SO2: Sulphur Dioxide. Short-term exposure can harm the respiratory system,
making breathing difficult. It can affect visibility by reacting with other air
particles to form haze and stain culturally important objects such as statues
and monuments.
NO2: Nitrogen Dioxide. Aggravates respiratory illness, causes haze to form by
reacting with other air particles, causes acid rain, pollutes coastal waters.
CO: Carbon monoxide. High concentration in air reduces oxygen supply to
critical organs like the heart and brain. At very high levels, it can cause
dizziness, confusion, unconsciousness and even death.
PM2.5 & PM10: Particulate matter pollution can cause irritation of the eyes,
nose and throat, coughing, chest tightness and shortness of breath, reduced
lung function, irregular heartbeat, asthma attacks, heart attacks and premature
death in people with heart or lung disease
Confusion reigned supremeat toll plazas after the government issued an order extending the deadline for FASTags to become mandatoryby 30 days and requiring25% of lanes at toll plazas tobe kept open for cashtransactions.
NHAI officials say they sawa 5% jump in FASTag transactions on Sunday, from whenFASTags were to becomecompulsory until the government provided relief to commuters in a lastminute orderissued on Saturday due to ashortage of RFID stickers inthe market.
In Chennai, there was traffic congestion at toll plazasas cash lanes saw longqueues.
Traffic in FASTag laneswas not seamless either, asmany road users had insufficient balance in their RFIDstickers. Many motorists said
they had bought cards onlinebut these were yet to be delivered to them. According toNHAI officials, only 37% ofvehicles using toll plazas hadFASTags.
This is despite NHAI deploying marshals to managetraffic and each toll plaza be
ing supervised by its nodalofficer as well as being monitored at regional & headquarter level Control andCommand centres.
At a toll plaza at Walayarin Palakkad, truckers insteadof car owners were seen tobe using FASTags more.
“I rarely use the highway. Idon’t think I need to get it. Ifat all I use, I’m willing to paythe double amount,” saidMohammed Ashar, a localtrader here.
But people in generalwere happy about the convenience offered by FASTag. “Ifind it simple and convenient. It saves your time inqueue. It saves you fromsearching around in thepocket for small cash whenbeing stopped at the plaza. And above all, it is a definitestep towards digitisation,”said Arun Kumar, a trainer inhuman resources who shuttles between Coimbatoreand Kochi frequently.
At Bengaluru’s Sadahallitoll plaza, the employeeswere seen announcingthrough microphones anddirecting vehicles with FASTag to use the reserved lanesand diverting other vehiclesto the cash ones.
At the toll plaza towards
Kempeogwda InternationalAirport (KIA), five boothshave been converted to FASTag lanes and cash was accepted in three lanes. Therewas a long pileup of traffic, especially cabs operated toKIA.
The lack of supply of FASTags near the toll plaza alsocaused a lot of inconvenience to the passengers. People were asked to visit againon Monday.
Seventeen toll plazasacross Telangana switchedto the FASTag mode in theearly hours of Sunday. Whileit was a smooth and hasslefree passage for FASTag vehicles, nontag vehicles had toenter the single lane for cashcollection, leading to considerable delay in travel.
As the number of nonFASTag vehicle entering thetoll plazas increased, NHAIauthorities opened additional hybrid lanes to ensure freeflow of traffic.

The Railway Ministry clearing the decks for the IntegralCoach Factory (ICF) here tocontinue making Vande Bharat Express trains is seen as awelcome move though senior officials are sceptical ofrolling out 45 rakes, 720coaches, by 202122.
Even if tenders are floatedimmediately as per the revised specifications approved by the Research Designs and StandardsOrganisation (RDSO), itwould take at least two yearsto roll out the first prototypefor operation after the mandatory oscillation tests andsafety approvals.
While it would take threemonths to open tenders forscrutiny, another twomonths would be needed tofinalise and award work, asenior railway official toldThe Hindu on Sunday.
Considering that the manufacturing process is monitored on a daytoday basis,
the prototype electricswould be ready only by November 2021 and would takeat least three months for themandatory inspection andtype test process.
The complete manufacture of the train set alongwith oscillation assessmentand certification for operation by the Commissioner ofRailway Safety would bepossible only by November2022 and the first prototypecan be put into service amonth later. “It’s a welcomeannouncement to restore
the project to ICF... but making 45 rakes would not bepossible in the next twoyears since the design specifications have been changed. In the event of Rail CoachFactory, Kapurthala, andModern Coach Factory, Raebareli, joining the mission, then it would be possible tobring out a few rakes in twoto three years,” another official, who also preferred notto be quoted, said.
The decision to continuemanufacture of Vande Bharat Express rakes at ICF wasa boost to the morale of theemployees, particularly theteam that was part ofTeam18 project, All IndiaRailwaymen Federation(AIRF) working president N.Kanniah said on Sunday.
He urged the RailwayBoard “to ensure that the 45rakes are not only built in accordance with the Make inIndia initiative but manufactured indigenously by ICF inthe same way the first twoTrain18 rakes were made.”

The Supreme Court has rejected a man’s defence thathe was too drunk to intendto kill his wife.
In a judgment by a Benchof Justices Ashok Bhushanand M.R. Shah on Friday, the court said intoxicationwas not a defence to a criminal charge.
The court said defence ofdrunkenness was at themost a mitigating factor. Butfor that, the level of inebriation should be such that itleaves the accused incapable of having a “particularintention” to commit thecrime. Intoxication, as such,is not a defence to a criminalcharge.
At times, it can be considered to be a mitigating circumstance if the accused isnot a habitual drinker, otherwise, it has to be considered as an aggravating circumstance.
The onus of proving thathe was drunk to the extentof insensibility lies on theaccused alone.
“The evidence of drunkenness which renders theaccused incapable of forming the specific intent essential to constitute the crimeshould be taken into account with the other factsproved to determine whether or not he had the intention,” Justice Shah wrote inthe judgment.
“Merely establishing thatthe accused’s mind was affected by drink so that hemore readily gave way tosome violent passion, doesnot rebut the presumptionthat a man intends the natural consequences of hisacts,” the court said.
The judgment came onan appeal filed by Suraj Jagannath Jadhav from Maharashtra who set ablaze hispregnant wife and laterclaimed that he did so in a fitof drunkenness.
He said he had tried topour water on her to dousethe fire. But the court foundthat he tried to save her onlyafter she cried out and attempted to run out of theroom.

The Union Home Ministry hassent an alert to all States warning them about the vulnerability of the Android operatingsystem to a bug called ‘StrandHogg’ that allows realtimemalware applications to poseas genuine applications andaccess user data of all kind.
While all versions of Android, including Android 10,are vulnerable to this bug, itmay not be apparent to the affected users that malware applications are already onboard their device. These malware can then potentially listen to their conversations, access photo album, read/sendmessages, make calls, recordconversations and get login
credentials to various accounts.
This apart, things that suchmalware can access includeprivate images, files, contactdetails, call logs, and locationinformation.
The information was sharedby the Threat Analytical Unit,
Indian Cyber Crime Coordination Centre, Ministry of HomeAffairs. “At least 500 popularapps are at risk because of thismalware that hackers can deploy to attack mobile phoneusers. An alert has been sentto all senior police officials tosensitise them to the threat.Steps will be taken to createawareness among the publicon the vulnerability of Android to ‘StrandHogg’,” a police official said.
Warning signsPopups asking for permissionto send notifications, messages etc., are one of the main entry points for ‘StrandHogg’ tolaunch the attack. An app inwhich the user is alreadylogged in asking him/her to lo
gin again is another anomalypointing to the possibilities ofa cyberattack. Once users approve such requests, the malware would instantly accessthe mobile phone or tablet forspecific purposes. “It can activate the microphone, allowing a hacker in a remote location to listen to liveconversations. The cameracan also be switched on to capture visuals.”
Links and buttons that become nonfunctional, appsasking for permissions that arenot required are among theother warning signs.
The Ministry also sent a detailed list of the modus operandi of the hackers and latesttrends in cyberattacks for appropriate action of the States.
