Leading to an Overcrowded Penn Station NY Crowding
1st, 2nd and 3rd largest commuter rail systems in the nation serve New York City
• PENN STATION NY– 429,000 average weekday passenger trips (FY 2014) • Long Island Railroad – 226,000 trips
• NJ Transit – 174,000 trips
• Amtrak – 29,000 trips
• PLUS NYC Transit - 356,000 avg weekday trips at Penn Station (FY2014)
• 1/2/3 - 185,000 trips
• A/C/E - 171,000 trips • Total station trips have doubled since formation of
commuter agencies.

Supported by Assets in Critical Condition
Crumbling benchwall inside Hudson River Tunnel
Portal Bridge demands frequent miter rail maintenance and complete replacement
Sawtooth Bridge is supported by falsework and requires complete replacement
Dock Bridge needs overhaul of electrical and mechanical components
6
Super Storm Sandy Impacts
• Superstorm Sandy forced ~4-day closure of the NEC:
• Inundated substations
• Inundated East River and Hudson River Tunnel systems
• Ongoing damage to internal components requires complete renewal of inundated tunnels.
• Tunnel reconstruction requires closure of each tube for outages of >1 year.
• Rebuilding of the existing Hudson River Tunnel cannot begin until the new Hudson Tunnel is built and commissioned.
8
Gateway Program Principles
Service Preservation and Resiliency • Preserve existing service to Penn Station NY • Rebuild Existing Infrastructure • Provide resiliency / storm protection • Bring to State of Good Repair
Capacity • 100% increase trans-Hudson River • Expansion of Penn Station NY • Build redundancy for stable operations
• Prioritize modular project designs with independent utility.
• Advance elements together as a coherent Program, as permitted by funding.

First Up … Hudson Tunnel Project
• NEPA Environmental Review and Preliminary Engineering • Expected 2-3 year process to start this year • FRA will act as USDOT Federal Lead Agency • NJ Transit will act as NEPA Manager • Amtrak will manage Preliminary Engineering • Evaluating options for expediting NEPA with FRA and Gateway Development
Corporation

Immediate Next Steps: Portal North Bridge
Portal North Bridge rendering
• Portal North Bridge has record of decision (ROD) from FRA and has completed final design.
• Exploring funding and financing scenarios with New Jersey, New York, Federal, and Amtrak participation.
• Early Action Contract # 1 for relocation of utilities and other civil works using $16M in TIGER grant to NJ TRANSIT awaiting application to FRA.
• Real Estate requirement approximately 15 acres at an estimated value of $7M (2013 $’s)
