India is the seventh largest country by geographical area, and the most populous country in theworld.

The economy of India is the fourth largest in the world as measured by purchasing power  parity(PPP). India is the second fastest growing major economy in the world.

The Indian semiconductor design industry, comprised of VLSI design, board design and embedded softwarecompanies, has design companies clustered aroundBangalore, Delhi/Noida, Hyderabad, Chennai, with presence also in Pune, Ahmedabad and Goa. All theglobal top ten fabless design companies have Indiaoperations and 17 of the top 25 semiconductor companies

have a strong presence here

These companies primarily address an internationaldemand with increasing adaptation of design to addressdomestic requirements. India provides an advantage witha quick turnaround time that helps early market access,and a high quality workforce. India¶s semiconductor industry employs the cream of engineering talent andgenerates IP in an environment that is conductive for IPrights.

The Indian chip design industry is involved in end to enddesign activities ranging from chip architecture,development, design verification and layout, all the wayto design tape out.

The semiconductor design industry had a turnover of USD 3.2 billion in 2005 with an engineering workforce of around 75000. It is estimated to reach USD 43 billion bythe year 2015. The industry will provide jobs to 780,000 professionals with a CAGR of around 30% for this period.

The strong foundation that the design community hasestablished is seen as a key factor for success as Indiamoves toward a semiconductor manufacturing industry.

 Having carved a niche in global software development and services outsourcing, India's searchfor the next big thing in high-tech could see it take on the rest of Asia in the crowded chipmanufacturing market.

Semiconductor firms such as Intel Corp., Advanced Micro Devices Inc. and FreescaleSemiconductor Inc. have already tapped India for chip design, but not manufacturing.

 New government incentives to boost chip making, coupled with India's low labour costs andsurging demand for electronic goods from a fast-growing middle class, could change that.

"India would be the only country in the world with robust models in chip design, chipmanufacturing and electronics manufacturing," said Poornima Shenoy, president of lobby groupIndia Semiconductor Association.

In March, Hindustan Semiconductor Manufacturing Corp., which is backed by a group of Indian

investors based in Silicon Valley, announced plans to build two chip-making plants in India for up to $4.5 billion using technology from Germany's Infineon Technologies AG.

"Our focus is clearly the Indian market, although we plan to export out of the country as well.The growth in mobile phones and computers has enabled the demand for chips," said DevenVerma, chairman of Hindustan Semiconductor Manufacturing.

Mobile phone subscribers in India rose 68 percent in March from a year earlier to 166 million.Still, only about 15 percent of India's 1.1 billion people own a mobile phone, compared witharound 35 percent in China.

"The global demand for chips will always go through a cycle of oversupply and shortages, butthe potential in India is going to be huge in the years to come. Whether we make it or not, Indiawill continue to buy chips," Verma said.

CONSUMPTION SURGE 

India spent about $2.8 billion on semiconductors in 2005, and demand is estimated to exceed $36 billion by 2015, according to a study by the India Semiconductor Association and research andconsultancy firm Frost & Sullivan.

Furthermore, the study says electronic equipment consumption should surge to $363 billion by2015, more than 10 times spending of $28.2 billion in 2005.

"It is just an enabler that was badly required for the semiconductor industry to take off in India,"Alok Ohrie, managing director of AMD India, said of the government push. "It will helpestablish semiconductor manufacturing in India."

AMD is a technology partner to the local SemIndia consortium, which has said it planned to setup a chip-making facility in India with an investment of $3 billion over the next five years.

India's semiconductor design industry had revenues of $3.3 billion in 2005 and employed about75,000 people. That is expected to increase to $43 billion in revenue and over 780,000employees in 2015, the India Semiconductor Association said.

In February, Taiwan Semiconductor Manufacturing Co. Ltd. (TSMC), the world's top contractchip maker, opened an office in Bangalore to support its customers with design activities inIndia.

STMicroelectronics' Indian chief told Reuters in February that headcount in its Indian chip

design centre would be raised to 3,000, from 1,700 now, in the next three years.

"If India can do the chip design work, it can take care of the manufacturing part as well,especially when labour costs in India are still 10-12 percent lower than China," said Y.S.Sashidhar, vice-president at Frost & Sullivan.

In the wake of next week's G8 meeting in Japan, India released its first action plan for climatechange (PDF) earlier this week.

The plan outlines eight national "missions" for sustainable development, including:

y solar energy;

y  energy efficiency;y  creating a sustainable habitat;y  conserving water;y   preserving the Himalayan ecosystem;y  creating a green India;y  creating sustainable agriculture;y  and establishing a platform of "strategic knowledge for climate change."

The plan lacks a budget and plan of action at this point, but a Council on Climate Change, withstakeholders from the government, industry, and civil society, has been formed to come up with

directives and funding.

Among the eight missions, the strongest focus seems to be on solar power.

"We will pool all our scientific, technical, and managerial talents, with financial sources todevelop solar energy as a source of abundant energy to power our economy and to transform thelives of our people," India Prime Minister Manmohan Singh, who chairs the council, said duringthe announcement of the plan.

"Our success in this endeavor will change the face of India," he continued.

A goal is to increase photovoltaic production to 1 gigawatt per year (today the total installedworld capacity is roughly 20 GW and almost doubling each year) as well as establish 1 GW of concentrating solar power, or CST, generation capacity by 2017. CST technologies includetrough systems, dish/engine systems, and power towers that heat up water or molten salt that canthen be used to run a generator to produce electricity.

And indeed, investments are piling up in the solar-tech industry in the country. In Fab City, a proposed semiconductor manufacturing hub outside of Hyderabad, solar cell companies areslowly taking over the grounds.

The IT ministry decided in 2006 to develop a 1,200-acre site near the upcoming Hyderabad

international airport (inaugurated in March this year) and turn it into a chip manufacturingcenter. Interested corporations can apply for land allotments, and so far more than half of theland has been taken.

In February, the last four companies receiving approval to set up shop were all in the photovoltaic business.

 NanoTech Silicon India is investing $2 billion in a plant for thin-film solar cells, after scrappingits initial plan for a chip factory in the same spot.

The domestic Titan Energy Systems, already a Hyderabad manufacturer, plans to build a $759million photovoltaic cell and wafer production facility in phases over the next three years.

XL Telecom & Energy is setting up a $75 million solar module factory, and KSK EnergyVentures will built a $70 million unit for making photovoltaic panels.

Earlier, solar cell and panel manufacturer Solar Semiconductor announced it would be investing$1.1 billion to expand its manufacturing capacity in Fab City over a 10-year period.

Apart from shiny solar power prospects, India's action plan lacks commitment to cut carbonemissions, just like China's did last year.

India contributes 5 percent of the world's carbon emissions, and China contributes 17 percent,

according to a World Bank report.

But per capita, Indians emit far less carbon dioxide than Americans or Europeans.

The action plan highlights carbon dioxide emissions, which is cited to be 1 metric ton per personin India, compared to 20 metric tons in the U.S. The world average is 4.25 metric tons.

"Every citizen of this planet must have an equal share of the planetary atmospheric space," Singhsaid in his speech. He, just like others, pushes for per capita emission rules. That would be anightmare for the hard-consuming, industrialized world

Kolkata: The state of Kolkata will soon have the world's largest integrated solar power project.Bhaskar Silicon Limited will build a solar project at Haldia with a total investment of Rs5,500crore, which is also the first polysilicon plant in India.

The company has tied up with German firm Centrotherm Photovoltaics AG for setting up the

solar plant. Infrastructure financing company SREI Infrastructure Finance Limited would part-finance this project.

Initially the power plant will be constructed across 200 acres of land, which the company hasacquired from the state government. The company expects to complete the first phase by 2009with an investment of Rs350 crore.

The company says that the plant is expected to generate 250 MW of solar power annually. It is intalks with the government for another 600 acres in future for the next phases.

The plant targets to produce 2,500 tonnes of polysilicon annually in the second phase in 2010

and 5,000 tonnes after two years, according to Jyoti Poddar, managing director, Bhaskar Silicon.The plant will also manufacture chips for semiconductors for information technology sector, inits second phase, he added.

The state government is expected to invest in the equity of the project through its Green Power Corporation.

The project is being launched in line with the central government's vision of having 5,000 MWof solar power by 2012 which will require 50,000 tonnes of polysilicon.
