TREASURER'S ANNUAL REPORT FOR 1988

Mr. President and Members:

It is indeed a pleasure to be able to report to you and present you with asatisfactory balance .Sheet.

The Institute's finances remain buoyant with net assets totalling $21,000 plus_.which represents an asset of approximately $125 per member.

The Institute is in the fortunate position of having its total operating costsapproximately equalling income from subscriptions and nearly the entire surplusof $2,543 coming from investment interests.

Even although the Institute appears to be enjoying a period of financial solidity,members should r;ot be complacent about the speed that funds could. dwindle shouldthe unsuspected occur.

Consideration should be given to the fact that interest rates have been halvedand it is likely that incidental costs will rise; accordingly I will be recomm-ending to the A.G.M. that we endeavour to maintain our income/expenditure at itscurrent level.

The position of Institute Treasurer is far more demanding than 1 ever realised,involving many hours of work. I have enjoyed the challenge and have agreed tooffer my services for a further term should the A.G.M. approve.

STATEMENT OF ACCOUNTING POLICIES

GENERAL ACCOUNTING PRINCIPALS

The attached Accounts have been prepared in accordance with the Statements ofStandard Accounting Practice issued by the New Zealand Society of Accountants.

PARTICULAR ACCOUNTING POLICIES

The following particular accounting policies which have a significant effect inthe results and financial position have been adopted in the Accounts.

Investments have been recorded at cost.

CHANGES IN ACCOUNTING POLICIES

There are no changes in accounting policies during the year under review.

PRESIDENT'S ANNUAL REPORT 1988/89

It is with pleasure that I present my Annual report.

At the 1988 Conference in New Plymouth when asked by the "newsmedia" how I felt the Conference had gone, I said that if nothingelse it was hoped that this Conference had allayed some of thefears that Noxious Plants Officers had about their futures.

Whilst that may have been the case then, things have certainlychanged since with the introduction of Local Government reform.

Of prime importance to this Institute during the latter part ofthe year has indeed been Local Government Reform. This Institute

with considerable input from all members forwarded to the LocalGovernment Commission a submission in November. At the time of

writing this report, no clear policy had been made by the.Commission on the future of noxious plants administration, and itis with this uncertainty the final outcome is awaited.

The Institute sought a meeting with the Local Government

Commission but it was fel t that little would be achieved,

however, an approach was made to the National Transition

Committee for a meeting and it was hopeful that this might takeplace.

At the beginning of last year the Institute was invited to putforward its comments to the Ministry for the Environment on thepesticides issues and options report. The submission .was

presented and we now look forward to receiving the report and tohaving some further input into the future use of pesticides inthis Country.

In 1987 the Institute met with officers of the Pest DestructionOfficers Institute with the view to amalgamation of the twoInstitutes. It had been intended to have another meeting towardsthe end of last year but with the outcome of local governmentamalgamation being uncertain, it was with mutual agreement

decided to leave any future meetings until things were moredefinite.

No further information has been received with regard to theLincoln seminar on amalgamation of pests and noxious plantscontrol but it is understood that again local government reformhas meant this being placed on hold in the meantime.

My thanks to Peter Ingram for representing the Institute at theChemical Applicators Conference, Murray Turner and Keith Crothersrepresenting the Institute at the Pest Control Officers InstituteConference. Kevin Worsley for his work on the Training Committee

NATIONAL SECRETARY'S ANNUAL REPORT 1988-89

The following is my report for the 1988-89 financial year.

In compiling this my fist Annual Report I wish to acknowledge thetremendous support that I have received during the year.

Considerable time has been spent in trying to keep Institutemembers advised of the proposed changes in Local Governmentreform. My thanks goes out to Keith Crothers who at very shortnotice tabulated and prepared our submission to the Local

Government Commission. While all may not agree with some 3=-pectsof the report members must gain some satisfaction in the factthat we responded to the Local Government Commissions request forsubmissions. Unfortunately we were not able to meet with theLocal Government Commission to discuss members concern over. theemployment of officers. By the time you read this report DavidBrown and myself will have been to Wellington to meet with MrArcher from the National Transition Committee. We will, throughMr Archer be attempting to set up a meeting with the fulltransition committee and a delegation from the Institute.

Membership over the last twel ve months has shown a slight

decrease with eight resignations and only four applications.

It was with regret that we heard of the passing away of BertGarnity and Samuel Neill (life member).

Members through necessity may need to give some consideration toredefining branch boundaries. One suggestion has been that

branches be formed along the lines of the regional areas proposedby the Local Government Commission.

NORTHLAND

Membership of the branch has remained stable over the last year

although much concern has been levelled at the situation atHokianga, with no N.P.0. employed. M.A.F. - N.P.C. have takenlittle interest in this, yet it is known that Class A plants andTarget plants are in Hokianga area.

Members of the branch have felt the pressure of the uncertain

future with all the changes happening or about to happen, like:

Local Government Reform submission caused some considerablesplit in branch.

- Ministry for the Environmental: Pesticide Use, Issues andOptions. Jack Craw did a great job on this.

By conference the Pesticide Use draft will be out for

submissions, as will the draft on the new Noxious Plants Act forsubmissions.

Publicity and extension work by branch members involved,

newspaper columns, A. & P. shows and Easter Show by the Aucklandarea D.N.P.A's and N.P.0.'s which involved a 12 day marathoneffort.

Special Projects and Training Projects carried out by branchmembers during the year were, Manchurian Wild Rice control,

Nassella Tussock clearance, Latent Plant Identikit, Code of

Practice for the use of herbicides in amenity areas.

Many new Salvinia and Water Hyacinth sites were discovered plustwo other new plants which may end up added to the Latent Plantlist. Also further target plant finds, showing N.P.0.'s worth atthe ground root level.

Most D.N.P.A.'s and N.P.0.'s especially around Auckland have beeninvolved in the anti-pesticides issue, with the result of

controls on spraying for each Local Authority and chemical usedby them.

Even a banning of chemical usage on Waiheke Island.

Meetings were held at Takapuna in June, at Dargaville in Octoberand at Rodney in February.

Guest speaker at Takapuna was Mr. N. Rasmussen from the Ministryfor the Environment and at Dargaville Bob Cathcart the GeneralManager of the Northern Regional Council. At the Rodney meetingPest Destruction Supervisors we re in attendance as well as

M.A.F. - N.P.C. Field Officer Doug Robertson.

Non-Noxious plants coming under roadside clearance work are

pampas, wild ginger and privet.

INSTITUTE NOXIOUS PLANTS OFFICERS

HAWKES BAY - EAST COAST BRANCH REPORT

1988-89 has been another difficult year for noxious plants

officers, with job uncertainties and amalgamations very much tothe fore.

It is with some trepidation that we await the outcome of

amalgamations and regional council policy. The possibility thatthere may be a reduction in noxious plants officers numbers,cannot be ruled out. This in itself has made life fairly

difficult, with officers not knowing whether or not they willstill be employed at this time next year.

Two meetings were held during the year both of which were well

attended.

Membership of our branch has now dropped to 10, with WalterStahel having been appointed to Tauranga.

Officers in the Gisborne region have had an eventful year in the

wake of cyclone Bola. Their jobs have been an amalgamation ofproliferated duties, chief butcher of impounded stock, chief

culler of assorted dogs, under secretary to offensive deposits,apprentice huntaway of roadside stock and occasional noxious

plants duties. This shows the versatility of the noxious plantsofficer.

Noxious plants in this area are now showing up in places wherethey have never been seen before.

Those property owners that can afford to do so are controllingplants where possible, others are sitting tight and allowing landto revert to Gorse, Blackberry, thistles and Manuka.

ANNUAL BRANCH REPORT - TARANAKI BRANCH - PAM MORSHEAD

The Branch has had a relatively quiet year since the Conference

at New Plymouth - recovering!

Only four meetings were held during the year, because of all theextra conference organising meetings in the preceding 12 months.

Milton Kreft left our ranks as an N.P.0. in June but continued as

executive member until the end of the year. Now at the crack ofdawn Milton is down at the track watching his beloved race horsesat work. We hope you enjoy your enforced retirement Milton.

Jack Hunter has been hospitalised for some weeks with sciaticaproblems. We all wish you a speedy recovery Jack.

The sudden death of Tom Coupe came as a great shock to us all.

Nearly all north island members travelled to Tokaanu in Augustfor the I.W.D launch of Grazon and Tordon D.K.N.F. I think I cansay a great time was had by all.

In early November we had a visit from Judy Grindell to inspectCinnabar moth and Flea beetle release sites. -

At the Egmont sites only one flea beetle larvae and one batch ofCinnabar moth eggs were found in the cage. Luckily enough mothshatched later in November to take centre stage at two, two day A.& P. shows. These were our major events for the year with

considerable work in organisation and manning these displays.Weed identification competitions sponsored by local nurseries andgarden centres proved very successful with plenty of contestantsat both shows. This aspect will be continued in future years.

The "Ask Us" stickers also proved very popular and in fact we hadto limit the numbers given out to make our allocation last overthe four days.

The weather conditions were such that the Cinnabar moths hatchedin quantity in mid December. David Bayly was kept busy feedingthose in the cage, but by mid January they'd had enough andstarted to pupate. Some caterpillars escaped and wintered over inthe area close to the cage. One Cinnabar moth was seen a

kilometre away, so the climate can not be too bad. We are hopingfor a longer feeding season next summer.

Local Government reform continues to be unsettling for memberswith some Councils in our area continuing to fight amalgamations.

Hopefully the next few months will see matters finalised.

In conclusion I wish all members well in the coming year.

BRANCH REPORT

Two meetings were held this year; one was a combined meeting withthe Canterbury Branch in August, in conjunction with the IvonWatkins Dow field day for the introduction of Grazon; the otherwas our Annual General Meeting held at Lake Rotoiti.

Alan Roberts, Grey County Council, retired this year after many(how many?) years of loyal service to the Branch. This Branch washeavily involved in decision making for the Executive's LocalGovernment· Re-organisation submissions and we extend our

appreciation to Keith Crothers for the excessive input he had ingetting the submissions collated and off the ground.

Our Branch is in the process of updating a register of all ourolder members; many of whom have done sterling work for theInstitute over the years, but now are virtually unknown

especially to many of the newer members. Once -311 this

information has been collated it will then be di.tributed for

general viewing.

ANNUAL REPORT - CANTERBURY BRANCH

MARCH, 1989

The Canterbury Branch has held five meetings since the last

Conference.

In August a joint meeting was held with the northern South IslandBranch. This meeting followed on from I.W.D.'s "Grazon" afternoonand evening, which was enjoyed by all, with entertainment beingprovided by John Hore-Grenell.

It was pleasing to note that while all N.P.O.'s present enjoyedthemselves, with some rather late getting to bed, not one steppedout of line. Unfortunately the same could not be said for some ofthe contractors.

The Branch membership stands at 30, with 20 N.P.0.'s, 4 D.S.I.R.2 M.A.F., 1 Nassella Tussock Ranger and 3 retired members.

Field days have been limited, although some members took theopportunity to visit "Home Bush", one of Canterbury's historicsheep runs owned by the Deans family an situated in the MalvernCounty.

Members from outside the Nassella Tussock Board's area also

enjoyed a field trip to North Canterbury to view the Board's areaand learn how they have coped with the problem.

A considerable amount of members' time has been taken up withorganising the Conference and the Branch hopes the Conferencewill be a success and be enjoyed by all delegates and visitors.

Please remember to bring plant samples for Arthur's weed

identification session.

Once again the Branch held a successful weed display at theChristchurch show, which was well attended by the public, ruraland urban. Through negotiations with A. & P. Association, theBranch no longer has to pay for the site, which reduces the costof operating the display. The whole project is funded by theCanterbury Councils and costs between $900 - $1,000 to operate.

D.S.I.R. Botany Division, celebrated its 50th anniversary this

year, and two members attended the official opening of the

Herbarium wing at D.S.I.R., Lincoln, last November.

Several members also attended the botany workshop on plant

identification and the launching of "Flora of New Zealand",

Volume 4, later the same week.

OTAGO/SOUTHLAND BRANCH'

REPORT TO 1989 CONFERENCE DELEGATES

It is most pleasing to be able to report that the Otago/SouthlandBranch has seen the last twelve months out with no changes to itsmembership in that period. It has indeed been some three yearsnow that our membership stabilised.

The Branch normally holds its Annual General Meeting in Septemberor October, but decided to delay it until February of this year

when we gathered at the Branches Station in the Skippers area ofthe Queenstown/Lakes District Council.

We had occasion to meet as a Branch on two other dates, one inAugust at Gore and the other in October at Balclutha. In additionto the meetings there was a wealth of regular newsletters to keepmembers informed of both local and national issues.

The first issue to involve our Branch was that of "Pesticides

Use". In response to a request from our Senior Vice-PresidentJack Craw a Branch submission was made and forwarded to Jack. He

is to be congratulated for the effort put into completing thedocument on the Institute's behalf and we are eagerly awaitingthe outcome.

Of course the "BIG" issue of the year would undoubtedly be thatof "Local Government Reorganisation" and the subsequent"TRANSITION" that we are all undergoing at present. I can barelyrecall a day going by in recent months when the issue has notbeen brought up in discussion. It has turned us all inside outmany times over and subjected many an officer to additional workfor our respective employers. It has disturbed not only ourpublic life, but also our private lives.

The catch word of the time is definitely "TRANSITION". If youhave not already undergone a l'transition" then you are almostcertainly about to do so. It has no respect of age, service norloyalty.

I was given the dubious honour of compiling and writing theInstitute's submission on what it (the Institute), foresaw asbeing the best for noxious plants control in the local governmentreorganisation. There has been little feedback on the final

submission although I acknowledge that it may very well not havebeen well received by some officers and/or their employers.

To counter that dissatisfaction, every DNPA and its officer/s

have had the opportunity to make a separate submission to theLocal Government Commission in January of this year. I hope thateach officer in this Branch utilised that opportunity.

There is still much to do in the months ahead and I hope that wecan all work together for the common good.

Our Branch was asked by the National Executive to prepare a

Conference Job Description and Branch Executive Guidelines.

Everyone within the Branch made a contribution I extend my thanksto Murray Turner for his initiative and input into that project.I believe the final product was a worthy effort and I hope that

the Institute sees fit to follow both sets of guidelines.

Murray Turner was elected to the office bearing position of

National Treasurer at last year's conference. That decision hasalready seen the benefits in the appointment and I hope theInstitute will continue with his services, not only for hisfinancial ability but general all-round commonsense at Executivelevel.

I believe just about each member of this Branch has gone a fewrounds with Department of Conservation over the crown grantproblem and the result of the pressure place don the Departmentwas the appearance of monies to carry out some work. Yet anothertopic that I am sure will not go away and will undoubtedly occupyour time more than not.

The same can be said of the problem that has developed withdisused railway lines and in some instances, the main trunk linesalso. We must endeavour to keep that pressure on and work

together on the.e matters.

The Institute has been well served by its new Secretarythroughout the latter part of 1988 and earlier this year. Thanks

Eric for keeping up the good standard that Institute membersexpect. You have also made a good job of the Editorship, but alasit would seem the same old problems abound in this area as youwill no doubt elaborate on at Conference.

This years DRG Canon Awards saw last year's Du Pont Award of EricEden's achieve a highly commended prize. Congratulations Eric -well done. David Fullerton of Waikato also made an applicationand while not in the final list of prize winners I am looking

forward to hearing more about the video and static display thatthe submission was based on. Well done David.

The 1989 Du Pont Award has gone to Dick Healy representing theSouth Auckland Branch. The winning project is for the productionof professionally designed and constructed display stands for useby Branches and DNPA's throughout New Zealand. I look forward tolearning more in Timaru.

All of the Otago/Southland Branch should be in attendance atTimaru; a time that we all look forward to, so here's hoping fora good conference hosted by our "sister" Branch. After that isdispensed with it will be the turn of our "buddy " Branch,

Northland to host next year's conference in Hamilton, and afterthat we will host one at Lincoln. We must remain optimistic that

conferences and training seminars will continue.

I have now completed my longer than normal term as Branch

Executive Member and have handed the reins of our Branch affairs

over to Peter Ayson who I hope you will see a lot of in Timaru.Otago/Southland members seem to have something of a penchant forkeeping the National Executive honest and ticking over, not tomention ruffling a few feathers. I expect Peter and the rest ofthe Branch will continue with that fine tradition.

In the meantime I look forward to renewing old acquaintances atTimaru and perhaps also establishing some new ones.
