Our Commitment to Reform
• Boosting our nation’s productivity to maintain and consolidate our economic recovery.
• Raising skill levels through apprenticeships – reaching 3 million starts in 2020.
• That is equivalent to more than one apprentice every minute over the next five years
• Putting employers in the driving seat of creating apprenticeships that fully meet their business needs.
• Making sure that apprenticeships are open to all, with a 20% increase in BAME apprentice starts in 2020.

WHEN: Transitional arrangements
• We envisage a migration from apprenticeship frameworks to standards over the course of the Parliament, with as much of this to take place by 2017/18 as possible
• Dual running in the interim, with potential switch off of some frameworks/pathways earlier
• Notice was given to withdraw the first seven frameworks in March 16 - these frameworks with be closed to new apprenticeship starts from 1 June 2016.

Introduction
• The application process for the Register of Apprentice Assessment Organisations launched on 27 March 2015.
• The Register will identify organisations that are suitable to conduct independent end-point assessment against apprenticeship standards and assessment plans developed by Trailblazers
• Organisations can only be selected by employers to undertake end-point assessment if they are on the Register.
• The Register is a trial, to support delivery of new end-point assessments and help employers select who should deliver their end-point assessment.

How the register will assist employers
• An apprentice cannot complete and achieve an apprenticeship without passing the end-point assessment.
• Employers will use the Register to select an organisation to undertake end-point assessment for them. The lead training provider will then contract with the end-point assessment organisation, on behalf of the employer.
• End-point assessment organisations will need to internally quality assure their processes and systems, including evidencing of independence of assessment, and adhere to external quality assurance arrangements
• We have produced a guide for employers so that the purpose of the Register is clear.
• Employers will determine which organisation they will select and the process for selection.

Publication and help and support
• Register is published on the Skills Funding Agency website at https://www.gov.uk/government/publications/register-of-apprentice-assessment-organisation
• We update it when new organisations are approved. • We will publish each organisation’s name, contact details and other summary
information taken from an application. We may share an entire application with an employer, at the employer’s request.
• We may remove an organisation from the published Register if we have evidence that the organisation no longer meets the requirements of the Register.
• We have a message function within the Register of Apprentice Assessment Organisations section of the Bravo Solution portal for questions. The application portal can be accessed here - https://skillsfundingagency.bravosolution.co.uk/

Institute for Apprenticeships
• The Institute for Apprenticeships will be an independent employer-led body that will regulate the quality of apprenticeships. It will be set up by April 2017 (shadow form from 2016).
• An independent Chair will lead a small Board of employers, business leaders and their representatives. The Institute will approve apprenticeship standards.
• Our reforms and the introduction of the levy will lead to anincreased demand from employers. This provides new opportunities for agile providers.
• Outline role:• Approve/reject EOIs, standards and assessment plans• Provide advice and guidance during their development• Determine policy on when standards need to be refreshed or closed• Advise on funding for each standard• Overview quality of standards/assessments

What will Providers need to do
• Curriculum development to deliver training to enable apprentices to meet the new standard – not all qualification driven
• Understand the requirements for the independent, synoptic end point assessment and grading
• Devise marketing strategies and materials• Watch out for communications on the new Find a Provider service as
part of DAS – you will need to update a profile to show what standards you can deliver
• Understand the funding model, training organisations’ responsibilities and funding rules
• Develop business models to respond to employers needs – funding in the hands of employers
• Providers talking about Standards to current/potential employers and start delivering them

• Employers will be able to choose where to direct the funds in their digital account. Where employers choose not to, we will make these available more widely.
• Guidance on funding for frameworks and standards in 2016/17 was published in January.
Funding Apprenticeships – The Levy
• We have already increased the minimum wage for apprentices by over 20% to £3.30 in October 2015.
• The Government is introducing a levy on employers to fund apprenticeships. This will be collected through PAYE. Guidance will be provided in Spring 2016.
• Employers who pay the levy and are committed to apprenticeship training will receive a 10% monthly top-up to their levy contributions
The Levy will be set at 0.5% of an employers pay bill. It will only be paid on any pay bill over that.
