PARTIES WHO NEED TO KNOW ABOUT THE PROCEDURE OF INSTALLING THE ELECTRIC FENCE
THE INSTALLATION OF ELECTRIC FENCE
All Competent Persons: Engineer, Supervisor, Chargeman, Wireman
All Registered Electrical Contractors with Energy CommissionAll Utilities: Electric, Water & Telecommunication
All Government Departments: Federal & State
All Premise Owners: Commercials or Industrial
PURPOSEThis booklet is intended to enforce the method of installing the electric fence
in order to improve the safety level of the installation according to MS IEC
60335-2-76 standard. This booklet is also to inform of the procedures that
must be complied with by the applicant in order to obtain approval from the
Energy Commission on the installation of electric fence.
BACKGROUNDPreviously the Energy Commission had issued a directive and a circular
pertaining to the needs and method of installing the electric fence. In line
with the current technology, the existing directive and previous circular of
installing the electric fence need to be revised. Therefore, a conducive and
comprehensive method of installing the electric fence concurrent to the
international standards needs to be prepared.
Generally the installation of electric fence installed by some parties is to
prevent their properties from being trespassed by intruders either animal or
human. The types of premises involved in the installation of electric fence are
those that involve activities related to agriculture and security control such
as military, power utility, water and others. Therefore, these installations of
electric fence need to be installed in a control manner and safe in accordance
to the Electricity Supply Act 1990, Electricity Regulations 1994 and other
relevant standards so as to prevent the occurrence of on the part of the
intruder/trespasser.
COMPLIANCE WITH LEGISLATION The proper and safe method of installing the electric fence shall begin
from the stage of design until the stages of construction, supervision,
maintenance and monitoring. It needs to be implemented in accordance
with the requirements of the Electricity Regulations 1994. The respective
regulations that need to be complied with are as follows:-
• Regulation 15 : Requirement of any conductor for the purpose
of connection to an installation which shall be constructed, installed,
arranged, protected, worked and maintained shall be sufficient in size,
power and number as to prevent danger.
• Regulation 65 : Requirement of competent persons (Part VI of the
Second Schedule) who shall prepare and submit plans, drawings and
specifications for voltage/ampere limit of an installation.
• Regulation 68 : Requirement to appoint competent person either an
Electrical Services Engineer, Competent Electrical Engineer or Electrical
Supervisor to inspect the electric fence installation.
• Regulation 75 : Requirement to appoint a registered electrical
contractor with Energy Commission which hold a valid Certificate of
Registration to perform or carry out the installation of electric fence.
• Regulation 110 : Electric fence installation shall be maintained in
good, working order and safety precautions shall be observed at all times
to prevent danger.

• Regulation 111 : Requirement to appoint a competent person or
a person acting under the control of a competent person who shall
undertake to carry out any repair, replacement, servicing or cleaning of
the installation.
METHODS OF ELECTRIC FENCE INSTALLATIONTo ensure the installation of electric fence is continuously carried out in a
proper and safe manner, the Energy Commission has provided the method of
installing the electric fence which complies with standard of MS IEC 60335-
2-76 – Particular requirements for electric fence energizers.
(Note: MS IEC 60335-2-76 standard can be purchased from SIRIM Berhad)
Some of the main priorities that need to be emphasized during the construction
stage of electric fence either of energizer type A, B, C, or D are as stated in
the clauses and Annexes of MS IEC 60335-2-76 standard as follows:-
i. Clause 22.108 - Energizer output characteristics shall be such that
- the impulse repetition rate shall not exceed 1 Hz
- the impulse duration of the impulse in the 500 Ω component of the
standard load shall not exceed 10 ms
- for energy limited energizers the energy/impulse in the 500 Ω
component of the standard load shall not exceed 5 Joule (J)

ii. Clause 22.109 - If the energizer is provided with more than one fence
circuit (sometimes it defines zone), the output characteristics shall
be within limits in 22.108 for any possible connection of the fence
circuits. The impulses for the individual sets of output terminals shall
be synchronized.

iii. Annex BB – Instructions for installation and connection of electric
fences.
Annex BB1 & BB2 – Requirements for electric animal/security
fences:-
- Any electric animal/security fence shall not be supplied from two
separate energizers or from independent fence circuits of the same
energizer.
- For any two separate electric animal/security fences, each supplied
from a separate energizer independently timed, the distances between
the wires of the two electric animal/security fences shall be at least
2.0/2.5 m. If this gap is to be closed, this shall be effected by means
of electrically non-conductive material or an isolated metal barrier.

iv. Annex CC – Installation of electric security fences
Annex CC.2 – Location of electric security fence
- The electric fence should be separated from the public access area
by means of a physical barrier.- Where an electric fence is installed in an elevated position, such as on
the inner side of a window or skylight, the physical barrier may be less
than 1.5 m high where it covers the whole of the electric fences. If the
bottom of the window or skylight is within a distance of 1.5 m from the
floor or access level then the physical barrier need only extend up to
a height of 1.5 m above the floor or access level.
(Note: Refer to figures 7, 8 & 9 for examples of physical barrier)

REMINDER!
A Competent Electrical Engineer must ensure the installation of electric
fence under his responsibility is installed in compliance with the standard of
MS IEC 60335-2-76.
(Note: The latest version of the standard MS IEC 60335-2-76 needs to be referred to from time to time).

OTHER INFORMATION RELATED TO THE INSTALLATION OF ELECTRIC FENCE (Figures 10 & 11)
(Note: The electric fence owned by a premise owner is ONLY allowed to
be commissioned when it has obtain in the written approval from Energy
Commission via its regional offices. The procedure of application is as
Attachment A).

PROCEDURES OF ELECTRIC FENCE APPLICATION
1. Applicant is required to make application of installing the electric fence
at the nearest Energy Commission regional office where the installation
is located. Applicant need to complete the Application of Approval on
Installation of Electric Fence Form (as Attachment B). This form can
be downloaded from the ST website. The following are the documents
required to be enclosed together :-
i) Name premise / installation owner;
ii) Address where the electric fence will be installed and the total perimeter
of the installation
iii) The registered electrical contractor with ST who will install the electric
fence;
iv) Diagrams and specification of the electric fence which shows the
complete structure of the height, type of equipment, product, signage
and others. All components and equipment in the diagrams need to
be clearly labeled. These diagrams need to be signed at least by a
Competent Electrical Engineer who has been engaged by the owner.
v) Schematic drawing shows the sources of electric supply to the
conductivity of wire of the fence, size and type of cable being used.
This schematic drawing need to be signed at least by a Competent
Electrical Engineer who has been engaged by the owner.
vi) The submission of certification and test report for the energizer (type A,
B, C or D) must comply with the IEC 60335-2-76:2006 standard from
IEC CB Scheme laboratories or APLAC.
(Note : Energizer is not a regulated equipment therefore once it imported to Malaysia the importer needs to obtain a release letter from the Custom’s office issued by Energy Commission)
vii) Once the installation of electric fence ready, it needs to be supervised
and tested by the competent person who has been engaged by the
owner. Therefore, the engaged competent person shall submit to
the Energy Commission the Form G (Supervision and Completion
Certificate) and Form H (Test Certificate) as required by Regulation 14,
Electricity Regulations 1994.
viii) An inspection will be carried out by Energy Commission officers once
the installation of electric fence is completed. The visit will be carried
out together with the engaged electrical contractor, the responsible
Electrical Supervisor/Competent Electrical Engineer and the owner/
representative of the installation.
ix) Once the Energy Commission’s regional office satisfied on the
compliance of installing the electric fence, a written approval will be
issued to the owner. Once the owner has obtained the approval from
the Energy Commission, the electric fence can start operation or
commission.
x) The owner of the electric fence installation shall engage a competent
person with a minimum of an Electrical Supervisor level to inspect the
installation at least once every two(2) years. This is to ensure installation
is always safe. The inspection report needs to be submitted to Energy
Commission.
xi) There is no fee imposed for the approval.
xii) The Energy Commission will cancel the approval letter on the electric
fence installation if the installation is either :-
a. no longer being used; or/and
b. found to be unsafe
