Changing Testing Policy
• The Testing Report Card - We conducted a pilot, qualitative review of national HIV testing policy documents in 15 countries
• The policy documents were compared to AHF’s streamlined model
• Limitations: Testing policy provisions vary greatly from country to country, some provisions conflict with each other or are outdated, making a direct one-to-one comparison challenging
Changing the Testing Policy
• Critical areas examined:
- availability and accessibility of rapid testing
- client consent requirements
- pre-test counseling standards
- test result notification procedures
- post-test counseling requirements
- referral to care and linkage protocols
