CONDUCTED BY EXTENSION EDUCATION INSTITUTE
IN KERALA, A CLIENT STATE
1. Introduction
In the present age of information explosion through modern means of communication
the training of the employees has become an unavoidable phenomenon for all the
organizations. The modern scientific methods of increasing production have generated the need
to develop the human resources of its organizations to equip with the latest knowledge, skills
for improving their performance and stay up to date with the changing needs of the society.
Training is a costly input involving human, material, financial and other resources
hence it becomes essential for the training institutions/sponsoring institutions to know what
has been the effect and impact of the training programme. It is essential to know the extent of
adoption of the content by the trainees. It also provides scope to identify the constraints in the
adoption of knowledge or skills and also helps in identifying the future needs of the clientele.
2. Objectives
For effective training and learning evaluation, follow up is an essential activity The
study was conducted with following objectives:
• Extent of utilization of knowledge /skills gained during the programme at field level
How successful were the trainees in implementing their action plans?
• To identify out the future training needs of the officers
• To verify the benefits accrued by the farmers at field level through the trained officers
3. Methodology - the Process
A three member team Dr.P.RameshkumarReddy, Professor, Dr.B.Jamuna Rani, Associate
Professor, Dr.G.Veerendranath, Associate Professor visited kerala state from 2528 th
September 2007 to study the impact of the training programmes conducted to the officers of
the three departments ie Agriculture ,Animal Husbandry, Dairy Departments of

Kerala state during the years 2004-05, 2005-06 and 2006-07 under the main coordination
and assistance provided by the Department of Agriculture, Kerala state. The follow up study
was systematically planned and conducted as below:
3.1 FIRST PHASE: (Planning & Preparation )
1. The Department wise and year wise list of the officers trained by EEI was prepared for
the three years.
2. The total training programmes were broadly categorized under three heads namely
Communication, Management and Rural development .
The on-campus and Off campus training programmes conducted by EEI, Rajendranagar
during the years 2004-05, 2005-06 and 2006-07 were categorized under three broad areas.
Those are

3.2 SECOND PHASE (Arrangement Phase)
The letters consisting of programme schedule for follow up from 25-28 th September was
communicated to the Directors of three departments of Kerala state asking the Agriculture
Department which is the major department to coordinate the other two departments and arrange
for the follow up programme from 25-28 th September ,2007.
3.3 THIRD PHASE: IMPLEMENTATION PHASE :
The follow up team met the JDA (Agrl),and ADA ( training ) two days before the follow up
visit to ensure the arrangements of the programme of 25-09-07 as the team were involved in
an off campus training programme at Trivandrum on “Participatory training management
skills” from 18-24 th September 2007,hence the team could personally meet the officers of
Dept of Agrl. and requested for the arrangements to be made on 25-09-07.
The Director of Agriculture, Kerala State, the Director of Dairy, Mrs.Sarojini ,the
Director of Animal Husbandry, Dr________ provided all the support guidance and
cooperation. The Joint Director of Agriculture Mrs.Radhamoni coordinated the total
programme where she was with the follow up team for two days and coordinated the

programme along with the line departments and facilitated in conducting the follow up study
by making all arrangements including travel and accommodation to the team members. The
training incharges of three departments Mrs.Susheela, ADA agriculture, Dr.Shajan Alex,
Deputy Director of Dairy department and Dr.Suma Deputy Director of Animal Husbandry
,Kerala provided all the guidance .
3.3.1 FIRST DAY (25-09-07)
• A review meeting was held at Thiruvananthapuram on 25-09-07 in the seminar hall at
the Soil Testing lab , Department of Agriculture,Kerala
• The Follow up team, the JDA (Agrl), Deputy Directors of Animal Husbandry and
Dairy departments also participated in the meeting .
31 officers of three departments who were trained at EEI attended the review meeting
(Detailed list of officers is presented in Annexure – I)

• The objectives of the follow up visit was briefed to the house and the officers were
given the general proforma to know the utility of the training, learnings and its
application, the grey areas if not
useful, constraints faced by the
officers in the implementation of
the acquired knowledge and skills
and finally they were asked to list
out the future training need areas.
• Each officer was given a specific
proforma related to the training
programmes they have attended
during the years 2004-05, 200506
and 2006-07. The JDA of

route map covering Eight districts of Kerala state to be visited by the team during26 th
27th, and 28th of September 2007 were finalized.
• The trained officer working nearest to rural Trivandrum arranged a field visit to dairy
units -Two dairy units were visited
3.3.2 SECOND DAY (26-09-07) Four visits were made on 26-09-07 to the farmers fields of
Agriculture ,Dairy and Animal husbandry aspects
3.3.3 THIRD DAY (27-09-07)
The team after a night stay at Alleppy proceeded to the Principal Agricultural Office, Civil
station ,Collectorate, Alleppy to attend the review meeting of the trained officers of three
districts

• Kottayam

Two Agrl officers who attended the review meeting reported that the skills gained during the
course on “Video Production technology ” helped them to develop video CDs in the areas as
below:

After collecting the necessary information four field visits were made two visits to Agriculture
fields, one dairy and one unit of Animal Husbandry.
3.3.4 FOURTH DAY (28-09-07)
The follow up team of EEI proceeded to Ernakulum from Aleppy and after a night stay at
Ernakulum attended the review
meeting With the officers of three
districts

Fourteen officers attended the review meeting. Some of the officers mentioned that they are
highly interested to undergo training at EEI but they do not have the list of training
programmes .They further requested that all the district level offices should have the list of
training programmes so that they can undergo the training as per their needs.
One more officer Mr.Ranjan Jacob,AO, Nellykhuzhy of Ernakulam said that after attending a
training programme at EEI on Market led Extension he took the initiative to provide benefit

the farmers by avoiding middle man. During Onam every year there will be a 3 days mela
where every year the department
Among 181 officers trained during the three years 57 officers participated in the follow up
programme.
4.0 VISITS TO FARMERS FIELDS
Four visits were made on 26-09-07 to the farmers fields of Agriculture ,Dairy and
Animal husbandry aspects
The team proceeded to Kollam district at 8am Four field visits were made on 26-09-07 Field
visit to farmers fields :
1. Two visits to farmers fields of Agriculture department as below:
a. Multi enterprise micro entrepreneur of Smt Sheeja (31 yrs ) of Idanaad panchayat ,
Chatanur block, Kollam district is the master trainer at SIRD
Trained officer at EEI: Mr. Soman, Deputy Director(Trg), attended course at EEI on
“Production of Audio visual aids” and Mrs..Thejasee bhai, AO under the control of Mr.Soman
who trained up the AO.

Kollam district a self help group CHARMS was
formed in the year 2005 a micro enterprise

“Mushroom spawn production unit” was started with an investment of 1.5 lakhs with Rs.
20000/- subsidy from DOA; a loan of one lakh from bank & the rest borne by the members.
Two types of mushrooms i.e. milky & oyster mushrooms were cultivated and each member is
earning an income of Rs. 500/- a week after incoming the expert.
2.Field visit of a Dairy unit of Charakkara panchayat, Chatanur block Trained officer at EEI:
Mr.Ravindran Pillai, Dairy Extension officer, Chatanoor block attended a Workshop at EEI on
“Human Resource Development” reported that
the programme not only was useful to develop
his own personality but also he used the skills
in improving the human resources of the
clientele he is working with, Smt Shirley a
dairy farmer never came out of the house to
manage her resources. Thus Mr.Pillai
motivated her to join as a member of existing cooperative later proved her abilities and now
is the secretary of the cooperative consisting 230 members. Smt.Shirley earlier with 5 cows is
now a owner of 23 cows which yield 70-80 ltrs milk per day .She under the guidance of
Mr.Pillai is also studying M Com through distance education . She expressed that Mr.Pillai is
behind her success.
3. Livestock Management Training Centre(LMTC),Kuttiyam:
Officers who attended training at EEI on “Video Production Technology” Dr.Shine Kumar,
VS and Dr.Ajit Babu,VS reported that the training at EEI provided them with the basic skills
in Video production and they developed three CDs on the areas as below:
a. Grama Samrudhi(Covering all aspects of Animal Husbandry activities)
b. Foot&Mouth
Vaccination
c. Ranikat Disease
The CDs developed by these two
officers are under multiplication
to supply all AH units
4.2THIRD DAY (27-10-07 )
FIELD VISITS :
1. Agriculture

a. Paddy cultivation Cooperative basis in Paravoor village,Ambalapuzha block,
Alaphuzha district. 240 farmers
with a landholding ranging between 1-4 acres formed
a society called Kurugapada society .They have taken up
the cultivation in 104 hactares under the technical guidance
of the Agricultural Officer Mrs.Seena, AO,
Alaphuzha who attended a training programme” Training
Management” at EEI is providing the necessary guidance
through pre season and on season training programmes.
She was happy to mention that she learnt the skills of conducting the training
programmes systematically. She gained skills in Trg needs assessment, she is very
careful now in developing training design and content and checklist is really helping
her to conduct systematically. The farmers were very happy with her services.

b. Community Development centre at Kanjikuzhy village: 262 SHGs formed a
community development centre.
The members were encouraged
by the agricultural officer Smt.
Seena to grow organic vegetables.
The department opened a sales
outlet where the members of
society employed two members to
take up sales and the members can sell their produce at this outlet and were avoiding
the middle men and also consumers can preserve their health by using organic
vegetables

2.Animal husbandry :
Rabbit rearing unit: Mr.Prem kumar took up rabbit rearing unit and earning an income of Rs
140/kg of meat and Rs 70/- per live rabbit. This venture was encouraged by the Veterinary
officer Mr.Thomas, Dty Director who underwent a training programme on “Upgradation of
Communication skills” claims that he could use the techniques in convincing the farmer to take
up rabbit rearing and also many surrounding farmers are showing inclination to adopt this
venture. The farmers who were present at this visit expressed a need for training in
“Rabbit skin processing ,preservation and marketing” and they requested EEI to coordinate in
conducting the training and the farmers expressed that they can attend the training wherever it
is arranged.
3.Dairy unit:
Mr.R.Sunil(20 yrs), s/o Ravindran of Komalapuram,North Alyad po,Alaphuzha had two cows
Is now a big entrepreneur with 40 buffaloes
and 50 cows. He appreciated the efforts of
Dr.Thomas for convincing him,motivating
him to taking a loan of Rs seven
lakhs and for providing the necessary technical guidance
as and when required and he claims that Dr.Thomas is
behind me contributing for my success.

5. Out Come of the Follow up
5.1 Feed back Provided by the trainees in terms of their learning’s and field
application.
The information collected through specific formats on the training programmes were
compiled. The compilation was done according to the specific training areas. The learnings
and their application at field level presented below.
5.1.1 Communication and Training related programmes
Under this broad area the training programmes attend by the officers includes Up gradation of
Communication Skills, Farm Journalism, Training and Management Skills.
Training methods, Production and Use of A.V. Aids.
Production and Use of Audio Visual aids
• Improvement in Presentation skills
• Visual aids like chalk board, specimens, power point presentations used
• Power point presentations used for topics like Pokkali cultivation, Organic agriculture
• Using of Audio & Visual aids during Extension Talks and training to the farmers
(a) Up Gradation of Communication Skills
Effective conduct of village level meetings.
Improvement in presentation skills
Field level awareness programmes in different Panchayats were implemented through
extension talk
Farmers awareness programmes organized in coordination with local NGOs in dairy
poultry, goat rearing and rabbit rearing
Improvement in adoption of skill demonstrations particularly during Mastitis control
program, vaccination of poultry, construction of cattle sheds, full hand milking etc,.
Using Audio Visual Aids during extension talks and training to the farmers.
(b) Farm Journalism
Produced information materials on cultivation of maize, sugarcane.
Feature articles on “Conservation of Animal resources of kerala Improved skills in
writing case / success stories.
Written script to a Video programme on Succeful Dairy enterprise during a Farm
Information Bureau programme at Thiruvananthapuram with Title “Sayiyude
Gokulam” for 7 minutes duration produced at Kisan Kerala Project, Techno park,
Trivandrum

(c) Training Management Skills(Ten officers)
Setting goal & time management in work situations helped in increasing efficiency
Knowledge and adoption of systematic procedures for conducting training programme
Analyzing training need before the conduct of training through individual/ group
methods whenever field visits are made to the fields
Active participation of trainees is ascertained through individual & group exercises,
live demonstrations, group discussions brainstorming and cases
20% using visual aids projected through LCD
Cent percent using checklist not only for training programmes but all meetings and
other formal programmes
Follow up done by assessment directly at field level.
60% trainees imparted trainings on subject oriented problems and 40% never had
opportunity to conduct trainings due to their postings either in lab or head quarters
(d) Training Methods
Training methods of meetings and demonstrations used for integrated nutrient
management, organic farming
Conducting training programmes based on identified needs.
Group Discussions conducted on plant protection measures
Field trips to convince upon organic farming
Demonstrations used for teach skills on INM
From the focused group discussions the officers revealed that after receiving trainings they
started conducting need based trainings during pre season for paddy and on season trainings
on various crops if threat found for pest and disease management. They became more
confident in conducting meetings and imparting knowledge and skills to the farmers. All of
them expressed that training programme conducted at EEI were really improving their
capabilities and they wants to attend trainings in other areas.
5.1.2 Management Skills related programmes.
Under this broad area, the trainees trained in Human Resource Development, Participatory
Planning and watershed Development, Market led Extension Management, Disaster
Management, monitoring and Evaluation and Participatory Rural Appraisal. The programme
wise feed back is presented below.

(a) Extension Management skills
ASA-A systematic approach followed in planning executing and monitoring all the AH
activities
Able to manage a team of doctors and staff to conduct Animal Disease control
project(ADCP) in Karyoripally taluk
(b) Video Production technology:
Produced video films on the following aspects
• Grama Samrudhi(Covering all aspects of Animal Husbandry activities)
• Foot & Mouth Vaccination
• Ranikat Disease
• Problems faced by farmers on Meenachil krishi bhavan ,kottayam district
• Commercial Banana cultivation in thalanadu panchayat-An Agri Export Zone unit
Natural Calamity in moonnilavu pooryar
The trainees expressed total satisfaction in the content and thanked EEI for providing the
necessary inputs for producing the video films to guide the farmers in transfer of technologies.
(c) Market led Extension Management (Eight officers) AGRICULTURE
Contacted the buyers /middlemen and collected the data of demand of various produce
and their average prices for the past one year and decided to cultivate one crop in a
compact area suitable to that soil conditions and took up a monocrop and entered with
a Contract with the buyer
Organized SHGs and training was given on value addition of the products
Grouped interested farmers and took measures to eliminate middlemen in agrl
marketing to major extent in the officers jurisdiction.
Organic vegetables & products manufactured by SHGs were marketed by creating a
sales outlet by the dep’t where by farmers can sell their produce directly to the
consumers
Efforts of officers in Post harvest management :
A women group was formed who are involved in vegetable cultivation and also
have taken up processing of turmeric etc,.
Started small value additionunits for banana, tapioca and vegetables
Maintenance of proper cold chain
Trained farmers on packing of agricultural productswithout loosing quality and
appearance
Facilitation for contract farming

Planned to cultivate Aloevera in 10 hectares and contacted a company “Agasthyaa
Biopharm India ltd recognized by APEDA and the project will be implemented
after one month
Using ICT for updated Market information
Using web sites like Agmarknet,www,Vuat.org,www.ufpak.org
The officers requested the EEI to communicate with them whenever they had problems through
their personal mail IDs
DAIRY
As milk is a perishable item recommended the Director ,Board member of regional
union to start bulk coolers and with difficulty got permission to purchase bulk coolers
and now are implemented at primary level societies.
(d) Participatory Planning and Watershed Management
Action plan proposed on aspects like breed improvement, vaccination, treatment
Monitoring & evaluation of dairy development under watersheds enhanced credibility
of the officers.
Strengthened committees associated with Watershed Association, watershed
committee, watershed development teams & district watershed development units.
PRA like resource map, seasonality and venn diagrams were used in watershed plans.
Included agriculture and veterinary (goat & rabbit rearing) in action plans
(e) Monitoring and Evaluation
Helped in identifying the indicators for monitoring milk production activities
Helped to evaluate the training programmes at the end of every financial year
(f) Participatory Rural Approaches
Social & resource maps,enterprise maps,time analysis were used in plans.
useful in assessing the needs in areas of fodder cultivation,mini dairy unitwhich were
implemented by the gram panchayat
5.1.3 Sensitization Programmes
Under this broad area the trainees trained includes WTO and its implications to Indian
Agriculture, Promotion of Public Private Partnerships, Gender Sanitization, Building Rural
Institutions, Strategic Research and Extension Plan and change Management in Agriculture.
The training programme wise feed back provided by them presented below.

(a) Building Rural Institutions:
Formation of number of SHGs & Farmer Interest Groups in crops like paddy, banana,
coconut and vegetable growers groups were increased considerably .
Taken steps to strengthen farmers groups through financial assistance from banks and
schemes and concentrated on value addition and facilitated marketing
Extending development schemes and grants to women and deprived people.
Gender Sensitization
Special consideration to the under privileged in the various projects related to livestock
and poultry rearing
Encouraged for sharing of responsibilities among the genders, created awareness on the
need for equity, equality and empowerment and unity among women to tackle gender
issues
Encouraged women labour to do al kinds of works in farms like making basins to
coconut etc,
Gender budgeting done for Kerala vikasana programmes
Compulsory programmes to be implemented for women groups by Dty Director(CYPI)
(c) Strategic Research and Extension Plan
Introduced farming systems suitable to the areas such as Agriculture + Horticulture +
livestock/fisheries . Paddy-sesamum-paddy, Paddy-Pulses-Paddy
Developed confidence to play better role in SREP implementation.
(d) WTO and its implications to Indian agriculture
Access of IT from department helped in upgrading knowledge
Emphasis is given for value addition and providing trainings to the farmers Guiding
about the Market intelligence to farmers to get better price.
Trainings were given to the farmers on market fluctuations.
(e) Promotion of Public Private Partnerships
Helped in developing linkages with Govt schemes and egger nurseries.
Administration and HRD support from the department of AH to SPCAs functionaries
where day old chicks are provided to the beneficiaries reared by them and sold back
Linkages developed between NGOs and user groups
Women involved in backyard poultry with the support of egger nurseries and dept of
AH
Supply of good feed through milk societies
Goat / poultry rearing through kudumbashree units where technical support by AH dept

Change Management in Agriculture
Motivated farmers towards the concepts of market intelligence,farmer markets,agri
export zone,quality control and certification
Succeeded in changing farmers mind set to the importance on marketing
PPP model on VFPCK (Vegetable and fruit protection central kerala Encouraged
farmers to take up crop diversification. ICT & Use of Mass Media in Agriculture
Eight officers have undergone training in this area. Four of them are using ICT tools multimedia
CDs, Internet E-mail and computers in extension activities. More specifically they are
frequently using MS Word, Internet, E-mail and occasionally Power Point & to some extent
Excel.
One trainee i.e. Ms. M.I.Valsamma had written popular articles on “Milk a complete food”,
“Clean milk production”, “Milk testing methods” she informed that as Principal of the
Training Institute she is using Power Point presentations to impart trainings. Another trainee
Mr.Murshidul Jannath Raj had written feature articles .A Video film was also developed by
him on “Success story of Kerakashari in Valayampatty in Thrissur district”
5.2 General feed back on EEI Training Programmes During review meetings conducted in different districts of Kerala ,Fifty seven participant
officers from agriculture and allied departments of Kerala, who have undergone training at
EEI, provided general feed back about utility of training through a structured proforma
administered to them.
The trainees expressed that the training they received at EEI is useful to them at field
level in various extension activities o Self motivated to motivate the farmers to adopt
changes due to globalization, training methodology utilized for panchayatraj awareness
programme, training needs assessment, farmers trainings, demonstrations, group
discussions, knowledge on use of different extension methods, group formation, techniques
of eliminating middlemen, computers practicals helped to prepare reports and prepare
presentations through power point. farmers,management skills for better
performance,market information through net, interactions and in planning and
implementation of different departmental programmes and schemes.
o Majority of the trainees (90%) referred the reading material provided to them as and
when they took up related activity.

5.3 PROBLEMS/CONSTRAINTS EXPRESSED BY THE OFFICERS &
SUGGESTIONS OFFERED FOR IMPROVEMENT.
• Majority of the trainees requested that they may be provided the training calendar
through their officers so that they can apply for being nominated to the prograammes
which they can feel to be needful and improve their performance.They further
suggested that the list of training needs may be collected by their immediate superiors
and pass on to the higher authorities and nominate them accordingly.
• Placement of the trained person in right place or nominating appropriate person to the
training based on the training area.
• NGOs or Self Help Group representatives or private organizations may be involved in
training programmes
• Provision of (infrastructure) digital cameras, A.V. Aids etc; for effective use of mass
media in disseminating information. They also requested for the training A.V. aids kit.
And a computer
• Trainees suggested to conduct follow up once in every three years.
• Because of too many other departmental activities being entrusted on, they felt that they
are unable to use the learnt skills.
• Few trainees felt trainees were sent for training just before retirement, which may be
avoided.
• Expertise of the trained officer should utilized .
• In training programmes practical orientation must be increased through field visits.
Trainees expressed their willingness to under go training at EEI, regularly to keep them
selves abreast with recent developments in Agricultural extension management
Majority of the (98%) of the trainees stated that they required more field visits especially
topics like Disaster Management, WTO and its implication to Indian agriculture, change
management, Building Rural Institutions and Human Resource Development. They also
expressed that these trainings should also be helpful to the higher level officers, especially
Administrators in the line departments.

EEI is organizing most of the programmes. This year i.e. 2007-08 EEI has included subject
master trainings viz., IPM, INM, & IDM, PHT Management, production technologies of oil
seeds and pulses and organic farming. However, some of the important areas viz., Project
formulation and management. The said feed back given by trainees emphasizes the importance
and need for continuing the programmes.
7 Conclusion:
The strength of any organization is determined not mere by number of employees but by the
technical competence of its human resources. Training plays an important role in improving
the professional competence of employees in performing their duties. But training is a costly
input involving human, material, financial and other resources. Thus it becomes essential for
the training institutions/sponsoring institutions to know what has been the effect and impact of
the training programme. Hence there is every need to take follow up activities to find out the
utility of knowledge and skills learnt in the field situation or in the organizations.

Identify the constraints/ reasons for non-utilization of knowledge and skills acquired by the
participants will help to provide reinforcement for application as well as refining training
programmes. Also future need areas also can be identified during follow up to plan future
programmes accordingly. Thus this study as discussed above provided necessary feed back to
take necessary action in future.
