, and the Boat glided gracefullyinto the water, amidst the loud cheers ofthe assembled multitude and the firing ofmany guns. The Boat rowed inshore atfirst, but sail was hoisted, and, under thedirection of Lieutenant TIPPING, E.N.,and the coxswain, she was taken out tosea, where an excellent practice was gonethrough. The crew were much pleasedwith the weatherly qualities of the Life-boat, and with her behaviour both undersails and oars in the strong northerlywind and heavy sea with which they hadto contend. It should be mentioned thatseveral beautiful wreaths of flowers werehung about the Boat, which were madeby Miss Tuft)ALL, mistress of the ChristianGirls School, the flowers having beengathered by the school children.

TENBY.—A new water-ballast Life-boat,34 feet long, 8 feet wide, and rowing10 oars double-banked, has been for-warded by the Institution to Tenby, itbeing thought desirable that a Life-boatcontaining all the latest improvementsshould be placed on that importantStation, in the place of one sent theremany years since. The new Boat pos-sesses, in an eminently satisfactory degree,the valuable qualities characteristic ofthe Boats of the Institution, such as great

lateral stability, self-righting, self-ejectingwater, &c. A new transporting andlaunching carriage was sent with theLife-boat. The cost of the new Boat,carriage, and equipment has been metfrom a munificent legacy bequeathed tothe Institution by the late Miss COLLIN,of Store Street, London, and the Boat isnamed The Anne Oollin, in memory ofthe benevolent donor.

The first launch of the Boat at itsStation took place on the 23rd Decemberlast, when there was an imposing demon-stration, the townspeople manifesting theliveliest interest, lining the streets to viewthe procession as it passed along, and alsocrowding the Castle Hill and rocks towitness the ceremony of naming andlaunching. After prayer had been offeredup by the Rev. GEOBGE HUNTINGDON,Hector of Tenby, the Boat was named byMiss JONES, a relative of the LocalHonorary Secretary, J. K. ROWLANDS,Esq., and launched. In the evening bothcrews of the Life-boat and a few friendswere entertained at supper by Mr. Row-LANDS.

The two previous Life-boats stationedat Tenby had done good service from timeto time, and were instrumental in savingaltogether 83 lives from different dis-tressed vessels.

SEEVICES OF THE LIFE-BOATS OF THE EOTAL NATIONALLIFE-BOAT INSTITUTION.

KINGSDOWNE, KENT.—On the morningof the 18th September, signals of distresswere fired by a vessel which proved to bothe steamer Dolphin, of London, boundfrom London to Havre, with a generalcargo and passengers, which had been incollision with another steamer, during aN.E. wind, thick weather, with rain anda heavy cross sea. Two large galleysfrom Eingsdowne went off in reply to thesignals, and brought ashore two of thesteamer's boats, containing twenty-fourpersons. It was reported that the vesselhad sunk between Walmer and Kings-downe, and that there were several otherpeople left in the rigging. The Kings-downe Life-boat was therefore launchedat 3.30, and rescued six persons, who werebrought safely ashore, one of them, apassenger, being in a most exhausted

condition. The galleys also went outagain, and a diligent search was madefor any other survivors, but none werefound.

RAMSEY, ISLE OF MAN. — The TwoSisters Life-boat was launched at 5.30 onthe evening of the 2nd October, to theassistance of the brig Professo, of Tvede-strand, Norway, bound from Sundswallfor Ramsey, with a cargo of timber. Shewas lying at anchor in the bay during awhole gale from the W.N.W., when shedrifted, and the master fearing that thechain, which was weak, would part, andthat the vessel would drift on to theBahama bank and become a total wreck,cut away the masts and showed signalsof distress. The master and pilot weiebrought ashore by the Life-boat to make

arrangements for having the vessel broughtin. The gale moderated, and on the fol-lowing day the brig was towed into theharbour by a steamer.

CASTLETOWN, ISLE oi1 MAN.—It wasreported, on the evening of the 2ndOctober, that a schooner in Derbyhavenwas flying a flag of distress. The HopeLife-boat was launched at 6.30, and foundthe vessel, which proved to be the JohnPerry, of Beaumaris, dragging her anchorson a lee shore. The wind was blowingfrom the S.W., and a heavy sea was run-ning. The crew of three men were takeninto the Life-boat, and brought to land.This was the first time the new Life-boathad been out on service, and her behaviourgave entire satisfaction to her coxswainand crew.

CEMAES, ANGLESEY.—At daybreak onthe 5th of October a steam-tug enteredthe bay with a flag half-mast high andblowing her whistle. The Life-boat Ash-tonian was launched, and was towed bythe tug to the wreck of the ship Earl ofChatham, on the mainland, a little to theeastward of West Mouse Island. Thecrew had been taken off by the tug; butit was thought that there were some stow-aways left on the vessel. The Life-boatmen boarded the ship, but found nobodythere; they however rendered good ser-vice in saving the captain's instruments,papers, &c., and afterwards put some ofthe vessel's crew on board to launch oneof the ship's boats and recover the sailors'clothes, &c.

KILDOHAN, ISLE OF ABBAN.—At 6 P.M.on the 6th October, a vessel was seenflying the signal "I am sinking." TheLife-boat Emily Dewar was promptlylaunched, and found the vessel was thebarque Bimac, of Liverpool, bound fromGlasgow for Valparaiso with a generalcargo, and carrying a crew of 17 men.She had been in collision with the shipNorth, and was in a sinking condition.The Life-boat men went on board, and,with the help of a tug which came up twohours afterwards, the barque was takeninto 'Lamlash, where she was beached atabout 9.30 P.M., the Life-boat remainingby her until low-water, at the master'srequest, and returning to her station at7 o'clock the following morning.

ABBBOATH.—At about 11 o'clock, onthe morning of the 10th October, theattention of the coxswain of the Life-boatwas drawn to the dangerous position oftwo amateur fishing boats outside theharbour bar. The wind was blowing astrong gale from the N.E., with a heavysea, and, as it appeared improbable thatthe boats would be able to make the har-bour, the Life-boat People's Journal, No. 2,was launched, and pulled out to theirassistance. One of the boats succeededin entering the harbour, but the otherwas put out to sea. The Life-boat madefor her, and on getting close a rope wasattached, and the boat, with its two occu-pants, was towed safely into the harbour.

THUBSO, CAITHNESS-SHIBE.—During aheavy gale from the N.E., on the 12thOctober, signals of distress were shownby vessels at anchor in Scrabster road-stead. The Life-boat Charley Lloyd waslaunched, and went first to the James, ofWick, and took off her crew, numberingfour men; then to the Manturu, of Dum-fries, securing her crew, consisting offour men; and, lastly, to the Magnet, ofHull, from which it rescued four menand the master's wife and child. Thesefourteen persons were all safely landed.

PENMON, ANGLESEY.—A vessel was seenashore on the north side of Puffin Island,during a moderate gale from the N.N.E.and a heavy sea, on the morning of the13th of October, and some men were ob-served on the island. The ChristopherBrown Life-boat was launched at 9, o'clock,and found that the ketch Hope, of St. Ives,bound from Buncorn for Pentowen, Corn-wall, with coal, having sprung a leak andbecome unmanageable, had stranded half-way between the beacon and Puffin Island,where she became a total wreck. Thecrew of three men, who had taken refugeon the island, were taken into the Life-boat and landed at Beaumaris.

GKIMSBY.—A telegram having been re-ceived reporting a vessel in distress, theLife-boat Manchester Unity put off at about9.45 A.M. on the 13th October, during astrong N.W. gale and a heavy sea. Sheproceeded down the Humber under sail,and on nearing the vessel, which was thebrig B. W. Parry, of Barth, from Hudicks-vall, with a cargo of wood for Grimsby, it

was seen that she had stranded off Grain-thorpe, and that every sea was breakingover her and her crew. With great dangerand difficulty, tha boat receiving somedamage and two oars being broken, theLife-boat succeeded in rescuing the eightmen from their perilous position andlanded them at Grimsby, the boat beingtowed back to her station by a steam-tug.

GOBLESTON, SUFFOLK. — The fishing-smack Sir John Astley, of Great Yarmouth,while attempting to enter the harbour, atabout 9-30 P.M. on the 15th of October, ranagainst the1 south pier head. Three of hercrew jumped on to the pier, but anotherin attempting to do so, missed it and wasunfortunately drowned. The smack re-bounded, and drifted helplessly to thesouthward with the mizen only standingand having only the master and a boy onboard. The Leicester Life-boat was launchedand, with much difficulty and danger, wasgot to sea by running a line to the northpier head, in doing which one of the crewwas washed off the pier but was happilyrescued. Sail was made, and the smackwas reached, and was taken, with the twopersons on board, into Yarmouth Harbour.She had anchored off Hopton Beach in thebreakers, the sea at times making a cleanbreach over her.

GILES QUAY, DUNDALK.—The s.s. Dud-don, of Whitehaven, bound from Newport,Mon., for Dundalk, with a cargo of coal,went ashore on the bar during a strongbreeze from the E.N.E. and a heavy sea,on the 16th of October. A steam-tugwent to her assistance but was unable totow her off, and after the tug had lefther, the Life-boat James Thomas put offat 7 P.M. ; remained by her until the fol-lowing morning, and took provisions fromDundalk to the vessel. A number of menengaged from the shore by the master,having thrown part of the cargo over-board, the vessel floated and was gotsafely into port.

BEIGHTON.—The Edbert BaiJces Life-boat was launched at 5.10 P.M., on the21st of October, signals having been shownby the fishing-smack Volant, of Dover.The wind was blowing from the S.S.W.;the weather was thick and the sea rough.On reaching the vessel, which had stranded

about three-quarters of a mile from theshore, it was found that she was bumpingheavily and leaking. Her crew, consistingof four men and a boy, were taken intothe Life-boat and safely landed; the rescuebeing witnessed by a large concourse ofpeople. At high-water the smack droveashore, and became a total wreck.

EAMSGATE and DEAL. — Signals weremade by the Goodwin and Gull light-ships, during a fresh S.E. gale and a heavysea, on the morning of the 31st of October.At the same time a large flare was seenin the direction of the North Sand Head.The Life-boat Bradford and steam-tugAid left the harbour at 2 o'clock, pro-ceeded direct to the place where the lighthad been shown, and found the schoonerFrederick Carel, of Oude Pekela, boundfor Gloucester, with a cargo of oats,stranded on the North Sand Head. Themaster stated that the vessel was leakingbadly, and her crew, consisting of six men,were therefore at once taken on board theLife-boat, through a very heavy sea, andlanded at Bamsgate.

Some Deal boatmen afterwards boardedthe vessel to try to save the ship andcargo, but the sea increased very much,and their boats could not get alongside totake them off again. Between 2 and 3o'clock in the afternoon, a man wentashore in a galley to call out the Life-boat. The crew of the Mary Somervilleat once assembled, went to the vessel,and found the sea breaking over her,some of the men having taken refuge inthe rigging. It was impossible for theLife-boat to get alongside, but communica-tion was obtained by means of lines, andseven men were thus hauled into the boat.Another man, who had remained untillast, was unfortunately knocked down andswept away by a heavy sea, after havingtied the line round each of the other menwho had been saved. The Life-boat wastowed back to her station by a steam-tug,arriving there at about 7 P.M.

EAMSGATE.—At 8 P.M. on the 26th No-vember, during a fresh W.N.W. wind anda heavy sea, the Bradford Life-boat andsteam-tug Aid went out, in reply to signalsfrom the Gull lightship and found the s.s.Santa Rosa, of Gijon, ashore on the GoodwinSands. On reaching the sands, some menemployed to get the steamer off asked for

assistance, and on the tide flowing theLife-boat sailed to the vessel, shippinglarge quantities of water. When the tiderose, steam was got up, the sails wereset, and the vessel forged a-head off thesand. She was then taken in tow by theDreadnought and Aid tugs, and towed toRamsgate harbour, arriving there at about5.30 on the following morning, the Life-boat keeping alongside her until shereached the harbour, in case of accident,as the vessel was leaking considerably.

FISHGUABD, SOOTH WALES.—At about10 o'clock on the morning of the 31st ofOctober, signals of distress were shownby two schooners which, with other ves-

TheLife-boat therefore went to these vessels,took their crews off, and landed the wholeof the 15 men at about 1 P.M. CaptainLA PEIMAUDATB, E.N., the Institution'sInspector of Life-boats for the District,who was then at Fishguard to inspect theLife-boat Station, went out in the Boaton this occasion.

The Fishguard No. 2Life-boat, the Appin, went to the assist-ance of the two schooners which hadsignalled, and found that their crews wereanxious to be brought ashore; three menwere accordingly taken off the CharlotteAnn, of Portmadoc, bound from Newportto Portmadoc, with coal; and five menfrom the Demi Lass, of Aberdovey, boundfrom Portmadoc for London with a cargo

HOLY ISLAND, NOBTHDMBERLAND.—Theschooner Superb, of and from Timmer-nabben, Sweden, for Sunderland with acargo of pit props, was seen beating upthrough the "Fairway," during a galefrom the S.E., on the morning of the31st of October. She seemed uncertainwhat to do, and finally anchored near avery dangerous reef of rocks. The seawas too heavy for any coble to cross thebar, and therefore the Grace Darling Life-boat put off at about 11 o'clock, andproceeded to the vessel, which weighedanchor just before the Boat reached her.The second coxswain of the Life-boat wasput on board the ship to pilot her, andshe was brought safely into harbour.

CLACTON-ON-SEA.—Signal rockets hav-ing been fired by the Swin-Middle andMaplin Lightships on the 1st November,the Life-boat Albert Edward was launchedat 4 A.M., during a very strong N.B. windand a rough sea. The Boat made herway across the Wallet, through the SwinSpitway into the Swin, when a flare'wasobserved bearing southward; she went inthat direction; another flare was seen,and shortly afterwards a ship was sighted.She had stranded near the West MiddleBuoy. On arriving at the vessel, whichproved to be the barque Garland, ofAland, bound for London with timber,and carrying a crew of 14 men, the ser-vices of the Life-boatmen were engagedto get her afloat. The men boarded her,one of them getting his leg badly jammedbetween the Boat and the ship in doingso, and the anchor and chain were slippedand the sails set. In performing thelatter service, one of the crew of thevessel fell from -the upper topsailyardand was killed almost instantaneously.The assistance of a steam-trawler wasthen secured, and the ship was towedinto deep water, leaking very much, andhaving her rudder unshipped. It wasnow found necessary to engage anothertug, and the ship was towed to London,the Life-boat accompanying her to theVictoria Docks, where she arrived atabout 9 o'clock on the following morning,the Life-boatmen being continually at thepumps. At 9.30 the Life-boat returnedto heir .station, the tug Champion, ofGrimsby, kindly taking her in tow. to theSwin Spit, and Claeton was reached atabout 6 -P.M., the men being all worn-outwith the excessive fatigue they had un-dergone.

FOWEY.—At about 12.30 A.M., on the18th November, a flare-up light wasshown by the schooner Tam-o'-Shanter,of Goole, bound from Dartmouth for Parin ballast, which was drifting before aheavy E. gale in the direction, of theKillyvarder Bocks bordering on the ParSands. The Life-boat Arthur Hill pro-ceeded to her assistance, and remainedby her until the wind moderated. Thevessel held to her anchors, and no furtherassistance being required, the Life-boatreturned to her station, arriving at 4 A.M.

FILEY, YOBKSHIBE.— Several fishing-

boats having been overtaken by a strongS.E. wind and squally weather on the24th November, the Eollon the SecondLife-boat was launched at 10.30 A.M. andaccompanied the boats safely ashore.

BYE.—The night patrol reported thatsignals of distress were being made by avessel off the west end of Broom Hill onthe 24th November. The crew of theMary Stanford Life-boat were immediatelyassembled, and the Boat put off at 8 P.M.On arriving alongside the vessel, whichwas the fishing-smack Maid of Kent, ofBye, her crew, consisting of three men,were in the act of leaving her, havingtheir boat half over the side; but at thesuggestion and with the assistance of theLife-boatmen, an anchor was laid out,some of the Life-boat crew boarded thevessel, and as the tide flowed she was gotafloat and proceeded into Bye Harbour.

TYNEMOTJTH.—The keteh Ada, of Har-wich, bound from London, and laden withtimber, was nearing the Tyne in a veryhigh sea and very stormy weather on theevening of the 25th November, whenshe was struck by a heavy sea and herrudder carried away. She showed signalsof distress, in reply to which the No. 2Life-boat The Forester was launched at6.30 and proceeded to the vessel, whichhad drifted inside the South pier. Themaster desired to have the assistance ofsteam-tugs, and the Life-boat thereforewent to Shields Harbour and communi-cated with two steam-tugs, which wentout at about midnight and brought thevessel into the Tyne.

BLAKKNBY, NOBFOLK.—The Eettie Life-boat was launched at about 10 P.M. onthe 25th November, signal rockets havingbeen seen indicating a ship in distress onthe West Sand. On reaching the spot theLife-boat found H.M.S. Beaver stranded.The Life-boatmen rendered all the assist-ance in their power, remained by thevessel during the night, and on the fol-lowing morning brought ashore eight ofthe crew, the remainder being landed byanother boat.

THOBPEHESS, SUFFOLK.—At 5.30 A.M.,on the 26th November, .the Life^boatIpswich was launched in response to sig-nals in the direction of Sizewell Bank,

during a S.S.E. wind and a heavy sea.On reaching the vessel, which proved tobe the steamer Agnes Louisa, of and fromHartlepool for London with a cargo ofcoal, it was found that she was strikingheavily on the sand. Following the ad-vice of the Life-boatmen the engines werereversed, and working full power asternbacked the vessel off the sand into deepwater. The Life-boat was taken in towas far as Orford Ness, and leaving threeof her crew on board the steamer, returnedto her station at 11.30 A.M.

MONTBOSE.—At 10.5 A.M., on the 26thNovember, the No. 2 Life-boat The RomanGovernor of Caer Hun was launched tothe assistance of the schooner FamiliensSaab, of Frederikshald, laden with pitprops, which was driven ashore during astrong wind from the S.E. and a veryrough sea. The Life-boat was pulledthrough a heavy surf to the vessel, andrescued the crew, consisting of four men.The schooner became a total wreck.

SCARBOROUGH.—The steam fishing-boatSequel, of Scarborough, while making forthe harbour at 2.30 P.M., on the 26thNovember, stranded on the beach to thewest of the piers and struck heavily. TheLady Leigh Life-boat put off to her assist-ance and took warps ashore, by means ofwhich the vessel was got off when thetide flowed. She had a crew of fivemen.

BARMOUTH, NOETH WALES.—At noonon the 27th November The Jones OibbLife-boat was launched, Captain LA PEI-MAUDAYE, E.N., District Inspector of Life-boats, who was at the station on a visitof inspection, going out in her, to theassistance of a small vessel which wasmaking for the bar during a gale of windfrom the W.N.W. and a heavy sea. Onreaching the vessel, which proved to be asteam-launch named the Asie, of Ports-mouth, being taken to Liverpool to befitted with boilers, her crew of two menwere found to be in a most exhaustedstate, having been in the bay all night,and the vessel was partly filled withwater. The Life-boatmen gave everyassistance, and brought the vessel safelyinto harbour. There is no doubt thatin the absence of the timely help givenby the Life-boat the vessel would have

struck on the bank, and would havebecome a total wreck.

NEW BRIGHTON.—Bockets were firedfrom Blundle Sands and New BrightonCoastguard stations on the evening of the3rd December, denoting that a vessel wasin danger, and that the services of theLife-boat were required. The Willie andArthur Life-boat was immediately mannedand was towed by a steam-tug to theCrosby Lightship, and found the schoonerNathaneli, of Cardigan, bound from Corkfor Euncorn with a cargo of bones, atanchor near Tailor's Bank. She hadmissed stays, and not having room to wearhad anchored to prevent stranding on thebank. Two of the Life-boatmen went onboard the vessel to assist the crew to slipthe chain, and she was then towed by asteam-tug to New Ferry.

BBIXHAM, SOUTH DEVON.—Bockets wereseen and signal guns heard during a S.E.wind and a very heavy sea on the eveningof Sunday the 6th December. The Life-boat Brian Sates was launched at about7 o'clock, pulled round Berry Head, andfound a large steamer, the Sretton Hall,bound from Antwerp for Cardiff andNewport with part general cargo andballast, on the rocks at Sharkham Point.Some of her crew got ashore by a ladderto the cliff, and at the request of themaster, who with his officers and some ofthe crew had remained on board, theLife-boat stayed by the vessel in case sheshould break up, the Life-boatmen assist-ing to save the cargo from the after-hold,and remaining as long as it was possibleto stand on the deck. The Life-boatregained her station at 6 o'clock on thefollowing morning.

WmTBURN.—The s.s. Telesilla, of andfrom London for Shields in ballast,stranded on Whitburn Stile during thickweather and a strong sea on the 7th De-cember. The William and Charles Life-boat put off to her assistance at 6.30 P.M.,and brought ashore one of her crew, theothers declining to leave the vessel. Onthe flood tide some tugs arrived, and theLife-boat again went out at 11 P.M. andrendered assistance by passing ropes, &c.,from the vessel to the tugs, the sea beingtoo rough to admit of such services beingrendered by any boat other than a Life-

boat. Eventually the vessel floated, andwas towed away by the steam-tugs, theLife-boat returning to her station atabout 4 o'clock the next morning.

• TEIGNMOITTH.— The Arnold Life-boatput off at 11 P.M. on the 18th Decemberto the assistance of the fishing-smack lona,which had not returned to Harbour, theweather being thick, the wind freshening,and the sea becoming very rough with aheavy surf on the bar. At about 12.15 A.M.the boat was seen running for the bar,when the Life-boat burned green lights, andshe was brought safely into the harbour.

CAISTEE.—The three-masted schoonerW. L. J., of Swansea, bound from Goolefor Plymouth with coal, and carrying a

crew of ten men, was seen to nearthe Barber Sand and let go her anchoron the 28th December. As it was fearedshe would go aground, the No. 2 Life-boat The Godsend proceeded to her at1.15 P.M., but the master declined anyassistance. The cable, however, after-wards parting, the master engaged theservices of the Life-boat crew, the vesselat the time being within her length ofthe breakers, and so, with the help of asteam-tug, she was safely taken into Tar-mouth Boads. As her steering-gear wasout of order, the Life-boat was requestedto remain by her during the night, aheavy gale and snow or frost prevailingduring the first part of the night, andreturned to her station at 2 P.M. on thefollowing day.

DINNEK TO THE KAMSGATE LIFE-BOATMEN.

THE late Admiral Sir George Back, F.B.S.,who had been accustomed during thelatter part of his life to spend a portion ofeach year at Bamsgate, had at differenttimes given a dinner to the crew of theLife-boat, to show his appreciation of theirgood services in saving life. On his deathit was found that he had bequeathed 3001.to the BOTAL NATIONAL LOTS-BOAT INSTI-TUTION, on the understanding that 200Z.should be invested in Consols, and thedividends thereon appropriated in pro-viding the Bamsgate Life-boatmen, atperiodical intervals, with a substantialdinner. He added, that the selection ofthe men who were to partake of therepast was to be left to the Secretary forthe time being of the Institution, whomhe requested to preside over the dinner.

In carrying out this trust, it is foundthat it is only possible to have the festivalat triennial periods. The second gather-ing took place on the 17th of Decemberlast, at Corbin's Boyal Oak Hotel, Bams-gate, when eighty men were entertained,including the coxswain, Mr. C. E. FISH,6ie deputy-coxswain, Mr. B. GOLDSMITH,the voluntary crew of the Life-boat Brad-ford, the crew of her consort the harboursteamer, some men who assist when theLife-boat puts to sea, and a number ofex-Life-boatmen who, having grown oldin the service, are forced to leave thegood work to younger men.

The Chair was occupied on this occasion

by MT.CHABLES DIBDIN, F.B.G.S,, Secretaryto the Institution, who was supported bythe Mayor (Captain VAILE), the Bev. J. E.BBENNAN, Captain JONES, Harbour Masterand Local Honorary Secretary, the Bev.H. CAMPBELL, and others.

After dinner there was a short list oftoasts, the first, of course, being that of" The Queen and Boyal Family," proposedby the Chairman, who called upon allpresent to honour it by standing up andsinging the first verse of the NationalAnthem, a request which was most loyallyresponded to, and was followed by threeringing cheers led by the Chairman.

The next toast " The memory of thelate Admiral Sir GEOBGE BACK," was drunkin silence.

Captain JONES proposed " The BoyalNational Life-boat Institution," and said,that as a sailor he spoke warmly and withall his heart of the admiration which allsailors felt for this great Institution—anInstitution which heeded neither nation-ality, creed, or politics; but bent itsenergies solely to succour and assist allin distress at sea. In this noble workthey had the entire nation at their back,and the funds of no society were morereadily contributed to by the benevolentof all classes than this Life-boat Institu-tion. Thus the Life-boat's crew must feelthat the eyes of ail England were uponthem in carrying out the objects of theInstitution—(hear, hear)—which from

small beginnings had grown into one ofthe greatest works of benevolence theworld ever saw, simply because nothingtouched their sympathies, as Englishmen,so thoroughly as contributing to the wantsof those in distress—(loud applause).He then gave the toast, coupling there-with the name of Mr. DIBDIN.

The sentiments expressed were enthu-siastically honoured, and the Chairman,in responding, said he had to thank themvery much for the very kind way in whichthey had received the generous and kindremarks of Captain JONES in proposingprosperity to the Institution which he re-presented, and which was presided over byhis Grace the DUKE of NORTHUMBERLANDand Mr. EDWAED BIEKBECK, M.P., the" fisherman's friend." He would have themclearly understand that he did not take aninterest in the work because he was thepaid officer of the Society; but he was itspaid officer because he took an interest inthe Institution. He also mentioned otherfacts to show that he had the interests ofthe Life-boatmen very much at heart, andthat the work of the Institution was pro-gressing most satisfactorily. He knew ofno nobler work than saving life, andperhaps rescuing from a watery grave themainstay of many a family.

After a short interval, the Chairmanproposed " The Ramsgate Life-boatmen,"and said that of all the crews round thecoast the Institution had, if not thegreatest respect, as great respect for theBamsgate men as for any other crew. Theauthorities knew that in the event of abad storm arising the Bamsgate men weresure to be in the right place. They neverflinched from duty, and no storm was sobad, no circumstance so appalling as todeter them from the performance thereof.In proof of this he need only remind themof one case—that of the Indian Chief. Thestory of that deed was not only read by allthe people of this country, but the foreignpress also expressed their great admira-tion for what British sailors could and diddo—those sailors on that particular occa-sion being the Bamsgate Life-boatmen.Since 1865 the local crew had saved noless than 789 lives—a record they mightwell be proud of. He was sure that, withthe modesty characteristic of sailors, theydid not want the praise of men. Hetrusted and believed they did their dutyfrom very much higher feelings, and he

therefore had great pleasure in asking thevisitors present to drink to the health ofthe Bamsgate Life-boatmen. He coupledwith the toast the name of Captain JOWES,who, although not a Life-boatman him-self, took an important share in the work;also that of Coxswain FISH, who had as-sisted to save hundreds of lives, and theyhad only to look at the medals on hisbreast to see what sort of a man he was.

The toast was responded to by CaptainJONES and Coxswain FISH, the latter re-marking that he was proud to say thatevery man present was ready and willingto do his duty when called upon.

The meeting was also addressed byCaptain VAVELE and the Bev. E. J. BEENNAN,after which the men separated muchpleased with the entertainment providedfor them.

THE CIVIL SERVICE LIFE-BOATFUND.

AT the annual meeting of the Committeeof the Civil Service Life-boat Fund, onthe 12th ultimo, presided over by Mr.C. G. TUBNEB, Controller-General of la-land Bevenue, it was reported by Mr.CHABLES DIBDIN, the Hon. Secretary, thatduring the past year the Fund had con-tributed the sum of 1,200Z. to the NA-TIONAL LITE-BOAT INSTITUTION to defraythe expenses incurred by the Society inproviding houses, &c., for the four Life-boats presented to it and endowed by theFund. It was further stated that theseBoats had been instrumental in saving189 lives and three vessels, and it wasdecided to issue an appeal to the CivilService for funds to build and endow afifth Life-boat.

It is interesting to know that thisFund, which has been in existence since1866, is now subscribed to by nearlyevery office and department in the serviceof the Crown, and is the only charitysupported by the Civil Service at large.The number of the subscribers is at pre-sent upwards of 7,700.

It is hardly necessary to add that theCommittee of the BOYAL NATIONAL LIFE-BOAT INSTITUTION are very grateful forthe substantial help thus accorded tothem, and set a high value on this kindco-operation on the part of the gentlemenconnected with the Civil Service.

A reward of 21.was also granted to the crew of a tug fromHarrington, which proceeded to the rescue, and31. to six men who went out in the tug to mana steamer's Life-boat which she had in tow,but which was washed ashore on the tow-ropeparting. The steamer was unable to get nearenough to the vessel to rescue the only manthen to be seen on the wreck. '

Also 24?. to twenty-four Kingsdowne boatmenfor putting off twice in two galleys, and assistingashore two boats containing twenty-four personsfrom the steamer Dolphin, of London, whichhad been in collision with another steamer, andsank off Walmer, during a N.E. wind, and aheavy cross sea on the 18th September.

Also 41. to four men for putting off twice ina boat, and at some risk saving six men fromthe fishing-boat Voyaijer, of Leith, which sunkat Horse Island, Shetland, during a strong galefroiu the N.N.E. on the 13th August. 21. wasalso given to four men who went out iu theboat on one occasion only.

Also If. 10s. to three men for putting off in aboat, at moderate risk, and saving two menfrom the fishing-boat Mary, of Ballantrae,which had been capsized off Carrick-a-redeIsland, Co. Antrim, in a squall on the 8thAugust.

ROYAL NATIONAL LIFE-BOAT INSTITUTION expended £14,068 on various Life-boat Establishmentson the Coasts of England, Scotland, and Ireland. During the same period it contributed to thesaving of 555 persons from various Shipwrecks on our Coasts. Every winter that comes and goeshas its black record of wrecks, and its terrible list of lost lives, the average loss of lives fromShipwreck annually, on the shores of the United Kingdom, being 700.

The Committee desire to acknowledge, with gratitude, the liberal support which they havereceived from the British Public during the past few years,—a support which has enabled themto establish their present great Life-saving Fleet of 290 boats on the shores of the UnitedKingdom. Deeply sensible, however, of the great responsibility that rests on them to maintainthe Life-boats in a thoroughly efficient state, and their crews practised in the management oftheir boats, which can only be effected by a large and permanent Annual Income, they earnestlyappeal to all classes of their countrymen to continue to aid them in upholding and perpetuatingso great and truly national a Work.

The number of Lives saved either by the Life-boats of the Society, or by special exertions,for which it has granted rewards since its formation, is 31,910: for which services 97 Gold Medals,972 Silver Medals, 14 Binocular Glasses, 8 Telescopes and £86,629 in cash have been given asRewards.
