USEF MEMBERS STATEMENT Every class offered herein which is covered by the rules and specifications of the

USEF rule book and will be conducted and judged in accordance therewith. In situ- ations arising which are not covered specifically by USEF rules, the following rules, or the rules specific to each show (contained in the individual sections), the decision of the show managers and/or stewards shall be final. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Com- petitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dres- sage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule; 1) leadline; 2) exhibitions; 3) games and races; 4)classes for 4-h members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competi- tions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing or their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breed- ing classes.

AMHA MEMBERS Life, general, junior and junior life members are eligible to participate in all regional show

classes. A non-member of the AMHA may participate as a rider, driver, handler, owner, lessee, agent or trainer at a regional show upon payment of a $45 non-member fee. Classes for which membership is not required include Leadline, Walk Trot, Races, and Exhibitions.

4 REGISTRATION

All horses entered in this show must be registered with the American Morgan Horse Association, Inc., or the Canadian Morgan Horse Association or the British Morgan Horse Society and must be entered under their full registered name or if under one year of age be eligible for registration.

Every class offered herein which is not covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance with the Morgan Horse Judging Standards.

ENTRY BLANKS Every exhibitor, rider, driver, handler, coach and trainer or his/her agent(s) must sign an

entry blank. In the case of a rider, driver or handler is under the age of 18, his/her parent or guardian, or if not available, the trainer, must sign an entry blank on the minor’s behalf.

EQUINE VACCINATION RULE- USEF RULE GR845 1. At Federation licensed competitions horses, more than 7 months of age, entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee.

HEALTH PAPERS All horses more than 12 months of age are required to have a negative Coggins test

for EIA within the last 12 months. All out-of-state horses more than 12 months of age must also be accompanied by a Certificate of Veterinary Inspection or Health Certificate issued within the past 30 days. Foals by their dam’s side do not need a Coggins, however, their dam must have a valid negative Coggins test. The Jubilee Regional Championship Horse Show is not required to check for testing.

EXHIBITOR INFORMATION

INFORMATION

OFFICE PROCEDURES Hours: The show office will open at 1 pm, Monday, August 31, 2020. Office bills will be

finalized and closed Saturday evening by 9:00pm. Credentials: All Exhibitors must present a current USEF membership card or copy thereof.

Non-members must pay a $45 show pass fee, unless you show as an amateur, in which case you must possess a USEF Amateur Card, which is only issued to members.

Accounts: Any exhibitor wishing to charge fees must establish an open check charge account and furnish a signed check. We do accept Credit Cards-Visa, Mastercard & Amex.

Social Security Number Required: Owner’s social security number is required for anyone entering the Morgan Weanling Gala.

Refunds: Call or email prior to closing date of entries, all entry and stall fees will be refunded less the $30 office fee. NO REFUNDS WILL BE MADE AFTER THE CLOSING DATE.

Returned Checks/Declined Credit Cards: All checks returned for non-payment or credit cards declined will be charged a $50.00 handling fee and must be replaced by a certified or cashier’s check.

Scratches: Exhibitors must notify the secretary’s office of scratches a session prior to the class. A fee of $25.00 may be assessed any exhibitor who fails to properly notify of any scratch. There will be no refunds for any class that is not scratched at the show office,

Rider or Driver Changes: Any changes in rider, driver or handler must be recorded in the secretary’s office in order to insure proper ring announcements and association reports. This is the exhibitor’s responsibility.

Amateur Rule Change: All Amateur Exhibitors exhibiting in classes restricted to Amateurs must present proof of Amateur Certification issued by USEF. Only active Federation members may obtain Amateur status. Please send copy of amateur card with entry or bring to Show Office in order to receive your back number.

EXHIBITOR INFORMATION

STABLING Stalls: Permanent and temporary stalls with doors (approx. 10’x10’) in buildings

are available on a first come first serve basis for $120. There will be no refunds on stalls after the deadline date unless they can be reassigned and sold.

Stabling Policy: The Manager will assign stabling possessing knowledge of history and location on an annual basis with careful consideration for the efficient use of the total available stalls. Entries requesting to be stabled with a particular barn or trainer will not be considered unless your name appears on their stable list on their entry blank.

Exhibitors will be liable for any damage caused by them to stalls or buildings. Bedding/Feed: Shavings are available at $11 per bag. At this price, your bedding will be

delivered in to each stall you want bedded, and the bags will be opened up and carried away. To pre-order bedding or feed, or to set up having your stalls pre-bedded please call Sandy Sessink at 248-207-4956.

RULES PERTAINING TO SHOW

Campers: There is a 300 spot campground available on site. Those of you

wishing to camp will go directly to the site, and pay the host directly. We will

not be collecting camping fees in the show office. Attire: All riders, drivers, handlers and attendants must be appropriately attired

to enter show ring. UPHA Classic: Open to three year old Morgans only, that have been nominated

with UPHA. There will be $250 added to Nomination and Starting Fees with purse divided, 1st place 50%, 2nd place 30%, 3rd place 20%, 4th place $100, 5th place $100, 6th place $100. Nomination fee $50 payable before entry closing date and $50 payable the session prior to that in which the class is held.

Amateur and Junior Exhibitor Entries: Amateur classes designated “Amateur” are restricted to Amateurs 18 years and over. Junior Exhibitor classes qualify for Junior Exhibitor Championships where offered, or qualify for Amateur Championships when no Junior Exhibitor Championship is offered, however they will be judged by Amateur class specifications. Amateur, Youth, Ladies and Gentlemen classes (if shown by an amateur) qualify for Amateur Championships.

Open Grand Championship Entries: To be eligible, horses must have been entered, shown and judged in one other class in that section. Exceptions: Open In-Hand Championships, first and second from age groups qualify. Equitation Championship must have been shown in an age group class, UPHA Challenge Cup or AMHA Medal for Saddle Seat Equitation Championship.

Registration Certificates: Registration certificates or photocopies thereof for each horse must be available for inspection, examination and verification by an official designated by the AMHA during the show.

Stripped Championship Classes: Only Junior Horse Saddle Championships and Open Saddle Championships will be stripped.

AMHA Medal Classes: AMHA Medal Classes will qualify for championships in their appropriate divisions.

MISCELLANEOUS Pet Requirement: All dogs must be kept on leash while on the show grounds. Driver’s License Statement:

GR901.29 Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that

operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

Footing: The footing in all arenas are the same and consist of a mixture of loam/sand organic matter. Indoor warmups 100’x125’. Outdoor warm up ring is 250’ X 190’,

TROPHIES IN ALL CLASSES Prize money checks will be sent within 30 days after the last day of show.

USEF REQUIREMENTS FOR COMPLIANCE WITH COVID-19 PROTOCOL

Require temperature monitoring for volunteers, officials, competition staff and service providers once daily prior to entering the competition grounds. Anyone with a temperature of 99.5° F (37.5° C) or higher may not enter the facility.

Anyone who:

exhibits COVID-19 symptoms, or has tested positive for COVID-19 within last two weeks, or

*has been in contact with someone who has tested positive for COVID-19 within the last two weeks

* cannot enter the competition grounds.

Require a facemask or face covering for all staff, officials, volunteers, service providers and participants in any setting where there is a possibility of being within six feet of any other individual, and when not mounted on a horse.

Enforce social distancing requirements throughout the competition grounds at all times.

Prohibit the public, spectators, and non-essential personnel such as guests from being on the competition grounds until further notice.

Arrange judges’ and other officials’ areas to comply with social distancing requirements.

Restrict competition office access to essential personnel only, configure the space and limit the number of office staff to comply with social distancing, and limit the number of participants who can enter the competition office at one time (e.g., schedule check-in/check-out times)

Participants are required to comply with these and any additional Competition Organizer requirements at all times while present on competition grounds. Failure to do so may result in expulsion from the grounds.

These requirements are in effect immediately and until further notice, however, they are subject to revisions as the COVID-19 virus environment changes.

Comply with social distancing requirements at all times while on the competition grounds.

Wash hands often and adhere to other sanitization practices throughout the day.

Provide hand sanitization stations with access to soap and water or alcohol based hand sanitizer at each competition area and schooling/warm up area.

Provide hand sanitizer to all officials, ring crew, office staff and maintenance staff.

Frequently sanitize surfaces touched by many: door handles, arena gates, wash racks and hoses, etc.

Ensure frequent cleaning and sanitizing of bathrooms, provide soap and water or alcohol based hand sanitizer in bathrooms.

Strongly encourage all competitors to complete entry forms, in their entirety, including having all requisite memberships in place, prior to entering competition office.

Morgan Weanling Gala Rules & Procedures 2020

ELIGIBILITY AND ENTRY The class is open to all offspring of 2020 nominated stallions provided the stallion owners have fulfilled their financial obligations to the Morgan Weanling Gala.

Stallion Nominations are accepted through July 31. Please contact MWG directly to verify Nomination Status of a Stallion listed.

Stallion owners are encouraged to promote the stallion’s Morgan Weanling Gala eligibility and inform mare owners of the class and its location.

Entry fee is $250.00. Entries are due on or before closing date of entries for the Jubilee Morgan Horse Show. Post entries are accepted after closing date of entries until 3 p.m. of the day preceding the class at additional post entry fee of $250.00. Entries must meet all requirements of the MWG and MUST be made on the official entry form of the Jubilee Morgan Horse Show and returned to the show secretary. No refunds of entry fees will be made without a Vet’s certificate.

MWG PAYOUT FORM All owners must have completed and returned the MWG Payout Form in order to receive potential prize money.

REGISTRATION Any entry placing 1st through 10th in the Morgan Weanling Gala class must be registered with the American Morgan Horse Association. If the entry is not yet registered, it will be DNAed immediately following the class. This DNA may be used in the registration of the entry. The DNA fee and any applicable veterinary 17 fees will be deducted from that entry’s prize money. All prize money recipients will have to be DNA verified if they are not previously registered. No payout of awards can be made until all ten winners have been registered with AMHA.

ENTRY LIST A numerical list of entries, order of appearance, sire and dam listing, and owner/handler information will be provided to the exhibitors and spectators by the Morgan Weanling Gala

JUDGING PROCEDURE The Morgan Weanling Gala will be conducted with three Judges officiating based on the MOS System. The three-judge panel will consist of the judge selected by the Jubilee Morgan Horse Show plus two judges selected by the MWG. The judge selected by the Jubilee Morgan Horse Show shall act as Call Judge. USEF rules will prevail.

ORDER OF GO Order of Go will be determined with a random drawing held after 3:00 PM on the day preceding the class. Any owner or trainer who is showing more than one entry and draws consecutive spots will be given a new draw.

HOW SHOWN Each foal will individually enter the ring according to the Order of Go and be introduced with Name and Breeding and proceed to line-up on the rail as directed by the Ringmaster. Each entry must be waiting at the in-gate for its turn. Thereafter all entries will then be called forward to center ring and judged individually for conformation and at the trot. Once all individuals have been individually judged, the Judging Panel may, at its discretion call out individuals for additional consideration. When judging is completed the cards will then be tabulated and Champion through 10th place will be awarded in reverse order.

NET PAYOUT The prize money payout will be determined by the number of stallions nominated for each year’s program and will be paid to the top ten winners and their sires as described below. 18 The total amount of prize money paid to the Top Ten placings shall be the sum of the Sire Nomination Fees received in that year (“Payout”). The Payout is distributed among the Top Ten placings according to the fixed Percentages

Proof of current owner registration.

Proof of negative coggins test.

Out of state 30 day health certificate.

Proof of vaccinations within 6 months USEF requires that at federation

licensed competitions, horses entering the show grounds must be

accompanied by documentation of the equine influenza virus and equine

herpes virus (rhinopneumonitis) vaccinations within six months. Horses

not in compliance with this rule may be required to leave the competition

grounds upon request by competition management. See USEF GR 845

equine vaccination rule.

Signed, and filled in entry agreement and waiver forms for every horse.

Proof of USEF current (2020) competing membership for every owner,

trainer and exhibitor.as of January 1, 2019, if you are a USEF competing

member 18 years of age or older you are required to take the core safe

sport training within 30 days of activating membership. Take the safe

sport training at usef.org by logging into your member dashboard. Proof of AMHA current (2020) membership for every owner, trainer and

exhibitor.
