    The IRR for SEC.15 may be read as:

    Sec. 15. Women in the military. The State shall pursue appropriate measures to

    eliminate discrimination of women in the military, police, fire and jail, women in thePhilippine Coast guard, National Mapping and Resource Information Authority ,and other similar services, including revising or abolishing policies and practices that

    restrict women from availing of both combat and noncombat training that are open to

    men, or from taking on functions other than administrative tasks, such as engaging in

    combat, security-related, or field operations. Women in the military shall be accorded thesame promotional privileges and opportunities as men, including pay increases,

    additional remunerations and benefits, such as scholarship grants, reimbursement ofhospitalization expenses and the like, and awards based on their competency and

    quality of performance, such as, but not limited to, loyalty incentive, productiveincentive, and career and self-development incentive. Towards this end, the State shall

    ensure that the personal dignity of women shall always be respected as a basic

    fundamental right.

    Women in the military, police, fire and jail, women in the Philippine Coast

    Guard, National Mapping and Resource Information Authority and other similarservices shall be provided with the same right to employment as men on equal conditions,such as the right to the same employment opportunities, including the application of

    the same criteria for selection in matters of employment; and the right to free choice

    of profession and employment, the right to promotion, job security and all benefits

    and conditions of service. Equally, they shall be accorded the same capacity as men toact in and enter contracts, including marriage, and regardless of civil status, shall have

    the capacity to act and enter into contracts which shall in every respect be equal to

    that of men under similar circumstances.

    In all contractual situations where married men have the capacity to act,

    women shall have equal rights. Hence, women shall have the capacity to borrow and

    obtain loans and execute security and credit arrangement under the same conditions

    as men; shall have equal access to all government and private sector programs

    granting agricultural credit, loans and non-material resources and shall enjoy equal

    treatment in agrarian reform and insurance contracts; and married women shall

    have rights equal to those of married men in applying for passport, secure visas and

    other travel documents, without need to secure the consent of their spouses.

    In all other similar contractual relations, women shall enjoy equal rights and

    shall have the capacity to act which shall in every respect be equal to those of men

    under similar circumstances.

    Further, women in the military, police, fire and jail, women in the PhilippineCoast Guard, National Mapping and Resource Authority and other similar services shall

    be entitled to leave benefits such as maternity leave, sick leave, vacation leave, terminal

    leave and the like, as provided for by existing laws. (emphasis and underscoring
