    IS FINANCIAL INCLUSION AN ILLUSION

    INTRODUCTION:

    Financial Inclusion means delivery of financial services, at affordable cost, to

    sections of disadvantaged and low income segments of society. The main objective of

    financial inclusion is to provide a basic no-frills banking account. The concept has been

    launched in India in the year 2004 by RBI by setting up a khan commission with a

    view to provide financial services for the vulnerable groups. It has guided many

    commercial banks and financial institutions to achieve 100% financial inclusion.

    NEED FOR THE STUDY:

    It is right time now, after a lapse of 8 years of the launch of Financial Inclusion

    project, to review the performance leading to success or failure of the project. A third of

    the country's 623 districts in 18 states and six union territories today claim to have

    achieved 100% financial inclusion. Further, every district in Haryana, Himachal Pradesh,

    Karnataka, Kerala, Uttarakhand and Goa has reported complete financial inclusion.

    But, on the other hand there are criticisms that the 100% financial inclusion claim

    is bit of a myth. Nearly 80% of the Indian population is still without life, health andnon-life insurance coverage. While life insurance penetration is 4%, non-life cover is

    even lower at 0.6%. The per capita spend on life and non-life insurance is just

    aboutRs2, 000 and Rs300, respectively, compared with a global average of at least Rs18,

    000 and Rs13, 000. Another hard to digest reality is that out of the 660,000 habitations

    in India with a population of 100 or more millions, only 33,000 have a commercial

    bank branch. That's approximately one branch for every 20 habitations.

    The jugglery of statistics can be used for either success or failure of the scheme.

    Many finance pundits regret that the noble scheme of financial inclusion, with lofty

    objectives is faltering and remained a dismal.

    STATEMENT OF THE PROBLEM:

    The first basic product of Financial Inclusion is bank account for each family.

    RBIs 2005 initiative to introduce no frill accounts where no introductory deposit or verylow minimum balances were to be maintained, proved very effective as the banking

    system has opened 103 million no frill accounts as on 31.3.2012. But a close look at

    the figures by scrutinizing the data district-wise, village-wise and population-wise, the

    picture is not very encouraging. A pilot study of bank accounts opened under FI by the

    SBI in Telangana region is made, to find out if the target accounts are opened. The total

    figure of accounts opened may distort the reality. It is in this background that the present

    study to review the progress of one of the components of financial inclusion viz. opening

    of bank accounts for every family, to identify problems and chalk out a plan for better

    results, assumes importance.

    The study is based on secondary data from RBI Reports, State Bank of India

    reports.

    OBJECTIVES:

    The study aims to find out the reach of the banking system to the disadvantaged

    in Telangana region and also to find out the factors responsible for success or failure of

    the scheme of financial inclusion;

    SCOPE:

    The scope of the study is limited to Telangana region in Andhra Pradesh. Further,

    only one of the three components of FI viz. Opening of bank accounts under Financial

    inclusion scheme in Telangana region till 31, March 2012 is covered.

    There are 9 districts in Telangana region with a population of 3,12,79,519. Thenumber of banks accounts opened till 31-3-2012 in the Telangana region were

    2,24,483. A ratio of population to the bank accounts opened in each of the 9

    districts is calculated in order to get an idea about number of accounts yet to be

    opened.

    Further, an estimate of the number of families residing in each district is made onthe assumption that there may be 6 members, on an average in each family.

    Based on the estimate the percentage of families covered for bank account opening

    purpose.

    Table no 1, 2, and 3 give a picture about a number of bank accounts opened ineach district, ratio of population to number of bank accounts and percentage of

    families covered for bank account opening. It may be observed from table no 1that Warangal tops the list regarding the number of bank accounts opening

    followed by Mahabubnagar and Nalgonda district.

    Least number of accounts opened in Adilabad though the population is above 27lakhs. Khammam and Nizambad districts also not covered well.

    Though Warangal appears to be better than others as far as bank accountsconcerned. Only 45 persons have an bank account opened. Mahabubnagar,

    Nalgonda and Medak fall in the second place where in 76:1, 85:1, 85:1 are the

    ratios of population to bank accounts opened.

    As already mentioned no of families are calculated based on the assumption that6 member make a family on an avg. And % of families covered for bank

    accounts opening is given in the table no. 3. The district fall in the same order,

    Warangal being on the top followed by MBNR & Medak, Nalgonda with 13.35%

    7.87% 7.0.2% and 6.99% of the families covered for bank accounts opening.

    An in depth study is made to find out the no. of accounts opened in each villageunder each of 9 districts. Of the 9 districts Warangal is the biggest district. With

    95 villages and hearing a population of 3,522,644 and with total no. of bank

    accounts 78384. But surprisingly there are 17 villages in which no single account

    is opened till 31/03/2012. In other words 18% of the villages in Warangal district

    are not touched by Banking system.

    Mahabubnagar is the second biggest district with 91 villages having a populationof 4,042,191 with 53080 bank accounts. Though it appears that Mahabubnagar

    district have achieved a moderate progress. There are 22% villages which have

    nil bank accounts.

    Medak takes third place with 61 villages, 35,494 bank accounts for a populationof 3,031,877. 13% of the villages under Medak district do not have even a single

    bank account.

    Karimnagar has the 21 villages with a population of 3,811,738 and 6920 bankaccounts. In this district 24% ( 5 ) of the villages are not covered by the banks.

    Khammam has 14 villages with 2,798,214 population and 2207 bank accounts. Inthis district 29% of the villages are not covered by the banks.

    Adilabad has 5 districts out of which 2 villages do not have single bank account.Amounting to 40% of the villages with nil bank accounts.

    Nizamabad has 9 villages out of which 2 villages (i.e., 22%) of the villages arenot touched by the banks.

    Rangareddy district has only 4 villages out of which 2 villages (i.e., 50%) of thevillages do not have bank accounts.

    CHALLENGES:

    An informal interview with bank officials reveal reasons for low achieved of

    targets, some of which are internal and others external which are discussed below.

Less participatory by all Flawed delivery mechanism Lack of appropriate model Lack of awareness by the people

    CONCLUSIONS:

    Many of the poor are still "unbanked." Men and women in rural towns need to

    travel hundreds of miles to the nearest bank in order to safely receive money from

    overseas relatives. Further, farmers do not have insurance for their crops when floodsand drought wipe out their earnings. Without access to savings accounts, loans and

    remittances, people have a hard time managing their finances, coping with risks and

    disasters, and improving their economic opportunities.

    Though the packages for financial inclusion are novel and even welcome, thedelivery mechanisms have not changed. In the absence of income security, financial

    inclusion becomes very difficult to achieve. Many of these packages fail to address the

    fluctuating nature of livelihood. Many, like microfinance credit, push them further into

    dependence rather than address the basic problem of pulling them out of financial oreconomic distress.

    There is a long way to go for achieving 100% financial inclusion. All the

    stakeholders in the project have to make long strides in the direction of 100% success.
