April 17 Last day for committees or subcommittees to meet after giving notice no later than 4:30 p.m. of the

2nd day (excluding Saturdays, Sundays, and official state holidays) before the committee or subcommittee meeting for the purpose of considering legislation. After the 45th day, the notice must

be provided no later than 4:30 p.m. on the day (including Saturdays, Sundays, and official state

holidays) before the committee or subcommittee meeting.

April 17 Ceremonial Resolution Filing Deadline: No ceremonial resolution shall be given first reading

unless approved for filing with the Clerk prior to the 46th day of the regular session.

NOTE: To meet a filing deadline, the ceremonial resolution must be APPROVED FOR FILING in

Leagis by the applicable deadline.

April 18 After the 45th day (April 17) of a regular session, by a majority vote, the House may, on motion of the Chair or Vice Chair of the Rules & Calendar Committee, move to Communications, Messages

from the Senate, Bills and Joint Resolutions on Third Reading, or Special Orders.

April 19 All measures transmitted to the Senate without delay. Last 14 Days [Rule 11.7(k)]

April 27 Last day of the regular session for the Special Order Calendar to be published in two Calendars of

the House, and it may be taken up on the day of the second published Calendar. After the 55th day (April 27) of the regular session, the Special Order Calendar shall be published in one Calendar of

the House and may be taken up on the day the Calendar is published.

Day 55 [Rule 10.11(a)(3)]

April 27 Last day that main floor amendments must be approved for filing with the Clerk by 2 p.m. of the first day a bill appears on the Special Order Calendar in the Calendar of the House; and

amendments to main floor amendments and substitute amendments for main floor amendments must be approved for filing by 5 p.m. of the same day.

Day 55 [Rule 12.2(a)(1&2)]

April 28 After the 55th day (April 27) of regular session, main floor amendments must be approved for filing with the Clerk not later than 2 hours before session is scheduled to convene on the day a bill appears

on the Special Order Calendar in the Calendar of the House; and amendments to main floor

amendments and substitute amendments for main floor amendments must be approved for filing not later than 1 hour after the main floor amendment deadline.

April 28 After the 55th day (April 27) of regular session, no House bills on second reading may be taken up and considered by the House.

May 1 After the 58th day (April 30) of regular session, the House may consider only: Returning Messages, Conference Reports, and Concurrent Resolutions.

Freight Logistics Zones; Defines "freight logistics zone";

authorizes county or two or more contiguous counties to

freight logistics zones may be eligible for priority in state

funding & certain incentive programs; provides evaluation

yellow dot critical motorist medical information program to

make critical medical information readily available to

responders in event of motor vehicle accident or medical

emergency involving a participant's vehicle; authorizes county

to solicit sponsorships for program & enter into interlocal

agreement with another county to solicit such sponsorships.

Public Records/Yellow Dot Critical Motorist Medical

Information Program; Provides exemption from public records

requirements for specified identifying information, medical

records, & medical information of participants in yellow dot

critical motorist medical information program; providing for

Effective Date: on the same date that HB 17 or similar

legislation authorizing the governing body of a county to create

a yellow dot critical motorist medical information program takes

effect

determine available benefits of county employees; provides for

applicability of certain provisions relating to Florida Retirement

Limits liability of public schools with respect to donation of

Prohibits State Board of Education from continuing to

implement common core standards until certain requirements

are met; provides requirements for adoption or revision of

curricular standards; requires state to withdraw from PARCC;

requires state to adopt & implement new assessments; prohibits

state board from entering into certain agreements. Effective

Cost-effective Purchasing of Health Care; Extends

authorization period for AHCA to enter into contracts on

prepaid or fixed-sum basis with prepaid dental health plans to

provide dental services; limits provision of prepaid dental health

programs to Miami-Dade County; authorizes AHCA to seek

federal waivers or amendments to state plan. Effective Date:

July 1, 2014

Mobile Home Park Lot Tenancies; Authorizes mobile home

park owner to increase lot rental of purchaser of mobile home on

leased lot in mobile home park; provides limitations on amount

of rent increase; provides guidelines for determining amount of

adjustment; requires disclosure statement to be executed at time

of purchase; limits amount of lot rental increase on lot that was

previously subject to lifetime lease; provides penalty. Effective

Self-Defense; Requires county sheriff or municipal police to

issue reasonable guidelines for operation of neighborhood crime

watch program; authorizes person to use force, except deadly

force in defense of property; authorizes person to use deadly

force in defense of property to prevent imminent commission of

forcible felony; provides that person who uses force is immune

from civil action brought by person or persons against whom

force is used; revises definition of term "criminal prosecution"

with regard to immunity from criminal prosecution & civil

action; provides that law enforcement agency's right & duty to

fully investigate use of force upon which claim of immunity is

based is not restricted; deletes provision that prohibits law

enforcement agency from arresting person for using force unless

probable cause is found that force used was unlawful; revises

when defense of justifiable use of force is unavailable to

aggressor; directs FDLE to collect data alleged justifiable use of

force incidents & report. Effective Date: July 1, 2014

to operate male & female faith- & character-based institutions;

directs DOC to establish reentry program for nonviolent

drug offender probation upon completion of in-prison reentry

program; authorizes use of postadjudicatory drug court for
