2010 was a difficult year where we nevertheless reached our objectives.We would like to thank our teams fortheir involvement and all-round effort.In this context, no concession wasmade concerning our responsible development policy. On the contrary,we intensified both our actions and therecognition of these objectives by ma-nagement at all levels. We invested intraining for managers at head office,other offices, agencies and regionalmanagers, involving the ExecutiveCommittee and the Executive Board ofthe Group.

2011 will be another difficult year, butour economic, social and environmen-tal commitments will be maintainedand strengthened. Work will be under-taken to get to the heart of the chal-lenges to our professions.In 2011, responsible development will remain the keystone of all our actions atall management levels. All our teamsare the gauge of the coherence bet-ween our values, our commitments, ourpractices and our actions.The Group will also continue to invest inthe promotion and respect of the prin-

ciples of the Global Compact and the‘Caring for Climate’ commitment.Our ambition is to consolidate our placeas leader by asserting our identity. Wecontinue to commit to our strategy ‘Thefuture begins today’.

It is based on fourteen professional areas led by our experts who, thanks to local relationships,provide quality advice, a guarantee of economically adapted services.Our Group, numbering 57,000 employees, has developed its own social engineeringthat firmly places the human being as the key to success. ONET PROPRETE-MULTISERVICES conti-nued its development in the cleaningsector and allied services, in a compli-cated context, marked by uncertaintiesabout the economic upturn, therebystrengthening its leading position. The increase in turnover shows its abilityto adapt and rewards its willingness toaccompany its clients by continuallyadding to the value of its services.

ONET TECHNOLOGIES has been buildingup a dynamic of progression for severalyears which has made it a key player inthe nuclear sector and means it achie-ved 11% of its turnover internationally.This year again, it turned in a remarka-ble performance with its activity pro-gressing by more than 10%.

ONET SECURITE saw results increase des-pite a reduction in its activity, in a Frenchsecurity market that shrank by 1.2% in 2010.ONET SECURITE asserts its positioning thatdifferentiates: ‘One expertise: security’ inproposing a total approach. This isbased on its ability to manage inde-pendently and to integrate physical sur-veillance, electronic security, videosurveillance, reception, engineeringand training.

AXXIS RESSOURCES, specialised inhuman resources delegation, experien-ced a mixed year in a job market in cri-sis. With the structuring of the COALYSnetwork, created in partnership with theTRIANGLE and DLSI temporary workagencies, AXXIS RESSOURCES is wellprepared to seize the opportunities of-fered when the economy rebounds.The personal services activity is fromnow on oriented towards home helpservices.

PRODIM, specialised in the sale of clea-ning products and materials, managedto reach its objectives, despite a diffi-cult economic context, thanks to the sti-mulation of all segments of its activity,the accentuation of its efforts at inno-vation and its willingness to put sustai-nable development at the heart of itssales strategy.

Organisation and steering of the Sustainable Development approachManagement of Sustainable Develop-ment Quality depends on the Chair ofthe Group Executive Board, MR. MaxMASSA. Elisabeth COQUET-REINIER, Chair of

HOLDING REINIER and Chair of the Supervisory Board, presides over the sus-tainable development steering com-mittee created in 2002. This committeeis representative of all the Group’s acti-vities with profiles that differ accordingto the challenges of each profession. It is led by Laurence ACERBO, Sustainable

Development Quality director for theGroup, and member of the executivecommittee. In 2002, Anne-Sophie CRESPIN-AUGIER was named as Sustai-nable Development co-ordinator, tolead policy and action plans.

Scope and Methodology used in draf-ting this reportThe scope of the report covers, unlessotherwise stated, the companies esta-blished in France except for seven en-

tities (DSN, TELEM TELESURVEILLANCE,TELEM, AXXIS EVENEMENTIEL, AXXIS ADOMICILE and temporary workers fromAXXIS RESSOURCES), as these data arenot consolidated in the centralisedHuman Resources IT system. This year,

the effort to ensure the reliability of in-formation transmitted by the compa-nies outside the scope, has beencontinued. Results, unless otherwise stated are forcalendar year 2010.

What is your assessment of this year ofresponsible development?The assessment of our policy is posi-tive, as proved by a large number ofindicators in the report. The chal-lenges of responsible developmentare integrated into the way of mana-ging and are considered by our staffas opportunities for positive differen-tiation. The perception of the environ-ment the company evolves in haschanged and the question of ONET’sacceptability regarding its impacts isin everyone’s mind. We must there-fore go further and progress from aGroup sustainable development ap-proach to responsible developmentby professional sector. Great work must be undertaken to adapt and apply the Group’s

commitments to commitments byprofessional sector.To this end, the Group organised trai-ning-reflection seminars in 2010, usingchange management techniques tomodify our professional practices in adeep and sustainable manner. Theseseminars, for Group managers, allo-wed us to communicate the reflec-tions of 90 members of staff to theGroup Executive Committee concer-ning the challenges of adapting andapplying the ONET Group’s responsi-ble development commitments byprofessional sector.It emerges that staff members nowhave sufficient maturity to enter aphase of identifying the challengesspecific to each professional sector,to act locally, as close as possible to

stakeholders’ expectations.The Group Executive Board has the-refore decided to continue this stra-tegic reflection by mobilising themanagement committees of the Divi-sions of activity to define commit-ments by professional sector whichwill then be determined in practicesand actions.The objective is to maintain Groupcoherence while stressing the specifi-cities of professional sectors, womenand men; to maintain coherencewhile refining and multiplying our ac-tions.The whole process is in line with the ‘Apresent for the future’ approaches ini-tiated in 2002.

How to reconcile economic perfor-mance and respecting responsiblecommitments?Companies now face new gamerules. Economic performance andrespecting responsible commitmentsare not opposed but, on the contrary,complement each other to createvalue for the company and forhuman society. Committing to a responsible deve-lopment approach is a means ofcompetitive differentiation and the-refore a splendid opportunity for thecompany. It is not a question of sa-ving the planet, but of updating ourprofessional practices so they have aless negative impact on mankind, so-ciety and nature. Without this upda-ting that society expects, our

company would run the risk of beingrejected by society and, in the end,of being weakened or even disap-pearing.This is precisely the theme of the trai-ning courses SUSTAINWAY, in coopera-tion with EUROGROUP, a practicespecialised in change management,gave to 100 managers from the ONETGroup in 2010. A new phase will openup in 2011 with a first variation beinggiven to three Management commit-tees of the Activity Divisions. These working days aim to allow staffand teams to appropriate and pro-fessionalise a responsible develop-ment approach for themselves. Becoming aware of the close link bet-ween our company and social chal-lenges allows the manager and his orher team to integrate new questions

into the core of professional practiceand the portfolio of business sectors,and thereby innovate and make bet-ter bids for tender. They learn to iden-tify and map out the negative andpositive impacts of their activity onstakeholders and the environment. Fi-nally comes the definition of the prio-rity axes for action (strategiccommitments and practices). At theend of these training days, each per-son went away with commitments setby him- or herself for their activity. In this way, each ONET manager be-comes an ambassador for the res-ponsible development policy of theGroup, and locally, the guarantor ofrespect for the commitments madeby the company

The ONET Group has 460 establish-ments (430 in 2009, 414 in 2008) andthousands of clients in France andabroad. Being close to the community and in-tegrating the local economic fabricare part of the Group’s strategy foreconomic development. ONET there-

fore supports collaboration and ex-change with local networks. TheGroup’s agencies are involved in localdevelopment, particularly in recruitingas close as possible to client sites.These actions contribute to the reduc-tion of such problem areas as distancetravelled to work and absenteeism.

In 2010, ONET SECURITE signed partner-ship agreements with the Regional Ma-nagement of POLE EMPLOI (NationalEmployment Agency) in the followingFrench regions: Ile de France (Paris re-gion), Rhône-Alpes and PACA (Pro-vence, Alps and the French Riviera). Thechoice of these regions is significant:they correspond, in fact, to the areaswhere our activity is most highly develo-ped. The objectives of this collaborationare to strengthen the links, multiply thepoints of contact and intensify the jointactions of ONET SECURITE and POLE EM-PLOI to meet the needs for effective re-cruitment both for the company andjob-seekers.

The main commitments are: • Communication of ONET SECURITEjob offers to POLE EMPLOI services• Creation of a network betweenPOLE EMPLOI agencies and ONET SE-CURITE agencies • Support from POLE EMPLOI to theoperatives of ONET SECURITE in theimplementation of the recruitmentoptimisation policy • Promotion by POLE EMPLOI of therecruitment method by simulation forthe recruitment of security officers • Implementation of training path-ways to practise the human or elec-tronic security professions (Approvedtraining courses or measures foradaptation)• ONET SECURITE will take part in in-formation sessions and forums to pre-sent the various professions and thecompany.

These agreements also mean that regu-

lar cost-and-effectiveness assessmentsof these recruitments can be carried out.Passport to Employment ONET PROPRETE-MULTISERVES’ Human Re-sources Management continued its com-mitment to the ‘passport to Employment’plan in partnership with the DepartmentalOlympic and Sports Committee of theBouches du Rhône (Marseilles area) andother companies, initiated in 2003 by thePrefecture of the Bouches du Rhône. Thisplan forms part of the City Council’s po-licy of equal chances and the fightagainst discrimination in recruitment andcorresponds to one of the priority orien-tations of the State and its institutionalpartners in its Social Cohesion Plan. Theplan mobilises companies and employ-ment institutions in the aim of helpingyoung people who have difficulties in in-tegrating professional life, and encoura-ging them to face the world of work moreeasily. There are two constituent parts: jobinterview simulation and professional dis-covery.In 2010, ONET PROPRETE MULTISERVICESheld 30 job interview simulations withyoung people in professional integration,coming from structures such as the Mar-seilles ‘mission locale’, the Public Esta-

blishment of Insertionfor Defence (EPIDE)or NeighbourhoodAction for Employ-ment.In July, ONET PRO-PRETE-MULTISERVICESorganised the ma-nagement commit-

tee for the ‘Passport to Employment’ planin its head office. It therefore welcomed,under the aegis of the DepartmentalOlympic and Sports Committee, thecompanies and institutions mobilised bythe operation. During this meeting it wasdecided, notably, to give each youngperson a ‘passport’ when they came outof the job interview simulation, certifyingthe relevance of their professional inte-gration approach and giving a proof ofseriousness to their job applications. Theseactions will continue in 2011.Employers Grouping for Integration andQualificationFor several years now, ONET PROPRETE-MULTISERVICES has been particularly in-volved in the GEIQ Propreté(Groupements d’Employeurs pour l’Inser-tion et la Qualification, ‘Employers Grou-ping for Integration and Qualification’,Cleaning branch). The purpose of thesestructures is to favour the employment ofyoung people just out of school, the long-term unemployed, disabled people andformer prisoners (http://www.geiq.net).Out of the 12 GEIQ in the Cleaningbranch, four are chaired on a voluntarybasis by staff from ONET PROPRETE-MULTI-SERVICES.For these people, the GEIQs give thechance to have a full-time job for up to amaximum of twelve months, with 25% oftheir time given over to training so theycan obtain a Professional QualificationCertificate. They benefit from an almostcertain guarantee of being taken on byone of the members of the GEIQ Clea-ning branch.

Housing Action AssessmentAll of the companies in the ONETGroup make an annual contributionto the French construction effort, re-presenting 0.45% of payroll, or2,700,000 Euros, which was all used.With the help of these funds, rentaldown-payments and loans were gran-ted to members of the various com-panies.In 2010 we submitted 445 applications;166 families were housed, a successratio of 37.30% (well above the natio-nal average of about 10%) and 24loans for the purchase of a main resi-dence were granted.For information, there are 1,200,000 pendingrental applications throughout France, including 110,000 for the Paris region alone.There exists a shortfall of 500,000 public housing units.

What responsible strategy for ONETSECURITE?Our strategy for 2011-2017, ‘Futureand Ambition’, is built around ourstaff, their skills and company culture.To allow ONET SECURITE to be organi-sed around its expertise, security, andno longer around its operating com-panies, we have constructed a strongsocial policy, coherent with our Res-ponsible Development approach:Training:

• Creation of an integration pro-gramme by socio-professional ca-tegory (from the security officer ortechnician to the regional mana-ger, including different administra-tive or operational positions), • Extension of the sector : afterMAIN SECURITE, it will be TELEM’sturn to launch its local manage-ment training programme, twodays a month for 10 months. Theprogramme will finish the meetingwith an exam board where partici-pants will present their motivationsand ideas.

Support:• Employee satisfaction: we gaveout an employee questionnaire‘Knowing you better’ at the end ofthe year. The results will let us im-prove our answers to staff expec-tations and to federate themaround structuring ideas for the

company. The rate of return of 23%shows the high level of interest inthis approach from staff members.• Periodic interviews: plan an inter-view for every member of staff, in-cluding those in the field, at leastevery two years to be able to setup a personalised follow-throughand support them in their skills de-velopment.

How will the publication of ISO 26000impact us?Our ‘The future begins today’ policy,that has been in place for manyyears now, began an important evo-lution in terms of maturity in 2010. Theobjective for the coming years is toimprove the variations on this idea bymaking a precise identification ofpriority challenges and CSR commit-ments by profession and then a se-lection of key practices to deploymore rigorously.This standard, which cannot be cer-tified, will help us to identify, fromseven central questions, the areas ofaction each of our professions canbase itself on to set its priorities.

In addition, the international refe-rence framework that ISO 26000constitutes should make our ex-changes with our stakeholders easierso as to strengthen our credibility. How are you making Onet’s socialmodel progress even further? In 2010, our Group made the decisionto reinforce the coordination of the so-cial policies of all its entities by creatingthe Social Coordination Committeewhich I run under the presidency ofAlain BROUSSE, President of ONET PRO-PRETE-MULTISERVICES.The objective of this committee,made up of the Human Resource Ma-nagers from all the structures of theGroup, is to reinforce the coordinationof our social policies and take intoconsideration the growing complexityof the numerous reforms that are im-

portant to implement in a collectiveand a coherent manner. The Committee determines the socialissues which need to be dealt with in across-disciplinary manner on themessuch as:

What answers does AXXIS RESSOURCESprovide to its social stakes?For AXXIS Ressources, 2010 was a yearduring which we developed those ac-tions that had already been imple-mented concerning social issues. Our agencies stepped up recruitmentin favour of handicapped workers,even exceeding the objectives set bythe AGEFIPH convention of which weare signatories. We can attribute this

success to the quantity of internal com-munication on the network, as well asour participation in numerous events onthis theme (job forums, conferences…)and the setting-up of local partnerships. As far as the employment of seniors isconcerned, AXXIS RESSOURCES onceagain took strong action and can nowreport more than 1 300 employees ofover 50 years of age in 2010. In addition, we are continuing to acti-vely work in favour of the principle of

non-discrimination, by communicatingwithin the network through numerousreunions which enable our Agency Ma-nagers and Assistants to find practicalsolutions to those problems encounte-red in the field. We also spoke at theUniversity of Aix-Marseille in the contextof the programme for occupational in-tegration whose aim is to help youngstudents gain access to jobs.

In 2010, we recorded a slight increase inthe annual average of overtime (1.07 %against 0.91 % in 2009) due to thegrowth of activities in some of our Divi-

sions, but on the other hand a clear de-crease in the average of additionalhours (0.60 % against 0.88 % in 2009).3.1.3. Follow-up of redundanciesLe Groupe a signé la charte de la Diversité en 2006. What key actions haveyou taken in these fields in 2010? Christine BALNAT:The prevention of work-based risks,the preservation of the physical andmental health of our employees andthe fight against all forms of violenceat work make up the main axes ofthe social policy at ONET PROPRETE-MULTISERVICES. In this context, in 2010, in collabora-tion with our social partners, we im-plemented various measures toprevent psychosocial risks. Indeed,method agreements have been si-gned and a management trainingcampaign used. In this way, the Re-gional Managers, the employees ofthe regional offices and the agencymanagers of our Division were ableto follow a training course on the de-tection and the prevention of psy-chosocial risks and the promotion of

well-being at work. This system is comprised of a trainingmodule, a sourcing kit (a job booklet,media presentation, kakemono…),an exclusive method for recruitmentand integration, management soft-ware for candidacies. By placing di-versity at the heart of all our HRprocesses, we are benefitting from asizeable advantage when fulfilling

the « insertion » criteria which is in-creasingly present in our customers’tenders. Our policy for youth employmentIn 2008, the « Espoir Banlieue » (Inner-cityHope) plan was signed with the Clea-

ning Branch and presented locally, no-tably in Marseille in partnership with theEqual Opportunities Prefect This was followed in 2010 by some very

concrete actions for the occupationalintegration of young people in our jobs.

Lastly, our actions in support of the em-ployment of young people have beenillustrated by the recruitment of under-26 year-olds in 2010 with either an ap-prenticeship contract or a professionaltraining contract. In total, 436 under-26 year-olds were

employed under a work / study trai-ning programme (apprenticeship,qualification and professional training)in the Group by 31st December 2010,against 458 in 2009.The action in support of young peo-ple’s access to training courses, which

is carried out with other companiesalongside the MEDEF (Movement ofthe French Enterprises) in the P.A.C.A,Region by means of the internet por-tal « Provence-training courses », hasgained a similar system for work /study training programmes.

What did PACT 13 and ONET SERVICEScontribute to your learning path?I had a professional diploma in ac-counting, but I was more attracted tojobs in the medical profession or in hel-ping relationships. After a year of inactivity, a friend ofmine advised me to sign up atPACT13. There, I was given a coachwho got me to do some placements

in some retirement homes. It was du-ring these placements that I unders-tood that I had to do a training coursethat would give me a qualification. In addition to that, on the advice ofmy coach, I worked for the first time forONET SERVICES during the Trade Fair inMarseille. I had never had a workcontract nor taken any responsibilitybefore. At first I found it odd to get upin the morning because people were

relying on me. It made me want towork. I did the cleaning. I was even trustedto be in charge of the public conve-niences. I really liked working in a teameven if I didn’t know anyone at thebeginning. It’s a hard job but thereare a lot of different tasks to do. ONETSERVICES have offered me other assi-gnments but I wanted to do a courseto be an in-home caregiver first.

About PACT 13 PACT 13 is the structure which pro-poses the Contract of Autonomy inthe Department of the Bouches-du-Rhône. The Contract of Autonomy is

the key measurement of the “Hopefor the Suburbs” dynamic. Designedfor 16 to 25 year olds living in a zoneunder an urban contract for socialcohesion, it is made possible by the si-gnature of a contract between theyoung person and the service provi-

What actions have you carried out insupport of disabled workers?At the Eastern Regional Office ofONET PROPRETE-MULTISERVICES wehave strongly called for jobs to beadapted and maintained for disa-bled workers. It’s a cause that wehold close to our hearts and a subjecton which companies have an in-creasing number of obligations, andwhich are specified in the Act of 9thJanuary 2010.We carried out an examination of ourworkforce which enabled us to takestock of those employees who hadbeen subject to an industrial acci-dent, as well as frequent absences.We also encouraged all our em-ployees who were encountering diffi-culties to carry out their activity tomake themselves known. An interview with each employee en-abled us to compare each job des-cription with the capacities and thepossible medical restrictions.

We have benefitted from the exper-tise of the SAMETH who advised us inour approach. They informed us ofthe legal framework of keeping disa-bled workers in employment, the toolsavailable (ergonomic studies, assess-ments, training courses...), the techni-cal, human and financial aids thatcan be mobilised (AGEFIPH, HealthInsurance...). It is a precious help in

the analysis of every situation, and im-portant to be accompanied in theimplementation of active solutions.

The assessment of our action, both inhuman and managerial terms is verypositive. In economic terms we havereduced the regional envelope ofour contribution by 150 000 euros.Our approach is global. It doesn’tstop with keeping our own em-ployees in work, as we also collabo-rate with structures such asHANDICOMPETENCES which strives forthe return to work of handicappedworkers. In this same logic, when it came tothe payment of our contributions re-garding 2010, several of our establish-ments chose to pay 10% of theamount of their contributions to anapproved public utility associationwith which we can create specialpartnerships (help in job retention, thepromotion of candidates …), like forexample, the association for the blindand visually handicapped of Alsaceand the Lorraine

The agreement established by theGroup with AGEFIPH ended on 31stMarch 2010.In the context of this agreement, theGroup confirmed its commitment insupport of the employment and the jobretention of disabled persons.

The actions undertaken in 2009 werepursued in terms of external communi-cation, in terms of an awareness cam-paign and training about the disabilitiesof employees (physical session, intra-net…) and with representatives of thepersonnel for company policy. In spite

of a difficult economic context, thenumber of “beneficiary units” which ourdisabled workers constitute, progressedby 10% in 2010, whereas the equivalentnumber of the Group’s full time em-ployees rose by 2.28%.

On 1st April 2010 a new agreementwas established between AGEFIPHand AXXIS RESSOURCES, ONET SECU-RITE, PRODIM and the EIG ASSISTANCESERVICES. The agreement was signedfor a two year period and carries onthe same objectives as the previousones. A specialised firm in human re-sources is continuing to support us inthis agreement. As for ONET PROPRETE-MULTISERVICESand ONET TECHNOLOGIES, they areapplying a pro-active approach, thusconcretizing the ONET Group’s com-mitment.

AXXIS INTERIM & RECRUTEMENT ap-pointed 28 interim handicapped wor-kers to 271 assignments in 2010,against 18 interim handicapped wor-kers to 117 assignments in 2009.

3.2. To develop skills throughtraining The leanings in terms of the investmentin training are defined and formalizedevery year in the form of a general po-licy for Group Training presented by

What training policy did you implementin 2010?Professionalizing, validating and sup-porting could be the key words of theimplementation of the Training policyfor 2010. This is taking place in an en-vironment of great change becauseof the recent law concerning life-longtraining and orientation. Professionalise: our business servicesrequire technical and interpersonalskills. The training courses provideknowledge, know-how and serviceattitudes in these subjects. The mainbeneficiaries of the training systemare our service staff (3/4 of peopletrained). To meet these needs, thecompany has called on training ser-

vice providers recognised in their spe-cialised fields, notably AMEACONSEIL, AXXIS FORMATION, FORMA-TION SERVICES HEALTH DEPARTMENT,INGELYS AND TECHMAN INDUSTRIE.Validate: Whether it is, for example, forProfessional Qualification Certificates(CQP) or Driving Safety Certificates(CACES), we have observed an in-crease in the number of trainingcourses which provide our employeeswith a certification recognised by asector of industry or a field of activity.This system protects our employees’career paths. Support: the training policy also sup-ports our employees in their project toprogress and evolve within the com-

pany. The training course in Professio-nal Writing (literacy) is at the root ofthis approach. Professional Qualifica-tion Certificates make up the systemsadapted for our agents and teamleaders. For our supervisors and exe-cutives, the ONET Group proposes in-ternal development programmes,called Vocational Training Paths. Validate The professional branch has introducedsix professional qualification certificates:four for the agents and two for theteam leaders. At the end of a validationtest in a working situation, the Branch’sAccreditation Organization awards acertificate. Support Four annual cycles of National Vocatio-nal Training have enabled both supervi-sors and agency managers to re-trainto up-grade or be promoted. The two“Manage a Centre of Responsibilities”courses and the two “Advanced Trai-ning in Operational Management”courses met the objective of securingstaff’s career paths and supporting staffwhen they start a new job. The collaborators at ONETTECHNOLOGIES are thus particularlyconcerned by the training courses whichenable them to evolve in professional en-vironments which are subject to strict sa-fety standards (PR courses, Passerelle PR,QSP (Quality Security Service).In 2010these were joined by the new STARScourses: (Technical Support in RadiationProtection and Safety), for which a basicbusiness knowledge is fundamental, forexample on computer tools (softwaresuch as PREVAIR, GEMO, CRISTAL V1, SO-LIDWORKS, COSMOSWORKS DESIGNER,FLOWMASTER, etc.). ValidateDue to the diversity of the services ofONET TECHNOLOGIES’ companies, alarge range of technical skills are requi-red and thus a variety of different profilesfrom its collaborators. Thus, the validation

systems of our employees’ career pathscan go from a COFREND exam (ComexNucléaire) or a Professional QualificationCertificate for a Rope Access Technicianfor a difficult site, to an engineer’s de-gree taken as a work / study training pro-gramme, having got an Accreditation ofPrior and Experiential Learning for anHND in management. Hence, all the systems are likely to beused to allow the formal validation andthus the securing of staff’s career paths. Support These jobs, whose indisputably dominantcharacteristic remains their technical,not to say scientific connotation, still in-corporate an important human dimen-sion. ONET SECURITEProfessionaliseThe diversity of our agents’ assi-gnments in matters of security guar-ding has led us to invest in a largerange of technical training coursesspecific to the jobs of Prevention andSecurity. These job-oriented actionsapply as much to first aid, fire safety,and detection by x-ray imaging, asthe training of teams of dog-handlers,or the practices of security in a control-led environment (nuclear power sta-tions, national museums, etc.). These specific training courses provide

support for the actions required by theregulations that the Branch mustadhere to (recycling, fire safety …). ValidateIn accordance with decree n° 2009-137 dating from 9th February 2009,those employees doing an activity inthe following fields must apply for abusiness licence from the Prefecture:

• manned guarding or electronicsurveillance and security with or wi-thout dogs,• private security for individuals,• security in airports.

Two conditions are to be respectedimperatively:

• not to have committed a wrong-doing which is incompatible withthis job,• to have received recognised pro-fessional training.

The 3 types of qualifications which jus-tify Vocational Aptitude are:1/A professional certification registe-red at the RNCP:

• a Certificate of Professional Apti-tude from the Ministry of Education• Prevention and Security Officerfrom the Ministry of Social Affairsand Employment (AFPA)• Qualifications registered by a trai-ning organization, equivalent toRNCP level V qualifications.

2/ A Professional Qualification Certifi-cate (CQP) drawn up by the profes-sional branch, approved by decreeby the Minister of the Interior: the CQPAPS for prevention and security officers 3/ A qualification recognised by amember state of the European Unionor by one of the signatory states for theagreement on the European Econo-mic Area.

The number of qualifications and CQPAPS validated was very high for ONETSECURITE’s agents in 2009. 2010 hasbeen marked yet again by the valida-tion of qualifications and CQPs by ouragents, notably the ACSP qualification(Dog Handling Officer in Private Secu-rity).Support The willingness of ONET SECURITE tosupport its supervisory staff, in particu-lar the assistants and heads of opera-tions, as well as the key site officers,has been achieved with the continua-tion and consolidation of the internalvocational training cycle.In 2010, the programme dedicated alarge part to management and ma-nagement techniques.

Musculo-Skeletal Disorder (MSD)A step towards the fight against MSD re-wardedOn 23rd November, 2010, the H. REINIERAirport Assistance agency in Roissy-Charles de Gaulle airport received theCRAMIF* Trophy for its steps to reduceand prevent vibration risk and the Mus-culo-Skeletal Disorders (MSD) which re-sult from it. H. REINIER Roissy provides the sub-contracting of the baggage sortingand baggage handling for short-haulservices, with 400 people including 200delivery staff driving vehicles more than3 hours per day. These heavy, armou-red vehicles (3,8T) caused lumbar painand the risk of industrial accidents tosome delivery staff, even occupationaldiseases. After studies and tests, two actions wereimplemented with the help of the CRA-MIF and its ergonomists:

• On the occasion of the replace-ment of the fleet of vehicles, 97 ofthem were replaced by 65 smallerand non-armoured vehicles equip-ped with the same suspension as aclassical car at the front and slightlysofter suspension at the back. • The 40 remaining vehicles wereadapted and their seats were repla-ced by a model which allows themto soften the vibrations by 40 to 63%. Since then there has been much lesssick leave and the delivery staff havebeen complaining less of lumbarpain.

Prevention of road hazardThe Management of the Group, obser-ving that its employees were as muchvictims of the road as to those dangerslinked to machines, tools and products,chose to implement a prevention planfor road hazard as early as 2007.

Roll car

For this purpose, all the agencies of theGroup in the PACA region, whateverthe activity Division, drew up a regionalcharter of occupational road hazardwith the CARSAT (The Insurance Fund forPensions and Health at Work) (formerlyCRAM) concerned. This charter en-abled us to carry out precise actions inthe prevention of road hazard and tosee some of the rates of “Journey” in-dustrial accidents go down linked totraffic accidents.

Simulator

In addition, practical training/aware-ness courses about driving risks andeco-driving are implemented in all theactivity Divisions of the Group. In total, more than 1000 trainees havereceived an awareness training courseabout driving risks and eco-driving withthe use of driving simulators acquired byONET.Prevention of psychosocial risksIn 2010, the Group deployed its plan forthe prevention of psychosocial risks in allits entities, either by the signature ofagreements with social partners, or bythe implementation of action plans.Thus, in particular, more than 300 colla-borators were made aware of the pre-vention of psychosocial risks thanks to alecture by an occupational psycholo-gist. Some of our collaborators fulfillingmanagerial functions followed an ad-vanced training course on the sametheme.A hot-line, which is also managed by aunit of occupational psychology ex-perts, has progressively been imple-mented in our different activity Divisions. Lastly, questionnaires were carried outin the activity Divisions on certain sites incompliance with the actions planned inthe agreements signed with the socialpartners

How are innovative environmentalcriteria illustrated in your agencies?Certified 14001, our agencies have theinitiative to promote the use of organicproducts with our clients. The acidity ofthe products we use to clean extrac-tor hoods and their extractors andducts in the kitchens at CEA Cada-rache ran the risk of modifying thebacterial flora of our client’s treatmentcentre, also certified 14001. We madethe most of this opportunity for neces-

sary change to propose a range ofcleaning products with a lower Phlevel and which have an Ecolabel.These products are equally effective,formulated to limit risks of allergic reac-tions and have no hazard symbol. Overall, the evolution of the result forthe Group as a whole shows an impro-vement from 2008 to 2009, with a re-duction in the carbon equivalent in Kgper employee from 556.96 in 2008 to542.62 in 2009. This study enabled us toclassify emission sources by importanceand thereby to set up a plan of actionby Division of activity in 2011.

For reference, the average French per-son emits 2.4 tons of carbon equivalentper year (private and professional life).The sustainable emission level in 2050will be 500kg carbon equivalent perperson (objective set by the Kyotoagreement).

VehiclesGroup staff members having a com-pany vehicle were given the objectiveto reduce fuel consumption by 5%. Pre-selection of low-emissions vehicles andawareness-raising sessions meant thatconsumption was reduced by 2% in2010.

In 2010, the ratio is 50% combustion en-gine, 50% electric power; this resultsfrom a determined approach under-taken to combine respect for the en-vironment, protection of workers’health and client satisfaction. This workwas carried out in partnership withclients particularly aware of the stakes.

4.2.2. Follow up of potentially pollutingland sites and Classified Installations forthe Protection of the Environment(ICPE)The Classified Installations for the Pro-tection of the Environment of ONETTECHNOLOGIES (renamed SOGEVAL in2010) comply with regulations. Checkscarried out in 2010 underline their com-pliance with applicable regulations interms of transport or radiological zoningin the installation. Control values chosenby SOGEVAL are lower than those in theregulation so as to avoid the impact ofany variation. The nuclear ICPE SOGEVAL will, in 2011,be under the authority of the ASN(French Authority for Nuclear Safety) asit only manages radioactive waste. Asa result, SOGEVAL will be subject to Pu-blic Health legislation and no longerthat of ICPE regulations. For the chemi-cal ICPE, SOGEVAL will remain underthe authority of the Declaration (ICPEsection: 2565).Nuclear ICPEOver the year 2010 SOGEDEC worked inintervention units (boquettes) underta-king different operations with tonnage

for waste processed by units rangingfrom 16 .151 tonnes to 647.923 tonnes.

In 2010, activity increased in terms oftransport. Containers received went upsharply. This is partly explained by fre-quent stoppages in the establishmentof one of our clients who regularly sendscontainers for warehousing, and also bythe service of the container divisionwhich began at the end of 2009 andcontinued in 2010.

An effort was made to reduce waterconsumption by better management ofrinsing water for filters. Over the last fouryears, water consumption per filter hasbeen halved (about 170 litres of watersaved per filter).In 2010, the ONET Group received nolegal decision against it in environmen-tal matters and therefore paid no com-pensation.

The Research and Development de-partment of ONET PROPRETE-MULTISER-VICES, created in 2009, offersinnovative social and environmentalsolutions to the operators of differentactivities.

In the case of products, beyond subs-titutions, ecological solutions oftencome as a complement to traditionalsolutions with an increase in the qua-lity of work. Among the major innova-tions in 2010, a technology based onwater electrolysis can be singled out:

using salt and water, agencies canmake their own detergent and disin-fectant products. It is a major shift forour own cleaning activity, all the morebecause the solutions achieved re-quire no warning symbol.

How is the recognition of the environ-ment illustrated in ONET TECHNOLO-GIES’ innovations?The traditional solution for preparingnuclear waste storage (soil, mud, as-bestos, ash…) is to cement it. But thissolution is not satisfactory becauseadding cement greatly increasesthe storage space needed. It has to be made clear that Franceonly has two storage centres for thistype of waste: the Manche centrewhich is full and the Aube Centre,23% full and expected to be full by2060. The challenge of saving sto-rage space is therefore a great one!

ONET TECHNOLOGIES has thereforedesigned and implemented an al-ternative solution which consists inheating the waste to a temperatureof 1,600°C. We adjust the composi-tion with additives or mixtures so thatthey melt and so that the end pro-duct has the appropriate characte-ristics to be accepted as radioactivewaste by the ANDRA.In this way we get solid blocks ofwaste whose volume is reducedthree times compared to the originalwaste. Compared to the traditionalcementing solution, our solution re-duced storage volume required ten-fold. Our innovation was patented in2009, then we carried out industrial

trials so as to design a processingplant and be able to justify respectof the criteria set by ANDRA. The en-gineering study of the plant meantwe could draw up applications tosupport our request for authorizationfrom the French Nuclear Safety Au-thority (ASN).Our innovation contributes to the ge-neral effort to save limited nuclearwaste storage space and to reduceconsumption of raw materials(concrete). It illustrates our recogni-tion of environmental questions.

How does innovation meet environ-mental and social commitments?Our agency, specialised in ultra-cleaning, works in one of the leadinglaboratories of the world pharma-ceutical industry: the GENZYME sitein Lyons. With this client, we cleantheir offices in the traditional wayand use ultra-cleaning techniquesfor the laboratory.Since the fourth quarter 2010, for ter-tiary building upkeep, we havebeen using an innovative cleaningprocess: electrolysed water.Simple water molecules, to whichsalt is added, are then submitted toan electric current, produce two so-lutions: one alkaline, the other acid,with detergent and disinfectant pro-perties.They are really effective and resultshave been conclusive. The use ofthese solutions for dusting furniture,cleaning sanitary installations, floorsand glazing have brought addedefficiency, notably through the ab-sence of surface trace residues. We

also use it in the portable auto-wa-sher used on site as well as the wash-ing machine used for cleaningmicrofibers and mops.The use of this technology meetsONET’s environmental and socialcommitments. The products aremade directly on site where they areused, which means avoiding stockmanagement and the transporta-tion of cleaning products. Further-more, these products have nowarning symbol: it is a positive pointfor the preservation of the environ-ment, but also for the health and sa-fety of our staff at work.ONET is the first service provider touse electrolysed water for cleaningin the tertiary sector. Several ma-chines for producing electrolysedwater have already been installedon other ONET sites in France, andwe will be installing two other ma-chines ourselves in a few weeks’time with other clients.

What place does innovation have atPRODIM?Innovation really drives the cleaningmaterials, products and techniquesmarket. All our key clients have struc-tured their Sustainable Developmentapproach to integrate environmen-tal and social criteria in their purcha-sing policy. We monitor technical and legislativedevelopments at all times and workin close collaboration with the Re-search and Development depart-ment of ONET PROPRETE-MULTISERVICES.Innovation is expressed in manyareas: ergonomics, autonomy, re-duction in consumption, reducedrisks… and of course in the field oftechniques and processes. Sometimes it is a question of develo-ping specific solutions, but there arecommon expectations for most of

our clients. Processing of effluents, forexample, is a subject where we sug-gest innovations so that our clientscan comply with regulations that arebecoming ever stricter. Numerousclients worried by their carbon foot-print also wish to free themselvesfrom the use of combustion engines.PRODIM had developed a range ofelectric vehicles and materials, suchas the electric draining centre deve-loped for the French railways (TER). In 2011, PRODIM will set up a follow-up management system to meetlegal and traceability requirementsin a responsible economy

In 2010 the verification of compliancewith the European REACH regulationwas continued. ONET PROPRETE-MULTI-SERVICES and PRODIM, downstreamusers of chemical preparations, are notdirectly submitted to pre-recording, orto recording chemical substances usedin products. Nevertheless, we are at-tentive to the developments in regula-tions and their respect by our suppliers.As a result, the Group cooperates clo-sely with each of its referenced suppliers

so as to be sure they remain in com-pliance with the REACH regulation forproducts they sell. The different compa-nies of the ONET Group have docu-mentation available for clients andstakeholders on this subject.In 2010 the ‘Advice and Assistance onthe Environment’ department of ONETPROPRETE-MULTISERVICES concentratedits actions on advice and assistance foragencies who made the choice tocommit to ISO 14001 certification.

Why undertake a certification?Our approach to ISO 14001 and ISO9001 certifications was motivated byour determination to support ourclients who already had certificationand commit to a partnership relationwhile respecting our values of sustai-nability, closeness and expertise.In the framework of our ISO14001 cer-tification, we undertook numerous im-portant and concrete actions whichenabled us to detect real ways ofeconomising and reducing our foot-print on the environment: • Changing commercial vehicles forPeugeot 207 and Nemo models thatpollute and consume less. • Training drivers in eco-driving androad risks with the driving simulatorthe Group purchased. • Using recycled paper in the agency.

Contractual StakeholdersStaff members are regularly madeaware of responsible development ac-tions through in-house communications(Sustainable Development bulletins, in-house magazine ‘Fil Bleu’, Flash Info,flash Social). Some regions have deve-loped ‘Q & A’ areas on quality, security,the environment and sustainable deve-lopment, with back-up documents tofacilitate access to information for mar-ket researches and sales staff.

The ‘Overview of Sustainable Develop-ment’ newsletter keeps staff up to dateon national and international news andlists good practices. It is consolidatedwith articles provided by Novethic .90 managers were trained in sessionsentitled ‘Your role as a Group ONET ma-nager in responsible development’. Thetraining was based on a change ma-nagement approach. The objectivewas to meet client expectations morefully, to be coherent with our values

throughout the chain of responsibilities,and to be innovative while developingin a responsible manner. The courseswere aimed at executives, regional andagency managers and those in chargeof a structure.A collaborative area was set up for the90 managers trained so that the ex-change of ideas and mutual enrich-ment could continue. A tool to assesstheir progress in the subject was testedat the end of the year.

Its integration in a de-veloping and highly urbanised area, itsstatus as a State building, its visibility, justlike the wide range of its programmingand the public it receives, underline acertain number of key challenges thatmark out its sustainable developmentroadmap.This roadmap is based on three simpleaxes: we are a company (1) whichmanages premises (2) and jointly deli-vers content (3). Our ambitions, andour actions, are informed by theseaxes. Let’s look at the customer satis-faction surveys, all of which show theparticular importance of themes rela-ting to security and cleaning. Or in-deed, the direct and indirect impactson the environment, such as our waste

or energy management, or again thebalanced partnership relations we intend to set up with all of our suppliersand service providers, including your-selves..What expectations do you have of aservice provider like ONET working incleaning and security?We have known ONET well on the safety-security market for someyears, and we attach a great deal ofimportance to the quality of recruit-ment, their operational manage-ment and the quality of receptionand the mastery of security by yourteams in the field. They are incontact with our 2 million customersa year. On the cleaning market, werecently chose ONET after a call fortender where sustainable develop-ment criteria were of paramount im-portance. The Stade de France was createdwithin the framework of the organi-sation of the football World Cup byFrance in 1998. The consortium thatmanages the operation has, for 13

Another key client of our Divisions ofActivity extended its audit perimeter interms of sustainable development in2010 from the SA 8000 frame of refe-rence and Global Compact principles.ONET PROPRETE-MULTISERVICES, ONETTECHNOLOGIES and ONET SECURITEwere audited. The results were consi-dered satisfactory by the auditors.ObsAR / Responsible procurementwatchdogIn 2010, the ONET Group became amember, via its procurement managers,of this Think Tank, whose objective is tocreate a privileged environment for dia-logue, knowledge and improvement ofgood practices in terms of responsibleprocurement. It aims to make availableto members professional practice evo-lution and measurement indicators andmeeting places among stakeholders.

What sustainable development approach does LYRECO apply?LYRECO has been committed to aprecise quality policy since the mid-eighties. In continuation of that policy,we have formalised our sustainabledevelopment policy and adopted asystem integrating the three pillars ofquality, security and sustainable de-velopment. Our efforts mean we ob-tained the renewal of our ISO 9001and 14001 in June 2010. The flow of information is essential andthe feeling of belonging and pride inworking for LYRECO, are all promotedattentively in our company. As for environmental commitments,we are working particularly on our lo-gistics flow – that is to say the supplyand delivery of products to the client– as they represent 63% of our carbonfootprint.A few years ago, LYRECO signed theGlobal Compact, a United Nations

charter for responsible business, alsoadopted by your Group. It covershuman rights, the right to work, the en-vironment and the fight against cor-ruption. How does this apply to your relationship with your client ONET?When you work with the ONETGroup, you soon realise its maturityregarding the challenges of respon-sible development. The Group is verydemanding in terms of security, tra-ceability and responsibility. This is seen in clearly expressed des-ires, such as, for example, the returnof used ink cartridges. Our relations-hip works effectively as LYRECO isconstantly seeking to improve its ser-

vices given. We supply ONET, forexample, with an analysis of its indi-cators, which helps the Group to op-timise its orders without creatingextra work for the user. Result: the in-voice is lower and the environmen-tal impact too. Our approach is notlimited to putting together a cata-logue of green products, but givesclients a real support. For example,we give our clients the ability toconsult the security data for pro-ducts on line and we make our im-pact calculator available too.

Beyond the agreements signed withAGEFIPH, the entities of the Group areworking on a daily basis with structuressuch as POLE EMPLOI, local integrationintermediaries, vocational rehabilitationcentres, occupational physicians andergonomists, in order to make recruit-ment simpler and avoid redundancy for

reasons of incapacity. The main inter-mediaries are Human Resource Officersand agency recruiters: managers, ad-ministrative assistants and supervisors.WiN GlobalThe annual congress for the internatio-nal WiN GLOBAL network took place inthe town of Busan, the first port and thesecond-largest town in South Korea. The theme of the congress, «NuclearPower, pivotal choice for green growth»dealt with subjects ranging from thecontribution of nuclear applications tothe protection of the environment,equitable and sustainable economicdevelopment and the health of popu-lations.

Creation of WIN EUROPEWiN Europe is an association under theFrench law of 1901. It can establish part-nerships, assign representatives to orga-nizations and European nuclear bodies,obtain funding, manage a budget andprotect the intellectual property of itsbrand and logo across Europe. WiN Europe will be the interface of theEuropean sections with WiN Global. Itsaim is to take advantage of the geo-

graphical proximity of its members andthe synergies tied to the different cul-tures of its members to play an activerole at a European level. WiN Europehas fixed itself the following objectives:

• to take part in the European Com-mission’s programmes dedicated tothe development of the nuclear sec-tor;• to create partnerships with majorinstitutions;• to offer its collective skills and ex-pertise to support other players in thesector;• to contribute to the preparation oftomorrow’s talents and the promo-tion of diversity and co-education atthe heart of the European nuclearsector.

Drawing on the cohesion and the dy-namism of its membres, Win Europe isready to take up the challenge andcommit to a programme of actionswhich will contribute both to the deve-lopment of the nuclear sector and tothe influence of the international net-work of women in nuclear

The prize for «Woman in activity» wasawarded by Caroline BERNARD, theManager of the Golfech CNPE, spon-sor of the 2010 edition, to MorganeJOUBLIN, chargée d’affaires in de-commissioning, waste, risks and nu-clear clean-up at SOGEDEC. This year the exam board wished toaward a special prize and thus en-courage the career path of one wor-ker. The prize was awarded byDominique MOUILLOT, Chair of WiNFRANCE and WiN EUROPE, to Véro-nique FERRA, Technical Inspection Of-ficer on the Bugey site. .

FORCE FEMMESThis association was created in 2005 byVéronique MORALI to help women ofover 45 years old who had been out ofemployment for less than 2 years intheir steps to return to work or createa company.

Corporate patronage The Group has been involved in corpo-rate patronage in different fields, to thesum of 138 525€ in 2010 against 65 670 €in 2009. In 2010, the ONET foundationwas created. Its mission is to contributeto human development in a healthyand safe local environment. Its actionswill begin in 2011.

Exchange networksNetwork of Responsible ManagersIn order to open up to other ways ofthinking and other managerial me-thods, the Group is taking part in theNetwork of Responsible Managersalong with the EUROMED MANAGE-MENT school of Marseille and elevencompanies and Non-Governmental Or-ganisations (NGO).

The objective of this network, created in2007, is to think of corporate manage-rial methods which are more in line withMan and his environment. The Quality, Sustainable Development,Strategy and Human Resource Depart-ments regularly take part in these ex-changes. 5.2.3. Professional FederationsThe leaders of the ONET Group are involved in the evolution of professionsand take responsibility within the boardof meetings of the professional unions:

• Federation of Cleaning Compa-nies and associated services (FEP)and its regional chambers, • Trade Union of Temporary WorkCompanies (PRISME), • National Trade Union of SecurityCompanies (SNES). We continue to work within the Professional Committee for Compa-nies in Radioactive Clean-up (COP-SAR) and the Inter-union Group ofNuclear Companies (GIIN). Laurence Acerbo is the president ofthe FEP’s National Committee forSustainable Development. In 2010,the main actions of this committeewere:• the continuation of the deploy-ment of the Programme throughoutall the regional employers’ cham-bers (180 by the end of 2010)• the drafting of the federation’s annual Sustainable Development report. • the development of a SD self-diag-nosis and reporting tool for the clea-ning sector

Anne-Sophie CRESPIN-AUGIER runs theSustainable Development task group atthe SPENRA (Professional Union for Clea-ning Companies in the Rhône Alpes re-gion).

MEDEF (Movement of the French Enterprises) The action implemented alongside theMEDEF in the P.A.C.A region, to helpyoung people gain access to place-ments with other companies by meansof the internet portal “Provence-stages”,(Provence-placements) has also goneahead. In the region, many entities playan active role within the territorial struc-tures of the MEDEF and the Chambers ofCommerce and Industry.In 2010 Elisabeth COQUET-REINIER (presi-dent of the Holding REINIER) was electedas vice-president of UPE13 in charge ofemployment. The UPE13 carried out amajor action in favour of employment in2010 by building « laplacepro.com », aninternet site which enables companies,and especially micro-businesses andSMEs, to be linked with job-seekers andthe structures which work towards em-ployment and integration. The internetsite has been open since 2011.

year that was marked by the accredita-tion of this organization by the COFRAC .This official recognition, maintained byannual audit, guarantees that its wor-

kings will be tri partite, thorough andtransparent. The line of work in 2011concerns the integration of the Corpo-rate Social Responsibility criteria whichare complementary to the qualifica-tion..5.2.5. Educational InstitutionsThe partnerships established by ONETTECHNOLOGIES 2010 is in line with its continuity, with thedevelopment of new partnerships andthe continuation of partnerships signedin previous years. In concrete terms, ONET TECHNOLOGIESclosed deals on three new partnershipswith establishments proposing trainingcourses linked to the nuclear industry:

• Master in the Prevention of Risksand Technological Noise Pollution atthe Pharmacy Faculty in Marseille• ENSAM ParisTech EngineeringSchool (Aix-en-Provence)

• Ecole des Mines (French Institute forEngineering and Applied Science) inAlès

The aim of these partnerships is to pro-mote the integration of young people

into nuclear professions, to make thissector of activity attractive, and tomake sure that the teaching given cor-responds to the needs of ONET TECH-NOLOGIES.Hene, the collaboration with theseschools is based on:

• the design, the implementationand the development of the trainingprogrammes (for example ENSAM’sMasters degree, specialised in Nu-clear safety), • The involvement of ONET TECHNO-LOGIES’ experts in the training mo-dules - Masters degree specialised in Nu-clear Safety (ENSAM), “Decommis-sioning” module - GEDERA and ADIN Masters degrees- Nuclear Option at the “Ecole desMines” in Alès • the participation in the recruitmentof students,• the participation in the end-of-yearjuries,• a tight collaboration in matters ofsourcing to help us in our recruitmentsby playing on networks and co-op-tation.• the participation in trade confe-rences within these schools in orderto promote the opportunities that thenuclear sector can offer.

Other partnerships are in the process ofbeing developed for 2011, in particularwith the “Ecole des Mines” in Saint-Etienne, and the “Ecole Centrale” Engi-neers School in Marseille.

Club des 50 Max MASSA takes part in a think tankformed by Christine LAGARDE, Ministerof the Economy and Finance.
