Speaker BiographySpeaker Biography Thomas W. (Tom) Kula

Executive Director/General Manager

North Texas Municipal Water District

Thomas Kula is the Executive Director of the North Texas Municipal Water District

(NTMWD). In this capacity, Mr. Kula is responsible for all aspects of the NTMWD oper-

ations, management, and planning for an annual operating budget of over $335,000,000

for the FY 13-14. Additionally, Mr. Kula is responsible for the NTMWD’s FY 13/14 Con-

struction Program of $587,000,000. NTMWD currently serves over 1.6 million citizens

with a high-quality treated water supply, wastewater treatment and solid waste dispos-

al. Mr. Kula took over the role of Executive Director May 1, 2014.

Prior to joining the NTMWD, Mr. Kula served for 32 years in the U.S. Army. He served as commander of the

Southwestern Division, U.S. Army Corps of Engineers from July 2010 until April 2014. Kula’s previous mili-

tary assignments included assignments in Germany, Fort Leonard Wood, the 82nd Airborne Division, Fort

Bragg, N.C.; the Pentagon; and deployments in support of Operation Iraqi Freedom.

Kula was born in North Chicago, Illinois. He was commissioned a Second Lieutenant in the Corps of Engi-

neers and awarded a Bachelor of Science in Civil Engineering upon graduation from the United States Mili-

tary Academy in 1982. He holds a Master’s Degree in Military Arts and Science from the School of Advanced

Military Studies, Command and General Staff College. Mr. Kula is a member of the Texas Water Conserva-

tion Association.

Kula resides in Rockwall, Texas, and is married to Jeannette Kula. They have three children.

The annual AWWA Casino Night Fundraiser was a huge success! There were around 70 people in attendance for networking, dinner, and casino game fun. The top casino winners are listed below:

Mohammad Bayan, senior engineer for water treatment, and Bill Gase, water treatment manager for Pierce-Burch Water Treatment Plant, Arlington Water Utilities, presented at the Oct. 9 NCT TAWWA meeting at Texas Star in Euless. The meeting was attended by 90 mem-bers. Mohammad and Bill discussed their study of an unusual spike in fil-ter effluent turbidity and manganese at PB WTP in late 2013. They deter-mined that the manganese spike was related to the Lake Arlington turno-ver, which resulted in excursion in filter effluent turbidity as a result of im-proper ozone operation. They concluded that the existing ozone dosage at the pre-treatment phase was low to oxidize the dissolved manganese and convert it to solid forms, and the ozone dosage at the intermediate phase was very high, which resulted in over-oxidation of manganese to the per-manganate. AWU has subsequently increased the ozone dosage at the pre-treatment ozone contactor and reduced the dosage at the intermediate ozone phase, and has had no reoccurrence of similar water quality issues since the changes. The study was conducted in-house by AWU; demon-strating the technical strength of AWU staff and their ability to adjust the system to changing conditions.

Friday, Oct. 24, marked the 13th Annual North Central Texas AW-

WA Drinking Water Seminar, one of our section’s largest and most

well-attended recurring educational events. Held at the Petroleum

Club of Fort Worth, this year’s seminar hosted approximately 150

attendees. The seminar seeks to include presentations on timely

and relevant topics to the water industry as a whole and provides

six hours of TCEQ operator credit/engineering PDHs. This year

was no exception, with topics ranging from the steps being taken by

utilities in Texas to deal with the effects of ongoing drought condi-

tions and aging infrastructure, to water system security concerns

and industry trends, and finally, an update on the ongoing re-

search, legislative, and regulatory activities that affect our industry.

Our section would like to extend a heartfelt thank you to the presenters and committee members that made this

year’s very successful seminar possible!

As a new feature to the newsletter, we will be shining the spotlight on a local NCT utility. If you would like to be part of this spotlight in a future issue, please con-tact Matt Jalbert. This month, the Town of Flower Mound, Texas is being spotlighted.

Over the past decade the Town of Flower Mound has grown at a rapid pace, like most other Dallas-Fort Worth cities. In a 10-year period the town’s popula-tion rose from 30,000 to 50,000, and the current popu-lation is now approximately 68,000. Flower Mound’s build out is projected to be over 100,000.

Kenneth Parr, director of public works, and Randy Williams, utility services manager have both been ac-tively involved in the planning and operation of the town’s water supply infrastructure. In addition, the town’s Capital Improvements Program is managed by Tiffany Bruce.

Flower Mound contracts with Upper Trinity Regional Water District and Dallas Water Utilities for its treated water supply, 30-MGD and 11-MGD respectively. In addition to providing drinking water, the Flower Mound owns and operates a 10-MGD wastewater treatment plant.

Flower Mound has experienced growth on its west side near U.S. Highway 377 with the development of Canyon Falls. Due to recent drought conditions, the town has evaluated additional water supply alterna-tives, one which includes reusing treated wastewater effluent from the Trinity River Authority’s Denton Creek Regional Wastewater System. This would include the use of a purple pipe system, which would ini-tially be installed in the western part of Flower Mound

Recent construction projects include a new 2.5-MGD Western Elevated Storage Tank and new Western Pump Station.
