The Kemerovo Region is the most densely populated part of Siberia and the entire
Asian part of the Russian Federation (with a population density of 28.2 people per
square kilometer) and one of the largest industrial agglomerations of the country
with a population of 2.7 million. More than half of the gross regional product (58.2%)
is provided by the industry in which mining and processing production (mainly coal
and iron ore) (35.1% of GRP in 2016) and processing production – chemical,
engineering (13.9% of GRP) dominate.
The Kemerovo region has the largest national coal cluster (Kuzbass), which
provides 56% of coal mined in Russia (100% for especially valuable brands). In
2016 coal production in Kuzbass reached 227 million tons.
One of the largest power systems of Russia operates in the region. Its share in the balance of
electricity generation by thermal power plants of the Siberian macro-region reaches 30%. In the
Kemerovo region there is the largest chemical complex in Russia concentrating up to 30% of the
national production of plastics.

The developed infrastructure and a high level of teaching staff allow graduates of T.F. Gorbachev
Kuzbass State Technical University being in demand on the labor market, being recruited by the largest
mineral raw materials companies of Siberia and Russia («Siberian Coal Energy Company – SUEK»,
«Kuzbassrazrezugol», «Siberian Business Union – SDS», «Mechel Mining», etc.).

T.F. Gorbachev Kuzbass State Technical University (KuzSTU) is a key elementof the educational, scientific and innovative system of Siberia which trains future
employees and develops technologies for the leading industries of macro-regional
economy.
At the enterprises of the mineral-resource and fuel and energy complex of Kuzbass (the Kemerovo region) more than 75% of
managers are University graduates. In engineering, construction, road transport, chemical industries of the region the share of
KuzSTU graduates is 35-50%.
The University is the only higher educational establishment in the region that carries out multi-level training of highly qualified
personnel for enterprises and companies:
- over 100 bachelors and masters fully meet the needs of the power industry.
- more than 1000 students are trained in educational programs that provide engineering personnel for almost all production processes
of machine building. The contribution of KuzSTU to the innovative development of the industry is ensured by the small innovative
enterprises operating within its structure, the research laboratory for quality control of machine parts and the student design bureau.
- more than 500 students are trained in educational programs ensuring the functioning and development of chemical industry
enterprises with the subsequent almost 100% employment.
- for many decades KuzSTU has accumulated a unique experience of mining engineers training, the annual graduate number of which
exceeds 200 people.
In close cooperation with institutes of the Siberian Branch of Russian Academy of Sciences the University makes a significant
contribution to the functioning of the technological platforms of the Russian Federation: "Technological platform of solid minerals",
"Technologies of hydrocarbons extraction and use", "Deep processing of hydrocarbon resources." 4

On April 24-26, 2017 at T.F. Gorbachev Kuzbass State Technical University the First International Innovation Mining Symposium
"Innovative Technologies in Mining and Education" (in memory of Professor VG Pronoza) was held. Its participants were the
representatives of leading universities of the mineral and raw materials complex of the Russian Federation, Germany, Slovakia, Turkey,
and Kenya.
The main issues on the agenda of the Symposium were: the development of innovative technologies of solid minerals mining and
processing: training personnel that meet the current challenges facing the mineral resource
complex of resource-producing countries; training the global mining engineers’
competencies.
The relevance of the International Innovative Mining Symposium on the basis of T.F.
Gorbachev Kuzbass State Technical University escalated long ago. The innovative
development of extractive industries requires thorough studying the achievements of
scientific and technical progress in mining by future mining engineers at the stage of
university training, as well as by managers of enterprises and companies of the mineral and
raw materials complex.
The search for solutions to the problems of training highly qualified specialists with global
competences for the enterprises of the mineral and raw materials complex is an important
factor in the development of economy of the country and the region, improving the industrial and environmental safety of extractive
enterprises, and reducing the number of industrial accidents.
At the plenary session of the First Symposium the greetings of its key speakers were made. They noted the relevance of the global
discussion of the problems of innovative development in the mineral and raw materials complex of Russia, the European Union, Africa
and the Middle East countries.
The discussion work of the Symposium included debates about the development of innovative geo-technologies for extraction and
processing of coal and peat, ensuring industrial safety of the coal industry, modern mining machinery, ecology and social-and-
economic development of extractive regions. 6

meeting of scientists from different mining regions of the world will bring mining
science to new horizons of innovative development and expand the possibilities of

Today, the innovative development of the mineral resource sector in industrial
regions challenges the system of higher mining education. The role of engineering
pedagogy is increasing in globalization of mining and engineering humanization.

THE SECOND INTERNATIONAL INNOVATIVE MINING SYMPOSIUM
DEVOTED TO RUSSIAN FEDERATION YEAR OF ENVIRONMENT
The characteristic feature of the Second Symposium was the broad
participation of representatives of mining, energy, engineering
companies, government authorities, Russian and foreign universities of
mineral and raw materials profile. More than 200 guests of the
Symposium attended plenary session, sections and panel discussions,
made reports and took part in the debates.
The Symposium has become an international platform for discussing
the urgent problems of mining industry, reflecting the efforts of
business, authorities, and scientific community in developing and
commercializing innovative technologies for exploration and integrated development of solid mineral deposits, creating products with
high added value corresponding to new energy efficiency, environmental and safety standards.
The Symposium participants expanded their scientific and business contacts in mineral and raw material complex of Siberia and
Russia, exchanged experience with representatives of foreign science and industry, discussed the problems of coal mining in difficult
mining and geological conditions and the ways to improve the technologies for mining, processing and utilization of mineral raw
materials, assessed the impact of raw materials production on local
communities.
The representatives of companies and enterprises, leading Russian
and foreign universities took part in round tables "Training of highly
qualified personnel, advanced training and retraining of specialists in
mining and processing of solid minerals" and "Implementation of Smart
City concept in Kemerovo city."

For the second time this year we are proud to open so important for mining
science and education event in the capital of "coal heart" of Russia – Kuzbass,
and its miners’ Alma Mater – T.F. Gorbachev Kuzbass State Technical
University. The Second Symposium is aimed at expanding the University's
existing relations with the leading Russian and foreign mining educational
centers, enterprises and companies of the mineral and raw materials complex, government authorities and scientific community.
Innovative development of mining and processing technologies, energy and mining machinery, ensuring industrial and environmental
safety should become the goal of improving mining education.
Today, the engineer's thinking should not be limited only by knowledge and skills in professional sphere,
but be based on the ability of independent work, resourcefulness, ingenuity, creativity, responsibility, the
ability to analyze, predict, and conduct research. Special attention deserves the ability to discuss
professional issues in a foreign language.

... one of the significant factors in solving the problem of the deficit of qualified mining engineering personnel is the popularization and
the prestige of engineering professions.
The career of an engineer for graduates should become attractive in terms of status, prosperity and material wealth.
We propose to take a decision on the development of the Regional Engineers Training Program for coal industry innovative
development in Kemerovo Region and to create the Kuzbass Engineering School.
The Program should become the utmost final document, a guide for actions for the authorities. The aim of the Engineering School is to
ensure that the overall structure of training in KuzSTU meets the needs of the regional economy and the qualification of graduates
corresponds to current and prospective employers' requirements.

II International Innovative Mining Symposium was held on November 20-
22, 2017 in Kemerovo (the Russian Federation). It was devoted to Russian
Federation Year of Environment in Russia and 695 people took part in it
(325 of them virtually).
The participants of Symposium, including the representatives of foreign
countries (Germany, the Slovak Republic, Turkey and Ukraine), regions of
Russia (the Republic of North Ossetia – Alania, Khabarovsk, Perm,
Krasnoyarsk, Tomsk, Nizhny Novgorod, Tver, Novosibirsk, Chelyabinsk
regions) and cities (St. Petersburg and Moscow) heard and discussed 82
reports on the declared subject.
It was noted in the reports that innovative modernization, enhancement of
industrial and environmental safety, sustainable social-and-economic
development of mining regions is a complex task of national importance,
requiring systematic discussion and the development for its solution a
number of priority measures:
- economically feasible and effective decisions that enable the
development of mining operations, taking into account the compliance with
the requirements of environmental legislation;
- qualitative training of professionally competent in the field of ecology and
environmental issues engineering personnel which can provide innovative
trends in the development of mining;
RESOLUTION

- the improvement and introduction of Russian innovative technologies that
contribute to the development of national mining on the basis of its
environmental effectiveness;
- accelerated adjustment of foreign technologies in extraction and deep
processing of minerals, providing conditions for their reproduction in Russian
industry;
- combining the efforts of representatives of mining science and industry
from Russia and foreign countries in establishing the University research
and production cluster in Kuzbass – the center for training and
implementation of engineering competencies.
Following the discussion of the reports, speeches and debates the
participants of the II International Innovative Mining Symposium (devoted to
Russian Federation Year of Environment)
CONSIDER:
1. To regard the following as the main directions of increasing the
environmental efficiency of mining complex:
• the development of scientific thought in establishing environmentally-
oriented competitive productions;
• innovative modernization of mining enterprises in the process of advanced
adjustment of technologies and import substitution of finished products;
• the introduction of resource-saving technologies for mining and processing
of minerals and integrated use of the mineral and raw materials base of
Russia;
• investing in the recycling of man-made raw materials and mining waste.

2. The annual holding of the International Innovative Mining Symposium as
a platform for exchange of opinions and experience, scientific discussions,
establishment of long-term relations between representatives of academic
and business communities, government authorities, and a wide range of
stakeholders to be appropriate and socially significant.
3. The necessity to prepare the projects for the establishment of joint
research laboratories of T.F. Gorbachev Kuzbass State Technical
University, JSC «Scientific Center of Eastern Scientific Research Institute
on Mining Industry Safety», and «Academician N.V. Melnikov Institute for
Complex Development of Subsoil Resources of Russian Academy of
Sciences» and start on their basis the productive scientific and innovative
activity, qualitative training of engineering and scientific personnel.
4. Continuing the programs of scientific and professional training for
employees of T.F. Gorbachev Kuzbass State Technical University at the
leading industrial enterprises of Kuzbass to be important.
5. The support and development of interaction with foreign researchers on
the problems of mining complex efficiency on the basis of environmental
expediency to be necessary measures.
6. Instructing the organizing committee of the Symposium to develop
measures, main topics and prepare the necessary documents for the III
International Innovative Mining Symposium for 2018 to be essential.
7. To initiate a partnership with the Technical University in Košice (Slovak
Republic) within the framework of being currently created Raw Material
Hub - Regional Center in Kosice for joint implementation of scientific and
innovative projects.

mineral resource processing and the growth of production and added

environmental safety, the convergence of environmentally friendly
technologies and green energy, and the social-and-economic
development of national energy-raw-materials clusters.
The systematic and complex nature of the problems discussed at the
traditional Innovative Mining Symposium in Kuzbass requires the
participation of leading scientists and experts in various fields of
mining, energy, ecology, labor safety, economy, as well as
representatives of government authorities, the leading Russian and
