SPOTLIGHT ONPART 7 OF THE BILL
Part 7 makes provision for the establishmentof legal partnerships and multi-disciplinarypractices in the future. In addition, it makesprovision for direct access to barristers inrelation to non-contentious matters. Section71 defines “legal partnership” as a partnershipformed by two or more legal practitioners,at least one of whom is a barrister, for thepurpose of providing legal services and itdefines “multi-disciplinary practice” as apartnership by two or more persons, at leastone of whom is a legal practitioner, for thepurpose of providing legal services andservices other than legal services. This willbe a new departure in Ireland, but Englandand Wales have already seen the impact oftheir Legal Services Act since 2007.

George Bull of Baker Tilly, London willexamine the impact of The Legal Services Act in England and Wales. This has broughtabout many changes and opportunities forboth legal professionals and others in the UK. Following The Clementi Report, TheLegal Services Act was passed in 2007. Ithad two primary aims: first to simplify andimprove regulation of the legal profession and secondly, to create a framework withinwhich legal services may be provided in newways. A lot can be learned by observing thechanging legal market in the UK.

DAvID ROWE is a Chartered Accountant with a primary degree in law and has extensiveexperience in all aspects of the management ofprofessional service firms. He held the positionof Finance Director for leading law firm MathesonOrmsby Prentice for 10 years, before leaving toset up Outsource in 2000. Since establishingOutsource, David has provided ongoing strategic,financial, and management advice to hundredsof law firms in Ireland. He has also specialised inmergers, buying and selling firms and advisingon profit sharing and other partnership issues.
GEORGE BULL heads Baker Tilly’s ProfessionalPractices Group. He is based in London and is primarily involved in providing leading-edgebusiness and taxation advice to the legalprofession. In his work with clients, Georgeinvests time and effort in explaining complexissues simply, producing workable solutions to difficult problems. His success lies in enablingclients to develop strategies, maximise profitabilityand solve problems in a tax-efficient mannerboth in the UK and internationally. George isclosely involved with the reform of the legalprofession in England and Wales and is one ofthe driving forces behind Baker Tilly’s widelyrecognised report ‘Climate Change – Forecastingthe Impact of the Legal Services Act’. Georgeregularly broadcasts, lectures and writes on allaspects of professional practices and taxation.
BILL HOLOHAN, uniquely in Ireland, is qualified as a Solicitor, Notary Public, Arbitrator,Commissioner for Oaths, Trade Mark Agent,European Community Trade Mark Practitioner,and CEDR Accredited Mediator. He is co-authorof several legal texts, including Bankruptcy Law and Practice in Ireland, Leasing – Ireland,International Civil Procedures, Insolvency Law inIreland, International Rescue of Companies. He iscurrently working on a new book on LawyersProfessional Indemnity and Negligence and onanother title on Buying and Selling InsolventBusinesses. He has published a number ofpapers “ADR and Mediation in Ireland, 2010 andbeyond”. He is one of the few Irish solicitors whohas appeared, (without barristers), in the HighCourt and in the Supreme Court when arguingcases on behalf of clients.
MICHAEL WALL is a practising barristerspecialising in planning and environmental law,he also teaches part-time at UCD on masters’degree programmes in planning, urban designand landscape architecture. He is a qualifiedarchitect and planner and was a member of thefull-time board of An Bord Pleanála for almosteight years up to November 2006. In April 2010he was appointed by the Minister for Finance as one of two external members of the NAMAPlanning Advisory Committee. Much ofMichael’s work as a barrister originates byway of direct professional access.
