Era Training Center has announced hat it has entered into an agreement with AgustaWestland for the construction of two AW139 Flight Simulator Training Devices (FSTDs). The first FSTD will be installed at Era Training Center’s facility in 2011 and will meet the certification requirements defined by FAA Part 60, Level 6.

AgustaWestland, as prime contractor, has partnered with Frasca International, Inc. to support the development and production of the FSTDs, with work being carried out at Frasca’s facilities in the USA and at AgustaWestland’s facilities in Sesto Calende, Italy. Frasca built the two advanced Level 6 FSTDs, the AS350 B2 and the EC135 CPDS P2+ currently offered for training programs by Era Training Center.

cockpit of a standard offshore AW139 helicopter, providing high fidelity replications and simulations of the controls, displays and systems to train aircrew on a range of ground and flight operations procedures. The FSTD’s visual system will provide real time, high brightness and high-resolution imagery with a 200 x 70 degree field of view presented on a spherical screen using TruVision™ Global, featuring worldwide coverage at a base map level. This base map includes over 10,000 runways, coastlines, representative terrain, rivers, roads and more, allowing the pilot to “fly” anywhere in the world and view representative terrain and runways in each area. EMS hospital and scene locations are incorporated into the database along with high resolution

modeling of the Gulf of Mexico.A high-fidelity simulation of the

helicopter’s flight characteristics and a high-performance electric control loading system, providing high fidelity control forces, gives pilots a very realistic “flying” experience. To add to the reality, the FSTDs have a high-fidelity simulation of the avionics and helicopter systems (engine, fuel, etc) based on true aircraft data and a digital sound system for both instructor/crew communication providing realistic aircraft and equipment aural cues.

Each FSTD will also have an on-board Instructor Operating System (IOS) located behind the crew seats so that the instructor can monitor crew training and control simulation. Control functionality includes scenario and sortie definition, malfunction injection and parameter freeze via a highly flexible and user-friendly workstation designed to optimise instructor workload. The FSTDs will also come with an off-board PC based debriefing station to review training sessions with the students.

HAI President Matt Zuccaro testified before the U.S. House of Representatives Committee on Transportation and Infrastructure’s Aviation Subcommittee concerning the Hudson River airspace and management of uncontrolled airspace corridors. The hearing was prompted by the mid-air collision over the Hudson River involving a helicopter and a Piper PA-32R-300 airplane in August, which resulted in the deaths of all nine people onboard both aircraft.

Providing an overview of the safety of helicopter operations, Zuccaro testified to his activities as a member of the recently convened FAA N.Y. Airspace Task Force, along with his almost 30 years of past experience as a pilot and executive manager for flight operations within the N.Y. Class B airspace and his service on a number of study groups involving the airspace. He stated that, by making mandatory the existing voluntary practices, which have been used safely for the past 26 years, the FAA would eliminate any ambiguity and would standardize procedures within the airspace. He went on to say that the FAA’s proposal to establish three tiers of airspace would enhance separation of transiting aircraft and agreed that the FAA’s recommendation to standardize the floor of the Class B controlled airspace at

HAI’s president testifies before Congress1,300 feet, would simplify the airspace structure.

Zuccaro concurred on the need to standardize the procedures for fixed-wing aircraft entering the Hudson River Exclusion, and also the three aeronautical maps which relate to this airspace, as well as the reallocation of the available Unicom frequencies utilized at New York City

heliports, which he believes will reduce frequency congestion and enhance pilot communication capability. Zuccaro pointed out that no single recommendation is a silver bullet, but together, each of these recommendations offered would make a real difference towards enhancing safety. Zuccaro also testified that training is the cornerstone to any

effort to reduce accidents and improve safety, and said that HAI looked forward to working with the Subcommittee and other interested parties to ensure the highest level of safety within the New York Class B excluded airspace, and similar such environments throughout the National Airspace System.

The business of transporting helicoptersA request to move a sailplane launched a well established trucking company into the business of aircraft and airframe transport more than twenty years ago. Now, H.W. Farren Trucking and Rigging is the recognized leader in helicopter transport.

Originally founded in 1959, The H.W. Farren Trucking and Rigging Company was purchased by Frank Antonucci and his son, Phil, in the 1970s, and was incorporated in March, 1981. Glenn Wargo joined Farren in 1989 after working for an air cargo and major airline.

It was Wargo’s sailplane that was the first aircraft transport challenge. This was quickly followed by a request from a helicopter owner to help to retrieve a helicopter that taxied off the runway and into a ditch. The operator, Bogie Bilyk, then recommended Farren’s services to three more clients,

including Keystone Helicopter. After transporting aircraft for these clients, the opportunity came for to transport SH-70 Seahawks for export.

The Antonucci family and Wargo designed and modified a trailer to specifically transport the Blackhawk, Seahawk, and S-76 helicopters. “In addition, we

developed a cradle system that reduced the height of the S-76 helicopter,” explained Wargo. “It also resulted in reducing costs for Sikorsky and making safer transport.” This trailer is still in service today and has been modified to transport the Agusta Westland AW-139 with special wheel cradles designed by Wargo with

the approval of Agusta Aerospace Corp.

Continuing success also meant continuing new clients for Farren. The company soon came under contract to transport the Boeing-Sikorsky RAH-66 helicopters to and from their venues and test

areas. That responsibility was handled from 1995 thru 2005 with zero incidents. Phil Antonucci and Wargo received certificates of appreciation from the Comanche program manager and the AAAA for this service.

Based on this design, Farren was requested to

help design a trailer to transport the new Sikorsky S-92 helicopter to be produced in Stratford, Connecticut. They assisted with the design and, to date, have transported 124 S-92 and H-92/Cyclone helicopters on this one-of-a-kind trailer. Farren is now fabricating two additional trailers for overseas use. The trailer and a

technician were sent to the Paris Air show in 1999 along with a specially modified trailer with the Comanche helicopter.

In 1997, Farren received an award from Sikorsky for their efforts in support of the S-92

program. In 2006 Phil Antonucci received an award for excellence in logistic support from Sikorsky Aircraft.

“We have created specialized slings designed and approved by Sikorsky, Agusta Westland, and also utilized these for an aerial transport of an S-92 in Indonesia,” Wargo said. “We have recently fabricated new Conestoga trailers for the transport of Blackhawk helicopters in support of Sikorsky Aircraft’s Blackhawk mission.” The trailers have also been utilized to transport aircraft for the US Army. In 2009 the company received a Platinum rating from L-3 Communications JOG for support of USSOCOM activities.

“Our latest success has been the transport of the Agusta Westland Prototype AW-

139 helicopter for Icing Trials 2008 and 2009,” Wargo said. One of their trailers was modified for this task with reinforced cradles designed specifically to safely and efficiently transport the aircraft to Duluth, Fairbanks, Fairbanks to Muskegon, and again this year back to Fairbanks. “We successfully transported the entire Agusta X-Operations Team and all its support equipment and, most notably, the aircraft.”

With regards to heavy services, Farren relocated the Agusta Westland AW-139 assembly line

from one location in Philadelphia to their new location at Philadelphia North East Airport. Farren and Agusta received a safety award for the relocation from the SC&RA for accomplishing this with zero incidents.

“We have also relocated the Pratt & Whitney Seals line from Connecticut to Poland and the

Sikorsky International Blackhawk assembly line to Poland,” Wargo

said. “We are constantly looking to design

ways to safely and efficiently

transport aircraft,

engines, and support equipment to any part of the world.”

ANDALUSIA, AL – Vector Aerospace Helicopter Services North America now offers Bell Helicopter-certified airframe repair capability for the OH-58 (Kiowa) A and C models, via its new maintenance fixture located at the company’s Andalusia, Alabama helicopter repair and overhaul operation.

Ronnie Kearns, Vector’s director of

business development for military programs says the newly acquired maintenance fixture now enables Vector to carry out comprehensive structural repairs on the OH-58 airframe; in effect restoring helicopters that might otherwise be deemed non flight-worthy to a “like-new” condition. Kearns emphasizes that with the new Bell-certified

fixture, Vector is fully-capable of performing airframe repairs on OH-58 helicopter fleets throughout the world, including the United States (US) Military, law enforcement, government and security agencies, up to and including NATO countries operating OH-58 helicopters as part of the Foreign Military Sales (FMS) program.

“This latest addition to Vector’s diverse mix of helicopter and fixed-wing maintenance, repair and overhaul capabilities is part of the company’s overall strategic plan to

increase its domestic international MRO presence, particularly in support of military programs in the United States,” says Kearns. Vector currently provides repair and overhaul services for a variety of US and foreign militaries, and its Alabama operation performs heavy maintenance and inspections, including airframe repair and dynamic components, in support of the US Navy’s TH-57 pilot training fleet based at Naval Air Station-Whiting Field, Florida.

Sikorsky Aircraft Corp. has begun construction of a new co-generation plant at its Stratford facility to become more energy independent.

Sikorsky chose Carrier Corp., a UTC subsidiary, for a turnkey custom solution and installation of the project. Sikorsky broke ground on Sept. 5. The co-generation plant is being built onsite next to the existing powerhouse. The project is expected to take a year and a half to complete.

Co-generation, also known as combined heat and power (CHP), is the on-site production of two kinds of energy - usually electricity and heat - from a single source of fuel. Co-generation often replaces traditional methods of acquiring multiple forms of energy, such as purchasing electricity from the power grid and separately burning natural gas or oil in a furnace to produce heat or steam.

“While the traditional method of purchasing electric energy from the grid is convenient, it is very inefficient and wastes more than two-thirds of the energy in the

original fuel due to production and transportation losses,” said Robert Araujo, Manager of Sustainable Development and Environmental Health &Safety Programs.

“The co-generation process captures the unused heat that is generated from a typical power plant and transforms it into usable energy. By using this technology at the Stratford site, Sikorsky can generate 10 megawatts or 82 percent of our Stratford facility energy needs and save 8,900 tons of carbon dioxide emissions annually. This will make Sikorsky less energy dependent and contribute to a healthier global environment,” Araujo said.

David Eherts, Vice President of EH&S and Product Safety, said, “Though Sikorsky will spend almost $26 million to construct the facility, based on the reduction in energy costs, the project is estimated to pay back in less than four years, so we’re very eager to begin saving.”

A helicopter load sensor, launched at Helitech, marries GPS (global positioning system) track guidance with load sensing and a host of other intelligent functions to automatically optimise complex operations such as spraying and multiple random load billing.

Incredibly the HeliNav-LoadMaster sensor is completely autonomous with its own on-board display and computer. This makes it independent of the host helicopter’s systems. It also means it can be swapped from one craft to another in seconds, allowing HeliNav-LoadMaster to be shared around a fleet of aircraft. Multiple load sensors can be used simultaneously using the same display.

“This is a major step forward for commercial helicopter operators, who can now maximise the profitability of their flying hours, ” says Bryan Lonsdale Managing Director of Sensor Technology in Banbury. “Looking at a simple example, lifting stone from a quarry to a hillside to lay as a path; currently it is difficult to know the exact weight of each load and the total distance flown during the day. Other examples include crop spraying and water bombing. With multiple flights needed, HeliNav LoadMaster can ensure that the second drop starts exactly where the first finished. This guarantees even coverage and efficient use of sprays etc . Significantly as the bucket empties flow will naturally slow; HeliNav-LoadMaster can compensate for this by gradually opening the release valve in proportion to the weight of remaining spray. Also the GPS can be used, in conjunction with

the standard SHAPE files, to avoid houses, streams, lakes roads, etc.

The HeliNav LoadMaster sensor, which is available in ranges from 1.5

tonnes to 10 tonnes, communicates its information to the helicopter pilot via a radio link working on an unlicensed international frequency. A full colour touch screen is mounted in the cockpit. With both Windows and LabView software embedded in the unit, operation is not only simple, it is also so familiar to modern pilots that training is not needed.

“Put simply HeliNav-LoadMaster takes the guesswork out of commercial operations. You get an accurate record, against which you can charge exactly,” says Bryan.

There are other ways in which HeliNav LoadMaster can be helpful. For instance, a remote monitor can be used by ground crew to

check and double check loads. And because the unit is simply slung under the aircraft, it is possible to have a single one for use with a fleet

of three, four or more operational helicopters.

“I think we are on the cusp of a step change in the way in which helicopter-based businesses operate,” says Bryan. “Billing can now be absolutely accurate, with digital records produced instantly and emailed off to the customer. There will be no room to quibble and no chance to

CEN09LA413DATE: Thursday, July 02, 2009LOCATION: Breckenridge, COAIrCrAfT: BELL 206L-1INJurIEs: 1 serious, 1 Minor.On July 2, 2009, approximately 1515 MDT, a Bell 206L-1 was substantially damaged after a hard landing near Breckenridge, Colorado. The pilot sustained serious injuries and one person on the ground sustained minor injuries. The flight was conducting local external load operations.

According to initial statements obtained by an FAA inspector, the helicopter was transporting an external load when the helicopter began to rotate. The pilot released the external load as the helicopter continued to rotate. Control of the helicopter was not obtained prior to a hard landing and subsequent roll-over. During the roll-over sequence, one person on the ground was injured.

The accident site was located at 12,925 feet mean sea level. The tailrotor section was found damaged and there was evidence of rotation throughout the tailrotor drive shaft. Substantial damage was sustained to the left, right, and aft sides of the fuselage.

WPr09CA331DATE: Tuesday, July 07, 2009LOCATION: Ocean shores, WAAIrCrAfT: BELL 47G-3B-2INJurIEs: 1 Minor.The pilot reported that while maneuvering low over the harbor for an aerial application flight he directed his attention inside of the helicopter to program the GPS. Subsequently, the helicopter impacted the water in a level upright position. Despite the pilot’s control inputs the engine lost power and the helicopter slowly started to settle and roll onto its left side. The

helicopter’s main rotor blades, tail rotor blades and the main rotor head assembly were damaged. The pilot reported no mechanical failures or malfunctions with the helicopter’s flight control system or engine prior to the accident.

WPr09CA333DATE: Wednesday, July 08, 2009 LOCATION: Turlock, CAAIrCrAfT: BELL 47G-2Injuries: 1 uninjured.The pilot reported that while in a turn to reverse direction after completing a downwind spray run, “I noticed my RPMs getting low. As I was coming back down into the field, I was rolling on throttle but could not get RPMs where I wanted them. I was hoping for the wind to help me, but there wasn’t much wind at the time.” The pilot stated that he pushed the cyclic forward to get airspeed, followed by pumping the collective to try to get power back. “I did this all the way until I hit the ground.” The pilot reported that the helicopter impacted the ground in a flat, level attitude at about 40 miles per hour before skidding 30 feet and coming to a stop in an upright position.

ErA09CA401DATE: Monday, July 13, 2009LOCATION: Bedford, MAAIrCrAfT: robinson r22 BETAInjuries: 1 Minor, 1 uninjured.According to the certificated flight instructor, he was performing hover practice with the student pilot in a grassy area beside a taxiway. During the practice, the helicopter climbed to approximately “20 feet” above ground level, and then the instructor advised the student to position the helicopter at a lower altitude. The instructor stated that the helicopter began “a high rate of descent which [he] was unable to arrest prior to

ground contact.” He also said that the helicopter developed a “dynamic rolling moment that full down collective was unable to stop.” The helicopter rolled and came to rest on its left side substantially damaging the tail boom, skids, and main rotor. The winds reported at the airport about the time of the accident were from 250 degrees at 13 knots gusting to 17 knots. The pilot did not report any mechanical anomalies with the helicopter.

During the landing flare, the glider’s left wing struck a fence post. Subsequently the glider landed sideways and came to rest upright. Examination of the glider revealed that the left wing spar and the fuselage were structurally damaged. The pilot reported no mechanical anomalies with the glider’s flight control systems.

The helicopter sustained substantial damage due to impact forces. The flight was conducted under the provisions of the Civil Aviation Regulations of Japan. The pilot and one passenger died at the scene.

WPr09CA360DATE: Tuesday, July 21, 2009LOCATION: Jerome, AZAIrCrAfT: robinson r22 BetaINJurIEs: 1 serious, 1 uninjured.The pilot was undergoing a stage check by a CFI in preparation for the Commercial Practical flight test. The simulated emergency scenario of illumination of the low fuel light required the pilot to pick a spot and land promptly. He chose a flat area, and noted obstructions, including high power lines. About 300 feet agl, he began to slow the helicopter, and check his gauges. The airspeed was about 50 knots, with the rate of descent between 400-500 fpm. He applied carburetor heat, and noted that the manifold pressure was below 18 inches. About 30-45 seconds later, the low rotor rpm warning light illuminated along with the sounding of the corresponding warning horn. The pilot noted a very high vertical descent and he entered an autorotation. The low rotor rpm horn and light extinguished. The CFI recalled that they were about 200 feet agl and 40-43 knots on final during the maneuver. He heard a noise reduction followed by the low rotor rpm horn and light. He lowered the collective and rolled on throttle. There were no immediate effects so he lowered the collective all the way, and applied aft cyclic aggressively. The rpm was 94-97 percent. With the aft cyclic, he was able to gain rpm, but little to no forward speed. The ground was approaching rapidly, and he pulled up on the collective. The helicopter fell straight down, hit hard, and rolled to the left; it sustained substantial damage. The instructor sustained serious injuries. The engine was operating, so the pilot turned off the ignition. He reported no mechanical irregularities prior to beginning the maneuver.

On occasion, I get emails from readers that may be of interest to the general aviation population, both fixed and rotor wing. Here is one such email:Dear Mr. Gardner:

It was with great interest that I read your article Liability Exposure of a Contract Pilot in the July issue of The Helicopter Newspaper. I am a 55-year old commercial helicopter pilot with 13,000+ hours of helicopter utility time. Clarke Mosquito Control in suburban Chicago, where I work during the summer season, currently employs me on a full-time basis. In October, I return home to northern California for the winter and occasionally secure short-term contract flying jobs. Most of the time the conditions of employment are finalized with a short conversation on the phone, which consists of ‘how much do you pay and when do you need me there’. I have now realized that I need to have some kind contract for these jobs that will protect me from insurance issues if there is an accident. After reading your article it is clear that such a contract must contain a waiver of subrogation and be named, insured and included on their workman’s compensation policy. What other requirements do you feel are vital to include in such a contract? I don’t want to have an elaborate contract that will scare off employers, but I feel I must protect myself. Thank you in advance for any advice you can give me.

Dear Pete:I’m not a lawyer and can’t

give legal advice on contracts.

From the mailbagHowever, from an insurance perspective, whether you have a written contract or just a hand shake, you are correct to require the aircraft owner/operator to have you named as additional insured with a waiver of subrogation on their insurance policy. You should ask for a certificate of insurance for your records as evidence this condition of your employment has been met. Only the insurance company can agree to do this and provide a valid certificate of insurance. In the event of an accident, the insurance company will defend you as an insured party in accordance with the terms, limitations and conditions of the policy. In the “waiver of subrogation” endorsement the insurance company is agreeing not to come after you for recovery of any damage to the aircraft, even if it is your fault.

It is a good idea to go one step further—review the actual policy. While the Certificate of Insurance should give you an outline of the coverage, including the liability limits on the policy, it may not spell out some very important terms, conditions and limitations. One of the first things I learned as a neophyte aviation insurance broker was the three most violated sections of a policy: pilot qualification and training provisions, territory and purpose of use. A violation of any provision in the insuring agreement could invalidate the policy. That means the owner’s insurance as well as yours as the additional insured.

As a named pilot on the policy, the underwriter has approved you as long as you meet the policy provisions, such as the

training requirements contained in the pilot section. If, for instance, all pilots are required to have recurrent training at an approved school within 12 months of the intended flight, and you haven’t completed recurrent in 13 months, you need to make sure that you have been given an exception or training extension.

Every policy defines the territory in which the aircraft is insured to fly. U.S., Canada and Mexico are typical for aircraft flown primarily in the U.S. However, it is not uncommon for an aircraft to be ferried to South or Central America in connection with a

sale or delivery. The territory should be clearly defined on the declaration pages of the policy as well as some applicable definition and exclusions contained in those sections.

Purpose of use can be a real controversy, especially between “business and pleasure” and “commercial” use. In the definitions section of each policy you will find the definition of “Pleasure and Business” as well as “Commercial” use. Make sure what you are doing matches those definitions. A charter is clearly commercial use. Loaning the aircraft out to a friend and getting reimbursed

in accordance with the policy provisions found under the definition of pleasure and business is not. There may be special “dry lease” agreements approved by the insurance underwriters, which to some may appear to be a charter. Remember, while many insuring provision may read similarly to the FAR’s, they don’t always mean the same thing. You can be in perfect compliance with the FAR’s and violate the insuring agreement, or vice versa.

Workers Compensation insurance is often overlooked by contract pilots as well as some small aircraft operators. There are provisions that protect both the pilot and the employer, which make it desirable for both parties. It is usually easier for an aircraft operator to add a contract pilot to their current policy. Another solution is working through a pilot services company, which can more easily obtain workers compensation

insurance. It is much more difficult, and expensive, for an individual to buy it as a standalone policy. Remember, any workers comp you obtained through your primary employer is not valid for your contract pilot activities in California (or anywhere else for that matter).

It is not possible to discuss every issue in this article that may arise when working as a contract pilot. If you work primarily as a contract pilot it may be a good idea to contact an aviation attorney well versed in employment contracts that can help you work up a simple agreement. I would recommend running it by a good aviation insurance broker to make sure pertinent and reasonable insurance requirements are included. Even if you don’t have a formal contract, it is better to ask you prospective employer about the details of their insurance than leave it to an assumption.

As a result of the record number of medical helicopter accidents that have occurred over the past year, the NTSB has come up with a list of recommendations for these types of flights.

The NTSB cannot impose restrictions on industry standards; only the FAA can do that. The two agencies are working together, though, to make the industry safer.

Among the standards the board would like to see changed are requiring better training for pilots, having more sophisticated safety equipment for operators and allowing for limited Medicare payments to those who don’t meet the new safety standards.

The board would also like to see pilots report a minimum of once per year on their flight activity. They pointed out that medical helicopters are allowed to operate without basic safety equipment such as black boxes, collision-avoidance systems and radar altimeters.

The NTSB has urged the FAA to make changes in the past, but this latest round of recommendations came after the deadliest year on record

for medical helicopter flights. Between December 2007 and October 2008, there were nine accidents with 35 fatalities.

Why the sudden rise in accidents? During the past ten years, the number of operators has increased by 80 percent, putting 750 medical service helicopters in the sky.

Les Dorr, spokesman for the FAA, said that the NTSB’s recommendations would be considered as the FAA determines new rules for emergency helicopter flights. The new proposals are due out at the beginning of next year.

suMMArY: We are adopting a new airworthiness directive (AD) for the specified Agusta S.p.A. (Agusta) Model AB412 and AB412 EP helicopters. This AD results from mandatory continuing airworthiness information (MCAI) issued by the European Aviation Safety Agency (EASA), which is the Technical Agent for the Member States of the European Community. The MCAI establishes a life limit for certain rescue hoist cable assemblies and introduces the term “hoist lift” for determining cable life instead of the term “hoist cycle.” The MCAI also

establishes a replacement time for each affected rescue hoist cable assembly (hoist cable assembly) for which the accumulated number of “hoist cycles” cannot be determined. The actions are intended to prevent failure of a hoist cable and inadvertent loss of a load.

The aviation authority of Italy, with which we have a bilateral agreement, states in the MCAI that during the installation of a fire extinguisher bottle on a new helicopter, it was found that the electrical receptacle/connectors on the bottle which commands the firing of the extinguishing agent were swapped between engines No. 1 and No. 2. This condition could affect helicopters already in service and fire extinguisher bottles

of the same part number in stock as spare parts. If not corrected, an improperly wired fire extinguishing bottle might cause the extinguishing agent to be discharged toward the unselected engine when the system is activated, rather than toward the engine with the fire. This AD requires determining if each engine has the proper outlet end on the electrical receptacle/connector that attaches the firing cartridge to the fire extinguisher bottle, and if not, replacing the fire extinguisher bottle. This AD is intended to prevent the fire extinguishing agent from not discharging toward the engine with the fire, which could result in loss of the helicopter due to an engine fire.

Many factors affect the best time to purchase or trade for a new or later model aircraft. The final quarter of the year is a good time to evaluate aircraft replacement. Depending on the particular type aircraft, aspects of the economy may have affected the delivery backlog of the new aircraft under consideration as well as the price of the new aircraft, a later model aircraft, or trade-in value of a current aircraft. Business aircraft delivery times have shortened dramatically in the last year while agricultural aircraft delivery dates are as much as 12 months. Check on the availability of the new aircraft type that you are considering and incorporate the delivery date available into your financial analysis.

The aircraft depreciation remaining on a current aircraft

impacts the cash flow for the continued operation of that aircraft. The depreciation amount claimed each year is a non-cash expense that reduces the tax bill and effectively produces cash. Think of the tax savings from depreciation as an interest free loan from the government for as long as the aircraft is owned. If you are near the end of your depreciation, then evaluate a replacement aircraft. If the replacement aircraft is a new aircraft, then it might qualify for the bonus depreciation. The delivery date is one of the key items affecting bonus depreciation. Check with your tax counsel to determine the amount depreciation will impact your cash flow. Will the replacement aircraft qualify for bonus depreciation? If so, will cash flow benefit by using the bonus

depreciation method?As an aircraft ages it will be

less reliable and cost more to maintain. To determine how an aircraft is aging requires reviewing records concerning reliability, availability, and maintenance cost. Has aircraft reliability or availability changed significantly? One major factor impacting aircraft availability is spare parts access and cost. Owners of older aircraft sometimes have difficulty in obtaining replacement parts in a timely manner and the cost might have increased significantly. Has aircraft maintenance cost changed significantly?

After reviewing all the records on an annual basis, determine how a current aircraft is deteriorating. Answer the questions concerning significant aircraft reliability,

availability, and cost changes. Using the cost history and the known major upcoming expenses, project aircraft maintenance cost for the next five years. How much longer will your current aircraft be up-to-date with technology? All the factors previously discussed will determine the best time to trade.

What is the financial impact of trading your aircraft? To answer the financial impact question, compare the after-tax cash flow of keeping your present aircraft against trading for another aircraft using a “1031 like-kind exchange”. The after-tax cash flows should consider: capital expenditures, down payment, principal & interest payments or lease payments, fixed expenses, hourly expenses, major upcoming expenses, warranty, utilization, depreciation, tax rate, revenues, and resale value. Use a financial model to simulate the cash flows by varying different items that have major impacts on cash. Use Net Present Value (NPV) to provide the relative values of the different cash flows in today’s dollars.
