Chapter 5: The Master Plan
The Corridor as an Event The projects along the corridor are planned to unfold as a series of “events” over the course of the route, and will be implemented in stages over a number of years to add continuous value to the community.Thirty key projects identified are considered important in building and maintaining the framework of the community over the period of transition from the highway bypass, and have been developed using a criteria that corresponds with both the community’s vision and expectation, coupled with the practicality and achievability of funding and implementing the projects.Each project fits within the framework of the master plan, the cornerstones of community engagement, sound urban design principles, economic prosperity and community wellbeing and in so doing, will weave a new creative impetus into the existing town and village fabric.

1. Memorial Park and Cenotaph restore/upgrade formal floral colour bedding to create vibrant gateway statement.
2. Realise the opportunity to create a high quality observation deck and picnic ground at Rudder Park.
3. Establish entry places to the South Kempsey village precinct from the north and south at the key intersections of Bloomfield and Middleton Streets with new traffic roundabouts.
4. Create visually strong boulevard along Lachlan street axis with centre line tree planting and restrictions on right turning movements to Nicholson, Yarravel and Carrai Streets.
5. Widen footpaths, undertake new street tree planting, provide new street furniture and provide new angle parking along Lachlan Street to encourage new and existing village businesses and revitalise street culture.
6. New street tree planting along cross streets from Lachlan Street avenue.
7. Implement staged improvements to South Kempsey Park including upgrading of the sporting field facilities, new local cultural facilities and acknowledgment of the significance of the Murcutt designed buildings to the community.

1. Avenue Planting along Stuart Street alternative traffic route.
2. Retain parallel to kerb parking along Smith Street between Stuart and Belgrave Streets.
3. Reduce vehicular traffic on Smith Street to 1 x travel lane & 1 x parking lane each way.
