You’ve probably noticed we’re spang in the middle of a municipal elec-tion campaign. This one is

generating high interest, perhaps because Toronto Mayor Rob Ford (here’s wishing him the best possible outcome to his health problems) has put municipal politics on the world map, with his frightening shenanigans and runaway mouth. All of a sudden we see how important mayors—and councillors—can be. So many all-candidates meetings have been standing room only. I haven’t been to any candidates meetings yet. I’m saving myself. I’m the same way with Christmas—I do all my shopping at the last minute. It’s more fun. Well, the fun is about to start. Next week I’ll be at two meetings. The first is hosted by the Buckhorn community centre for all Municipality of Trent Lakes candidates. It’s Monday, Sept. 22, from 7 to 9 pm. Rev. Glenn Empey will be moderator.

Two days later comes my next one—Wednesday, Sept. 24, in Fenelon Falls—for the City of Kawartha Lakes mayoral candidates, and council candidates in Wards 5 and 6. You can find it at the Gord Innes community centre, 27 Veterans Way, from 7 to 9 pm. Deb Crossen of Magic 96.7 will be moderating. The Kawartha Promoter is cosponsoring it, along with Fenelon Forward, the Fenelon Falls Chamber of Commerce and BOB FM. And a little further along, don’t forget the Bobcaygeon debate—for CKL mayoral candidates, and council candidates for Wards 7 and 13. That’s at the Bobcaygeon-Verulam community centre on oct. 8, also from 7 to 9 pm. The Promoter is sponsoring it too, with the Bobcaygeon Chamber of Commerce. Indigenous justice and environmental lawyer Lorraine Land (and my spouse) will moderate. Have your say—and hear the candidates—about quarries for example, or about whatever issues are important to you.

caygeon Food Bank back on track Over the past several weeks, the management team at Bobcaygeon Helps Food Bank has been actively recruiting candidates for several senior positions. Initial response to our appeal was not encouraging, leading us to consider a full review of our present programs. Recently,however,qualifiedindividualshavevolunteered and will be integrated into the food-bank team over the next few weeks. We expect that our food-assistance programs, including our Christmas program, will be substantially the same this year as last. We depend upon community support for donations of both food and money. Last year, 2013, we spent approximately $50,000 on our food program, as well as giving away all donated food.

The entire Bobcaygeon community—individuals, churches, businesses and service and social clubs are full partners with the food-bank family in this important mission of helping some of our less fortunate neighbours. Trent Lakes council needs to represent citizens on quarry issues The North Pigeon Lake Ratepayers’ Association would like to commend CFRAD (Citizens for Responsible Aggregate Development) for taking on the fight against the proposed mega quarry and all its associated environmental issues. This valiant group of residents fought and paid for their stance with their own funds, and it cost them dearly. We thank them for their energy, drive, and ideals, but more importantly for their integrity and ethics. Their ability to take their fight to the Ontario Municipal Board is more than commendable, and something the new council should take note of. Win or lose, they fought with super strength and class and we are very proud of them. We wish the current Municipality of Trent Lakes council had shown similar conviction and courage in respect for the wishes of their constituents, neighbors and area residents. Could they have assisted in this fight against this environmental impact, road chaos, noise and dust pollution? By all means yes. But they gave the impression it was “not their problem” and thus passed the necessary approvals needed for the mega quarry to carry on. Did any one of your council step up to this very important plate throughout the debates? NO. We need a new council committed to truly representing the citizenry, who will promise to carry on with our wishes and stay strong against all the issues/concerns that area quarries and mining bring. We challenge council candidates, be they mayoralty or councillor, now. Let’s see who can step out at this moment and tell us what they will do for us in the very near future if elected. The comparison was apt, as the underground water is eating away earth under houses and creating sink holes. Bodkin was part of a deputation of homeowners from the subdivision who said excessive water flowingbeneaththeareais“causingerosionunderbasement floors, driveways and sidewalks, hasfloodedfourbasements,wornoutsixsumppumpsto date, created a sink-hole between two homes,” and is causing surface flooding as well as minorinjuries to three pedestrians who fell on floodedsidewalks. Bodkin argued that the current proposed solution, to create a drainage ditch to carry away water brought to the surface by homeowners’ sump pumps, will only address the sidewalk problem. The only proper solution, he said, is that the underground water must be intercepted before it reaches the houses, that this must be done by the developer, at no cost to the homeowners, “and that it must be done in a timely manner.” The deputation urged the city not to pass a proposed amendment that would accept the surface-drainage option and relieve the developer, J. Stollar Construction, of further responsibility, which is to install some kind of sewer system “directed towards removing the source of the problem rather than just negating the potential for sidewalk injury liability.” Council agreed, unanimously directing city staff to further negotations with the developer, with the aim of resolving the issue before winter.

They called for a recorded vote, but once the $50,000financialcommitmentwasremoveditwasnever even close, as council voted 13-2 to “declare itself a willing host” for the torch relay for Toronto’s 2015 Pan Am Games. Councillor David Hodgson said hosting the torch relay for the Vancouver Olympics was “our best celebrationever.”Peopleflockedtoit,herecalled. But councillor Ron Ashmore argued the Toronto games already show signs of waste and overspending, and don’t compare to the Olympics. People need us to be spending their money on other things, like social housing, he said. Councillor Heather Stauble countered that a number of athletes from this area are looking forward to competing in the Pan Am Games, and “it is causing excitement already.” After outgoing Mayor Ric McGee noted that the reference to a $50,000 commitment was not anofficial budget commitment, and suggested anymonetary reference be removed to allow the budget committee a free hand later, there was a collective sigh of relief. It is the responsibility of council to balance many agendas as well as possible, McGee reminded the council More than 1.4 million tickets will be available to the 2015 Pan Am Games — which apparently will

make it the largest international multi-sport event ever held in Canada.

coUncIL SUPPorTS Food SecUrITy STraTeGy

City council has endorsed a Food Security Action Plan that commits it to waive (in whole or part) rental fees and insurance costs on municipally owned landsandfacilitiesusedfornon-profitfoodsecurityinitiatives. In endorsing the plan at its Sept. 9 meeting, council also committed to:• Push the federal and provincial governments todevelop comprehensive policies to address poverty and food security, including income security, employment, affordable housing, and transportation;• Support innovative food security initiatives likecommunity gardens and community/collective kitchens;•Incorporatepoliciesintoitsofficialplansrelatedtofood systems, healthy eating, community design and the built environment.•HelptheKawarthaLakesFoodCoalitionimplementthe Kawartha Lakes Food Charter and this Kawartha Lakes Food Action Plan With fully eight percent of homeowners in the CKL resorting to food banks to meet basic nutritional needs, the city clearly faces challenges in “food security”—which the United Nations defines as“a condition in which all people, at all times, have

physicalandeconomicaccesstosufficient,safeandnutritious food to meet their dietary needs and food preferences for an active and healthy life.” Not surprisingly, low or middle-income earners are one-and-a-half times more likely (12 percent) to be unable to meet their basic food needs. Sadly too, upper-level government policies seem designed to support food insecurity. People relying on government support like employment insurance orworkerscompensationarefivetimesmorelikelythan the city average (37 percent of them) to suffer from food shortages. And those on the Ontario Works program or the Ontario Disability Support Program are 12 times more likely (65 percent of them) to suffer some form of food insecurity. More than one in four of those people experiences “severe” levels of food insecurity. For children up to six years old in single-parent families, nearly 65 percent of them live in poverty in CKL.

In this issue, The Promoter profiles candidates for election in the

Municipality of Trent Lakes. In the next two issues we will profile candidates in the City of Kawartha Lakes, as well as

covering candidates meetings.

Trent Lakes, Mayor Janet clarkson:Strength in working together Janet Clarkson was born and bred in the municipality, where her dad’s family homesteaded. She just published a book about it: “At My Father’s Knee.” Now running for her second term

as mayor of Trent Lakes—after one previous term as councillor at large—Janet says “experience counts.” “I’ve spent a lot of time building bridges between the township and both county and province,” she says, emphasizing that bridge building and negotiations is getting more important. At the recent meeting of the Association of Municipalities of Ontario, “every provincial minister who spoke took money away from us.”

Municipalities were blindsided by the new funding formula with the Ontario Provincial Police. Policing costs are increasing because of cuts to provincial funding for mental health. “The percentage of police calls that are mental-health related is overwhelming.” Janet formed the municipality’s economic development committee, and got a medical centre built—for which the community raised $250,000. Bothwerecampaignpromises inherfirst run formayor. She has also spearheaded negotiations between the county and Trent-Severn Waterway to get the hours of operation and funding restored. That, says Janet, is what has to happen with quarries. She wants to bring all municipalities affected by quarries together to negotiate with the province on aggregate issues. If the province has designated an area as having significant aggregatepotential,“we can’t stop them.” The provincial aggregates act has to be changed. We have an opportunity in January or February, when it will be under review. We could do it, she says. We did it with the Trent Canal.

Bev Matthews says:‘Time to step up’ After 20 years on council, Bev Matthews has decided it’s time to step up and run for mayor. “I enjoy being on council,” she says. I love the

debates and to me it is just common sense when it comes to decision making. I take great satisfaction in helping.” In the last term, Bev served as: chair of the water committee, vice chair of economic development, council liaison for the Buckhorn Community Centre, Buckhorn Regional Health Centre and the Buckhorn District Tourist Association, and member of the Nogies Creek Cemetery Board and Community Policing. Controlling costs will be an ongoing issue next term with hydro, propane, policing, and waste management, she says. “Council has to prioritize

Trent Lakes councillorsTrent Lakes elects two ward councillors, and one councillor at large. Dick Persson is acclaimed as councillor at large, and Peter Raymond for Harvey Ward. Kawartha Settlers’ Village Harvest Festival on Saturday, Sept. 13, celebrated local food, local artisans, and marked the 150th birthday of Gerald Murphy, the original owner of the property. The event kicked off in the morning with the Bobcaygeon Farmers’ Market vendors lining the streets. Theafternoonwasfilledwithahistoricfashionshow,square and line dancing demonstrations courtesy of Kawartha Clover Leafs, and performances by the Caygeon Country Cloggers and Country Sunrise. Other activities included a vintage clothing display, face painting, touch-a-truck display, corn roast, a petting zoo, craft beer from the Publican House, pumpkin painting, quilting demonstrations and great food. Thank you to the volunteers who donated their time and helped out at the event. As well, special thank you to Kawartha Dairy and Kawartha Lakes Emergency Medical Services for bringing in their vehicles for the touch-a-truck display. Planning has begun for our Haunted Village on Saturday, Oct. 18, from 6:30 pm to 9:00 pm.

The Bobcaygeon Fall Fair has been a family affair for Brittany Fell, 22, and for . . . well . . . for her whole family—ever since she was a child. Now finishing her second and final year ofteachers college—her fifth year at NippissingUniversity in North Bay—Brittany is also completing her year as Bobcaygeon’s Fair Ambassador. She will hand over the reins to the newly elected 2014 Fair Ambassador on Friday evening, Sept. 25, just in time for the new Ambassador to take her place in the Saturday morning parade. Brittany’s year as Ambassador caps a lifetime of involvement in the fair. She has been attending and participating since she was a child, along with her

sister Holly, now 20, and brother Derek, 15. She recalls how she and Holly used to bake chocolate chip cookies and make other crafts at her grandmother’s home to enter in the fair. “Growing up, my family and I were always very involved.” And Derek enters his own cattle in the fair contests through the 4-H club. For Brittany, it started with her parents, who own and manage a beef farm between ‘Caygeon and Fenelon Falls, and who are both directors on the fair board. Brittany and Holly served as junior directors when they were younger. But really, it goes back much farther than that, as Brittany’s father’s family has lived in the same house, she explains, and operated the same—if evolving—farm “for 148 years or so.” So it’s a family farm that’s almost as old as the Bobcaygeon Fair itself—celebrating 156 years of history this year. “I always enjoyed the fair when I was a kid,” says Brittany. “But since I left home to go to university, I appreciate it even more. It’s a time to come home—and to see everyone: family and friends. “As the years at school have gone on, I don’t come back as frequently as I used to. But I always come home for the Bobcaygeon Fair.” Brittany’s year as Ambassador has included: participating in the parade (of course), helping hand out prize ribbons for the agricultural contests, attending a province-wide conference for the Ontario Association of Agricultural Societies, and

If you appreciate the lush hanging flowerbaskets that decorate downtown Bobcaygeon each summer, then Beautify Our Bobcaygeon (BOB) has a request for you. The BOB committee proposes hanging baskets on 58 sites in the downtown area again next year, but it needs “committed monetary participation

from businesses and community alike” to make the project work. They plan to hang baskets next year on King, Bolton and Canal streets, on the north side of the lock bridge, and in Market Square. “With your support, we hope to be able to expand in following years.” The committee is asking for donations of $50 per business and $5 per household. These can be dropped off at The Village Florist Shoppe on Bolton Street on or before the Sept. 30 deadline.

WITh SUGar A new survey of Canadian mothers shows that, on average, moms are consuming three to four soft drinks a week. What’s more, the Ipsos Reid survey reports, 39 percent of them say they are not looking to reduce their intake of these drinks at all. Maybe that’s because only two in ten of those surveyed knew that an average container of soft drink contains 10 teaspoons of sugar. Forty percent of younger moms said they will substitute fruit juices for pop. But some fruit juices contain as much or even more sugar. A 355 ml glass of orange juice has over eight teaspoons of the stuff. The World Health Organization suggests the maximum daily sugar intake for adults should be six teaspoons—total. Statistics Canada says the average adult takes in a staggering 26 teaspoons per day. Staying hydrated is an important part of a healthy lifestyle, but excessive sugar consumption is linked to many serious health conditions including obesity, diabetes and dental cavities. Canadians should be looking for healthier options, says pharmacist Sherry Torkos, author of The Canadian Encyclopedia of Natural Medicine. You can probably guess that pure water contains no sugar. And it’s available for just pennies a glass, right from your tap.

A recent analysis of 25 billion emails by Yes Lifecycle Marketing (YLM) shows consumers click on fewer promotional emails than a year ago, as they receive more marketing messages than ever. Email volume grew by nine percent in the last year, but the rates of opening emails dropped by three percent, and the rate of responding to marketing emails (by clicking on links) fell by 14 percent. The 4-km run/walk follows an adventurous route through winding country roads, farmers’ fields, agolden corn maze, glimmering forest trail, and back to the farm. Registration is $30 for adults and $10 for under 18s. The 10K run/walk is a “roller coaster ride” of rolling hills and panoramic views of breathtaking fall colours. Registration is $35 for adults and $10 for under 18s. Participants collecting $100 in pledges will have their registration fees fully refunded. We can The City of Kawartha Lakes says it wants input, ideas and vision from its citizens about waste and recycling—“so we can have one of the most successful waste-management programs in Canada.” So the city is hosting two interactive, public workshops—one in Coboconk and one in Lindsay—to discuss “current and future waste management services and needs in the community.” If you want to participate though, you have to register. Staff will gather input and information at these workshops to incorporate into development of the City’s long-term Integrated Waste Management Strategy, called Making Waste Matter. The strategy has four themes—Reduce, Reuse, Recycle, Innovate—which the city hopes will be the focus of discussion at the workshops. The Coboconk workshop will be held Saturday, Oct. 18, from 9 to 11 am at the Coboconk Community Centre, 9 Grandy Road. The Lindsay workshop is scheduled for Wednesday, Oct. 22, from 6:30 to 8:30 pm at the Ops Community Centre, 2569 Hwy 7. doorS oPen’ eVenT Fleming College’s Frost Campus in Lindsay will showcase its sustainable energy features on Saturday, Oct. 4, as part of Green Energy Doors Open, a free province-wide event. The Frost Campus will offer public tours of its Technology Wing from 10 am to noon. The wing features a geothermal heating system, windmill, green roof and sustainable building materials. Green Energy Doors Open features individual, community and commercial sustainable energy projects throughout Ontario, with the goal of educating visitors about green energy and highlighting the success of sustainable energies. The college is also seeking vendors from the green energy and sustainable building sectors to set up display tables and booths. There is no fee—but on-site sales are not allowed.
